    Building a shelter in the Inland Empire to house up to 430 unaccompanied minors who crossed theU.S.-Mexico border doesn’t make sense and raises “serious concerns,” four House Democrats whorepresent the region wrote in a letter Monday, Aug. 19.

    The two-page letter addressed to the head of the federal Office of Refugee Resettlement comes asthe office seeks to lease space for a shelter for “Unaccompanied Alien Children.” Officials aresearching an area encompassing much of western Riverside County and San Bernardino County.

    Signed by Reps. Pete Aguilar, D-Redlands; Mark Takano, D-Riverside; Norma Torres, D-Pomona,and Raul Ruiz, D-Palm Desert, the letter rebukes the Trump administration’s treatment ofundocumented immigrant children.

    “Time after time, the Trump Administration has subjected immigrant children to prolonged detention inhorrible conditions, and we have serious concerns about any plans that would allow these abuses tohappen in our community,” the letter read.

    Officials with the federal Department of Health and Human Services have said the shelter, whichwould have bedrooms, bathrooms, classroom space, a medical exam area, and recreation space, isneeded to reduce the need for temporary shelters.

    But Congress’ $2.88 billion appropriation to helpundocumented immigrant minors calls for placing childrenin small group homes and “transitional foster care settings,”not large-scale shelters like the one sought for the InlandEmpire, reads the letter, which criticizes the refugee officefor not informing local lawmakers or the community beforeseeking shelter space.

    “Transitional foster care is better suited to provideindividualized attention to children than a large-scaleshelter,” the letter reads. “That is why we are gravelyconcerned about the proposed shelter construction in theInland Empire, where there are many service providers andcommunity-based care options like family members andfoster parents that are more suitable settings for thesechildren.”

    Documents posted online call for the shelter to be ready for occupancy in December 2020.

    Immigrants held in U.S. detention facilities filed a lawsuit Monday decrying what they called shoddymedical care and a failure by authorities to provide accommodations for disabilities.

    said they’ve been denied wheelchairs and a deaf detainee who communicates in American SignLanguage said he has not been provided an interpreter.

    The lawsuit filed on behalf of 15 immigrants from countries including Sudan and Mexico andnonprofits seeks to represent immigrant detainees across the country. The suit cites problems at eightfacilities including a privately-run center in Adelanto and Teller County Jail in Colorado.

    The problems harm disabled immigrants and threaten anyone in one of Immigration and CustomsEnforcement’s more than 50,000 detention beds who winds up getting sick or isolated from otherdetainees, said Monica Porter, staff attorney at Disability Rights Advocates, one of the organizationsthat filed the suit.

    “ICE cannot simply contract with third parties to operate its detention centers and then wash its handsof the deplorable, unlawful conditions in those detention centers,” said Tim Fox, co-executive directorof the Civil Rights Education and Enforcement Center.

    ICE, which largely contracts with private companies andlaw enforcement agencies for detention space, declined tocomment specifically about the lawsuit.

    An agency official said comprehensive medical care isprovided to all detainees including dental and 24-houremergency care and studies have shown about 1 percentof detainees are held in segregated housing at a giventime.

    Advocates said they want to see changes in medicaltreatment and policies for the immigrants, who are fightingdeportation, and the release of immigrants underalternative programs.

    The number of immigrants in detention has grown in recent years. There are currently an average55,000 immigrants in detention each day, according to ICE.

    One of the plaintiffs, Faour Abdullah Fraihat, has been detained in Adelanto for more than two yearsand lost vision in his left eye. While an off-site doctor recommended surgery in April, immigrationauthorities didn’t provide it and he was told last month his vision couldn’t be restored, according to thelawsuit.

    Fraihat, 57, who has back and knee pain, said he was given a wheelchair but it was taken away aftera month. For more than a year, he relied on officers to bring him food, the suit said.

    He said he fears returning to Jordan because he was threatened after converting to Christianity.

    Another detainee at the facility about 60 miles (100 kilometers) northeast of Los Angeles said he wasplaced in segregation for a week after filing a grievance against an officer, the suit said.

    Luis Manuel Delgadillo, a 29-year-old who has lived most of his life in the United States, was onmedication for schizophrenia and bipolar disorder but his treatment shifted after he was detained inMay. Since then, his mental health has suffered, prompting him to miss two court dates, according tothe lawsuit.

    “Like any parents, my husband and I suffer with him, and we just want him to be safe,” his mother,Patricia Delgadillo, said in a statement.

    An invasive beetle responsible for killing oak trees in the Oak Glen Preserve has been found inSugarloaf, and it’s possible the insect may be lurking undiscovered in other parts of San BernardinoCounty, officials say.

    Larval, pupal and adult life stages of the goldspotted oak borer were extracted from under the bark ofrecently killed and dying California black oaks on private property in the unincorporated SanBernardino County community, officials with the state Department of Forestry and Fire Protection andU.S. Forest Service announced Friday, Aug. 16.

    Corella, forest health specialist with Cal Fire. Oaks are revered for their beauty and as a culturalresource, but are also relied upon by insects and animals for survival.

    Dead trees can also increase risk of fire danger, Corella said.

    “Oaks have a lot of value and it will definitely change the community if it’s left to move on its own,”Corella said.

    The beetle is native to Arizona, but is believed to have traveled to various parts of Southern Californiathrough infested firewood.

    It has been discovered in San Diego, Riverside, Orange and Los Angeles Counties. This is thesecond infestation discovered in San Bernardino County, with the first being in Oak Glen in the fall of2018. It’s possible the beetle is elsewhere in the county and has not yet been discovered, Corellasaid.

    The beetle was also found in Idyllwild in Riverside County in 2012.

    Identifying the aggressive beetle

    The beetles aggressively attack California black oaks, coast live oaks and canyon live oaks. Whileadult beetles, which are dark green with gold spots, are rarely seen, there are a few signs to keep aneye out for, Corella said:

    “D” shaped exit holes about the size of the word “Liberty” on a quarter.Brown leaves, crown thinning, dying branches and stains on the tree’s trunk.Woodpeckers may be seen removing the bark to get to the larvae underneath.

    Residents who see any of these symptoms are asked to submit a report online at gosb.org. Reportsmust include two photos, one of the entire tree and a second of the identified symptoms.

    Treating infested trees

    Treatment depends on the severity of the infestation. Light infestations may be treated by a licensedpesticide professional, while trees with heavy infestations will need to be removed, Corella said.Residents can keep the firewood, but they must cover it with aluminum screening for two years, shesaid.

    Once removed, the trees can be chipped to 3-inch pieces or smaller. Residents who don’t want to tarptheir wood, can have their trees completely debarked then chipped.

    Most importantly, Corella said, if you don’t know if your firewood is safe, don’t move it.

    “Keep an eye on your tree,” Corella said. “Make sure you go out and survey your trees. If you seesomething just report it.”

    On March 29, 2018, at about 7:30 a.m., a 70-year-old man and 62-year-oldwoman, both of Ridgecrest, were driving southbound in their Toyota on astretch of U.S. Highway 395 north of Kramer Junction.

    Traveling in the opposite direction was a 48-year-old man from Fullerton, in aFord F-150.

    “As the driver of the Ford approached a crest in the roadway,” CaliforniaHighway Patrol officials later said, “he initiated an unsafe pass by crossing thesolid yellow line delineating the northbound lane. The Ford entered thesouthbound lane in the direct path of the Toyota.”

    Although both drivers attempted to swerve out of the way, the vehicles collidedon the west shoulder of the highway.

    The couple both suffered fatal injuries, while the driver of the Ford was airliftedto a trauma center.

    Ten days later, on April 8, two men died in a similar crash, also on Highway 395but in Adelanto.

    The collision occurred after one of the men, 24, crossed the double-yellow linesin his Chevy Impala and slammed head-on into a Dodge Ram pickup, killinghimself, the Dodge’s 62-year-old driver and injuring his passenger.

    March 2018 was a particularly deadly month for accidents on Highway 395.

    Only nine days before the March 29 incident, a man and a woman drivingseparate vehicles in opposite directions also crashed in the Adelanto area. Samecircumstances: the woman was attempting to pass two other vehicles and crossed

    over the double-yellow lines.

    Both were pronounced dead at the scene, bringing the tally to seven killed,including a pedestrian struck in a hit-and-run, and four additionally injured inone month.

    From 1992 to 2004, there were more than 2,000 crashes on the stretch of roadrunning from Interstate 15 and the turnoff for Ridgecrest, the Los AngelesTimes reported at the time.

    It was these and other seemingly preventable tragedies that spurred publicofficials, in cooperation with CHP and Caltrans, to work towards makingHighway 395 safer.

    Highlights of ongoing improvements were presented during a press conferenceFriday morning at the Oak Hills Fire Station on Caliente Road.

    At the meeting, 1st District Supervisor Robert Lovingood said a Highway 395task force was created about a year ago between multiple agencies in light of theincrease in accidents.

    He said state assembly members, senators, and others all asked themselves: “Howcan we pour the resources into greater separations and greater protection?”

    According to Caltrans San Bernardino office chief Haissam Yahya, many of theimprovements are designed to deter unsafe driver habits, such as illegal passing.

    “There’s nothing wrong with the route itself. It’s human behavior that actuallycontributes to the incidents we’ve seen,” he said, when asked about the inherentsafety of the highway.

    Construction crews are working on two projects south of the intersection withState Route 58 where they’re widening shoulders to eight feet, placing centerlineand shoulder rumble strips and reinstalling two passing lanes south of KramerJunction, going both ways.

    Striping will also be widened from four to six inches on the entire stretch ofHighway 395 from I-15 to the Kern County line.

    In some sections, Caltrans has also put in channelizers — thin fiberglass paddles— that will help deter crossing the double-yellow lines, Lovingood said in astatement.

    The three projects should be completed by the end of the year at an overall costabout $35.5 million. Some of that total is funded with Senate Bill 1 funds, the so-called “gas tax,” according to a Caltrans document.

    Another $57.8 million project, overseen by the San Bernardino CountyTransportation Authority, is underway on widening the stretch of highwaybetween Palmdale Road and Chamberlaine Way from two lanes to four, theDaily Press reported.

    This first phase is one of three that will ultimately extend from the I-15 to DesertFlower Road, which will include added turn lanes and signals.

    SBCTA officials estimate the project to be finished by March 2021.

    Warehouse developer and logistics business expert Brandon Birtcher wanted to make a point.

    He lit up the screen with a slide labeled “Mall of Tomorrow,” featuring a central warehouse building with indoor drive-around pickup lanes and merchandise pickup lockers scattered throughout the front parking lot, all surrounded by two-story buildings with restaurants and online-brand brick-and-mortar retail.

    “The new anchor of a mall is a fulfillment center,” he said.

    The futuristic slide appeared toward the end of his presentation sub-titled “The Retail Evolution” on how e-commerce —people shopping from home with a click on a screen — is blurring the lines between the retail and warehouse sectors of acity. His message, delivered in a joint session of the Rancho Cucamonga City Council and Planning Commission on Aug.7, may shape future zoning as the city revamps its general plan with an eye toward attracting more warehouses, evensome that double as retail centers.

    “We will work with Mr. Birtcher and look at our code and see where we need to upgrade it to keep up with changes andthe times,” Councilman Sam Spagnolo said in an interview after the presentation.

    Birtcher, co-owner and CEO of Newport Beach-based Birtcher Development LLC, sees a connection between retailchains going out of business and the growth of online shopping. This has brought a rush of big box warehouses to theInland Empire, including residential-type communities such as Rancho Cucamonga. But the trend is moving farther east.Rancho Cucamonga fears it is losing out to Riverside County when it comes to mega warehouses and fulfillment centersfor Amazon, the online shopping king.

    is doing well, Rancho Cucamonga officials want to make sure it can respond todrops in retail sales, a source of tax revenue that flows into city coffers.

    “The conversion trend of retail and industrial is a disruptive trend,” said MattBurris, deputy city manager. “We want to minimize disruptions in our city. Westill want to keep an eye on things if things shift drastically.”

    Birtcher said investment in fulfillment centers is No. 1, second to warehouses,followed by senior housing and workforce housing, according to a 2018 survey of developers and investors in the UnitedStates. Investment in regional malls was at the bottom of the list.

    “E-commerce has supplanted traditional retailing models, so fulfillment thrives,” Birtcher said. “We are seeing stores shutdown by the dozens.”

    The online trend is being led by Amazon, which receives 183 million visits a month as of March 2017, Birtcher reported.The online shopping giant accounts for 43.5% of e-commerce sales, he said. Since 2013, Amazon has built 10 facilities inEastvale, Moreno Valley, Redlands, Rialto and Riverside.

    Demand for more warehouses

    Customer online orders are shipped from China and other countries through the twin ports of Los Angeles and LongBeach; while 60% goes to the other 49 states, 40% stays in California, he said. This synergy between e-commerce retailand industrial buildings has fueled growth of big box warehouses and fulfillment centers in the Riverside-San Bernardino-Ontario area. In the eastern Inland Empire, there exists only 2% of available space for more, he said, creating a challengefor Rancho Cucamonga.

    Birtcher said the Amazons of the world want warehouses that are as close to the Los Angeles-area ports as possible toreduce truck fuel costs. These can be large, like the one his company built in Eastvale, or smaller warehouses that fit aniche.

    “This is about a tsunami of demand,” he told the city elected officials.

    One way to accommodate demand is to allow for taller buildings. Burris said the city’s code has a 70-foot height limit butis flexible. For example, Frito Lay was approved though a Conditional Use Permit to build a 100-foot-tall manufacturingwarehouse on Archibald Avenue and Fourth Street. It has been operating since 2015, Burris said.

    One of the fastest-growing warehouse uses are for online grocery deliveries, he said. This requires cities to buildwarehouses equipped with cold storage. He said the city could offer reduced electricity rates to attract developers,something Riverside is doing.

    Spagnolo said the city has power stations run by the Rancho Cucamonga Municipal Utility on its east end that could bringlower costs to warehouses running refrigeration units. “I think we are able to save those businesses money,” he said.

    Birtcher suggested the city look at assembling lots for a smaller warehouse. Burris said that is not a city function, but thecity planning department would not oppose moving several lots together for one project if they were bought by adeveloper or real estate broker.

    “We have to position ourselves to be the location of choice for those kinds of businesses,” Mayor L. Dennis Michael saidafter the presentation.”We need to be a player.”

    In the pipeline

    One project being discussed by developers involves empty land on the corner of Vineyard Avenue and Ninth Street thatcould involve several industrial buildings. “It is a sizeable project,” Burris said.

    He said the city entertains projects of a variety of sizes and uses, including manufacturing.

    But learning about the changes to retail from shoppers buying clothes, electronics and now even groceries online andhaving them delivered by truck from nearby warehouses to their doors is definitely a learning curve for the city.

    “We want to understand what is happening to the market so we can be responsive. We don’t want land use regulationsputting businesses out of business,” Burris said.

    HESPERIA — The city’s historic golf course that once hosted players from theProfessional Golfers’ Association could change management or be closed downaltogether.

    On Tuesday, the City Council will discuss three options for the future of 62-year-old Hesperia Golf Course & Country Club. The aging course is operated bythe Hesperia Recreation and Park District and has much the same infrastructureas when it was constructed in 1957.

    One option calls for Donovan Bros. Golf to take over operation of the 18-holecourse and conduct a Community Facilities District feasibility study for homesthat benefit from the golf course property, which is 211 acres.

    The Donovan proposal includes a management fee of $72,000 per year through2024. The city would also be required to cover all operating costs and lossesduring that time.

    Outside of operational losses and fees, Donovan identified startup costs of$320,300, which would include capital to purchase inventory and equipment. Inaddition, the city would be expected to subsidize the golf course by nearly $4million over the span of five years.

    The two major areas at the course that must be addressed in the near futureinclude an estimated $250,000 in capital improvements that include roof repair,HVAC replacement and new irrigation system. Other projects include clubhouserenovation and improvements to the parking lot and lakes on the course.

    Donovan, the sole respondent to a request for proposal, was formed in 1975 andhas more than 35 years of experience in the management and ownership of golfcourses in Southern California.

    Some of the courses Donovan Bros. operates include Western Hills CountryClub in Chino Hills, Sierra Lakes Golf Club in Fontana, General Old Golf Coursein Riverside, Arroyo Trabuco Golf Club in Mission Viejo and Whispering LakesGolf Course in Ontario.

    Another option the council will consider is repurposing or closing the course,with the land being leased and golf equipment sold.

    A third option would involve taking an alternative approach.

    The Hesperia Water District is in the process of completing the ReclaimedWater Distribution System, which is 10 miles of pipeline that connects the golfcourse, located between Main Street and Danbury Avenue, to the Hesperia Sub-regional Water Reclamation Plant on Mojave Street just west of Maple Avenue.

    The water district expects to receive recycled water this month. While the golfcourse is the first intended recipient of recycled water, several lateral connectionswere installed to benefit the Hesperia Unified School District, Hesperia ChristianSchool, the park district and other city facilities. Additionally, the city installednew water features at the golf course to hold the recycled water.

    Expected cost of receiving recycled water to the course in the current fiscal yearis $390,000, and $409,500 the following year. With the new cost of recycledwater, a portion of the base annual production can be leased to generate generalfund revenue.

    The park district began operating the golf course under an interim agreement inMay 2010. The most recent operating and license agreement was executed onMarch 2014 and is mutually agreed to expire on September 2019.

    The course was designed by William F. Bell Jr. and was privately owned untilApril 2010, when the former City of Hesperia Community RedevelopmentAgency purchased the course. During that time, the city, through its generalfund, purchased the associated 678 acre-feet of water rights.

    In 2011, the council voted to maintain the property as a golf course and negotiatewith the park district to operate and maintain the golf course after an outreachprogram indicated overwhelming support to continue operation of the course.

    Shortly after the purchase of the golf course, the State of California mandated thedissolution of all redevelopment agencies, includng the city’s which helped tofund the course. This event, along with the lingering effect of the GreatRecession, limited the city’s ability to maintain the property.

    VICTORVILLE — Several drive-thru restaurants, a cellphone tower, a Circle Kgas station with alcohol sales, a dog walking area and space for overnight RVsare part of a project proposed for the southwest side of Palmdale Road and U.S.Highway 395.

    The shopping center, dubbed “Desert Grove,” would be located on a 15-acre plotof land and include about 96,000 square-feet of shopping space. The project tooka significant step forward last Wednesday with the approval by the VictorvillePlanning Commission of a final environmental impact report.

    Waad Nadhir, who represented the ownership group at the meeting, told thecommission the project brings “more dining choices of the casual variety” toVictorville.

    A “specialty grocery store” is included in the proposal, Nadhir said, which hedefined as a store that would “focus a little more on organic foods.” He would notname the specific tenant because contracts have not been signed, he said.

    Nadhir also said the 40 recreational vehicle parking stalls proposed for theshopping center would also fill a need on the corridor. The corner is at theintersection of two highways — Highway 18, also known as Palmdale Road, andHighway 395, which connects Canada to Southern California through theEastern Sierras.

    Construction would occur in two stages, said Nadhir. The first stage, about36,000 of retail space flanking Palmdale Road and Highway 395, could beginsometime in 2020, he said. The second phase would involve the construction oflarger retail stores that would fill the interior of the project site.

    With approval from the commission, the project now moves on to Caltrans,which must approve permits for the project to move forward.

    Commissioner Robert Harriman voiced concerns over how trash would bestored. He said homelessness could increase at the intersection if trash wasn’tsecurely enclosed.

    “I’m worried about a homeless problem on that corridor. I really am, because it’sa state highway corridor,” he said. “That place looks beautiful and I want to keepit that way.”

    The proposal called for a mesh enclosure for the trash, but Harriman argued fora more attractive and secure method to enclose trash that would deter unwantedentry from the outside.

    The owners propose building 460 parking spots, along with 56 bicycle parkingstalls.

    Another Circle K gas station is nearby, at the corner of El Evado Road andPalmdale Road, roughly three miles east of the proposed shopping center.

    Another Circle K could be built at the corner of Cactus Road and Highway 395,north of the intersection in Adelanto, the Daily Press reported in February.Construction was said to begin two months from late February, but has notbegun.

    A Circle K location opened its doors in Victorville last month, close to Interstate15 on the corner of Nisqualli Road and Balsam Avenue.

    Inland Empire rents rose at a 4.3% annual rate in July vs. an overall 2.6% inflation rate for all goodsand services, according to the Consumer Price Index for Riverside and San Bernardino counties.

    The Bureau of Labor Statistics’ new bimonthly CPI for Riverside and San Bernardino counties tracksthe cost of living — including rents — by polling consumers about household expenses. Otherfrequently quoted rent measurements come from surveys of landlords.

    The latest CPI for Riverside and San Bernardino counties found overall housing costs — the typicalconsumer’s biggest expense — up 4.1% in a year. Local inflation, minus shelter costs, was up 1.4% inthis period.

    The long-running CPI for Los Angeles and Orange counties showed rents in that two-county regionrising at a 5.8% annual rate in July vs. 4.7% a year earlier.

    APPLE VALLEY — Buildings that once housed the famed Waffle Iron Cafe andJune’s Market are scheduled to be demolished for a proposed retail outlet andfuel station.

    Arsenio Alcantar, the owner of the Metal Recovery Recycling Center, whichoccupies the old Waffle Iron building on the corner of Bear Valley and Centerroads in Apple Valley, said he received an eviction notice a few months back.

    Holding a “Notice of Termination of Tenancy” letter sent from Agio Real Estatein Apple Valley, Alcantar told the Daily Press his business must vacate the oldbrick building by the end of August.

    “The market that’s in the building next door also got a notice,” said Alcantar, 47,as a half dozen customers stood in line with bags of bottles and cans. “Thebarbershop next to the liquor store moved out last month, so this place is goingto be a ghost town.”

    Employees at Desert Market II said they also plan to vacate the building that’slocated north and adjacent to the recycling center.

    “The people at Agio Real Estate were very nice and understanding when theydelivered our notice,” Alcantar said. ’They extended the 90-day vacancy deadlinein order for us to comply with the state as we relocate the recycling business nextto Six Beans Coffee on Bear Valley Road and across the street from Apple ValleyHigh School.”

    Kari Leon, the owner of Agio Realty, who also serves on the town council, toldthe Daily Press a gas station is proposed for the corner, and that she’s gettingphotos of the project, which she described as, “absolutely beautiful.”

    “This building was a Texaco gas station, the Waffle Iron, a tire shop, and a placewhere they sold bonsai trees, window shades and blinds,” said Alcantar, asemployee Charles Clark greeted customers and weighed bottles and cans. “I’mexcited for the new gas station, but there’s a lot of history in this building, andit’ll be sad if it sits abandoned or torn down.”

    Apple Valley Councilman Art Bishop said the area is zoned appropriately for amulti-tenant commercial outlet and that the owner plans to remove bothbuildings for a future project.

    “The owner’s intent is to construct a retail outlet with a large fuel station thatwould anchor the center,” said Bishop, who referred all questions about theconstruction of the proposed project to the town’s Planning Division. “We’ll waitfor town staff to pass along the project to the Council for more details.”

    Bishop said he still remembers his family getting gas at the two-pump Texacostation and eating breakfast at the Waffle Iron.

    “The Texaco was the only gas station near Lucerne Valley and only one in AppleValley,” Bishop said. “And the Waffle Iron was, without a doubt, the best placefor breakfast in the High Desert for many years.”

    Alcantar said he heard the property owner plans to build a large conveniencestore and gas station, which will include multiple parking spots for RVs, toyhaulers and other vehicles.

    “There really is no place along Bear Valley for large vehicles to fuel up or park asthey head toward King of the Hammers or toward Johnson Valley,” Alcantarsaid. “A large fuel stop would be great.”

    Cashier Rubie Romo issued payments to customers for their recyclables near aframe that included photos of the Waffle Iron and Texaco. The frame alsoincluded an old Waffle Iron bumper sticker that read, “Voted #1 Hole in theWall ’98.”

    On the “You know you’re from Apple Valley, CA when...” Facebook page,Colleen McCurley said, “I bought penny candy there when the original ownerwas a lovely lady named June.

    “It was called June’s market,” McCurley said. “I went to kindergarten with one ofthe children of the gas stations owners, too.”

    McCurley said her fond memories of the market came from a time when AppleValley was quaint and sweet, and when nobody “worried about robberies.”

    In June 2014, Alcantar was at his business when James Jaimez, 30, of Ontario,was shot and killed by Los Angeles sheriff’s deputies near the recycling center,the Daily Press reported.

    Jaimez had been “on the move” after he was wanted for a murder that occurredthree weeks earlier in Montebello, the LASD reported.

    When Jaimez arrived at the center to sell his truck, Alcantar told him to see thecashier to complete paperwork and receive payment. When Jaimez approachedthe cashier area, he noticed a marked sheriff’s vehicle, ran and engagedauthorities in a gun battle.

    “There’s been a lot of crazy and sad things that have happened at this corner,”Alcantar said. “I’m going to miss this place.”

    Members of law enforcement from across the state are expected at a memorial Tuesday for the California Highway Patrol officer

    killed last week when a motorist he pulled over grabbed a rifle and opened fire.

    The public is invited to attend the 10 a.m. service for Andre Moye at Harvest Christian Fellowship in Riverside. A private funeral is

    planned after the public memorial.

    The motorcycle officer was on an overpass of the 215 Freeway in Riverside County, filling out paperwork to impound the pickup

    truck of Aaron Luther on Aug. 12 when Luther, who was outside the vehicle and not restrained, pulled out a gun and started

    shooting.

    Moye, 34, was fatally wounded but called for help and two responding officers were shot in the legs while frightened motorists

    ducked for cover from dozens of bullets. Luther, 49, died. The wounded officers are recovering.

    Moye had been with the CHP for about three years and was a motorcycle officer for about a year. His family said working for the

    CHP was Moye’s dream job.

    Luther was paroled from state prison in 2004 after serving about 10 years of a 12-year sentence for attempted second-degree

    murder with an enhancement for the use of a firearm, first-degree burglary and second-degree burglary, according to the California

    Department of Corrections and Rehabilitation.

    Court records show Luther also was arrested in 2007 on felony assault charges and took a no-contest plea deal that sentenced him

    to 90 days in jail. He also was charged with multiple felonies in San Bernardino County and pleaded no contest in 2010 to assault

    with a deadly weapon, according to the Southern California News Group.

    As a felon, Luther was not supposed to have a gun.

    VICTORVILLE — During a recent search warrant, authorities arrested threesuspects and seized a large amount of cannabis oil, processed marijuana andhundreds of infused candy products, the San Bernardino County Sheriff’sDepartment reported.

    Shortly after 8 a.m. on Aug. 13, deputies from the Victorville Sheriff’s Stationserved the warrant in the 16000 block of Oak Court. Inside the home, authoritieslocated concentrated cannabis oil, thousands of pounds of gummy bears andNerds brand candy, the sheriff’s report said.

    Authorities also found boxes full of THC medicated Nerds Rope packaging,which is nearly identical to the non-infused Nerds rope candy found in stores,authorities said.

    The report said two small children were living inside the home and had access tothe cannabis oil, candy residue and the THC-infused finished product.

    Deputies determined the occupants of the home were mixing the candy with thecannabis oil to create a THC-infused product. It is believed the product wasbeing sold to marijuana dispensaries throughout California and Nevada, thereport said.

    More than 500 packaged and sealed “Medicated Nerds Ropes” were seized fromthe home along with a large amount of concentrated cannabis oil and processedmarijuana.

    Suspects Stephanie Hon, 26, Atiba Moss, 28 and Quartain Denorytaquaein, 28,all from Victorville, were arrested during the incident, the report said.

    The vast majority of earthquakes we feel come soon after smaller ones, according to new research that provides insights into how

    seismology works.

    The finding offers unprecedented insight into what happens before moderate and large earthquakes — and scientists are finding

    that the vast majority of them occur after smaller earthquakes start rippling underneath the ground, sometimes days or even weeks

    before the main shock.

    “One of the biggest questions in earthquake seismology is how earthquakes get started,” said the study’s lead author, Daniel

    Trugman, seismologist at Los Alamos National Laboratory. “We’re finding that most, if not all, of [significant] earthquakes are

    preceded by foreshocks that we can detect” with a new computing technique.

    Previously, scientists observed that only half of all moderate quakes had precursor smaller events. Now, this new study of

    earthquakes in Southern California of at least magnitude 4 between 2008 and 2017 finds that at least 72% of them had earlier,

    smaller quakes.

    “Elevated foreshock activity is pervasive in Southern California,” the study concluded.

    “It is surprising,” study coauthor Zachary Ross, Caltech assistant professor of geophysics, said. “It’s important for understanding

    the physics of earthquakes. Are they silent until this big event? Or is there a weakening process of the fault, or some evidence that

    the fault is changing before this larger event?”

    The study shows how the answer is likely the latter explanation.
