HHHHHHHWest Norriton Township was established on March 13, 1909, when the Township of Norriton was divided into two separate municipalities. West Norriton was primarily undeveloped with the exception of a strip of commercial and residential development along Ridge Pike. West Norriton Township became a fi rst class township on November 15, 1924, when its population exceeded the required density of 300 persons per square mile. The 2000 Census of Population indicated 14,901 persons

resided within the Township. This yields a density of 2,578 persons per square mile, which ranks the Township twenty-fourth in population density within Montgomery County. With the completion of the Schuylkill Expressway and the general development of Norristown, the township became increasingly residential.In addition, in the late 1960s, some industrial development

became noticeable. Today, West Norriton has a nice balance between

residential, commercial, industrial, and recreational areas. It should be noted that while West Norriton has its own identity, it is considered by many to be an important part of the Greater Norristown community. Identifi able portions of the township include Jeffersonville, Trooper, and Port Indian.

Police Department West Norriton Police consists of twenty seven sworn offi cers and a civilian offi ce support staff of fi ve. The West Norriton Police Department patrols a suburban area of 5 square miles and serves a population of approximately seventeen thousand people. West Norriton Police Department consists of a Patrol Division, Detective Division and Records Division. West Norriton Police Department also has specialized units that consist of a Bicycle Patrol, an Emergency Response Unit (SWAT) that are part of a multi-jurisdictional Tactical Team and a Traffi c Safety Unit.

West Norriton Police Department offi ce hours are: 8:00 A.M. to 4:30 P.M. Monday through Friday

An emergency telephone has been installed at the entrance to the police department. This telephone will be answered by the Montgomery County Communications Center which will dispatch the appropriate (police, fi re or ambulance) personnel.

HOUSE NUMBERS It is extremely important to responding emergency service units that each business/residence display clearly visible address numbers from the street. Valuable minutes can be lost trying to locate the correct business/residence where these services are needed. This requirement is mandatory under a Township Ordinance and penalties may be imposed for non-compliance before a District Justice.

9-1-1 All Police, Fire and Ambulance emergencies should be reported by calling 911. Information calls to the West Norriton Township Police should be made by calling 610-630-1701. The police administration offi ce is open 8:00 a.m. to 4:30 p.m. Monday thru Friday.

PUBLICSafety Fire PoliceJefferson Fire Company has an active

Fire Police unit to assist on the scene of fi res, accidents, and other incidents. Fire Police, as a specialized unit, is somewhat unique.

Fire Police on-scene duties include: Provide for safe entry and exit of emergency vehicles to/from the scene

of an incident Protect emergency crews from harm or injury as a result of the public Protect emergency vehicles and equipment from theft, vandalism, or

sabotage at the scene of an incident Control the fl ow of traffi c into or around the scene Control crowds at the scene Protect the victims and their possessions at the scene Assist the Fire Marshal with containing crime scenes

Fire Police have the power to arrest people causing problems at a fi re or accident scene. The best course of action you can take when you encounter Fire Police is to slow down (if driving), pay close attention to their gestures, and listen to any instructions they may give. new volunteers. Plenty of help is needed in areas other than fi re fi ghting. We are glad to take volunteers for all aspects of service. Whether you want to be on the front lines fi ghting a fi re, help to control traffi c and conduct crowd control as fi re police, or perform administrative duties (fund raising, budgeting, web site maintenance, etc.), weve got a need for you.

Fire PreventionAlthough we, as fi refi ghters, are here to help you in times of need, the less

we see of each other, the better things are. This page will give you some tips on preventing fi res in and around your home so that we may never have to come rushing to your house in response to a fi re. For general questions on fi re prevention, please contact the station via email or phone. While these tips MIGHT not prevent a fi re or accident from happening at your home, they are excellent measures to greatly lessen the chance of problems. Use these tips and teach them to others to protect yourself and those you love.

The fi rst thing we should mention is a SMOKE DETECTOR.1. Place smoke detectors outside of the bedroom area(s).2. Place a smoke detector on each level of your home.3. Test your smoke detector MONTHLY.4. Replace the battery in each smoke detector on a yearly basis.5. Replace the battery sooner if your smoke detector emits a chirping sound.6. Get familiar with the sound of your smoke detector.

Cooking Safety Tips:1. If you can help it, DO NOT leave

cooking unattended. If you must leave the kitchen, take a pot holder or other item with you to remind you that there is food cooking.

2. Keep a kid free/pet free zone aroud your stove.3. DO NOT cook if you are tired or under the infl uence of alcohol or

medications that make you tired.4. Clean your stove, oven, and counter tops often to prevent grease build-up

that can lead to fi re.5. Keep loose clothing away from burners/heating elements on stoves and

ovens (roll up those sleeves!).6. Keep pot handles turned away from the edge of the stove to prevent

spilling and scalding injuries.

1. Keep space heaters at least three (3) feet away from anything fl ammable (including walls!).

2. Only use space heaters that have been marked as approved by an independent testing lab (i.e. UL listed).

3. Get your central-heating professionally checked before each season.4. Get your chimney inspected yearly and cleaned when needed.5. Use a fi replace screen to catch the sparks.6. Keep fi replace fi res small. Indoor bonfi res ARE NOT recommended.7. NEVER burn trash in your fi replace. Burn only untreated wood in your

fi replace.8. NEVER use or store propane gas tanks inside your home.9. Have your woodstove inspected to ensure it meets local installation

codes. Inspect the stove once a year.10. Use only cast-iron or steel wood stoves that have been labelled as

approved by an independent testing lab.General Home Safety Tips:

1. Plan and practice escape routes BEFORE there is a fi re. Hold fi re drills at least twice a year.

2. Decide on a designated meeting spot OUTSIDE of your home for family members evacuating the home.

3. Know at least two unobstructed exits (including windows) from each room in the house (where possible).

4. Keep ALL combustible materials and fl ammable liquids AWAY from furnaces and water heaters.

5. Consider installing a home sprinkler system if it is not cost prohibitive.6. Obtain TOT FINDER decals and affi x them on

outside windows of childrens rooms and to the bottom corner of interior doors to childrens rooms. You can also use these decals to mark the location of bed-ridden family members. Decals may be obtained at the fi re house as long as we have them.

7. ALWAYS get out of the house fi rst if you suspect a problem. THEN call 911.

8. Store gasoline in an approved metal container with a spring-loaded fl apper on the spout.

Plymouth AmbulancePlymouth Ambulance has been in

continuous service since 1963. Plymouth Ambulance is fully licensed and accredited by the Pennsylvania Department of Health to provide the highest level of pre-hospital care available in the State. They are a designated part of the State plan for Emergency Medical Coverage for Montgomery County with their main station located at 902 Germantown Pike in Plymouth Meeting.

Plymouth Ambulance is comprised of both paid and volunteer members and services the entire boundary of West Norriton Township as well as other surrounding communities. Both volunteer and paid staff are fully certifi ed at First Responder, Emergency Medical Technician, Paramedic or Health Professional levels.

LEAF COLLECTIONOctober through December. Due to weather conditions the dates may vary. Guidelines to make leaf collection safe & effi cient: 1. Curb side leaf piles are to be 12 high and 18 wide. 2. DO NOT mix limbs, brush and other debris with leaf piles; as such items

may cause damage to collection equipment and injury to Township personnel.

3. Adverse weather conditions may cause delays. 4. Township employees and/or equipment are not permitted to enter private

property to remove leaves. 5. Once the leaf machine has passed it will not return until every street in

the Township has been collected. NO BURNING TO CONFORM WITH PENNSYLVANIA LAW, WEST

NORRITON TOWNSHIP NOW BANS ANY BURNING ANYWHERE IN THE TOWNSHIP. STREET LIGHTS

To report defective street lights, residents may call the Township or PECO Energy directly at 1-800-265-4189. When reporting defective street lights, please provide the pole number found on the front of the pole and the street location of the pole. West Norriton Township spends $200,000.00 per year for street lighting. Please report defective lights to the township, or PECO. We pay for electrical service regardless.

SIDEWALK SNOW & ICE REMOVAL

It is extremely important for all Township residents to clear all sidewalks of snow and ice. We ask this for the children of the Township. The majority of the children either wait at a bus stop or walk to school. This will allow the children to stay off roadways and arrive to school safely.

SNOW REMOVAL West Norriton Township, by ordinance, declares a snow emergency when a

snow fall of 3 or more has accumulated. This is done to facilitate the movement of traffi c and to combat the hazards of snow and ice on designated Township roads.

Residents are reminded that it is prohibited to: 1. Park a motor vehicle or allow that vehicle to remain parked anywhere on a

snow emergency route including all cul-de-sacs. 2. Drive a motor vehicle on any snow emergency route unless that vehicle is equipped with snow tires or chains.

Vehicles left on designated routes will be towed to another location by the Police Department. Snow emergency routes are clearly marked. Information of the existence of a snow emergency may be given by the Township through radio, newspapers or other available media.

The presence of vehicles on a street during snow plowing operations severely affects the quality of the snow removal as well as signifi cantly increasing the time required to remove the snow. Residents with off-street parking should use it when three inches (3) of snow have accumulated. Residents are also reminded that it is a violation of Township Ordinance to shovel, plow or blow snow

into a Township street. If you have your diveway plowed, do not plow toward the street; plow into the property. Also, shoveling and blowing of snow should be directed toward your property.

SNOW REMOVAL ORDINANCEWest Norriton Township provides guidelines when plowing snow. If you or

your business has hired a private contractor to remove snow from your parking lot or driveway, please remind them of the Townships Snow Removal Ordinance.

Chapter 21, 201, paragraph 4 of the West Norriton Township Code Book states: It shall be unlawful, and shall constitute a public nuisance, for anyone to throw, shovel or plow snow into or upon any streets or highways in West Norriton Township with the intent of allowing such snow to remain on such roads and highways.

Violators may face fi nes up to $600.00

SANITARY SEWER SYSTEMSewer Bills:

Sewer rental bills are payable to West Norriton Township. Bills are mailed quarterly (January 1, April 1, July 1 & October 1). Payment is due within 30 days. A ten percent (10%) penalty will be imposed on all sewer rental payments owed to West Norriton Township Sewer Department that are outstanding for more than thirty (30) days. Interest shall be applied to the outstanding principal balance each month it goes unpaid. This interest will not be applied to penalty/interest charges.Private Meter:

To receive consideration for a waiver of the sewer charges for fi lling a pool, contact the Township-Sewer offi ce for information on the installation of a private meter to monitor the related water consumption.Sump Pump:

Any sump pump or gutter drain connections into the sanitary sewer system are in violation of West Norriton Township Ordinance-Chapter 18. Failure to comply will result in a fi ne of $1,000.00/per violation.

Call Before You DigDid you ever wonder what those painted markings in the street were? You know, the

fl uorescent green, blue, yellow and red ones. These painted lines are color-coded surface markings for the locations of underground

utility lines. Before you begin any excavation over 4 inches deep, property owners are required by State Law to notify

utilities by calling the PA One Call System at 1-800-242-1776. The call will notify involved utilities, so they can mark their lines to avoid accidental damage. There is no

cost to the residential property owners for this service.

Permits are NOT required to widen or change driveways, but a special form must be fi lled out and be approved by the Township Engineer before work can begin.

All contractors must be licensed with West Norriton Township and provide us with a Certifi cation of Insurance. This is enforced to protect homeowners from unscrupulous contractors.

The Greater Norristown Police Athletic League is a non-profi t, volunteer organization serving the youth and families of the Greater Norristown community with recreational, educational, and cultural programs addressing citizenship, self-esteem, avoidance of substance abuse, and respect for law and order.

Greater Norristown PAL offers many programs during the year including Family Nights, summer programs, post secondary scholarships, and numerous sports. Membership for children 8 to 18 years old is $10 per year. Three or more children from the same household cost $25 per year.
