New Minister for Defence Appointed

On 21 September Senator Marise Payne was appointed as Australia’s first female Minister for Defence. She gave a press conference the following day in which she outlined her experience, her obligations as the Minister for Defence, her passion for the portfolio, and asked that she be judged on her performance and not her gender, She finished by recognising the WW2 service of her father.

New Minister for Defence Material and Science Appointed Mal Brough was sworn in as the Minister for Defence Materiel and Science and Special Minister of State in the Australian Government on 21 September 2015.

Institute News

Executive and Council Meetings. Both an Executive Meeting and a Council Meeting were held on 12 October at which two new Councillors were welcomed Professor Michael Hough and LTCOL Lyall Wood. Many items were discussed including a review of the operation of the Council. The President also reported on his attendance at the Royal United Services Institute of Australia (RUSIA) National Council Meeting held in Hobart 21 -22 September at which organisational changes to the operations of RUSIA were tabled as well as the conditions required by Department of Defence to ensure its continued support of the RUSIA and the Constituent Bodies.

Tuesday 29 September 2015 – The Annual General Meeting was held at 5.15 – 6.00 pm, following the Commission of Inquiry, at the Sydney Mechanics’ School of Arts, 280 Pitt Street. Tuesday 29 September 2015 An all-day Gallipoli August Offensives Centenary Commission of Inquiry was held at the Sydney Mechanics’ School of Arts Theatre, Level 1, 280 Pitt Street from 10m to 5pm. It was an outstanding success thanks to the efforts of the Military History Special Interest Group and other members who supported them. The findings of the Inquiry will be published in the December issue of United Service and the full proceedings will be published in the New Year as an Institute monograph.

Tuesday 13 October 2015 – A visit to Historical Aircraft Restoration Society (HARS) Albion Park Rail Regional Airport was held on 13 October. It was attended by 21 members and guests and was another very successful event for our organisation. General Defence News Update on Australian Defence Force operations. On 7 October Vice Admiral David Johnston, Chief of Operations, provided an update on the current operations of the ADF including: 1. Exercise Northern Shield 2. The certification training activity in between Cairns and Townsville

which involved HMAS Canberra, the new landing helicopter dock, and the amphibious-ready element.

3. Operations in the Middle East including:

Commencement of air operations in Syria on 14 September.

A further rotation of the Special Operations Task Force performing the advise and assist mission to the Iraqi security forces.

The anniversary of 12 months of air operations in Iraq in support of the coalition efforts to disrupt, degrade and defeat Daesh during which the Air Task Group has completed a total of 434 strike missions over Iraq.

The continuation of the transition in Afghanistan of the drawdown of Australian contribution to the Coalition Advisory Team. With the departure of advisory assist team in Kandahar, the ADF presence in Afghanistan will reduce to about 250 people, mainly located in the Kabul area. These people will continue to support the Afghan security forces through advisory and mentoring roles.

The return of HMAS Melbourne from support of the Coalition Maritime Force operations in the Middle East. The ship was last on station during the period September 2013 through to February 2014. The full transcript can be accessed here

Defence Exercises Australia and India in First Maritime Exercise. The inaugural bilateral maritime exercise between India and Australia, AUSINDEX15, was held in waters off Visakhapatnam, India during September. The maritime exercise is a tangible sign that will strengthen defence co-operation between the two countries as envisaged in the Framework for Security Co-operation announced by the Australian and Indian Prime Ministers in 2014. The Head of Navy Capability, Rear Admiral Jonathan Mead, AM, RAN, joined India’s Flag Officer Commanding Eastern Fleet, Rear Admiral Ajendra Bahadur Singh,VSM, to mark the occasion. “India is a key security partner in the Indian Ocean and Asia-Pacific,” RADM Mead said. “Both our navies have a mutual interest in promoting peace and prosperity in the Indian

Ocean and this is a natural progression of our Navy-to-Navy relationship, given our shared maritime security interests.” Three Royal Australian Navy ships and a Royal Australian Air Force AP-3C Maritime Patrol Aircraft made the passage to India for the inaugural biennial exercise. HMA Ships Sirius, Arunta and Sheehan trained with the Indian Navy Ships Shivalik, Ranvijay and Shakti, along with P-8I Maritime Patrol Aircraft during the week-long activity. The exercise started with briefings and practical demonstrations ashore, before progressing to sea. At sea, surface and anti-submarine warfare exercises were conducted.

ADF completes Exercise Northern Shield in North West Australia. The inaugural Exercise Northern Shield conducted between 19 – 24 September concluded in Exmouth, Western Australia, with about 1000 troops and almost a million pounds of cargo crossing the continent during the exercise. Exercise Northern Shield was the first major military activity to be held in the remote north-west region, practising the ADF’s ability to deploy a large joint force across significant distances very quickly. Troops, vehicles and aircraft converged on

Exmouth from as far as Amberley, Brisbane, Sydney, Darwin, Tindal and Canberra. Commander Deployable Joint Force Headquarters (DJFHQ) Major General Stuart

Smith said the exercise was the most effective way to validate the ADF’s ability to rapidly project forces. “We need to be able to deploy to any location across the continent whenever the need arises,” MAJGEN Smith said.

Exercise Northern Shield involved a wide range of capabilities and equipment from different areas of Defence, working together in a Joint Task Force to

defeat a simulated enemy threat. The Joint Task Force

was led by the Brisbane-based DJFHQ. During the exercise the Regional Force Surveillance Units activated reconnaissance teams to provide long-range observation, a 2nd Commando Regiment Company conducted a parachute insertion and night raid against a hostile force. An Army Ready Combat Team provided population protection with aviation support from Super Hornet fighter aircraft, Hawk 127 jet trainers and Tiger Armed Reconnaissance Helicopters. Air Force C-17 Globemasters, C-130J Hercules and KC-30 Multi Role Tanker Transport aircraft provided the strategic lift for the troops, while E-7 Wedgetail and AP-3C Orion Maritime Patrol aircraft provided

intelligence and surveillance capability from above. MAJGEN Smith said it was impressive to see our sailors, soldiers, airmen and airwomen performing at the highest level in such a cohesive, collegiate way.

Exercise demonstrates ADF’s new amphibious capability. Australia’s newest military capability, the Amphibious Ready Element, has demonstrated its capacity in waters off the North Queensland coast during the Sea Series of exercises. Conducted by the Brisbane-based Deployable Joint Force Headquarters, under command of Major General Stuart Smith, the Sea Series of exercises held from 17 August to 6 October enabled the amphibious force to achieve an interim operational capability. The Sea Series of exercises involved

about 1100 embarked forces and crew on board HMAS Canberra with medium lift helicopters, landing craft and small boats, trucks, troop carriers and other vehicles. The embarked force included major elements from the 2nd Battalion, the Royal Australian Regiment, and 5th Aviation Regiment supported by HMAS Stuart, and Air Force assets as well as other government agencies.

MAJGEN Smith said this capability would enhance the defence of Australia and support our strategic interests in the region. “The amphibious force has been tested in scenarios that reflect tasks that the Australian Government may direct in response to local and regional emergencies,” he said. Commander of the Amphibious Task Force, Captain Jay Bannister, RAN indicated the importance of Exercise Sea Series. “The training enabled a diverse and capable force embarked in HMAS Canberra, to learn how to operate as an Amphibious Joint Task Force. “The exercise also provided us with an opportunity to rehearse for future humanitarian assistance and disaster relief missions with the support of colleagues from the Department of Foreign Affairs and Trade and the Australian Federal Police,” CAPT Bannister said.

Defence Industry Army’s Hawkei to be built in Australia The Australian Government announced on 5 October that it will purchase 1100 locally built Hawkei protected vehicles and over 1000 trailers to strengthen the ADF. Under a $1.3 billion agreement, the vehicles will be manufactured at Thales Australia’s production line in Bendigo, creating 170 jobs there and another 60 jobs in Victoria. The Hawkei will improve protection for soldiers and enable them to operate in high-risk areas. It is the only protected mobility vehicle in the ADF that can be transported by ADF helicopters. The vehicles will also pioneer a next generation communications management system to be developed in Australia by Thales. The Project LAND 121 Phase 4 contract to deliver the vehicles was signed at Defence’s Monegeetta Proving Ground near Melbourne. Since 2004, the Thales assembly line has been producing the highly successful Bushmaster, widely recognised as one of the finest vehicles of its type in the world. As Bushmaster production winds down, the start of pilot vehicle production in early 2016 will secure the highly skilled Bendigo workforce for full-rate production of the Hawkei in 2018.

International Attendance of Minister for Defence Materiel and Science – 2015 Australian- American Leadership Dialogue On 8 October the Minister for Defence Material and Science said that he had been pleased to attend the eighth annual Australian-American Leadership Dialogue earlier in the week. It was an excellent opportunity to engage with a range of Australian and American government, enterprise, media, education and community representatives. The dialogue contributes to strengthening the fabric of the bilateral relationship and reinforces the primacy of the Australia-US alliance. The US rebalance to the Indo-Pacific presents significant opportunities for Australia to work closely with the United States in our region of primary strategic interest, to mutual benefit. The Australia-US relationship continues to be characterised by an unparalleled depth and diversity of diplomatic, defence, economic, academic and cultural ties. We share many common values and world views, as well as closely aligned strategic interests

Chinese Complete Runway on reclaimed South China Sea Island The USNI News Weekly Update for 30 September 2015 included a report by Sam LaGrone [click here for report] that China has completed a 10,000 foot runway on a reclaimed island in the South China Sea, according to a new round of satellite photos recently released. The completed runway on Fiery Cross Reef could soon be operational and accelerate additional construction on the reclaimed island, according to a report in Jane’s Defence Weekly [click here for report preview]. The island in the Spratly chain is in a central location in the South China Sea about 400 miles from Vietnam, Malaysia and the Philippines and a likely key component

of the China’s South China Sea strategy. “Fiery Cross Reef is the most extensive new landmass built by China in the Spratly Islands and is believed to be the future hub for its operations in the southern reaches of the South China Sea,” read the report. “As such, creation of the island’s underlying structure has taken longer than more modest outposts in the area.” In addition the runway, the Fiery Cross installation also appears to have a deep water port and could serve as a logistics hub for the People’s Liberation Army Navy warships. hearing on cyber warfare, The United States’ adversaries see cyber warfare as a potential

American vulnerability in a military engagement, the Pentagon’s number two civilian told the House Armed Services Committee. Deputy Defense Secretary Bob Work said, “In terms of deterrence we are not where we need to be” as a nation or a department. In answer to a question, he said many DOD “systems were not built” to meet today’s threat. The same holds true for installations, Terry Halvorsen, acting DOD chief of information, testified. ADM. Michael Rogers, commander of Cyber Command, added, “We are being challenged as never before.” In

cyber, he identified Russia as a peer competitor with the United States and China and other nations, such as Iran and North Korea, actively developing a broad range of cyber capabilities. He said his command “is trying to overcome decades of investment” decisions to build up resiliency and redundancy in DOD capabilities. Rogers said in answer to a question that his greatest concerns were cyber being used to seriously damage or destroy critical infrastructure, shifting intrusions from stealing of information to manipulating data, and terrorist groups using the Internet as an offensive weapon. James Clapper, director of national intelligence, said, “What we could expect next is data manipulation, which then calls into question the integrity of the data [from financial transactions to the power grid, etc.], which in many ways is more insidious than the attacks we’ve suffered thus far.” Cooperation between the Pentagon and the private sector, especially in improving security in financial matters, and contractors has improved, Work and Rogers told the committees. Even with increased sharing, Rogers told the Senate panel when it comes to cyber security with contractors “we’re clearly not where we want to be.” The full report can be accessed click here .

About the RUSI of NSW

Founded as the United Service Institution of New South Wales in 1888, the Royal United Services Institute of New South Wales today is one of seven self-governing constituent bodies of the Royal United Services Institute of Australia.

The aim of the Institute is to promote informed debate on, and to improve public awareness and understanding of, defence and national security. To this end, the Institute:

contributes to the national debate on defence and security policy;

publishes a highly-respected professional journal;

arranges regular lectures and occasional seminars on military history, defence and security issues;

organises visits to defence and security establishments;

operates a public library, specialising in defence and security literature dating from the early 19th century to the current day; and

conducts social and networking functions for members. The Institute’s rooms and the Ursula Davidson military history Library are on Level 20, Defence Plaza, 270 Pitt Street, Sydney – very close to Town Hall and Museum railway stations. Tea/coffee and biscuits are available without charge and members and visitors are encouraged to use the facilities for reading or research, or just as a base when visiting the city of Sydney.
