Jane Groom Board Director, LCA
Jane joined LCA as a Board Director in 2006 from the Department for Communities and Local Government where she was the Director of Communications. Jane became an equity partner at LCA in May 2008. At LCA Jane focuses on regeneration, housing and property development, directing accounts such as ABP at the Royal Albert Dock, The Silvertown Partnership (First Base and Chelsfield at Silvertown Quays), the Royal Brompton and Harefield NHS Foundation Trust, and Peabody. She has also worked for London and Quadrant, Tesco – securing five planning consents in London, iCITY, Chobham Farm (East Thames and London Continental Railways) and LandProp (part of the Inter IKEA group).
Vicky Fowler Partner – Planning and Environment, Berwin Leighton Paisner
Vicky specialises in all forms of planning and development work, and has acted for Local Authorities, developers, house-builders and institutions in relation to a number of development projects including town centre, retail, housing and infrastructure schemes. Her experience includes conducting planning and compulsory purchase inquiries; representations at Local Plan inquiries; High Court planning actions, carrying out due diligence reviews on planning and infrastructure prior to purchase; drafting and negotiating all statutory agreements and planning conditions with Local Authorities; drafting of Compulsory Purchase and Transport and Works Act Orders and Stopping–Up Orders.
Andrew Jones Managing Director, EMEA, AECOM
Based in London, Andrew is one of AECOM’s leading urban planners and masterplanners. His work ranges from strategic visioning and urban strategies to urban regeneration, sports events, development planning and regional development. He has led teams for major regeneration projects, including the Olympic Park for London 2012 and for the Post-Games Legacy proposals for East London. He has also been involved with urban growth and city planning projects in the UK, Europe, Middle East and Brazil.
Shaun Andrews
Head of London Strategy, GL Hearn
Shaun began his career in Planning at the London Docklands Development Corporation and subsequently became a Partner and Head of Planning and Sustainability at Cushman & Wakefield. He has over 20 years’ experience of advising both private and public sector clients on major projects throughout the UK and mainland Europe. Most recently Shaun was appointed to lead GL Hearn’s London Strategy and has been advising clients in London’s biggest Opportunity Area at Vauxhall Nine Elms Battersea – specialising in the development of tall buildings.

Matthew Bennett Soho Neighbourhood Forum
Matthew has lived in Soho all his adult life and been a member of the Soho Society since its inception in 1974. He chaired its planning committee for many years commenting on all planning applications in Soho. In business he owned a Soho restaurant and also an environmental company. He was involved in local issues e.g. secretary of early 70’s Save Piccadilly Campaign and chaired governors of the local primary school, as well as the Soho Housing Association, CAB liquor licensing project. He was a member of the West End Commission and is now on the West End Partnership Board.
Ben Denton
Executive Director for Growth, Planning and Housing, City of Westminster
Ben leads the teams that oversee development control, housing, including housing management, property, economic development, regeneration and employment and skills. Prior to his role at Westminster, Ben worked in various organisations including management consulting, project financing and in the property development sector. Ben is also Deputy Chair of Thames Valley Housing Association and Treasurer of the Future of London.
Michael Auger
Regional Director, South, Muse Developments
Michael joined Muse Developments in January 2009 as Regional Director covering the south of the UK. Michael has specific responsibility for overall management of the company’s mixed use development portfolio of twelve projects in the southern region comprising London, the South East and the South West. Muse’s London activities comprise six residentially led projects that together are delivering over 3,000 dwellings alongside other retail and commercial development. Prior to joining Muse, Michael has worked on major mixed-use regeneration projects for Chelsfield Plc and St Modwen and has almost 20 years of client side development experience.

James Murray
Executive Member for Housing and Development, LB Islington
James is the Executive Member for Housing & Development at Islington Council, a role he has held since 2010, having first been elected in 2006. In 2011, James made Islington the first local authority to reject the government’s plan to raise ‘affordable’ rents, and launched a major building programme of homes for social rent instead. James has also lead moves to impose penalties on ‘buy-to-leave’ investors, stopped private landlords renting out sub-standard ‘shoebox flats’, and brought in-house almost a thousand staff including those of a private repairs contractor.
Peter Murray
Chairman, New London Architecture
Peter serves as the Chairman of NLA. Trained as an architect, he was an editor of Building Design and RIBA Journal before starting Blueprint in 1983. He has curated a number of major architectural exhibitions and is Chairman of the communications consultancy Wordsearch. He is founder of both NLA and the London Festival of Architecture and is author of various architectural books including “The saga of Sydney Opera House” and “A passion to build”. He is a visiting professor of IE University in Madrid and Hon. Sec. of the Bedford Park Society.
Will Lingard Director, Turley
Will joined Turley in 2005 and is a member of the company’s housing, and central London sector groups. He has extensive experience of negotiating planning consents for complex redevelopment projects throughout London. His background in both the public and private sectors has been principally focused upon providing strategic advice for design-led urban planning projects across a wide range of sectors. He has a specific interest in dealing with challenging and sensitive development sites within central London.
Stewart Murray
Assistant Director – Planning, GLA
Stewart has been a practising chartered town planner for 25 years in London delivering major development, housing and regeneration schemes. His experience includes rejoining the Mayor of London and GLA to deliver the London Plan and lead strategic opportunities in the Capital. Prior to that Stewart was delivering in Outer London including key opportunity areas in Barnet where he led on the £4.5 billion regeneration of Brent Cross Cricklewood and a new sustainable suburb in Mill Hill East. Recently he was at Redbridge and rolled out the Capital’s first Community Infrastructure Levy.
Adrian Penfold Head of Planning, British Land
Adrian has dealt with major mixed use development projects in the UK, with a particular focus in central London, including the award winning Regent’s Place and, in the City, Plantation Place, the Leadenhall Building, and at Broadgate, 10 Exchange Square, 5 Broadgate, 201 Bishopsgate and the Broadgate Tower. He was a member of the Barker Review of Land Use Planning Panel of Experts and led the independent Penfold Review of Non-Planning consents which reported in July 2010. He is a member of the DCLG Planning Sounding Board and the Construction Leadership Council and is Chairman of the BPF Planning Committee.
Jo Negrini
Executive Director - Place, London Borough of Croydon
Jo has been a regeneration practitioner in the UK for 28 years. She has a wealth of experience in driving regeneration and delivering development, gained in her previous roles at Newham and Lambeth. As the Director of Regeneration at Lambeth, her responsibilities took in a range of regeneration programmes, including leading major public private partnerships with Cathedral on the Clapham One development, and Tesco on Streatham Leisure and retail development. At Newham, she was Chief Borough Planning Officer and had responsibility for the delivery of the Council’s £1.5 billion physical regeneration programme which included redevelopment of a new town centre and large scale housing delivery in Canning Town.

Lucy Taylor Director of Planning and Regeneration, LB Ealing
Lucy is has worked on a wide range of projects during her 8 years at Ealing including the development of new council buildings, the preparation of Aster plans and planning policy frameworks to stern development and working with developers to create high quality places in Ealing. Prior to Ealing Council, Lucy worked at the London Development Agency on economic development and infrastructure projects and at Greenwich Council on regeneration projects in the lead up to the Millennium celebrations.
Peter Williams
CEO, Better Bankside
For the past 15 years Peter has acted as CEO for Better Bankside, one of the first BIDs in the UK. Last year he led the review of BIDs for the Welsh Government, and produced BIDs handbooks for Welsh Government and GLA. He is also founder and MD of consultancy the means. Peter has over 25 years’ experience in the regeneration sector, balancing his time between strategic consultancy, evaluation and programme implementation. He has extensive experience of developing, communicating and delivering new visions for business areas based on effective engagement and buy in from stakeholders.
Mark Southgate Director of Major Applications and Plans, Planning Inspectorate
Mark is responsible for the administration of national infrastructure planning applications, local plans and major planning applications under the Growth and Infrastructure Act 2013, as well as the Inspectorate’s Environmental Services Team that deals with Environmental Impact and Habitats Regulation Assessments. Mark is a chartered town planner with 30 years’ experience in local government, non-governmental organisations and central government agencies. He has degree in Geography, a post graduate degree in Town Planning and a Certificate in Ecology and Landscape. Frances Wheat
Assistant Director Regeneration and Planning, LB Camden
Frances is a chartered town planner with over 30 years experience across the full breadth of planning responsibilities of London local authorities, ranging from planning policy and local implementation, green belt management and town centre redevelopment, housing regeneration and development management. She has been instrumental in steering through numerous major mixed use and institutional developments and overseeing the delivery of Kings Cross Central. Whilst at Camden she has developed best practice in the planning service through joint project management and right first time working.
Brendon Walsh Director Regeneration, Economic Development and Environment, LB Hounslow
Over the last 13 years Brendon has led large scale successful town centre regeneration projects in Oxfordshire and West London, including Didcot and Ealing town centres. In his current role Brendon is responsible for all aspects of the Borough’s physical development, including planning, property, building control and streetscape as well as leisure and public health.

Planning Manager, Barratt London
Martin joined Barratt London in autumn 2014 as Planning Manager with responsibility for overseeing and contributing to the Town Planning element of all developments. He is also responsible for helping to identify strategic land opportunities. Martin joined from the GLA where he was responsible for considering strategic planning applications and managing the preparation of Opportunity Area Planning Frameworks. He worked on various Opportunity Areas including Old Oak Common; Euston; the Upper Lee Valley and Southall. Martin worked for 10 years at the GLA and before that, he spent 8 years at Westminster City Council in the Development Control team.
