broken at loc. no. 334/03 on
UP/ML between TTN-LHB.
The hanging stay tube got
entangled with the rearmost
VTPN wagon of
E/7895/RXL/VTPN and
Catenary wire got broken and
got under the wheels in last one
span.
Breakage of porcelain stay
insulator is caused by stone
pelting at the insulator by
miscreants. The site is near
cutting. Being elevated with
respect to the track gives height
advantage to the stone pelters.
Miscreant
activity
There are no flast marks on the stay
insulator, bonding between metallic cap
and insulator core at both ends was intact.
Catenary wire between the two ‘U’ bolts
of the suspension clamp wsa healthy.

2.1 TRD : AML and EDRE complimented Zonal Railways for reduction of 36.5% in punctuality loss cases
on account of TRD during the period April to July 2007.

2.2 On detailed analysis of TRD failures due to insulators in Board’s office, it was noticed that from
April’2007 to 23.08.07, out of 17 cases, 11 cases of failures of 9 Tonne porcelain insulators have been
reported, leading to loss of punctuality of trains,. It shows the trend that 9 tonne insulators are more
failure prone. RDSO may undertake the batch wise analysis of 9- tonne failure prone insulator and given
recommendations to contain the failures. RDSO was advised to issue guidelines incorporating cheek
checklist to identify failure prone in service insulators. RDSO was also advised to identify the batches, if
any, which is more failure prone.
There is no identified failureprone insulators
in this division. However, Make & Batch of
the following insulators are yet to be identified
or invisible.

2.3 AM/L also emphasized that the proper inspection should be carried out while procuring insulators. It
was also mentioned that the new specification of porcelain /composite insulators have been issued and
have been frozen for five years. The 9 –tonne insulators of revised specifications are also likely to give
improved performance in the filed.

specification No. TI/SPC/OHE ISCOM/1070 and
porcelain insulator of new specification No.

3.0 Sidings.
3.1.1 CRS & ME had emphasized upon early completion of electrification of sidings. NIL 3.1.2 AML stressed that the target for completion of electrification of sidings of December’ 07 should be
strictly adhered to as Hon’ble MR is closely monitoring the progress.

3.1.3 CEE/ECR raised the issue of non availability of contact and catenary wire and other materials for
completion of sidings works from CORE/ALD and it was suggested that one of the Zonal Railways may
be nominated other than RE for centralized procurement of materials like contact and catenary wire.

through CMM/KKK.
3.1.4 Pertaining to SECR and EcoR. -- 3.1.5 Zonal Railways represented that the targets of electrification of sidings are difficult to be met since a lot
of items are centralized for procurement by CORE and CORE is not supplying these items timely,
therefore, electrification of siding works, is delayed. It was decided that the proposal for decentralization
of stores items shall be processed again in Boards office.

14.1 RDSO successfully completed trial at Umbala division of N.Rly. for “High speed data transfer
communication system” to achieve 9.6 KBPS data transfer speed with existing SCADA system and

high speed communication system. RDSO to issue modification sheet in this regard.

14.2 All Zonal Railways were advised to send compliance of Inspection note of Member Electrical of BRC
– BCT division on 29.11.08. In inspection note, SCADA system operating on quad-cables must be

stations” . In this connection, it was advised to make the action plan and to send the target date
completion of work in co-ordination with S & T deptt. For ML”s Perusal. Railways have not sent the
same in proper format, hence Railways must send the compliance by format given at Annexure’A’

15.3 Board have issued a letter regarding Testing Machine for OHE Insulator testing which are portable,
easier to handle and does not require any foundation. RDSO have also issued the specification for this
machine. All divisions and construction organization shall have one such machine in OHE depot.

15.4 All Railways must send the picture of insulator failure to RDSO through E-mail. Insulators shall also
be sent to RDSO on the request of RDSO. RDSO shall make standard pictorial view to identify

Board have issued a letter regarding on line monitoring of hard spots (Flashes) by adopting OLIVER-G
vide letter No. 2004/RE/220/4/pt dated 29.11.2005. in which Zonal Railways were advised to
introduce initially at least one OLIVER system for current Collection Test. Vide Board’s letter No.
2004/RE/220/4/Pt dated 16.02.06 to send the progress of same along with field experience to be
communicated for Board’s perusal in PCDO.

16.2 All electrified Railways mast have one Oliver ‘G’ plus equipment per Division. Target-30.12.09 Procurement was initiated through M&P.

4.4 Lightning arresters should be checked by Third Harmonic Distortion (THD)
measurement equipment. LA failures and OHE failures due to bad weather can be
avoided by use of this equipment. RDSO should issue the instruction for provision of
LA at alternate AT location. CORE should ensure the quality of the new LA.

4.5 Current collection and use of Thermo vision camera should be ensured for checking of
hot spot.
Current collection test is being conducted in main lines quarterly. One no. thermo
vision camera has been procured by the division in 2010-11. Checking of hot spots
in TSS and switching stations are being done using thermo vision camera.
4.6 To reduce the breakage of insulators, it shall be ensured during maintenance that
cantilevers are having free movement to avoid failures due to bending stresses.

4.7 Railway should avoid the high voltage traction supply, which increases the Specific
energy consumption.
There are four take off points in the division. 123kV supply received at
BDME/GSS & JMT/GSS and 25 kV supply receiced at DTPS/GSS &
KMME/GSS.
4.8 Railway should ensure regular calibration of energy meter for correct recording of
energy consumption.
DVC & JSEB authorities has been requested for joint checking & calibration of
energy meters.
4.9 AM/L in his address emphasized the need of maintenance & stated as under : 4.9.1 Pantograph entanglement cases continue to be routinely ascribed to storms while
maintenance of stagger and gradients are not getting checked. Unsettled disputes of
tracks slewed/lifted may lead to acceptance of tolerance beyond specified limits.
Instructions are wherever track is attended implantation is to be honoured.

4.10 Traction energy consumption has increased in SWR, WR. Railways to investigate in
details and correct entry of data at base level to be ensured.

4.11 Railways shall plan for different means of energy conservation and optimum
manpower utilization. The effort made by NCR for “Automation of pumps by remote
operation & fault logging features” was appreciated.

done.
3) Proposal for upgradation at two Cap Bank sent for inclusion.
