CIVIL
We are specialized in construction of site offices, buildings and housing development. We are
capable in doing primary works, roadwork, trenching, excavation and at site. Construction of
the building footings and beams. Civil works of the buildings and fabricated roof structures.
The company is constructing big site offices in Pengerang Johor for Refinery and
Petrochemical Integrated Development (RAPID) project . RAPID is the largest PETRONAS
project.
PIPING
We have experience handling piping fabrications and Installations. We provide the client with
efficient project management team for planning and execution stages to cater customer big
projects and shut downs. Our service include the QA/QC.
Our dedicated team have wealth of experience in plant constructions, shut downs, Turn
Arounds and Rejuvenation projects.
PLANT TURN AROUND
We have experience handling shutdown, Installation, hook-up and commissioning works at
PETRONAS Gas Processing Plant complex A and B, PETRONAS Penapisan (T) Sdn. Bhd.
Ethylene / Polyethylene Malaysia Sdn Bhd., PETRONAS CUF Kerteh and Gebeng, Onshore Gas
Terminal (OGT), and Titan Petrochemical plant in Pasir Gudang.
We also have experience in handling off-shore shutdown hook-up and commissioning job.
During turn around we provide the client with efficient project scheduling to cater customer
shutdown planning and, we handle offshore platform engineering services.
MECHANICAL, ELECTRICAL, INSTRUMENTATION, O2 SERVICES & FIBER OPTIC

We are capable to troubleshoot the faulty equipment and putting back on line as normal. We

MECHANICAL - ROTATING (ROTATING MACHINERY AND TURBO MACHINERY)
EOSB also have ability and facility for mechanical works. Most of our project is related with
compressor, chiller, pump and turbine.
Our scope includes:
Troubleshoot and resolve pumps and compressors operating problems.
Conduct inspection of turbine control systems operation, turbine operating
parameters, start-up and shutdown sequence.
Conduct pumps and compressors inspections at the industry accepted inspection
intervals, determine condition of internal parts, establish component life limits for
safe turbine operation, make recommendations for scheduling of major gas
generator/turbine overhauls and develop the scopes of work including references to
vendor bulletins.
Troubleshoot and resolve gas compressors and pumps operating problems, including
vibration concerns, bearings, couplings, seals and specifying the correct equipment
(metallurgy) for the service condition.
Determine the current alignment values for rotating equipment and be able to
conduct alignment checks in the field.
During project execution, we also ensure and verify all services and construction works to
comply with project specification and fulfill client requirements.
ENERGY CONSULTANCY SERVICES
Our Energy Efficiency Consultancy Services offers detailed inspection, survey, measurement
and analysis of energy flow of a built environment. Results and reports from the audit can
determine the present practice, areas of high energy consumption, strengths and
weaknesses, and recommendations to improve energy efficiency of a building or equipment
without compromising the safety, efficiency and comfort of the workspace environment.
SUPPLY OF TECHNICAL LABOUR AND PROFESSIONAL MANPOWER
To cater the client’s requirements, we are ready to supply competent Manpower at
reasonable rates for Oil, Gas and Petrochemical plants and project.

TRADING OF OIL & GAS EQUIPMENT/PART
Having good relations between the principal suppliers and manufactures, we are able to
supply various types of equipment and parts as reasonable price and delivery. Supply of Oil
and Gas Material and equipment such as pipe fittings, tools, machineries spare parts, TLV
steam traps, gasket (TOMBO) and chemicals for boiler and water treatment and also electrical
and instrument spare parts. Also, Rental services for Test Equipment are available with us.
MECHANICAL, ELECTRICAL & INSTRUMENTATION CONSTRUCTION WORK
Our Prime service involves hook up and commissioning work which include cabling, street,
perimeter, helideck and flood lighting, lighting distribution board, motor circuit, panels,
earthling and lighting protection, electrical protective relay, UPS Installation, public address
system and installation and other related electrical and Fiber Optic works. We provide in field
instrument installation services such as flow, level, pressure, temperature, control valve, gas
flow meter, and fusible fug loop and also on line analyzer. The works covers testing and
commissioning for the whole loops. During project execution, we also ensure and verify all
construction works to comply with project specification, drawings and procedure.
BLASTING AND PAINTING WORK
Most of the projects undertaken by EOSB consist of cargo basket, cabin, container and etc.
EOSB provides blasting and painting to its fabrication work accordingly to client’s
requirements.
QAQC programme is implemented at every stage of the blasting and painting work to ensure
work specification is fully complied. EOSB carries out various blasting and painting inspections
jointly with paint manufacturer`s inspector i.e. chlorides tests, profile tests, adhesion tests
(Pull-Off / X-cut test) etc. and all inspections are carried with the attendance of paint
manufacturer’s NACE level 3 inspector.

Kelulusan ini diberi berdasarkan maklumat-maklumat yang telah disampaikan oleh pihak syarikat tuan.
Syarikat hendaklah mengemukakan segala maklumat dalam tempoh yang ditetapkan apabila diminta oleh Kementerian KewanganMalaysia. Kegagalan berbuat demikian akan mengakibatkan tindakan seperti di para 1.5 di bawah.
Syarikat hendaklah memastikan bahawa bidang yang telah didaftarkan dalam sijil ini tidak bertindih dengan bidang yang telahdiluluskan ke atas mana-mana syarikat seperti berikut:

1.4.1 Mempunyai Pemilik atau Lembaga Pengarah/Pengarah, Pengurusan dan Pekerja yang sama; atau
Beroperasi di premis yang sama.
Kementerian Kewangan Malaysia berhak untuk membuat lawatan atau pemeriksaan audit pada bila-bila masa tanpa dimaklumkanterlebih dahulu. Kegagalan mematuhi syarat-syarat pendaftaran, kod bidang dan/atau pendaftaran syarikat tuan bolehdigantung/dibatalkan dan syarikat, Pemilik serta Lembaga Pengarah/Pengarah diambil tindakan tatatertib termasukdisenaraihitamkan tanpa apa-apa notis jika didapati maklumat yang diberi tidak benar.
2.1 Pendaftaran syarikat akan digantung/dibatalkan sekiranya didapati syarikat melakukan kesalahan seperti berikut:
2.1.1 Syarikat/pemilik/perkongsian/pengarah/mana-mana ahli pengurusan telah melakukan jenayah dan didapati bersalaholeh mahkamah di Malaysia atau luar negeri atau mengalami tanggungan sivil.
2.1.2 Syarikat menarik balik tawaran sebelum tender dipertimbangkan atau menolak setelah tawaran dibuat.
2.1.3 Syarikat gagal melaksanakan obligasi kontrak-kontrak yang telah ditandatangani dengan Kerajaan.
2.1.4 Syarikat didapati meminda Sijil Akuan Pendaftaran Syarikat dengan tujuan menipu atau lain-lain maksud.
Syarikat membenarkan Sijil Akuan Pendaftaran Syarikat disalahgunakan oleh individu/syarikat lain.2.1.5
2.1.6 Syarikat didapati membuat pakatan harga dengan syarikat-syarikat lain semasa memasuki tender Kerajaan atau sub-kontrak tanpa persetujuan terlebih dahulu daripada Agensi Kerajaan yang terlibat.

Syarikat hendaklah memastikan pendaftaran dengan Kementerian Kewangan Malaysia masih sah laku sepanjang tempoh kontrakberkuat kuasa.
5.2
PERINGATAN MENGENAI KESALAHAN RASUAH6.
6.1
Apa-apa perubahan ke atas maklumat-maklumat tersebut hendaklah dibuat kemaskini secara online di Modul Kemaskini Profil dialamat www.eperolehan.gov.my dalam tempoh masa dua puluh satu (21) hari dari tarikh perubahan tersebut berlaku dansekiranya gagal berbuat demikian boleh mengakibatkan tindakan seperti di para 1.5 di bawah.
Syarikat tuan hendaklah mengemukakan permohonan pembaharuan pendaftaran tiga (3) bulan sebelum tamat tempohpendaftaran.
Sijil Akuan Pendaftaran Syarikat yang dikeluarkan secara Virtual adalah HAK KERAJAAN. Kerajaan berhak untuk menarik balikpendaftaran/digantung/dibatalkan sekiranya syarikat dikenakan tindakan tatatertib selaras dengan Surat PekelilingPerbendaharaan Bilangan 6 Tahun 2010.
Dengan pengeluaran Sijil Virtual, Sijil ini tidak lagi perlu ditunjukkan semasa mengambil dokumen perolehan Kerajaan (pembelianterus, tender/sebut harga dan lain-lain kaedah perolehan) kecuali bagi Agensi Kerajaan yang tiada capaian internet.
Sebarang perbuatan atau percubaan rasuah untuk menawar atau memberi, meminta atau menerima apa-apa suapan secara rasuahkepada dan daripada mana-mana orang berkaitan perolehan Kerajaan merupakan suatu kesalahan jenayah di bawah AktaSuruhanjaya Pencegahan Rasuah Malaysia 2009 [Akta 694].
Syarikat yang baru didaftarkan tidak dibenarkan membuat sebarang perubahan ke atas Pemilik atau Pengarah dalam tempoh enam(6 ) bulan daripada tarikh syarikat didaftarkan.
Kegagalan syarikat membuat permohonan pembaharuan pendaftaran selepas satu (1) tahun dari tarikh tamat tempohpendaftaran boleh mengakibatkan pendaftaran syarikat dengan Kementerian Kewangan Malaysia akan dibatalkan dan dikeluarkansecara automatik daripada Sistem ePerolehan. Syarikat hendaklah membuat permohonan baru.

Pihak syarikat hendaklah sentiasa berusaha untuk mengekal dan mempertingkatkan kedudukan supaya:

1.1.2 Bagi bidang percetakan, kedudukan 100% Bumiputera hendaklah sentiasa dikekalkan dari segi ekuiti, LembagaPengarah/Pengarah, Pengurusan dan Pengurusan Kewangan. Bagi pekerja hendaklah tidak kurang 80% Bumiputera dantiada penglibatan bukan warganegara.
1.1.4 Secara majoriti Bumiputera memainkan peranan penting di dalam urus niaga syarikat, pengawasan perjalanan syarikat,pengurusan kewangan syarikat, membuat keputusan-keputusan penting dan mewakili syarikat di dalam mesyuarat-mesyuarat dan lain-lain urusan rasmi seumpamanya.
1.2
PENGGANTUNGAN/PEMBATALAN PENDAFTARAN2.
2.1 Kementerian Kewangan berhak mengenakan tindakan tatatertib ke atas syarikat dan membatalkan maklumatberkaitan pendaftaran syarikat sekiranya:
2.1.1 Taraf Bumiputera syarikat dilucutkan atau ditarik balik dan dibatalkan dalam Sistem ePerolehan.

Pendaftaran syarikat digantung atau dibatalkan dalam Sistem ePerolehan.
Lain-lain pelanggaran syarat yang membolehkan Kementerian Kewangan Malaysia memutuskan tarafBumiputera ditarik balik dan dibatalkan dalam Sistem ePerolehan.

4.1 Sijil Akuan Pendaftaran Syarikat Bumiputera tidak perlu ditunjukkan semasa mengambil dokumen perolehan Kerajaan(pembelian terus, tender/sebut harga dan lain-lain kaedah perolehan) kecuali bagi Agensi Kerajaan yang tiada capaian internet.
4.2 Syarikat hendaklah memastikan pendaftaran dengan Kementerian Kewangan Malaysia masih sah laku sepanjang tempoh kontrakberkuat kuasa.
PERINGATAN MENGENAI KESALAHAN RASUAH5.
5.1
Sijil Akuan Pendaftaran Syarikat Bumiputera yang dikeluarkan secara Virtual adalah HAK KERAJAAN dan semua maklumatdalam Sistem ePerolehan adalah muktamad.
Sebarang perbuatan atau percubaan rasuah untuk menawar atau memberi, meminta atau menerima apa-apa suapan secararasuah kepada dan daripada mana-mana orang berkaitan perolehan Kerajaan merupakan suatu kesalahan jenayah di bawah AktaSuruhanjaya Pencegahan Rasuah Malaysia 2009 [Akta 694].
Sekiranya Kementerian Kewangan Malaysia mendapati syarikat telah melanggar syarat-syarat yang ditentukan di atas, ataupuntelah menyerahkan pengurusan syarikat dan kontrak yang diperolehi kepada pihak-pihak lain, maka pengiktirafan sebagaisyarikat Bumiputera akan ditarik balik dan status dibatalkan dalam sistem ePerolehan.
Jika berlaku sebarang perubahan di dalam syarat-syarat yang dinyatakan di atas, maka pihak Kementerian Kewangan hendaklahdiberitahu dengan segera supaya pindaan dapat dibuat di dalam Rekod Pendaftaran. Setiap perubahan ke atas maklumattersebut hendaklah dikemaskinikan secara online di Modul Kemaskini Profil di alamat www.eperolehan.gov.my dalam tempohmasa dua puluh satu (21) hari dari tarikh perubahan tersebut berlaku. Kegagalan syarikat di dalam memberikan maklumattersebut boleh menimbulkan keraguan pihak Kementerian Kewangan Malaysia terhadap ketulenan taraf Bumiputera syarikat.
Kedudukan majoriti Bumiputera hendaklah sentiasa melebihi 51% di dalam pemilikan ekuiti, keahlian LembagaPengarah, jawatan Ketua Eksekutif, Pengarah Urusan atau Pengurus Besar, jawatan-jawatan penting lain (key post),kakitangan syarikat di peringkat pengurusan dan juga pekerja.
Bagi bidang agen pengembaraan, kedudukan 100% Bumiputera hendaklah sentiasa dikekalkan dari segi ekuiti, LembagaPengarah/Pengarah, Pengurusan, Pengurusan Kewangan dan pekerja.

PETRONAS LICENSE GENERAL CONDITIONS
1. Company is required to register, obtain a license, permit or authorization from the relevant authorityto carry out the services or supply of product or material used in company's operation and activities;
2. This license is not transferable to any company/other party;
3. This license will be revoked if the company is found to be in the process of liquidation, winding-upor dissolution;
4. Company shall inform PETRONAS on any changes related to company's position such as equityownership, board of directors and management staff within fourteen (14) days. Failure to do so canresult in revoke of License;
5. Company should take immediate action to adhere to the special conditions imposed as stated in theappendix of the PETRONAS license certificate and to inform PETRONAS on the progress of thisaction;
6. Company is not allowed to take another company as principal, agent, sub-contractor or otherwise toprovide any service or supply of any facility, fittings or equipment on its behalf without priorwritten consent from PETRONAS;
7. Company shall allow PETRONAS representatives for inspection visit / site / company audit andreview / copy of documents and interviewing employees and related parties;
8. This License must be shown to PETRONAS's officers when it is required for inspection;
9. This License is only valid for services and supply of products as stated in the appendix of thePETRONAS license certificate;
10. This company can be penalised if in PETRONAS' opinion, it has conducted one or more of thefollowing;
a. Failed to execute the award job until completion.
b. Failed to perform a contractual obligation or any other obligation under the law to partners,principals, agents, sub-contractors and others.
c. Received garnishee order.
d. Facing bankruptcy action.
e. Cannot be traced through the last address.
f. Sub-contract work to another contractor without written permission from PETRONAS.
g. Reject any contract or tender awarded.

i. Provide false, inaccurate or misleading information.

11. According to Act 9, Petroleum Acts 1974, a person who initiate or continue any business orcontinue providing services as mentioned in Act 3 without a license or do not comply with anycondition of the license is committing a crime and can be fined not exceeding RM50,000.00 (FiftyThousand Ringgit) or imprisonment for a period not more than two (2) years or both and in respectof each continuous crime, it is subject to further fine of RM1,000.00 (One Thousand Ringgit) forevery one (1) day or any part of one (1) day which the offense continues after the first conviction isrecorded;
12. This approval is not an agreement/guarantee that your company will be called to participate in atender or quotation of PETRONAS or its subsidiaries;
13. The company either by itself, through its employees, directors, agents or its employees;

SYARAT-SYARAT PENDAFTARAN
1.Syarat Am
a) Perakuan ini tidak boleh dipindah milik.
b) Lembaga mempunyai hak mengkaji semula gred
pendaftaran kontraktor dari semasa ke semasa.
2.Tanggungjawab dan Obligasi Kontraktor
a) Kontraktor hendaklah mematuhi peruntukan-peruntukan
Akta Lembaga Pembangunan Industri Pembinaan
Malaysia 1994 ('Akta'), peraturan-peraturan yang dibuat
di bawahnya dan apa-apa terma, syarat-syarat atau
sekatan yang dikenakan oleh Lembaga dari semasa ke
semasa.
b) Kontraktor tidaklah boleh menyertai mana-mana tender
atau melaksanakan apa-apa kerja pembinaan selepas
habis tempoh Perakuan ini dan sehingga ianya
diperbaharui.
c) Kontraktor tidaklah boleh mengakujanji membina apa-
apa projek pembinaan yang melebihi nilai kerja
pembinaan yang dinyatakan di bawah gred pendaftaran
dan tidaklah boleh melaksanakan apa-apa projek
pembinaan di luar kategori pendaftarannya.
d) Kontraktor hendaklah mengemukakan maklumat
mengenai apa-apa kerja pembinaan atau kontrak dalam
tempoh empat belas hari selepas diaward atau sebelum
mula kerja atau mana-mana terdahulu.
e) Kontraktor hendaklah mengemukakan apa-apa
maklumat yang dikehendaki oleh Lembaga dari semasa
ke semasa.
f) Kontraktor hendaklah mempamerkan Perakuan
Pendaftarannya yang dikeluarkan oleh Lembaga atau
salinan Perakuan Pendaftaran yang diperakui oleh
Lembaga di tempat perniagaannya.
g) Kontraktor hendaklah mempamerkan nombor
pendaftaran atas papan tanda di setiap tapak
pembinaannya.
h) Kontraktor hendaklah memohon untuk memperbaharui
pendaftaran dalam tempoh enam puluh hari sebelum
tarikh habis tempoh yang dinyatakan dalam Perakuan
itu.
i) Kontraktor hendaklah mematuhi semua kehendak dan
ketetapan di dalam Kod Etika Kontraktor.
j) Kontraktor hendaklah melantik pekerja binaan mahir
dan penyelia tapak yang diakreditasi dan diperakui oleh
Lembaga.
k) Semua pekerja di tapak bina hendaklah mempunyai Kad
Personel Binaan yang masih sah.
3.Tindakan Tatatertib
Pendaftaran kontraktor hendaklah dibatal atau digantung jika:-
a) kontraktor tidak mematuhi kehendak mana-mana
undang bertulis yang lain;
b) kontraktor telah dihukum menjadi bankrap;
c) petisyen penggulungan berhubungan dengan kontraktor
telah diserahkan;
d) kontraktor melanggar atau tidak mematuhi mana-mana
peruntukan Akta;
e) kontraktor telah mendapat Perakuan dengan membuat
atau menyebabkan dibuat apa-apa akuan, pemerakuan
atau representasi palsu atau fraud secara bertulis atau
selainnya;
f) kontraktor meninggalkan apa-apa kerja pembinaan yang
diakujanji tanpa apa-apa sebab yang munasabah;
g) kontraktor telah didapati bersalah kerana cuai oleh
mahkamah atau mana-mana lembaga penyiasatan yang
ditubuhkan di bawah mana-mana undang-undang
bertulis berhubungan dengan apa-apa kerja pembinaan
yang diakujanji; atau
h) kontraktor telah melanggar mana-mana terma dan
syarat-syarat Tanggungjawab dan Obligasi Kontraktor
yang dinyatakan dalam perenggan 2.
