CHAPTER 1: INTRODUCTION Introduction 

TheGovernmentoftheNorthwestTerritories(GNWT)DepartmentofMunicipalandCommunityAffairs(MACA)istheauthorityresponsibleforlotterylicensingpursuanttoSection207oftheCriminalCodeofCanadaandtheNorthwestTerritoriesLotteryActandRegulations.

Thefollowingtermsandconditionsrelatetolicensing,conduct,management,operationofandparticipationinapprovedformsofgamingintheNorthwestTerritories(NWT).

ThismanualdirectlyappliestoeventslicensedbytheGNWT.SomecommunitiesintheNWTare“delegated”theauthoritytoregulateandcontrollotteryactivitieswithintheirownmunicipalboundariesandmayadoptslightlydifferentapproachestotheregulationofthisactivitywithintheirmunicipalboundariesbutremainlimitedtothetypesofgamesallowedunderterritoriallegislation.

Theonlytypesofgamesthatarelicensableinclude:

Bingos(withinahallsettingorviamediasuchasradioortelevision);

PullTicketraffles(commonlycalledNevadatickets);

Raffles(localandterritorialwidewiththeGNWTbeingtheonlybodythatcanlicensea“territorial”wideraffle);

Sportdraftraffles,and

Casinolotteries(limitedto3dayeventsandcanonlyincludethefollowingtypesofgames):

o Wheelgames(RouletteandWheelofFortune),and

o Blackjack(theonlypermissiblecardgame).

Allotherformsofgaming,suchasTexasHold’empokertournaments,areillegalunderlegislationandnotlicensable.

CommunitieswishingtotakeoverlotterylicensingmustsubmitawrittenrequesttoMACA.CompletepackagesoutliningtheprocessareavailabletocommunitygovernmentsfromMACA.

Charity/Charitable Organizations 

AlllotteryandgamingactivitiesintheNWTmusthaveacharitablepurpose.

Charityisconsideredas:

Givingfreelyandwillinglyofone’sselffromtimetotime,withoutremunerationandthroughdevotionandcommunityspirit,tohelpthoseinneed;

Thatwhichbenefitsthewholecommunitythrough:

1. Thereliefofpoverty;

2. Theadvancementofeducation;

3. Theadvancementofreligion,or;

4. Otherpurposesdeemedbeneficial to thecommunityor individualsby theGNWT.

TobeconsideredcharitableundertheCriminalCodeofCanadaandtheNWTLotteriesActandRegulationsanorganizationmustberunsubstantiallybyvolunteereffortsforthebenefitofothers,andnotforself‐helppurposesordirectpersonalbenefittothemember(s).Non‐profitcharitableorganizationsmusteither:

BearegisteredNon‐profitSocietyundertheSocietiesActforaperiodofnotlessthansixmonthsandingoodstandingrespectingfilingrequirementsoftheSocietiesAct;or

RepresentavalidreligiousorganizationasoutlinedintheSection207oftheCriminalCodeofCanada;or

BedeemedacharitableorganizationbytheGNWTwhichprovidesabenefittoasignificantportionofthecommunity,andmustbeopenformembershiptoallmembersofthegeneralpublic,andhavethesupport,inwriting,oftheapplicable local government. These groups must be active in thecommunityyearroundandinexistenceforaminimumof6monthspriortothefirstlicensedevent.Foranindividualadultsportsteamtoqualifyunderthisprovision,theywillhavetodonate10%ofthenetproceedsfromtheireventtoareligiousorcharitablecausewithintheircommunity.

EducationalorganizationssuchasSchoolBoardsorLocalEducationAuthorities,mayobtainalotterylicensefortravelofaneducationaland/orculturalpurpose.Individualgroupswithincolleges,tradeschools,highschools,juniorhighorelementaryschoolswillbeconsiderediftheirapplicationisaccompaniedbythewrittenapprovalofthePrincipaloftheschoolattestingtotheeducationalorculturalpurposeoftheactivity.

Anorganizationwhichisrunasaprofitmakingenterprisewillnotbeconsideredacharitableorganization.

Definitions  

BingoEvent:Bingowhichincludesseveralbingogamesoveraperiodoftime,mostoftentwohours.

MediaBingo:Alotteryschemeplayedusingmassmediacommunication.Thisincludesbutisnotlimitedto:radio,newspaper,magazineandtelevision.Aprize(s)isgivenawaybysellingmediabingoproduct(s)toplayers,thenrandomlycallingnumbersthatmayappearonthemediabingoproduct.Towin,playerscompleteapre‐determinedpatternonthemediabingoproductusingtheleastamountofnumberscalled.Winner(s)mustalsomeetallcriteriastatedinthehouserules.

ProgressiveorAccumulatingJackpot:Thisisabingogamethatisplayedduringaregularbingoeventandaspartofthegameschedule.Theprizeisahigheramountthantheothergamesinthescheduleandisbasedonaformula.Aspecificnumberofballsaredesignated.Ifaplayerhasafullcardandcallsbingowithinthatspecifiednumberofballsbeingcalled,heorshewinsthisjackpot.

Thenumberstartsat50andisincreasedbyoneforeacheventthatthejackpotisnotwon.Asmallconsolationprizeiswonbytheplayerwhoobtainsthefullcardandcallsbingoafterthedesignatednumberforthatsession.

BingoChairperson.Thispositionisresponsibleforthebingooperationandincludes:supervisingallstaff,assigningdutiestovolunteerstaff;securehandlingofcash;andcomplyingwithfinancial/inventorycontrols,notifiestheRegistrarofanycheating,orotherproblems.

Paymasteristhepositionthatsupervisestheawardingofprizes.

Seller/Checkerisapositionthatsellscardstoplayers.Accountsforcashfromsales,exchangesregularhardcards;verifieswinningcards,andprovidesproperinventoryandfinancialcontrolsareinplace.

Callerisapositionthatanswerstothebingochairperson.Conductsapprovedbingoevent.

Unlicensed Lottery Events 

TheauthoritytoregulateandlicenselotteryactivitiesisderivedfromtheCriminalCodeofCanadaandtheNWTLotteriesActandRegulations.AlllotteryeventsthattakeplaceintheNWTmusthaveavalidlicensetodosofromeithertheGovernmentoftheNorthwestTerritories,orinthecaseofadelegatedcommunitygovernment,amunicipallotterylicense.

Ifaneventtakesplacewithoutalotterylicense,thisbecomesacriminalcodematterandwillbereferredtotheRoyalCanadianMountedPolicetoinvestigatewhichcouldleadtotheeventorganizersbeingsanctionedundertheCriminalCode.

Ifyouareawareofeventstakingplacethatmaynothavealicence,youshouldnotifytheappropriatelicensingofficeforfurtherinvestigation.Inthosecases,wewillrequire:

1. Thedateoftheevent,

2. Itstypeandlocation,and

3. Whichindividualororganizationrantheevent.

CHAPTER 2: GENERAL RULES General Rules 

TheMinistermayconsultwithaMunicipalCouncil,SettlementCouncilorotherrecognizedcommunitygovernmentbeforeissuingalicense.

Noliquorshallbeserved,soldorconsumedinanareawherealotteryisbeingheldwiththeexceptionofNevadalotterysalesorRaffles.

Nopersonororganizationshallbeissuedmorethan5licensesina6monthperiod,nomorethan3shallbeseries.

Nomorethan2amendmentsperlicensewillbepermittedwiththeexceptionofaraffleinwhichcaseonly1amendmentispermitted.

Uponrequest,securitymayberequiredtobepostedforallprizesoffered.

Liquorshallnotbeofferedasaprizeorpartofaprizeinanylottery.

Wheretheprizeisafirearminanylottery,thelicenseholdershallnotreleasepossessionofthefirearmuntilaFirearmAcquisitionCertificateisobtainedbythewinneroftheprizeinaccordancewiththeCriminalCode.

Whereitisfeltnecessary,anauditbyanindependentauditorattheexpenseofthelicenseholdermayberequested.

Thenetproceedsofanylicensedeventshallnotbelessthan20%oftotalgrossproceeds.Afuturelicensemaybedeniedtoagroupwhofailstomeetthisrequirementunlessitcanexpressanewmethodtoconductingtheireventwhichwillresultinaprofitof20%ormore.

Anychangestoacharitableorreligiousorganization’sexecutivememberswillhavetobesubmittedtoConsumerAffairs,MACAinwriting,anduntilsuchnoticeanyexistinglicenseswillbedeemedsuspended.

Agelimitsforparticipationforbingos,rafflesandsportdraftrafflesareestablishedwhenanorganizationspecifiesaminimumageontheirapplicationforalotteryevent.Theminimumageforanypullticketraffleis16yearsorolder.Theminimumagetoparticipateinacasinolotteryeventis19yearsorolder.NospecificagelimitsareappliedforBingoeventsunlessthegroupestablishedaminimumageonthelotterylicenseapplication.

Applications 

Applicationsforlotterylicensesmustbereceivedbytheissuingofficenolessthan30dayspriortotheproposedcommencementdateofthelicensedevent.Alongerperiodmayberequiredforfirsttimeapplicants.Thistimeframeallowstheissuingofficetimetoupdate(orsetupifrequired)theorganization’slotteryfile.Itmaybenecessarytorequestandobtainanyoutstandingstatements,currentsigningauthorities,otherdocumentationandoradditionalinformationmissedontheapplicationform.Thetimeperiodwillbestrictlyadheredto.

Applicationsforlotterylicensesmustbesubmittedontheprescribedform.

Applicationswillnotbeacceptedunlessaccompaniedbythelotterylicensingfeeasperthefeeschedule.

ApplicationsforasubsequentlicensewillnotbeacceptedifaStatementofAccountfromapreviouseventwasnotsubmittedwithinthe30daytimelimit.

Lotteryproceedsmustbeusedspecificallyasstatedonthelicenseapplicationforminthesectionmarked“purposeoflottery.”Verificationofthisrequirementwillberoutinelyrequestedintheformofcancelledcheques,bankstatements,etc..

Accountability 

Accountabilityofcharitableorganizationsisleftlargelyinthehandsoftheindividualsrunningthelicensedevents.Eventrecordformshavebeendevelopedandimplementedbyindividualorganizations.Chapter5ofthismanualprovidessampleforms.AMACArepresentativeisavailableforconsultationtoorganizationswhowishtodevelopotherworkingforms.

ReceiptsshouldbeissuedforallprizesexceptNevadastylepulltickets.Prizesinexcessof$500mustincludeareceiptclearlystatingthewinnersnameandmailingaddress.

Lotterylicenseesarerequiredtomaintainseparatebooksforlotterymonies.Thesemoniesneedtobekeptapartfromothermoniespaidtoorganizationssuchasindividualdues,grantsandotherworkingcapital.Aseparatebankaccountisrequired.Insmallercommunitieswhereitmaynotbefeasibletomaintainseparatebankaccounts,exceptionsmaybeprovidedtothisrequirementbutlotteryfundsmustbeclearlyidentifiedandeasilyidentifiablefromotherfunds.

Licenseesarerequiredtocompleteandsubmitstatementsofaccountontheprescribedform.Statementsofaccountaredue30daysafterasingleevent,orinthecaseofaseries,30daysafterthelastdayofthemonthfortheeventsinthatparticularmonth.LicenseeswhofailtoremittheStatementofAccountwithintheallottedtimelimitwillhavetheirlotteryfiletemporarilycloseduntilsuchtimeastheStatementofAccountisreceived.

Licenseesarealsorequiredtokeepallbooksandrecords,canceledcheques,receiptcopies,etc.foraminimumoftwoyears.Thesedocumentsmustbemadeavailableforinspectionattherequestoftheissuingoffice.

Lotteryauditsaredoneonarandombasisattherequestoftheissuingoffice.This“audit”mayconsistofasimplereviewofthedocumentsbytheissuingofficeoranofficialauditbyanindependentorgovernmentauditor.Asalicenseissueryoumaysetupyourowncyclicalsystemforreviewingdocuments.i.e.;alphabeticalyearly,numericalyearly,typeoforganizationyearly,etc.

Use of Proceeds 

Useoflotterymoneymustbebrokendownintotwodistinctareas.Oneareaistheactual“expenses”ofthelotteryschemeitself,theotheris“charitableuseorcharitablecontributions.”

Deductiblelotteryexpensescannotamounttomorethan10%ofthegrossrevenuegeneratedbythelotteryscheme.Theexpensesofthelotteryschemearegenerallyasfollows:

Use of Proceeds/Licensee Organization  

Charitableusesarevaried.Wehaveincludedsamplecharitableusesapprovedinthepast.Newandinnovativeideasarebroughtforwardregularly.Thelicensingauthoritywillevaluatethesepurposesonacasebycasebasis.Somecommonusesoflotteryproceedswithintheorganizationinclude:

Buildingfundsandrenovationstoexistingbuildings

Internalprogramssuchas lunchprograms for school children, emergencyassistance to needy individuals, community feasts, carnivals, children’spartiesandactivitiesorprogramsforelders.

Recreationequipmentsuchaspooltables,board&videogamesetc.

Offsetting the cost of youth and adult sports programs at both thecommunityandterritoriallevel.

Manyorganizationsexistforthepurposeofraisinglotterymoneytodonatetoothercharitiesorspecialcauses.Acharitableorganizationmayraisefundsspecificallytocontributetoanestablishedcharitywhichishavingadifficulttimeraisingmoneyindifferentcommunities.

Allproposedusesofproceedsmustappearonthelotteryapplication.Eachproposeduseisassessedindividuallyandisapprovedorrejected.Oncetheuseofproceedshasbeenacceptedandthelicenseissued,nochangeinuseisacceptedwithoutpriorwrittenapproval.

Occasionallyaspecificrequestmaybereceivedfromanorganizationwhohasreceivedalotterylicenseforasixmonthseriesofbingos,todedicatetheproceedsfromasingleevent,withintheseries,tovictimsofphysicaldisaster,ratherthantheoriginalstateduse.Thisisallowableuponreceiptofanamendmentfromtheissuingoffice.

CHAPTER 3: RULES OF CONDUCT Bingos 

ABingoshallbeconductedandmanagedincompliancewiththetermsandconditionsonthelotterylicense.

Bingosmustbeheldintheorganization’sowncommunity.

Thelotterylicense,includinganyamendmentsalongwithanyhouserulesmustbepostedinaconspicuousplace.

HouserulesmustbesubmittedforapprovaltoConsumerAffairs,asperSection9(1)(f)oftheLotteriesActandRegulations.

Thehouserulesshoulddescribehowthegameswillbecalled,howthecallswillberecorded,howerrorsincallingwillbedealtwith,howdisputesaboutcallsorwinningcardswillberesolved,howprizeswillbeawardedandanyadditionalhouserulesregardingseating,smokingsection(s),cardarrangementetc.

Lotterylicensesarenottransferable.

ADVERTISING

AnyadvertisingmustincludetheLotteryLicensenumber.

ADMINISTRATIVECONTROL

Staffandvolunteersshallsignanattendanceregisterpriortocommencingtheirduties.

Thenumberofplayersattendingshallberecorded.

Onlyonebingocallershallreceiveremuneration.

Cardsandticketsshallbeexchangedforcashonly.

Cashingchequesorextendingcreditisstrictlyprohibited.

Therewillbenofreecards,freegamesordiscountedcards.

AninventoryofBingolotterysuppliesshallbekept,andtheamountofsuppliesusedmustberecordedforeachevent.

Anycheatingorotherirregularityknownorsuspectedshallbereportedimmediatelytotheissuingoffice.

CANCELLATIONPOLICY

Itisarequirementthatprofitfromeverybingoshallnotbelessthan20%ofthegrossproceeds.Failuretomeetthisrequirementmaycausefutureapplicationstobedenied.Ifyoudonothaveenoughplayersinattendancetomakeaprofitof20%,youareobligatedtocanceltheeventpriortocallingthefirstnumberandthefollowingwilloccur:

Nevadaticketsalesaretobeshutdownimmediately.

Allplayers’fees(entrance/mastercard,extracards,bonanzaetc.)aretoberefunded.

Astatementofaccountistobesubmittedwithin30daysoftheevent.

GAMECONDUCT

Allbingocardsforeachgamemustbesoldpriortothecallingofthefirstnumber.

Beforethefirstnumberiscalled,thecallershallannouncethepatternorarrangementofsquarestobecoveredinordertowinthegame.Thisinformationshallalsobeavailableonaprinted“program”.

Onlybingogamesbasedonthefollowingstructureareeligibleforalicense.

Callerreadsoutaletter/numbercombinationfromaballrandomlyselectedfrom75“Ping‐Pong”typeballs,eachprintedwithaletterandnumbergroupedasfollows:

B 1to15

I 16to30

N 31to45

G 46to60

O 61to75

Bingoballsshallbeofequalweightandingoodcondition.

Playersshalluse“cards”orsheetsprintedwithoneormore“cards”.Eachcardistobelaidoutinfiverowsoffivesquares,withoneletterfromtheword“BINGO”overeachcolumn,allsquarescontaininganumberasabove,exceptforthefreecentersquare.

WherethereisadeclaredBingo(possiblewinner),thefollowingsequenceofeventsshalltakeplace:

1. Nofurthernumbersshallbecalledpendingconfirmationofawinner.

2. The Bingo machine shall remain operational until the winner has beenverified.

3. A checker shall take the declared card and place it in front of a neutralplayer(or in thecaseof tapedcards, theneutralplayershallwalkover tothe declared card) and the checker togetherwith the neutral player shallthencheckthenumbersagainstthelightboardforthepurposeofverifyingthewinner.

4. Upon verification of the bingowinner, the caller shall ask clearly for anyotherbingowinnersofthegametoidentifythemselvesandshallindicateitisthelastcall;and

5. If no further bingo winners are declared or determined, the caller shallreturnthebingoballstothebingomachineandstateclearlythatthegameisclosed.

6. Receiptsshallbeissuedforprizemoneypaidoutover$500.00.

7. IftheoriginaldeclaredbingoisNOTverified,thegameshallresume.

FEES

ThefeeforasingleBingooreachBingoinaseriesis:

½theHouse(50/50)games,Sixgamesorless $10.00

½theHouse(50/50)games,Sevengamesormore(pergame) $5.00

Anygamepayingaportionoftheproceedsotherthan50/50 $5.00

Regulargameswithtotalprizesof$2,500.00orless $50.00

Regulargameswithtotalprizesof$2,500but$10,000.00orlessis 2%ofpayout

Regulargameswithtotalprizesofgreaterthan$10,000.00 5%ofpayout

Amendments $25.00

Television or Radio Bingos Therulesofconductforaregularhallbasedbingoapplytotelevisionorradiobingos.Anumberofadditionalrequirementsareapplicablethoughforlotteryeventsofthisnature.Theyinclude:

1. PullTicketscanbesold for theseeventsbutonlyduringtheperiodwhichsales of master cards / additional cards are taking place, and only toindividualspurchasingthosebingocards.Sales togeneralmembersof thepublic,notparticipatinginthatbingoevent,arestrictlyprohibited.

2. Houserulesmustbeestablished,andclearlypostedattheplacewhichcardsand tickets are sold. A template for house rules is found later in thisdocument and a copy of house rulesmust be submittedwith your bingolicenseapplication.

Raffle Lotteries 

TheRaffleshallbemanagedandconductedinaccordancewiththelicense,includingspecificationsontheapplicationasapproved.

TheRaffleticketshallcontainthespecifiedinformationonthelicenseapplicationwiththefollowingexception:

Ifallticketsalesaremadeinthesameroomandthedrawofwinningticketsisheldinthatroomwithin7hoursofwhenticketsalesbegin.

AnapplicationforaRafflelotteryshouldbepreparedwellinadvance.ConsiderationshouldbemadetotimeconstraintswithregardtopossibleprofessionalprintingofRaffletickets.

Alicenseapplicationforarafflewheretheprizevalueexceeds$30,000.00musthavespecialapprovaloftheMinisterordesignatedrepresentative.

AlicenseapplicationforaraffleseriesextendingbeyondthelimitofsixmonthsmusthavespecialapprovalfromtheMinisterordesignatedrepresentative.

Ifthevalueoftheprize(s)exceeds$5,000.00,arafflelicenseshallnotbeissueduntiltheissuerissatisfiedthattheawardingoftheprize(s)isguaranteedbycashdepositwithsomeoneintrustorguaranteedbyabank.

Wherealicenseisissuedforaseriesofrafflesinwhichthetotalamountofprizesawardedexceeds$100,000.00,thelicenseeshallsubmitafinancialreportauditedbyanindependentauditorwithin90daysoftheexpirationofthelicense.

RequestedamendmentstoanylicenseshallbesubmittedinwritingbyandExecutiveOfficerofthelicenseeorganization.Thisamendmentmustbeaccompaniedbytheapplicablefee.

Thefinaldrawofaraffleshallbeheldonorbeforetheexpireddateendorsedonthelicense.Noamendmentsshallbeissuedafterthestateddrawdate.

Onlyoneamendmenttoanyrafflelicensewillbeconsidered.Ifanamendmentisacceptedafeeispayable.Iftheamendmenteffectstheawardingoftheprizestheorganizationshall;

Notifyticketholdersbywayofadvertisingandamendinganyunsoldtickets.

Araffleprizeofliquorisprohibited.

Inthecaseofa50/50draw,theticketsshallonlybesoldatasocialorsportingevent,andthedrawshallbeheldatorbeforetheconclusionofsaidevent.

Complete the lottery once ticket sales have commenced, and award theprizesadvertisedwhetherornotalltheticketshavebeensold;

Where the prize(s) value is in excess of $5,000.00, hold clear title to anyproperty or merchandise offered or, with respect cash prizes, confirm inwritingthatsufficientfundsareavailabletopayoutthevalueoftheprizes;

Evidencemay be required that the applicant has sufficient cash funds tocoveranyprizes;

Whereprize(s)of lotteryareunclaimed, the licenseewillkeepsaidprizes“intrust”foroneyear.

Ifafteroneyeartheabovementionedprizesarestillunclaimed,thetotalamountofthetrustshallbedonatedtothecharitynamedintheapplication.

Requestedamendmentstoanylicenseshallbesubmittedinwritingbyanexecutiveofficerofthelicenseeorganization.Ifanamendmentisaccepted,afeeispayable.

Individualsundertheageofsixteenyearsareprohibitedfrompurchasingorsellingpullticketseitherforthemselvesoronbehalfofanotherperson.

Pullticketsshallbeexchangedonlyforcash.Nochequeswillbeaccepted,norcreditextended.

Pullticketsshallbesoldonlyat/duringanotherlicensedeventsuchasaBingoorCasino;orinaspecial“clubroom”.

Sports Drafts  

“SportsDrafts”refertoalotteryschemewherepoolsofplayersareselectedbyindividualsforanentryfee.Onceselected,theseindividualsformtheplayers“team”.Theplayers’statistics(goals,assists,etc.)arethentrackedoveraperiodoftime.Thewinnersusuallyhavetheentrieswiththehighestaccumulatedpointtotals.These“sportsdrafts”onlyapplytocompletesportingseasonsorplayoffseries.

Onlydraftsbasedonindividualplayerswillbelicensed.Allsalesshallcease:

1. ThethirdFridayaftertheregularseasonstartsor;

2. Foraplayoffdraft,beforetheplayoffsstart.

Groupscanholdbothregularseasonand/orplayoffdraft.

Aprocedureshallbeestablishedsothateachentryformisreviewedtoensurecompliancewithrulesbeforeitisprocessed.

Onlytheapprovednumberofentryforms,approvedprice(s)shallbesold.

7. Ifmorethanoneseriesissold:

a. Allentry forms inaseriesmustbesoldbeforesalesofanotherseriesstarts;

b. Each series shall be adifferent colour,with the seriesnumber clearlymarked;

d. All prizes for each seriesmust be awarded once sales for that serieshavestarted.

Entryformscanbesoldforcash,certifiedcheque,moneyorder,orcreditcardvoucher.Theseshallbemadepayabletothelicensedgroup.Ifacceptingnoncertifiedcheques,theentrycannotincludeanydrawsuntilthechequeclearsthebank.

Retailvalueofallprize(s)shallbeatleast20%oftheapprovedtotalentryformvalue.

Standingshallbebaseduponofficialstatisticsprovidedbytheappropriateleagueoffice.

Abonusprizemaybeofferedunderthefollowingconditions:

1. Itsretailvaluecannotexceedthevalueoftheotherprizesawarded;

2. Thespecificcriterianeededtowinthebonusprizeshallbe includedinalladvertisingandbeprintedonallentryforms;and

2. Anycomplaint regarding individualstandingsshallbe investigatedbyandindependentaccountingfirm,atthelicensee’sexpense.AcopyofthereportmustbesubmittedtotheCommunityOperationsDivisionofMACA.

3. Inthecaseofaregularseasondraft,thetop30standingsshallbepublishedina localnewspaperatmid‐season. Finalprizewinners’namesandpointstandings shall be published at the end of the draft. To allow for anychallengestothestandings,prizescannotbeawardedfortwoweeksafterpublication.

4. The licensee shall establish rules to govern the conduct of the draft andawardingprizes.Therulesmust:

c. Minimumnumberofentry formsthatmustbesoldbefore thedraft iscancelled;

d. Orderinwhichprizesareawarded;

e. Cashinlieuoption(ifapplicable);

f. Howtiesareresolved;and

g. Procedureifawinnercannotbelocated.

6. Whenapplyingforalicense,thegroup:

a. Shallidentifythemembersresponsibleforthedraftsconductandsales.Theymaynotpurchaseentryforms.

b. Mayproposeadditional rules,procedures,or requirements for reviewand approval. These must be consistent with License Terms andConditionswithpoliciesofMACA.

Ifyouhavedoorprizeticketsthatgetdistributedwiththemastercard,keeptrack of the first ticket number. Hand out door prize tickets with theprogramandmastercard,andattheendoftheevening,recordthelastdoorprizeticketnumber.Thiswilltellyouhowmanypeopleattendedthebingoandhowmanymastercardsweresold.

Have a container ready for the person selling door tickets to drop theduplicatedoorprizeticketsin.

Bonanza prizes are usually 50% of the total bonanza money collected,dividedbythenumberofbonanzagames(usually6)e.g.50%of$1,000.00collected = $500.00 available for Bonanzas, $500.00 available/number ofbonanzas(6)=$83.00prizeperbonanza.

7. Bonanza cards shall be sealed at the time of sale, e.g. stapled, folded orpackaged.Thisensuressalesareconducted inarandommanner,andthatplayersandsellersdonotknowthecardlayout. Inordertoplaybonanzacards, playersmust have at least one regular game pack. Bonanza ticketswillnotbereplacedforanyreason.

8. For pre‐calls of any game not video/audio recorded, a volunteer workershall:

Tips for Raffles 

Keeptrackofwhoissellingticketsandhowmanyticketsareoutstanding.

Makesureticketsellersbringbackbooksof ‘sold’ ticketsandmoneyfromticket sales on a regular basis (weekly) so that there is not a lot of ticketmoneyoutstandingattheendoftheraffle.

Giveticketsalesmoneyto theTreasureronaregularbasisso thatcash isnotlyingaround.Keepallcash,notdeposited,inasafeplace.

(h) foranypersontomakeorprintanywhereinCanadaortocausetobemadeorprintedanywhereinCanadaanythingrelatingtogamingandbetting that is to be used in a place where it is or would, if certainconditionsprovidedbylawaremet,belawfultousesuchathing,ortosend, transmit, mail, ship, deliver or allow to be sent, transmitted,mailed,shippedordeliveredortoaccept forcarriageortransportorconveyanysuchthingwherethedestinationthereofissuchaplace.

(2)SubjecttothisAct,alicenseissuedbyorundertheauthorityoftheLieutenantGovernorinCouncilofaprovinceasdescribedinparagraph(1)(b),(c),(d)or(f)maycontainsuchtermsandconditionsrelatingtotheconduct,managementandoperationoforparticipationinthelotteryschemetowhichthelicenserelatesastheLieutenantGovernorinCounciloftheprovince,thepersonorauthorityintheprovincedesignatedbytheLieutenantGovernorinCouncilthereoforanylawenactedbythelegislatureofthatprovincemayprescribe.

(3)Everyonewho,forthepurposesofalotteryscheme,doesanythingthatisnotauthorizedbyorpursuanttoaprovisionofthissection

(a) is in thecaseof theconduct,managementoroperationof that lotteryscheme,

(i) isguiltyofanindictableoffenseandliableforimprisonmentoftwoyears,or

(ii) isguiltyofanoffensepunishableonsummaryconviction;or

(4) Inthissection,“lotteryscheme”meansagameorproposal,scheme,plan,means,device,contrivanceoroperationdescribedinanyofparagraphs(206)(1)(a)to(g),whetherornotitinvolvesbetting,poolsellingorapoolsystemofbettingotherthan

(a) adicegame,three‐cardMonte,punchboardorcointable;

(b) bookmaking,pool sellingormakingor recordingbets, includingbetsmadethroughtheagencyofapoolorpari‐mutualsystem,onanyraceorfight,oronasinglesporteventorathleticcontest;or

(c) for the purposes of paragraphs (1)(b) to (f), a game or proposal,scheme,plan,means,device,contrivanceoroperationdescribedinanyof paragraphs 206(1)(a) to (g) that is operated on or through acomputer, video device or slot machine, within the meaning ofsubsection198(3).
