B. INSTRUCTION TO CANDIDATES
Enrollment
This board serves all persons who are properly enrolled. Enrollment is open to all
levels of ministry. Each candidate is to go first to their pastor, who is to contact the
District Board of Ministerial Studies (DBMS) secretary listed above. The secretary will
provide the steps required for enrollment and options for modes of study.
Ministry and Christian Service
All candidates for ministry are directed to read the “Manual” of the Church of the
Nazarene, namely, Part V, “Ministry and Christian Service”:

Categories and Roles of Ministry
Education for Ministers
Credentials and Ministerial Regulations
College and University Students
College and university students are responsible to submit to this board
documentary evidence of academic standing in harmony with the “Manual” and the
Source Book for Ministerial development.
College and university students are reminded to plan their curriculum in harmony
with the “Manual”. The final transcript at graduation will be evaluated by the DBMS
and no requirements stated in the Manual will be waived.

Modular Course of Study
If the candidate chooses the Modular Course of Study, there are various districts
and schools offering this type of education. This board recommends the online
“Module Plus” Course of Study offered by the Nazarene Bible College or any other
approved online courses of study.
Each candidate is required to meet with the District Board or Ministerial Studies at
the end of each church year. You will be given notice of these meetings well in
advance.

IV. Daily Proceedings
DAY ONE
Wednesday Evening, May 13, 2015
The 105th Annual Louisiana District Assembly was opened at 6:00 p.m. with the
Hispanic praise band from Camino de Santidad led by Esteban Rivas leading the
assembly in an upbeat and uplifting medley of praise to God including Never Let Go; I
Give You Glory; and Holy Spirit Come.
A video was presented to the assembly explaining the publication Nazarene
Essentials which is an in-depth look and explanation of the beliefs and foundations of
the Church of the Nazarene.
Louisiana District Superintendent, Rev. Chuck Fountain, came forward and
welcomed each one the 105th District Assembly of the Louisiana District. He then
introduced the host pastor, Rev. Dustin McDavid and then asked District NYI President,
Rev. Charlie Ashby to pray the opening Invocation.
At that time, Rev. McDavid gave welcome and greetings to the assembly
followed by Rev. Ashby’s prayer of Invocation asking God to meet with us and the
presence of the Holy Spirit to fall upon this District Assembly.
Rev. Fountain then introduced his wife, Marsha, to the congregation and told of
his joy of sharing ministry with such a special lady. He then welcomed and recognized
special guests to the assembly. He asked the following guests to stand and be
recognized: Dr. Loren Gresham, President of Southern Nazarene University and Dr. Terry
Toler, SNU Vice President of Advancement and Church Relations; Dr. Roger Hahn,
representing Nazarene Theological Seminary; Dr. Harold Graves, President of Nazarene
Bible College and Dr. Bill Weisman, Director of Evangelism Ministries for the Church of
the Nazarene.
Dr. Graves came forward and gave greetings from Nazarene Bible College. He
asked all alumni from the Bible College to stand and be recognized. He then thanked
the Louisiana District for their support over the years, which goes to prepare ministers
and missionaries around the world.
The congregation joined with Rev. Fountain to give a great Louisiana welcome
to the presiding General Superintendent Dr. Eugenio Duarte and his wife.
General Superintendent, Dr. Eugenio Duarte came forward stated that it was
great to be on the Louisiana District for his fourth District Assembly. He gave greetings
from the General Board of Superintendents and from over two billion Nazarenes from
around the world. He then called the 105th Louisiana District Assembly to order. He
brought greetings and then recognized Rev. Dan West as the newly elected District

Secretary for the assembly. He also shared what a blessing it was to serve with such a
man of God as our new District Superintendent, Rev. Chuck Fountain.
Rev. West asked that each delegate be registered and receive their Assembly
Handbook and that all alternates should be seated at this time. He then directed the
Assembly Delegates to the list of assembly workers in the Assembly Handbook, asking
each worker to acknowledge their presence and their willingness to serve. He then
designated the first 10 rows as the official voting bar for the Assembly, asking each
delegate to move to this area.
At this time, Rev. West asked that Greetings on behalf of the assembly be sent to
the following people: Dr. Greg and Elaine Mason, Dr. and Mrs. Ralph West, and Dr. and
Mrs. Gene Phillips.
He then noted the times of the services and all special orders of the day.
Dr. Duarte then asked for a motion to approve the organization of the assembly
as presented. A motion was made to approve the organization of the assembly.
Following this he asked for the reading of the Board of Ministry Partial Reports 1 &
2. Rev. John Rabo came forward and read the reports to the assembly. A motion was
made and seconded to accept these reports and they were adopted as read.
Rev. Chuck Fountain then asked those receiving license renewals to come
forward and receive their license. Rev. Fountain, Rev. Florentino Murillo, Rev. Dale
Hoffpauir, and Rev. David Craig presented each licensee with their new license. The
congregation then joined with Rev. Fountain to congratulate those receiving their
license renewals.
Rev. John Rabo then read Board of Ministry Partial report #3. A motion was
made and seconded to receive this report. The report was accepted as read.
Following the adoption of these reports by the Assembly, Dr. Duarte asked for the
reading of the Nominating Committee Report.
Rev. Rabo read the report to the Assembly. He pointed out the ballots at the
back of the Handbook. Rev. Rabo noted there was also an SDMI ballot and asked that
the assembly delegates strike the name Cori Chesson from that ballot. The report along
with the ballots was adopted by the Assembly.
Rev. Dan West then noted the Board of Tellers made up of the following
individuals: Board of Tellers #1: Donald Schellinger, Head Teller, Alecia Head, Charlie
Ashby, Carl Rivet, Danny Rester, Judy House, James Philen, Mark Cantrell, Linda Bowie,

Myrna Roco, Blaine Thibodeaux, Joshua Woods, Jeff Impson, Rudy Chavez, Glenn
Messer, and David Castillo. Rev. J. D. Sailors was appointed as the Elections Secretary.
He then asked the Delegates to remove the ballot from the Assembly booklet
and mark their ballots for the election of District Officers. The ballots were collected
and returned to Rev. West for counting following the evening service with the results to
be given during the morning session.
District Superintendent, Rev. Chuck Fountain, then asked all new pastors and
their spouses on the district, who had arrived since last year’s assembly, to come
forward to be introduced to the assembly. New pastors on the district include: Rev.

Glen (Edra) Messer and wife, Edra, interim at Moss Bluff Trinity who had served very
capably at the Ebenezer church as interim following the death of Rev. Joseph Talhelm;
Rev. David Young and wife, Delilah, new pastor at Ebenezer Church; Rev. Joshua
Woods and wife, Rebecca, new pastor at Pearl River Church; Rev. Jose Serrano and
wife, Susanna, church planter at Westlake and Lake Charles; and Javier Alor and wife,
church planter at Leesville.
Mrs. Marsha Fountain then presented Mrs. Duarte with a gift from the Louisiana
District and the great people of Louisiana. Dr. and Mrs. Duarte received a standing
ovation from the congregation for their love and faithful service to the Church of the
Nazarene.
Rev. Fountain then called for a short recess in order to reset for the Ordination
Service. He asked for the first three rows to be cleared in order make room for the
family members of the Ordinands and requested all Elders to meet at the back of the
Tabernacle. Rev. Fountain then closed this portion of the service with prayer thanking
God that men and women who are still answering the call to ministry.
Ordination Service
The Ordination Service began at 7:15 p.m. Dr. Eugenio Duarte and Rev. Chuck
Fountain led the processional followed by the retiring elders and then the remaining
elders, while the Congregation sang, “Called Unto Holiness,” led by Danny Rester and
accompanied by Frances Hopkins on the piano. The Ordinands and their spouses were
led in by District Secretary, Rev. Dan West, during the song.
Rev. Fountain welcomed each one present to this very special day in the lives of
the Ordinands; the newly licensed ministers; and the retiring elders. He shared of the
most scared and solemn time of the laying on of hands; the celebration with those who
are receiving their first District License; and the recognition of those who have served a
lifetime of ministry and are moving to retired status. He invited each one in attendance
to a reception in the Dining Hall in honor of the Ordinands, Retirees and Newly Licensed
Ministers following the service.
Rev. Fountain asked the congregation to stand as he opened the service in a
prayer of Invocation thanking God for the lives of each those receiving their first license,
being ordained, or beginning retirement. He thanked God for friends and family who
have mentored and built into the lives of these men and women. He asked that God
would go before them and lead them in a plain path to courageously do His will.
He then asked for lay persons to come forward and assist him in passing out the
programs which contain the order of service and information needed to participate in
the service.
Rev. David Craig came forward and asked the congregation to stand for the
reading of God’s Word found in 2 Timothy 4:1-8.
Rev. John Rabo then asked the congregation to join with him in reciting the
historic Apostles’ Creed.

District Superintendent Fountain read from Matthew 24:13 stating that the
message ‘staying with it’ is what God requires. He then recognized the following retiring
ordained ministers and asked the congregation to join in welcoming and thanking
them: Rev. Steven Hunt and wife, Jackie; Rev. J. D. Sailors and wife, Teresa; Rev. Sherill
Stiles and wife, Linda; Rev. Raymond Teston and wife, Brenda; and, Rev. Rosalind
Williams and husband, Ronnie. Rev. Fountain advised Dr. Duarte and the Assembly that
these men and women represent 167 years of ministry in the Church of the Nazarene.
Mrs. Marsha Fountain presented a token of appreciation to each retiring elder
from the Louisiana District and District Secretary West congratulated each one as they
came forward. General Superintendent Duarte then presented plaques from the
Global Church of the Nazarene to each retiring minister and thanked them for their
many years of service to Christ and the Church of the Nazarene. Rev. Fountain asked
the assembly to stand and thank these retirees for their any years of faithful service to
Christ and the Church of the Nazarene.
At this time, Rev. Fountain asked the newly licensed ministers to come forward
and receive their first District License. Those beginning their journey of ministry are:
Jeralyn Wilhite; Shane Weaver; Erika Rivera Castillo (Erika was unable to attend); and
Miguel Cardona. Bro. Fountain encouraged them to live up to everything the license
represents and to remember that soon it would be them that the church would lay
hands on and recognize God’s call on their lives.
District Secretary West asked the Ordinands and their spouses to stand and
presented them to Dr. Duarte for ordination stating that the 105th District Assembly has
unanimously approved and recommended the following ministers for ordination in the
Church of the Nazarene: Rev. James Abenroth; Rev. Victor Boyd; Rev. Honore Calera;
Rev. Melina Calera; Rev. Josue Murillo; Rev. Reginald Gilmore; and that Rev. John
Hoffpauir’s credentials be recognized by the Church of the Nazarene.
Dr. Duarte received and charged the ordinands with the duties and privileges of
a minister of the Gospel of Jesus Christ and a minister of the Church of the Nazarene.
He then questioned the ordinands and declared them eligible for ordination.
At this time, Danny Rester led the Elder’s Choir in singing “Jesus Saves!”
accompanied by Frances Hopkins on the piano.
Rev. Fountain then asked Dr. Charles Johnson to come forward and minister in
music to the assembly. Dr. Johnson’s song I Can’t Even Walk (Without You Holding My
Hand) brought shouts of Glory, Hallelujah, and Praise God!!
The singing of this beautiful hymn of the church was followed by Rev. William
Bonee and Marsha Fountain reading The Theology of Ordination of the Church of the
Nazarene.
Dr. Duarte’s message to the ordinands asked the question, “Is our identity
important?” How important is it? Identification and passports are very important when
we are traveling. When we think of the Church of the Nazarene, what is our corporate

identity? When we realize who we are, our purpose, and try to respond to that
purpose, we are building up the identity that is ours.
Why is our identity important? Others are looking at us and interested in finding
out what makes us who we are. They are hungry and longing to belong. By looking at
us, they will decide whether or not they want to be a part of who we are. Our identity is
found in the Bible. First Peter 2:9-10 tells us that we are a chosen people, a royal
priesthood, a holy nation, God’s special possession.
Roots of religious identity are found in religious preference, religious liberty,
religious pluralism and religious exclusivism. It is important to stand and say there is only
one God and that God is a Holy God.
How does the church expect me to contribute to the preservation and formation
of our identity? In the Manual par. 21 – The Covenant of Christian Character; The
Articles of Faith – remind us that we are set apart and called of God for specific
ministries. We are not in identity crisis. We know who we are as Nazarenes.
First Timothy 4:6-16 – Paul’s teachings to Timothy is cleared in what it means to be
a good minister of Christ Jesus. The Seven Characteristics of a Person Called of God
and Set Apart or Ministry: Be dependable – there is a heritage that is yours – value it
and remember who you are; Have Self Thought – train yourself to be Godly – we must
be committed to discipline in spending time in the Word and in prayer; Depending on
the Living God - we must depend on the Living God; Be Confident – command and
teach these things; Set an example – God empowers you to lead; Be public – devote
yourself to public teaching and preaching – share the Word of God by all means
possible – passionate evangelism; Be diligent – be sound in what you preach and teach
– make sure those who serve with you teach what is sound doctrine.
Together we are the people of God! Dr. Duarte then asked the congregation to
stand and read 1 Peter 2:9 together. Then he asked the ordinands and their wives to
remain standing and read the scripture again.
Dr. Duarte thanked God for the identity we have in the Church of the Nazarene.
He thanked God for these ordinands who He has set apart to preach His Word. He
asked God’s blessings upon them and their ministries.
General Superintendent Duarte then asked District Secretary West to call each of
the ordinands to the platform and asked the elders to join him in the laying on of hands
and prayer around the ordinands. Dr. Duarte read the charge from the Manual and
declared each ordinand an elder in the Church of the Nazarene. Individual prayer was
lifted up for each of these God called men and women of God. Dr. Duarte then
presented each newly ordained elder with a Certificate of Ordination.
Rev. Fountain then asked the congregation to stand and help him welcome
these newly ordained elders to the Church of the Nazarene. He reminded the
congregation of the reception directly following in the Dining Hall. Dr. Duarte and Rev.
Fountain led the new ordinands to the Dining Hall as the assembly sang the Doxology.

Day Two
Thursday Morning, May 14, 2015
The 105th Annual Louisiana District Assembly was opened at 8:15 a.m. District
Superintendent Chuck Fountain opened the day with a welcome and greeting and led
the assembly in prayer for the proceedings of the day asking for God’s blessings and
direction on the business and activities of the day. He then led the congregation in
praying the Lord’s Prayer. He encouraged the congregation to greet those around
them and he congregation shared a time of smiles and handshakes.
Rev. Fountain then introduced Dr. Eugenio Duarte and invited him to come
forward and be interviewed. He asked the questions: What are the most exciting
things you are seeing as you travel the world and view the church around the world?
Dr. Duarte shared that there were many exciting things happening in the Church
of the Nazarene around the world. He shared a little of what is happening in Africa,
which is his home. Last year, he had a meeting with a Field Director Coordinating Team
in Nairobi, Kenya. He heard exciting stories of what is happening in West Africa that he
wanted to share. The church is not standing still! They are going place to place sharing
the Gospel of Jesus Christ.
In Nigeria, people who are called to preach the Word are going from country to
country planting churches. They are doing this without being sent by any district or the
General Church. They are not official missionaries, but they are doing the work of a
missionary.
Nazarene Essentials is a new emphasis from the Global Ministries Center. What do
we need to understand and do? Dr. Duarte shared how the Board of General
Superintendents came together wanting to give develop something that was simple to
understand so that anyone who comes to the Church of the Nazarene can understand
who we are. Many District Superintendents have shared how they are using this tool for
new membership classes. This is an easy to use teaching tool to help us understand
who we are and how we go about doing what we do. It is printed in the four official
languages of the church: English, French, Portuguese and Spanish. It is available for
free from the Nazarene.org website.
Rev. Fountain shared about an upcoming Church Planting seminar coming up in
July and August. He asked Dr. Duarte to share about Church Planting going on around
the world. Dr. Duarte asked our US/Canada Director of Evangelism, Dr. Bill Wiesman, to
come forward and share about Church Planting.
Dr. Wiesman shared that this is the time to share Jesus with others! These are the
greatest days of harvesting ever in the history of Christianity! He shared how Christianity
is growing all over the world. The most effective method of growth is in church planting
and this is happening around the world.
The harvest is ripe! People around us are ready to invite Jesus into their life, if we
will go out and make disciples. We need to ask the Lord of the Harvest for workers to
send out. Instead of praying for God to send workers ‘to’ us, we should be praying for
God to send ‘out’ workers. Pray that God will raise up leaders within our church to ‘go’
out and plant churches.
The General Church is focusing on training for church planting and since the start
of this program, the number of church plants has grown dramatically. The members of
the first church believed that God wanted them to go out and change the world for

Him. By planting new churches, the Church of the Nazarene is doing just that as new
ministries are starting all over the world.
Dr. Wiesman then shared a video with the assembly detailing resources and
training available for church planters.
At the close of the video, Dr. Duarte shared that he knew of nothing else that
accomplishes the mission that God has given us to reach the world than planting
churches. We are grateful for the members and churches that God has given us, but
we believe God that wants us to reach more.
He shared the Vision 2020 Faith Projector. The Board of General Superintendents
believes that by the year 2020 God will help us reach 3.5 million members worldwide.
Dr. Duarte asked if the congregation believed that this can be accomplished. He
asked all pastors to stand and share if they believed God can help them be a part in
accomplishing this. He received a resounding “Yes!” from all. He challenged the

General Superintendent, Duarte, recognized District Superintendent, Rev. Chuck
Fountain. Dr. Duarte reminded the congregation of last year’s District Assembly when
the assembly, with great joy, elected Rev. Fountain as District Superintendent. Dr.
Duarte also recognized Rev. Fountain’s wife and ministry partner, Marsha. Dr. Duarte
asked District Superintendent Fountain to give his report at this time.
Rev. Fountain came forward and gave his first report as District Superintendent.
This report can be read in its entirety elsewhere in the District Assembly Journal. Rev.
Fountain’s report was received with a standing ovation from the assembly.
Dr. Duarte asked for a motion to receive the report and accept the challenge.
A motion was made and seconded and the report was received by the assembly. He
then asked for a love offering to be taken to show our District Leader a token of our
love for him and his wife.
At this time, Rev. Fountain welcomed Dr. Loren Gresham, President of Southern
Nazarene University, and Dr. Terry Toler, SNU Vice President of Advancement and
Church Relations to the assembly. Bro. Fountain then asked Dr. Gresham to give a
report of the University.
Rev. Chuck Fountain introduced SNU Alumni, Dr. Vernon O. Brandt. The Louisiana
District SNU Alumnus of the year Award was presented by Heidi Babin to her father, Dr.
Vernon O. Brandt. This is the first time ever to recognize the significant impact of SNU
graduates on the Louisiana District, their local churches and the communities they
serve.
At this time, Rev. Dan West called for the first group of Pastor’s Reports. Those
reporting were the newly ordained elders: Rev. Victor Boyd; Rev. John Hoffpauir; Rev.
Honore Calera; Rev. Melina Calera; Rev. Josue Murillo; Rev. James Abenroth; and Rev.
Reginald Gilmore. Rev. Fountain asked these pastors to answer the questions: What
was the highlight of your year 2014-15? What are your goals for this year?
General Superintendent Duarte then asked for the results of the ballot received
the night before.
Rev. John Rabo came forward and read the results of the ballots to the
assembly. For District Advisory Board: Total ballots cast: 118 – 60 needed to elect. For
Elder: John Rabo: 86; Delbert Terry: 40. For Layperson: Dr. Vernon Brandt: 38; Phillip
Lambert: 85.

Dr. Duarte declared elected to the SDMI: Chairman: David Craig. Board

He then declared those elected by acclamation by the assembly
Dr. Duarte then asked the newly elected individuals to stand and be recognized
by the assembly.
He then called for the report of the District Treasurer.
The District Treasurer, Dajunna Howell, came forward and gave her report. A
motion was made and seconded to receive this report and it was accepted as read.
Dr. Duarte then asked Dr. Roger Hahn of the Nazarene Theological Seminary to
come forward and greet the assembly and bring news from NTS.
District Secretary, Rev. Dan West, then called the next group of pastor’s reports.
The pastors reporting were: Rev. David Craig; Rev. John Rabo; Rev. Delbert Terry; Rev.
Dorina Escobar; Rev. J. D. Sailors; Rev. James Philen; Rev. Miguel Cardona; Rev. Jung Ho
Bae; and Rev. Julio Escobar.
At this time, Dr. Duarte called for the Auditing Committee report. Rev. John
Rabo came forward and read this report. This report was accepted as read by the
assembly.
Dr. Duarte then called for the reading of the Finance Committee report. Rev.
Daniel Lowe came forward and gave a review of the report along with proposed
budgets. The report was accepted as read by the delegation.
The GracePointe Church made a motion that the District Advisory Board and the
District Finance Committee be encouraged to develop a 4 year plan to reduce the
District Budget from 9% to 6%. This motion was seconded and discussion followed. A
vote was called for and the motion was approved by the assembly.
The next group of pastor’s reports was called for. Pastors reporting were: Rev.
Scott Howell; Rev. Marvin Velasquez; Rev. Marvin Denton; Rev. Jamey Robertson; Rev.
David Hoffpauir; Rev. Gary Jones; Rev. Steven Hunt; Rev. Dan West; Rev. David Castillo.
Rev. Dan West recognized the previous District Secretary, Rev. Eric Nelson, and
asked the assembly to thank him for his work. Rev. Scott Howell then offered a prayer
for lunch and the assembly was dismissed for lunch.

Thursday afternoon, May 14, 2015
The afternoon session was opened by Rev. Chuck Fountain at 1:15 p.m. He then
asked Rev. Joshua Woods, new pastor of Pearl River, to come forward and opened the
afternoon session in prayer.
At this time, General Superintendent Duarte told the congregation how much
enjoyed District Assemblies and being with Nazarenes. He shared that a friend had
taken him to a concert recently. He arrived early and all of the musicians were tuning
up. It sounded like chaos. But, when the concert started and the musicians played
together, it was beautiful. He said how sometimes in the life of our church it feels like
chaos, but, God can bring harmony out of what we think is chaos.
He shared scripture from Nehemiah. Nehemiah starts with reality: a reality that
gave him hope. God will use simple things like a letter or a message to teach us what
He wants us to learn and what He wants to do through us. It’s important to describe
reality. Nehemiah didn’t pretend that things were going well. Scripture says he cried.
Facing reality can make us cry and it is okay to cry, but Nehemiah did something else.
He spent time fasting and praying.
In the church, we have three types of people: People who don’t care what
happens; those who make it happen; and those who don’t know what happened.
What pushed Nehemiah forward was knowing there was a New Jerusalem coming.
That is a reality for us also. We know that God is wanting to do something new in our
lives and in the life of the Louisiana District.
We need to fix our eyes on the horizon that God has given to us. Not forgetting
the reality we are in, but not focusing on these things, instead, focusing on the horizon
of what God is doing. It is best to wait and see what God is doing. He can work
through the chaos that you are going through right now. Just hold on! The Lord is still
the Lord!
The following pastors were then called to give their reports: Rev. Daniel Lowe;
Rev. Jerry Cole; Rev. Dustin McDavid; Rev. Linda Francis; Rev. Glen Messer; Rev. Jose
Serrano; (Rev. Ron Sherer was unavailable).
Rev. Dan West called the next group of pastor’s reports. The pastors reporting in
this group were: Rev. David Young; Rev. Dale Hoffpauir; Rev. Sidney Mitchell; Rev.
Charlie Ashby; Rev. William Bonee; Rev. Eric Nelson; Rev Joshua Woods; and Rev. Steve
Willingham.
At this time, Rev. West called for the final group of pastors to give their reports.
These pastors were: Rev. Florentino Murillo; Rev. Paula Murillo; Rev. Julissa Rivas; and,
Rev. Javier Alor. Rev. Marvin Fiallos and Rev. Eugenia Medina were both unavailable.
The secretary of the District Advisory Board, Rev. Dale Hoffpauir was called for
the reading of the District Advisory Board report. Following the reading of the report, Dr.
Duarte asked for a motion and second to receive the report. The report was accepted
as read.
He then asked Rev. West to proceed with the Memorial report. Rev. John Rabo
came forward and introduced the Memoirs Report, sharing from John 11:25-26 and
Revelation 1:18. As the names scrolled on the screen, family and friends from the local
church represented were asked to stand. The first six names on the list were Elders in the
Church of the Nazarene. All pastors were asked to stand during the duration of the
report. Rev. Rabo prayed for these families and churches during this time of loss and life
transition.

At this time, Dr. Duarte asked for any additional reports, noting the report of the
Camp operations and finance submitted and the report of the Hispanic Ministries
Coordinator.
Rev. Fountain spoke to the assembly thanking them for taking time out of their
busy schedule to attend these meetings. He talked of the challenges that have been
given to the pastors and churches during this District Assembly.
The assembly then watched a video presentation – Preach the Word. Rev.
Fountain asked all pastors and staff members to come forward when their name
appeared and remain standing for prayer. He then thanked each pastor and church
representative for their involvement and commitment to Christ and His Church and
prayed for these individuals, their ministries, the impact of their ministry, and their
outreach for Jesus Christ.
Rev. Fountain then presented the pastors to Dr. Duarte. Dr. Duarte told the
pastors he knew that the Lord had things for each one to accomplish. He called them
to be faithful and do what the Lord has laid on their heart.
Dr. Duarte then asked Rev. West to present the love offering received earlier for
Rev. and Mrs. Fountain as a show of our love and appreciation for them both. Rev.
West acknowledged the momentum and Spirit that the Louisiana District has had since
the Fountains have been serving on the district. He encouraged each pastor and
church member to get on board with our District Superintendent and follow them. God
is using them to lead Louisiana to great days ahead!
District Secretary, Rev. Dan West, offered a motion that the minutes of the
assembly be edited for corrections by the District Assembly Journal Committee, to
destroy ballots, and complete the work of the assembly. This motion was seconded
and was accepted by the assembly.
General Superintendent Duarte called for a motion to adjourn sine die. A
second was made and the vote was received. Dr. Duarte adjourned the assembly with
the acknowledgment that he would be praying for the Louisiana District.

V. Reports
A. DISTRICT OFFICERS
1. District Superintendent
Dr. Eugenio Duarte, General Superintendent, Dr. Loren Gresham, President of Southern
Nazarene University, members of the 105th Louisiana District Assembly, distinguished
guests and friends. I rise to present my first report to you as district superintendent.
Following my election in May and installation in June of last year, my commitment was
to get to every church, see the mission field on which they are located and sit down
with every pastor, getting a good overview of the ministry of the Louisiana District within
the first 90 days. This was accomplished and I am appreciative of the pastors, church
boards and laypersons across this great state. We have an incredible history! So much
has been done! But, we have a lot to do! A great work ahead of us! A great God who
has called us, prepared us and deployed us in this part of his mission field. We must get
on with the work of ministry, preaching the Word and being the body of Christ to a lost
and dying world.
Let me thank the members of the District Advisory Board for their assistance,
understanding and patience during this transition time, William Bonee, Dajunna Howell,
Dale Hoffpauir, Howard Hoffpauir, Steven Hunt, and Phillip Lambert. Also thanks to the
wonderful auxiliary leaders representing the ministries very well. David Craig, SDMI
Director, Charlie Ashby, NYI President and Rosalind Williams, NMI President. A special
thank you to Pastor Dan West who took on the challenge and was willing to step into
the role of District Secretary and has done a tremendous job. Charles and Sally Faust
have given excellent leadership to the Rocky Creek Camp this year and we express our
appreciation to them. I would also like to thank all who assisted the auxiliary leadership
and assisted the district in all of the programs and activities of the year and to our
representatives on the board of SNU, Heidi Babin and David Craig. You were involved
and you made a difference. And to my partner in ministry, my wife Marsha, Thank you. I
love you!
The numbers are before you in the Handbook and I hope that you take time to review
all of them. I am not going to take this important time to tell you how many we are up
or down in any area, how much we did or didn’t raise, how much we paid or did not
pay. I would like to thank every church and every pastor for being a part of the ministry
of the district and the general church. Am I happy with the numbers? No. Most of
them need to change and drastically. As important as these numbers are, I would like
to take a different tack during this challenge.
The theme of this Assembly is “Come to the table, a place where you belong!” I
watched with interest recently a lady at the mall serving samples of chicken dinner from
an oriental restaurant. But she was serving them to a group of people who were in the
food court who are all eating the chicken dinner from the oriental food restaurant. She
could not get anyone to try the samples, everyone was eating a full serving of what she

was serving. But just beyond where she was offering her samples were lots of people
who were not eating the same thing and would have probably been interested in the
sample and may have come to eat at the restaurant if she had just ventured out a little
further.
Sounds like a lot of churches and Christians, content to stay in their comfort zone with
people who already have food and offering samples to those who are already full.
And wondering why no one is willing to partake. We must get out of our comfort zone
and take the bread of life to people who have not been fed and have not been
served.
The church is the table. The table, the metaphor, is used throughout the scriptures - In
Psalm 23 David said of God, “You prepare a table before me in the presence of my
enemies.” Not in the comfort zone. Not with people like me. In fact with people who
don’t even like me. The major and minor prophets have references to the table and
we find some of Jesus’ most intense teaching to the disciples while they reclined at the
table.
And we as Christians, understand from the book of Revelation that there will come a
day when we will sit at the table of the marriage supper of the lamb and receive from
Christ himself as he allows us a place at the table, at the Lamb’s table, and WE
celebrate With Him forever and ever.
When you think about the Table you have to think about several things.
1. The Invitation to the Table.
The church is a table, but we must invite others to come to the table and share in the
meal. When we extend the invitation, we give the person receiving the invitation an
opportunity to respond, and the response can take several forms. Yes, I will be there,
tell me the date, time, and place. Or I would love to be there but I cannot because…
insert some excuse or NO, I choose not to accept your invitation. Most people say
“YES!” In many circumstances and ways, people will respond to the invitation and
share in the offering of the table. Researchers say … 67% of Americans say a personal
invitation from a family member would be very or somewhat effective in getting them
to visit a church…...63% of Americans say a personal invitation from a friend or neighbor
would be very or somewhat effective in getting them to visit a church…...63% of
Americans are very or somewhat willing to receive information about a local
congregation or faith community from a family member…...56% of Americans are very
or somewhat willing to receive information about a local congregation or faith
community from a friend or neighbor. So, people ARE open to an invite from church,
particularly if it is from someone they know. But one simple invitation isn't necessarily
going to result in subsequent attendance. Neighbors may come because of an
invitation, but they'll stay for the community.

2. People Are Attracted to Community
Why is it that many of our un-churched friends are ready for an invitation to church?
Several missiologists have recently offered a similar observation. In our post-Christian
nation, people who are skeptical of the faith are often attracted to the Christian
community before they are attracted to the Christian message. Therefore, introducing
people into the relational network of a local church community becomes an important
aspect of their journey to the faith.
As beings created in the image of God, we need to be in relationship with others. We
reflect God, who is Trinitarian, with the Father, Son, and Holy Spirit in perfect fellowship
with one another. This necessitates our innate need for community.
One of the primary means God uses to pursue the lost is the local church. The personal
invitation is an effective way to break down any real or perceived barriers one might
have to walking into a new church building or being willing to engage in a new circle
of people. Knowing whose image each of us bears, we cannot afford to underestimate
the power of a personal invitation.
3. True Fellowship is Countercultural
In our world people are more connected than any previous generation, yet lonelier
than ever before. Social media may allow us to keep up with other people, but
invitations to join communities or relational circles are the only way for people to truly
connect with others.
We cannot mistake information for intimacy. We cannot mistake communication for
community. Virtual relationships are not complete. To put it another way, fellowship is
not truly experienced apart from actual relationships in physical time and space.
Scriptures still say, “Do not forsake the assembling of yourselves together as the manner
of some is …”
Unfortunately, Western culture is inherently individualistic. We honor the person who
goes their own way and values self-reliance. This pattern has resulted in an
individualistic spirituality that has fragmented the church and erected barriers for
people connecting in churches.
Far too often, individualism not only becomes the silent killer of community within the
body of Christ, but also the hindrance to seeing growth in our churches. However each
of us not only is part of a faith community and we come to the table for sustenance
and grace, we must realize that we have a table, a table that we are in charge of and
one that we can use to invite and encourage people into a fellowship relationship prior
to bringing them to the larger table which is the church.

4. Fellowship Begins with an Invitation
This begs the question: how can people be added to the local church (which involves
conversation and covenant) unless they experience fellowship and community with
that church? And how can they experience fellowship and community in a local
church unless someone invites them? If many of our un-churched friends are ready for
an invitation to church, what are we waiting on?
Imagine what might happen if you sparked a movement in your church. In his book
Evangelism in the Early Church, historian Michael Green argued that evangelism was
the prerogative and duty of every church member. Green argues that "Christianity was
supremely a lay movement, spread by informal missionaries … the spontaneous
outreach of the total Christian community gave immense impetus to the movement
from the very outset.” In our (and similar) cultural contexts, that spontaneous outreach
often involves engaging people in community, leading to gospel engagement. We
invite them to know us, enter into relationship with us and then earn the right to share
with them the powerful story of Jesus Christ and His love.
The experience of true gospel community, true fellowship, is a powerful thing.
Remember, simply introducing people into the relational network of a local church
community can be an important aspect of their journey to the faith.
Well, all this sounds good and much of it we already know, so where do we begin? We
must do something different than we have been doing. So let’s begin by setting some
goals.
1. Every member of the Church of the Nazarene in Louisiana win, train and
consolidate a new Christian this year. Invite someone to your table. How
often? Every year / at least once each year! We cannot be satisfied with
reports for a year’s work of 0 POF; 0 Baptisms; or 0 Conversions - but that is
the report of too many of our churches. Our hearts should be broken, and
we must fall on our knees in confession seeking forgiveness for our lack of
fruitfulness.
2. Every church be involved in church planting. How often? Every church every
three years.
3. Every pastor raise up, train and deploy a new pastor. How often? Every
three years.
4. Set realistic goals, daily, weekly, monthly and annually. SMART goals. How
often? Now, and review them regularly adjusting for what is done, and what
needs to be completed and adding the new visions that God gives us.
1. Every member of the Church of the Nazarene in Louisiana win, train, and consolidate
a new Christian each year. The old way of saying this is “EACH ONE WIN ONE!” “Cado
Uno, ganar uno.” But this must become exponential. Each one win one, who will in turn
win one, and then each will begin again winning others. Making a difference in the
name of the Lord Jesus Christ and reaching our world with the gospel of Jesus Christ.

2. Every church be involved in church planting. We are providing a church planting
training for all pastors in July and August. This training will take place at the camp on
two consecutive Fridays and Saturdays. All costs will be covered by the district along
with the assistance and support of Evangelism Ministries from the Global Ministries
Center. We are also providing Certified Trainer programs for the two tracks so that we
can continue the process on our district into the future. We will train leaders who can in
turn train other leaders to do the work of ministry. We must get serious about planting
churches! We need more than 700 congregations on the Louisiana District and we
have a long way to go.
3. Every pastor raise up, train and deploy a new pastor. Just as Paul had his Timothy
each pastor should find, assist, train, prepare and deploy another pastor. It is time for
every pastor to reproduce themselves. A part of the church plant training is for
churches planting churches and this could be very helpful and we need several pastors
to choose this track along with the Certified Trainers program to assist and lead into the
future. Give leadership responsibilities earlier, but make sure that the expectations, and
training are provided. Don’t just drop them in and say “God will be with you!”
4. Set realistic goals daily, weekly, monthly and annually. SMART goals. SMART goals are
SPECIFIC, MEASURABLE, ATTAINABLE, RELEVANT AND TIME BOUND.
Several of our churches, under the leadership of Pastor Florentino Murillo have been
very successful in doing what I am calling us to do. So we need to take a lesson from
their playbook, learn from them and allow them to challenge, guide, teach and lead
us. We are working on a plan to offer training for pastors and churches in the Master’s
Plan of Discipleship and an Encounter with Jesus Training, along with a complete
training in the use of the Master’s Plan of making disciples. We need every pastor to
buy in and participate, and we need every church to be willing to make the
adjustments needed for growth for the future.

But …
We’ve never done it that way before … then it is time we did!
We tried that once and it didn’t work .. then it is time we tried it again!
If you do that they’ll take over the church … if you don’t they will sell the
empty building when you die.
We already have plans … how is that working for you?

We are just too tired and stretched to do more … then bring new people
and new leaders in who are not!
I am afraid it will fail! … Fail trying or fail doing nothing … Fail trying!
It will cost too much … (We don’t have the money)… if you continue you
will not have the money to survive.
I don’t want to … we’ll that one is real … pray for the motivation and power of the Holy
Spirit who will drive you out of your upper room hideaway and into the street under the
unction of His Holy Spirit to share who He is and what He is able to do and is doing in this
world.
“If we always do what we’ve always done, we’ll always get what we always got.” We
must! We can! We will! … GOD will As, Dr. Stan Toler said -“Lord, help us to respond to
the angry questions of our culture with a Spirit-filled voice, a Scripture-filled reasoning,
and a warrior-like determination.”
2 Timothy 1:9 NLT For God saved us and called us to live a holy life. He did this, not
because we deserved it, but because that was his plan from before the beginning of
time—to show us his grace through Christ Jesus.
God has invited us to live a holy life. What is that invitation to? It is to His own purpose
and grace which was given to us in Christ Jesus. When? At this very moment He is
calling. Live a holy life, be shown the grace of Jesus Christ and go show the grace of
the Lord Jesus Christ.
Our Services must become more focused on prayer. One of the greatest indictments
on the church today is that prayer is not the driving force. Today, people tend to
choose churches based on the appeal of the teaching and the worship instead of the
fervency of prayer. If the church was a house of preaching, a house of teaching, or a
house of worship, that would make sense, but it's not. The church is a house of prayer for
all nations. Every person in the church will function as a burning intercessor and the
services will be marked by this unified groan of fiery prayer.
Personal mission will be the focus over “personal needs”. Today, churches are often
more like organic, socially driven hospitals. People tend to use the church as a way to
meet their personal needs instead of serving it as a minister of God. This is must change.
Of course, there will still be personal ministry and true needs will be addressed.
However, instead of the church functioning as a hospital, it will once again function as
a mission-driven organization. The mission will take precedence. The saints will be
equipped for service, not for personal survival. In this ancient and future model, there
will be MASH units that will take very good care of the wounded with the primary
purpose of getting the soldier back into battle. Apostles will again lead with
governmental authority and pastors will be seen as the main leader less and less as they
focus more on shepherding and less on primary leadership.

Instruction must be emphasized, preparation for deployment, not simply an exchange
of information. Teaching is mostly for personal edification while instruction is mostly for
corporate assignments. Today, most churches focus on teaching principles of scripture,
providing truths that will help Believers navigate through their lives and giving nuggets of
biblical info. While there will still be important Bible teaching, instruction will emerge as a
necessary new ministry. When the time is completed we will know, what comes next
and how to do it.
So the challenge is before us. I want to close with the words of the Apostle Paul as he
wrote to the church at Thessolonica; we find it recorded in 1 Thessalonians 5:23-28, The
Message translation reads, “May God himself, the God who makes everything holy and
whole, make you holy and whole, put you together—spirit, soul, and body—and keep
you fit for the coming of our Master, Jesus Christ. The One who called you is completely
dependable. If he said it, he’ll do it! Friends, keep up your prayers for us. Greet all the
followers of Jesus there with a holy embrace. And make sure this letter gets read to all
the brothers and sisters. Don’t leave anyone out. The amazing grace of Jesus Christ be
with you!”

2. SDMI Chairman
Dr. Chuck Fountain, Pastors and fellow Disciples on the Louisiana district, it is a privilege
to bring you my second report as Chairman of Sunday School and Discipleship Ministries
International for the Louisiana District. It is truly an honor to serve you and the Kingdom
in this capacity.
This year has truly been a blessing as I have spent the year reading through Paul’s letters
to the churches. Paul was constantly reminding the church to never give up. He
disciplined them, encouraged them and sometimes stayed with them. His example of
leadership through discipleship has been an encouragement for me through our SDMI
ministries!
I have been blessed in many ways. God has given me a wonderful partner in ministry
by blessing me with a loving and supportive wife (Dawn) as well as two young men and
a foster daughter who never cease to amaze me. What a joy it is to walk this journey of
life together with them. In addition to this, I serve with some of the best people on the
district at GracePointe. They continue to love, pray and encourage their Pastor on a
daily basis. Each week God is teaching us more about His plans for us to become a
church where Jesus is Lord.
This year I was blessed to walk beside a very creative Leader who is giving great vision
to our district in Dr. Chuck Fountain. He is a loving, encouraging and faithful Disciple of

Jesus and I have look forward to great days ahead under his leadership as our District
Superintendent.
I wish I could just invite you all to share in our SDMI Vision meetings. WE are blessed to
have very talented and visionary leaders! William Bonee has served faithfully this year
as our secretary and kept track of statistics. Let me encourage you to do better this
year. We need 100% reporting on our statistics. The report form is in your packet. Jan
Rivet did a wonderful job of keeping us on track with our finances. David Hoffpauir
served as our Adult Ministry Director and Heidi Babin as our Children’s Ministry Director.
Let me just say that these two have worked hours in leading our ministries on the district.
They led us as we evaluated what we are doing and what we need to do better to
make Louisiana a leader in Making Disciples.
Cindy Ricmond led our Women’s Ministry Retreat.
We saw an increase this year with 83 ladies in attendance and plans are in the works for
next year. Louise Thaxton and Nancy Lambert gave new Vison to our layman’s retreat
which is now called our Spring Renewal Retreat. This retreat is now open to both
laymen and clergy. Both weekends saw Jesus’s presence and spurred ideas to make
this year’s events more attractive to others on the District. J.D. Sailors served as our CLT
Director though the online disciple makers ministry. Our Kids Camp was directed by
Rick and Heidi Babin. New and exciting events and opportunities were made available
to our Kids. Over 165 kids and adults walked together as our kids were challenged at
“Rocking at 908” We had another banner year as Nancy Lambert led directing our Kids
Quizzing. What an inspiration it is to see our children learning God’s Word! Seven
churches participated this year with 35 quizzers. Let me encourage you to look at our
kids quizzing materials. They are some of the best around. It gets our kids into the word
and gives opportunity for their parents to learn with them. Patience West implemented
our first Kids Quest which is a talent day on our District for kids. We had around 30 kids
participate in our first event. Singing, Drama, art work and cooking were some of the
events that our kids were encouraged to develop their talents to be used by Jesus!
Cori Chesson and Ranee Terry served as your elected lay members, Richard Johnson
(David Young) and John Rabo served as your Clergy members and Wilberth Sanchez
served as our Spanish Representative.
We introduced two new opportunities for training this year as we had our first SDMI
District training even with Woodie Stevens. Woodie taught us how to teach a Bible story
as if you were really there. We were discipled to teach stories in a fun and exploratory
way. Over 85 showed up for this first training event! Ray Neu will join us this year to
teach us how to go deeper in Bible discovery and sharing our faith through story!
Ranne Terry gave leadership to our first District Couples Conference which was led by
Hal and Debbi Perkins. 30 couples were a part of this wonderful weekend where we
were taught about “Becoming One’ with Jesus, Each other and in Discipleship. We look
forward to this second year in which the Perkins will return to lead us in being “Discipled
by Jesus!”

The Vision for SDMI is threefold: We are to…
1. Be a People of Prayer:
The most effective tool for Discipleship and Evangelism is Prayer!
People who talk to Jesus are people who talk about Jesus.
2. Be Engaged in His Word:
Matthew 7:24, “Everyone who hears these words of mine and puts them into
practice…”
We must have a daily Worship with Jesus so we can learn to be His Disciple.

3. Be Making Christ like Disciples:
Jesus invested His life in a few one conversation at a time.
Our goal for this year is will you be accomplishing the Vision of SDMI by:
“Will you be that someone” (Show video form SDMI Resources)
There were many “someone’s” in my life: Parents, Pastors, Teachers, and Neighbors.
But I remember to this day Bert and Bernie Williams, who faithfully taught a group of 5th
and 6th graders every Sunday morning. I would get there early and be walking to my
class when I would stop and hear them praying for us by name. They would teach us,
encourage us to memorize the Word and one Sunday afternoon each month take us to
the park before church and serve us ice cream.
Perhaps you have someone who was that “someone” to you! Can I admonish and
encourage you to be that someone this year in your local church whether you are a
teenager, young adult, or older adult!
Let’s be true to our holiness heritage and do what Jesus asks us to do…

commanded me to commission you: Go out and train everyone you meet, far and
near, in this way of life, marking them by baptism in the threefold name: Father, Son,

Rev. Chuck Fountain, Louisiana District Council, Mr. and Mrs. Walter Crow, Fellow
Pastors, Delegates and Guest. It is truly and honor and privilege for me to submit my 3rd
report to you for Louisiana District NMI.
But as it is written: “Eye has not seen, nor ear heard, Nor have entered into the heart of
man The things which God has prepared for those who love Him. I Corinthians 2:9 I
believe this verse. I believe it more than I have ever believed it before. My faith is
encouraged and my face is set like a flint. My heart longs for heaven. I am excited
thinking about all that God has prepared for me. My spirit is stirred when I think of
seeing Jesus for the first time. A wildness comes over me thinking about the reunion of
every tribe and nation. I get extremely overwhelmed contemplating the sight of seeing
those who we love and have gone before us. I think I understand the greatness of it all,
but I am reminded quickly in this scripture that the depth of what God has for me has
not yet found complete and fulfilled lodging in my heart. It is too great, too vast, too

much for me to comprehend. I will not believe that what God has prepared is
completed in my life. I will believe with assurance that His mercies are new to me every
morning. We are not home yet…daily He prepares for me all I need and the path He
desire that I follow.
Through the Lord’s mercies we are not consumed, because His compassions fail not.
They are new every morning; great is Your faithfulness. “The Lord is my portion,” says my
soul, “Therefore I hope in Him!” (Lamentations 3:24-25) My testimony is sure…There IS a
fountain that is filled blood and it has been drawn directly from Emmanuel’s veins; and I
have plunged beneath that flood and I have lost all my guilty stains. E’er since, by
faith, I saw the stream, Of His flowing wounds supply, redeeming love has been my
theme, and it shall be till I die. Today I am deeply in love with Jesus. His faithfulness
continues to overwhelm me and His grace has proven to be my strong strength in the
greatest days of weakness.
Personal
I offer my personal thanks to Rev. Chuck Fountain and the Louisiana District Church of
the Nazarene. I am thankful for a portion of God’s revealed purpose to us in your
arrival. May your days be blessed as you follow the leading of the Holy Spirit and
encourage Louisiana to greater days?
My heartfelt thanks are always extended to Thomas and Carolyn Allen. Their friendship
remains a true example of God’s love and grace.
In June, Ronnie and I will be married 40 years. I am thankful for Ronnie’s support
through the years, it has and will continue to be a great source of strength to me. As
God brings us to your memory, we covet your continued prayers for our children and
our personal lives as we journey together.
It is most difficult for me to find the correct words of love and tenderness that I have for
your Louisiana District NMI Council. Their dedication and love for missions has not
wavered in the years we have served together. Each one, both individually and
collectively, are dedicated to their assignment and full of purpose to see their dreams
and visions come to pass on the Louisiana District.
I would like for each of them to stand as I call their name.

Educating - Discipling - Praying - Giving

As I report on these four core elements of Nazarene Missions I pray that God will
quicken our hearts to go deeper into what He wants to teach us and how the Holy Spirit
desires to lead the Louisiana District.
It is so very important to Educate, Disciple, Pray and Give. If there is an area that you
have lacked in this year, it is my prayer that this report will reveal to you what can be
done knowing that with God all things are possible. If we say we choose to Advance
the Kingdom of God through missions WE must advance. May we never forget and
always remember that advancing is moving forward. It is a personal choice for each
pastor, each missionary president every council member and the congregation. The
light of introspection shines deepest within our own life. What am I doing to Advance
the Kingdom of God through missions in my church. Advance or Retreat….this is not an
arena to be complacent in what we are doing for the Kingdom of God in Louisiana
and around the world.
Educating
I cannot reiterate the importance of Education and Discipleship through missions. The
General Church of the Nazarene is faithful to provide reading materials, monthly
lessons, mission books and stories to share with our congregations. The importance of
purchasing this material and implementing it into at least one service a month is at an
all-time high. We must educate and disciple if the stories are going to be kept alive. We
must plant seed stories in the lives of our children that they too may know why our
excitement for missions is still real today. I continue to go back to my younger years
when a missionary would come for a visit to our church. The excitement was often
more than we could handle. The treasures displayed from other countries captivated
our awareness and allowed us to travel in our minds eye as we sat as still as we could in
the pew. The missionaries’ stories were real! Deputation services, local missionary
meetings, Children and Youth Mission Days were fun and exciting then and they can still
be exciting forever! It may take a little work to educate, but in eternity it will be worth it
all.
Last year I encouraged you to Tie, Teach and Talk about missions. This year I want to
encourage you to Tell over and over the stories of the Jesus. When we educate
through missions we are sharing the power and love of God. We have the privilege of
sharing the transforming stories of poverty and protection, grace and mercy, hope and
healing, deliverance and wholeness in Jesus Christ. May I repeat myself….These are the
stories of Jesus. May our hearts burn within us to tell the Blessed Stories of the Cross of
Jesus, until every nation learns of full salvation, let us tell the Blessed Stories of the Cross.
Our missionary reading books were phenomenal this year. I pray they were a help to
you and to your congregation. Through the writings of the Unstoppable Church we
learned again that through every moment of oppression, pain, persecution, and even
in death, Jesus is there. Those who suffer for the sake of Christ do not do so in vain--

rather, the Son of God uses the testimony of those who love him to advance the spread
of the unstoppable church”.
At this time I would like to recognize the Priority One Churches. (Brenda and Frances)
I commend those of you who have worked and labored to advance the Kingdom of
God.
Discipling
To mentor and involve all people, including youth and children, to make Christlike
disciples in the nations is one of the most rewarding areas of service in your personal life.
This year is no different from last year in the stories that I receive concerning what some
are doing on the district to disciple others. Our Louisiana District NYI Council is working
hard to pass on to our youth and children exciting ways to serve and become disciples
on the Louisiana District.
Under the leadership of Patience West we had our first Children’s Missions Day. We met
at Friendship Church of the Nazarene and traveled to Haiti. It was an excellent day of
fun, food and fellowship for the children of Louisiana. Special thanks to Rev. Steve Hunt
and the congregation of Friendship Church of the Nazarene.
Charlie Ashby, our NYI President for Louisiana District reports the following. Last year, the
district NYI focused on missions in several ways. At SuperCamp, our NMI President,
Rosalind Williams, spoke during a morning service. She challenged the students to seek
God's will and to be open to the call He has placed in their lives. At the end of the
service, many teenagers responded by writing their call on cards. Some simply
acknowledged that God wants to use them and that they were open to His calling on
their life.
Also during SuperCamp, we gave the students an opportunity to give back to the
campgrounds and our district. Our students, along with many adult volunteers,
removed several big trees from around the field that were blown over due to high wind
from storms. We also cleaned up the playground area. Several students also helped pull
up old carpet and unload equipment at the district office in preparation for the arrival
Rev. and Mrs. Chuck Fountain.
Our district NYI also participated in Project Southern Hospitality once again. PSH is a
mission’s project held in Lake Charles, LA. Last year, our students cleaned ships, office
areas, participated in worship services, and ministered to people around the Lake
Charles city. We had a great year of serving.
Louisiana District NMI, under the leadership of Nancy Lambert enjoyed two Deputation
tours. Dana Howard and Russell Frazier traveled our state sharing their stories of what
God has done.
I would like to share with you a report that I received from John Rabo concerning their
Faith Promise Weekend with Dana Howard.

Shreveport First had a great Faith Promise weekend with missionary Dana Howard from
Ecuador. His presentations were going to focus on "changed lives," so we adopted as
our theme Faith Promise works around the clock to change lives. Since our goal was
$12,000, we used a clock to keep track of our giving. At the close of our Sunday
morning service, $12,125 had been pledged. Before I left the building, it was revised to
$13,005! Needless to say, we have been rejoicing in the goodness of God and the
faithfulness of God's people. Because Louisiana Nazarene’s pay their World Evangelism
Fund in full we are able to travel to other countries and share the gospel of Jesus Christ.
In January Louisiana, Oklahoma, and South Florida joined together for a very exciting
Work and Witness Trip to Haiti. A total of 27 people came together to begin work on a
new church in Medrick, Haiti. We laughed, we cried, we rejoiced and we felt very
protected while we were in Haiti. While we were there we shared the Jesus Film. Before
showing the Jesus Film many of us loaded in the back of a pickup truck, with a make
shift sound system intact. Rev. Paschall Permis, our Haitian pastor from Miami began
speaking over the sound system. It was a call to come to see the Jesus Film. Children
came out of the side streets, out of the bushes, and down the trail they ran behind our
truck to see this Jesus we would be sharing. This is a memory that will never be
forgotten. My encouragement always would be for you to consider a Work and
Witness trip. If you are unable to go, we covet your prayers as we go
Go make disciples is our missional call. Will you find someone in your church and pour
your life into theirs. Will you tell them all you know about the God you love and serve?
Will you share the story of Our God who calls and equips men and women boys and
girls for service in His Kingdom.

the name of the Father and of the Son and of the Holy Spirit, teaching them to observe

Giving
Inside your packet is a report sheet from headquarters with explanation to all monies
raised by each church. The amount contributed from Louisiana District Nazarenes to
the World Evangelism Goal is 141,726.00. A total of 138,347.00 has been received. We
lack 3,379.00 the calculations from headquarters states that we are a 97.616% district for
World Evangelism. I am confident that we will raise all we need and even more than
we need at the conclusion of my report. Thank you for giving sacrificially to the needs
of others. You are to be commended for your love and service to the advancement of
Missions at home and around the world

Prayer
The conversation of prayer with the lover of our soul is serious. We are summoned into
the throne room. May we never forget that He loves spending time with His children.
He knows us where we are and He desires for us to make our request known to Him.
John Bowie has served faithfully as Prayer Coordinator for Louisiana NMI. If you have a
prayer request and would like to share it with John he will pray and he will send out an
email asking others to join you in prayer. May there never be a time that we forget the
power of prayer. I challenge each of you to continue to pray prayers of protection,
safety and healing. Keep asking God to supply all needs for our missionaries. There are
times that the Hand of God has moved because you have prayed. My heart is stirred
and moved when I hear our fellow Nazarene’s in other countries pray. I must tell you
that there seems to be a deeper desperateness in the sound of prayer in other
countries. It seems to be nothing for them to kneel on the dirt for hours in prayer, to lay
prostrate on the ground and cry in desperation for their needs to be met. I want to
remind you tonight that others are praying for you. Let us always remember to pray one
for another. I encourage you to count the cost and go deeper in prayer than you
have ever been before.
CHALLENGE
Our theme for this convention is “Looking Out - . My prayer for Louisiana NMI would be
that you would LOOK OUT LIKE NEVER BEFORE.
Don’t say, there are yet four months, and then comes the harvest? Behold, I say unto
you, Lift up your eyes, and look on the fields; for they are white already to harvest. John
4:35
May we realize that we are Christians who have fallen in love with Jesus? Look Out and
see the souls that are lost all around us. Like never before may we understand that we
are favored, we are a peculiar people, zealous of good works. Look Out and see that
we are an educating church, a discipling church a giving church and a praying
church. Look around and see the lost people…you won’t have to look far. Look within
and know that Jesus is counting on you to help meet the needs in their life.
Believe God’s Word and repeat it back to yourself until it soaks in your inner being!! “I
CAN do ALL things through Christ who gives me strength, With God ALL possible, The
Lord my God, He will go before me!
LOOK AHEAD AND LOOK OUT as we march on in triumph through Christ Jesus our Lord.
We are all missionaries on a mission to win the world for Jesus Christ. Is anyone
competent to take it on? No…but at least we do not take God’s Word, water it down,
and then take it to the streets to sell it cheap. We stand in Christ’s presence when we
speak; God looks us in the face. We get what we say straight from God and say it as
honestly as we can. (Message Bible 2 Corinthians 2:15-17)

Louisiana District NMI like Never Before as you Look Out I implore you to proclaim the
message that burns deep within your heart. When you seek and find and receive the
fullness of God into your lives you will be the unstoppable church. Purpose to be the
missional NMI church that resides in Louisiana. Educate, Disciple, Give and Pray as you
look out. When you are filled you cannot be stopped. You will speak as Jeremiah, His
word was in my heart like a burning fire Shut up in my bones; I was weary of holding it
back. Jeremiah 20:9b you will find someone’s life to speak hope and life into. Go forth
in HIs Name! Be more than a conquer! Rejoice for His promises are true!!
In closing, I share with you from the missionary book “For Whose Sake I Have Lost All
Things. “ As I read this book, I continually heard the theme of God's faithfulness and
was reassured that the Holy Spirit will continue to give the church exactly what it needs.
As the Spirit continues to give gifts, and as God remains faithful to bring about beauty
and order from chaos and broken-ness in creation, I am reminded that I must
prayerfully discern where the Spirt is working, and must continually and humbly ask for
the eyes to see and the ears to hear the way that God is leading and sustaining us.
When this life is over ALL I want ALL of us to hear is ….Well done thy good and faithful
servant. Enter in to the joys that I have prepared of you.
My deepest desire is to gain Christ and be found in Him.... But, what things were gain to
me, these I have counted loss for Christ. Yet indeed I also count all things loss for the
excellence of the knowledge of Christ Jesus my Lord, for whom I have suffered the loss

Welcome and Greetings
Good evening and thank you all for being here tonight! I want to welcome our
District Superintendent, Rev. Chuck Fountain (his first District convention as D.S.), pastors,
youth pastors, NYI presidents, youth workers, youth groups, and church representatives
to the 2015 Louisiana District NYI Convention! This is my fourth (4th) report as your District
President.
Praise Jesus and His Workers
I would like to take a minute and say THANK YOU for being here tonight. You
being here is more than just a time for training or hearing a report, it shows these
teenagers that you genuinely care and support them in their endeavor to allow Christ
to reign in their life. My pastor being at camps, retreats, conventions, and other NYI
related events spoke volumes to me in my life. You being here says the same for the NYI
in your local church and on the district. So again, Thank You!
Also, I must give a special Thank You to the Marksville Church. Even though I am
no longer their youth pastor, they supported me and my ministry as District President
during my entire time there. Thank you Bro. Jones, Mrs. Jones, the parents, and
teenagers of Marksville. You guys are loved.
Thank you as well to my current church, Crowley First, for their support of my
ministry as District President. God has something special planned for south Louisiana
and I’m humbled to be a part of it.
Thank you to the 2014-2015 NYI Council! If you would, please stand and be
recognized at this time. These guys have sacrificed time away from their family and
church to call this generation to a dynamic life in Christ. I lean heavily on our NYI
Leadership. They have exceeded my expectations and has made my job easier.
We also need to take a moment and recognize those who serve as youth
pastors, NYI Presidents, or youth worker volunteers. If you would please stand. You
deserve recognition for the work you do with our teenagers! You make NYI possible on
our district. You are becoming vital parts of teenager’s lives. Continue to care for them,
disciple them, and most importantly love them.
And last, but certainly not least, I’m must give a special Thank You to my wife,
Ciara. She has supported me in many ways. As her husband, father to our beautiful

daughter, pastor, and District President; her plate is full. She is an amazing woman and
I’m blessed to have her as my wife! Thank you for your support and your love.
Statistical Information for 2014
According to the 2014 Pastor’s Reports, the Louisiana District has 456 members in
NYI. That’s a bit of a decrease from the previous year; however, that didn’t stop us from
having an excellent year! A good portion of our district was represented at many
events throughout the year.
SNU Extravaganza 2014
Total Participants: 60 or 13%
We had another great year at Extravaganza. As a field, we eclipsed 1000 for the
first time in several years. That’s over 1000 students, parents, and youth workers on the
campus of Southern Nazarene University. Bailey returned to lead us in worship and SNU’s
Student Pastor, Blair Spindle spoke. The theme was #Follow. We encouraged our
students to Follow Christ instead of what’s socially popular. As far as talent and sports
go, we are finally pulling out of a long slump. Our flag football team won enough
games to put them in the playoffs. Adam Craig from GracePointe, finished 2nd in Cross
Country. Aryn Spikes from Vivian participated in “The Show,” which is a highlight of the
weekend’s top talent from around the South Central Field. 2014 was a great year, but I
am excited to see how things turn out at this year’s Extravaganza.
SuperCamp 2014

SuperCamp was awesome last year! Our theme was “Consumed.” We
challenged students to allow Christ to consume them in all things. SNU Remedy lead
worship, the SNU Crew helped out in our activities and games, and Blair Spindle, SNU
Student Pastor, spoke. Hearing Blair at Extrav helped our students as he began to build
relationships with them a month before camp. Blair also learned every person’s name
at camp. It was amazing! Rosalind Williams, our NMI President, also preached one
morning and challenged the students to seek God’s calling on their lives. God used
these people in mighty ways last year! Lives were forever changed at camp.

I believe that Kids’ Camp and SuperCamp are arguably the greatest
opportunities we have as a district to impact the Kingdom of God. It’s not often that
we’re able to gather 127 students and adults in one place. Granted it’s up to us as
pastors and youth leaders to cultivate what God is doing in their lives. But when we do,
God moves in a mighty way! I firmly believe that leaders, pastors, youth pastors,
missionaries, kid’s pastors, and Sunday School teachers and many more are called at
camp. I am a walking testimony of that and many of our students at SNU and pastors
around the district are walking testimonies of that! Thank you to all those who helped at
Camp and to the pastors who participated as well. You are making a difference in the
lives of teenagers! This year, I encourage you to send your students to camp! There’s a
flyer on the registration table. Please stop by and pick up this information.
Revivalution/Turkey Bowl 2014

Total Participants: 64 or 14%
Revivalution/Turkey Bowl 2014 went very well and God did some incredible things
in the lives of students and adults. It was this first time in a long time where we
combined Jr. and Sr. high students in our Fall Event. We had 46 students attend,
including some from the South Texas district and 18 adults who were there to help.
Michael Pigg, South Texas District NYI President was our speaker and God used him to
help our students understand what it means to Thrive in a Biblical sense, which means in
order to Thrive, we must first let things in our life die so that God can make us alive in
Him! We had a great Turkey Bowl flag football game in frigid temperatures and had a
great group of students cheering on those playing. We played together, ate together,
worshipped together, we fellowshipped together, and mostly got to witness God
changing the hearts and minds of young people about what it truly means to Thrive!
Challenge
Again, 2014 was a great year for Louisiana District NYI. However, with your help
and with the direction of the Holy Spirit, 2015 can be better. Again, Kids’ Camp and
SuperCamp is arguably the greatest opportunity we have as a district to impact the

Kingdom of God. Here’s why I believe that so much. In a recent article on the Southern
Nazarene University website, this question was posed: “At what age is outreach most
effective? How old are people when they get saved?”

“Another survey -- by the International Bible
Society -- indicated that 83% of all Christians
make their commitment to Jesus between the
ages of 4 and 14, that is, when they are
children or early youth. The Barna Research
Group surveys demonstrate that American
children ages 5 to 13 have a 32% probability
of accepting Christ, but youth or teens aged 14 to 18 have only a 4% probability of
doing so. Adults age 19 and over have just a 6% probability of becoming Christians. This
data illustrates the importance of influencing children and teenagers to consider
making a decision to follow Christ” (http://home.snu.edu/~hculbert/ages.htm).
Based on these stats, we have work to do. Based on the command from Jesus,
we have work to do. The Great Commission doesn’t command us to pick and choose
who should and shouldn’t be in the Kingdom of God. That’s ultimately up to God. It
doesn’t command us to set age minimums on salvation or even sanctification
experiences. It doesn’t command us to watch idly by as teenagers make bad choices.
It calls us to act. We are commanded to go and make disciples. What are disciples;
people who have been radically changed by God and have accepted this dynamic
lifestyle of loving God and loving others.

In my own life I am beginning to realize just how crucial time is. My wife and I
began dating in high school. She was 14 and a freshman and I was 16 and a junior. That
was almost 12 years ago. And by the way, you guys weren’t lying when you said kids
grow fast. It seems like in the blink of an eye, Chloe was born and the next day she’s
almost two. Our time on earth is short and it is valuable.
I’ll end with a modified version of an illustration given by Francis Chan who has
written many bestselling books and who spoke at NYC 2011. “I have a rope. Imagine
this rope goes on forever. Now imagine that this rope is a timeline of your existence. This
red part at the end represents your time on earth. We’ve got just a few short years on
this earth and then we have eternity. We’ve only got a short amount of time to share
what God has done in our lives.” Based on the stats I gave you, we’ve only got a 5-10
year period to lead students to the throne of God. Family is important, church is
important, ministries and programs are important, but that teenager that you see
walking along the road or the student you see struggling to fit in even in church, what
are we going to do with them? I challenge you to love, care, mentor, and disciple
those students. If we don’t then who will?
Again thank you for another great year and thank again for being here this
evening. May God continue to bless you, your church, your youth ministry, and the
students you are reaching for Christ! With your help and through the direction of the
Holy Spirit, 2015 is going to be a Kingdom year for our district!

Fund, Home Missions Fund, District Camp Fund, and District Auxiliary Funds
(NYI, NMI, and SDMI).

Educational Fund are separate from the District FTM.
3. That each church strive to pay the Funding the Mission (budgets) in full
following a Biblical tithe and offering model. Churches should calculate the
FTM (budgets) using the calculator provided at www.fundingthemission.org
or the report form provided by the district. The FTM (budget) formula is
computed on a base of all church income minus Missions Giving, including
World Evangelism Fund and Approved Specials (formerly 10% Specials).

12. The financial record of the district treasurer and departmental treasurers will
be reviewed annually, in accordance with Manual par. 203.25. A copy of
the report will be given to the District Auditing Committee.
13. The district superintendent will be given a month’s vacation annually with
pay, and will be granted the privilege of holding revivals and conventions
on the Louisiana District at his discretion. He will be allowed two weeks off
the district for revivals and conventions.
14. The Louisiana Family will be posted on the district website www.ladistrict.org
under the supervision of the district superintendent, the District Advisory
Board, and the department heads.
15. Each local church can access an electronic district journal for free on the
district website www.ladistrict.org.
16. All district boards and committee members will be reimbursed for mileage
at 30 cents per mile and for meals and lodging expenses while attending
called meetings.
17. Each church receiving district financial assistance will send a monthly
financial report to the district office. Funds will be mailed immediately upon
receipt of the monthly report.
18. The district superintendent will be reimbursed for all business and
professional expenses under an accountable business expense
reimbursement policy, as established by the District Advisory Board in
accordance with IRS regulations 1.162-17 and 1.274-5(e).
19. Each church should pay the expenses of its elected delegates and ex
officio members attending the district conventions and assembly.
20. Each church should provide for the proper accounting of all moneys as
required by the Manual, paragraphs 129.21-24 and 136-136.6.
21. Each church should receive an annual offering for the Nazarene Bible
College and the Nazarene Theological Seminary. The funds should be
mailed to the following addresses: NBC to 1111 Academy Park Loop,
Colorado Springs, CO 80910 and NTS to 1700 E. Meyer Blvd., Kansas City,
MO 64131. These offerings shall be considered Approved Specials.
Pastoral Support
We recommend:
22. Each church, where appropriate and possible, should endeavor to employ
its pastor on a full-time basis.
23. The pastors’ and paid assistants’ salaries are to be carefully reviewed
annually (see Manual paragraph 129.8). It should be recognized that a
salary increase would not be an actual increase unless it is above the
current cost-of-living index. When a pastor leads a church in growth that is
reflected in increased finances, let this be a factor in determining the
amount of increase in his/her salary and benefits. We further recommend
that the 25% formula be implemented as follows:

i. a. We recommend the salary and benefits reflect the
“25% formula: 25% salary & cash benefits for pastoral staff,
25% property related items, mortgage debt, etc. [including
pastoral housing], 25% ministry & programs, 25%
denominational giving [budgets] and special offerings.
ii. b. We recommend that each church recognize $160,000
raised for all purposes is the level understood to be a viable
church in ministry with the ability to support a full-time pastor.
A pastor of a church raising less than $160,000 for all purposes
may be permitted outside employment to supplement his/her
income.
iii. c. Each church, when calling a new pastor, is responsible
for covering the moving expense for the incoming pastor. An
additional “settling in allowance” of a minimum of one
week’s salary should also be considered.
24. A study should be made of pastors’ and associates’ compensation to
determine means of limiting tax liability. Professional assistance is available
through the district office and Pensions and Benefits Office at the Global
Ministry Center. We recommend that local churches seek assistance
relating to the tax laws and their impact on tax liability of the pastor and
associates.
25. The pastor’s salary is to be considered a preferred claim over all other
expenses.
26. The pastor should be given a love offering equal to at least one week’s
salary as a Christmas gift.
27. Churches should carefully consider the benefits and implications of whether
to offer their pastor the opportunity to own his/her own home, or to provide
a church-owned parsonage.
28. When a pastor or associate purchases his/her own home, a housing
allowance should be established commensurate with IRS policies and the
25% formula recommended in item #23.
29. If the parsonage is owned by the local church, the church is responsible for
providing needed repairs and maintenance.
30. Since most insurance policies on a parsonage cover only contents owned
by the church, we recommend the local church pay the extra premium for
contents coverage or notify the pastor of his/her responsibility.
31. Health insurance for the pastor and associates should be provided by the
local church. We also urge:
a.Investigation into, and provision for, dental and vision
care insurance.
b.Consideration of reimbursement of the annual
deductible and the medical expenses not paid by the
insurance provider or alternative provider.

32. Consideration should be given to providing supplemental term life insurance
and long-term disability insurance for the pastor and associates offered by
the Global church.
33. The local church should provide for pastor’s and associate’s car expense
reimbursement. Consideration should include operating cost, maintenance,
depreciation, insurance and registration. Because of tax benefits, some
churches may wish to provide a car for their pastor.
34. Each church should pay the pastor’s expenses when attending district
meetings (if not otherwise reimbursed).
35. Each church should set aside an amount, on a regular basis, to send its
pastor and spouse to the general assembly and other conferences
provided by the Global church.
36. Recognizing that official entertainment is a local church expense,
consideration should be given to establishing an expense account to
reimburse the pastor for expenses incurred in carrying out professional
responsibilities.
37. The local church should reimburse the pastor for the full amount of the social
security tax based on the total of his salary and housing allowance or
parsonage rental value (including utilities), in harmony with the official IRS
quarterly schedule.
38. The local church should establish a retirement plan for the pastor through
the tax-sheltered annuity programs offered by the Global church. This is an
especially important item for those churches that provide a parsonage
rather than a housing allowance for their pastor. A Global church-
sponsored TSA can be used to provide housing for a minister in his/her
retirement.
39. We urge each local church to pay their Pensions and Benefits Fund in full.
This enables pastors and retired elders to receive additional benefits.
40. The pastor should be given an annual paid vacation. We suggest the
following schedule for the total years of full-time service, not just the tenure
of service at the current assignment (vacation time should not be
accumulated from year to year):
1-4 years—two weeks (14 days, including two Sundays);
5-14 years—three weeks (21 days, including three Sundays);
15 years and up—four weeks (28 days, including four Sundays);
Each church should pay the supply minister in the pastor’s absence.
41. That each church adequately compensate supply pastors for their service.
Recommended compensation for pulpit supply would include travel (district
approved amount of 30 cents per mile) and meals plus honoraria
according to the following scale:
For churches raising less than $50,000 per year: $50 per service
For churches raising $50,000-$100,000 per year: $75 per service
For churches raising $101,000-$300,000 per year: $100 per service
For churches raising more than $300,000 per year: $150 per service

He/she should be notified of this amount at the time of his/her call.
42. The pastor is urged to take at least one day each week for relaxation and
refreshment of the mind, soul, and body. Since this is not always possible,
we recommend compensating days off be given and that the local church
insist on days off, not to carry over from one quarter to any other quarter.
43. Pastor Appreciation Day should be observed in October as a way to honor
pastors and associates. During this time and other significant times during
the year the local church should look for ways to meet special needs the
pastor may have, or to give special honor to the pastor.
44. Out of a deep concern for our pastors and paid ministry staff to avoid
burnout and stress and to keep a clear continuing vision for their church
and ministry, we recommend that churches give a continuing professional
development sabbatical for their pastor and paid ministry staff each time
they have completed seven years of ministry in that local church or
completed a major building program. This leave with pay and benefits
should be from 4 to 8 weeks in length and would be in addition to regular
vacation time with their family. This time would be used for rest, renewal,
and study. This will aid our pastors and paid ministry staff in finding new
creative ways to help the church accomplish its ministry vision. A rested and
refreshed pastor and paid ministry staff will help to build even stronger
relationships with their church. We strongly recommend that each church
implement this policy.
45. Each church should encourage its pastoral staff to enrich its ministry by
providing funds and time for continuing education. The church board can
assist the staff in continuing education by providing a book allowance
and/or an allotment for continuing education.
Support of Evangelists
46. We recommend that full-time tenured, commissioned, and registered
evangelists be supported in the following manner:
a. One or more revivals each year in the local church, and we
strongly recommend the use of Nazarene tenured,
commissioned or registered evangelists. Churches may want to
consider prayer retreats, lay witness missions, and other spiritual
renewal emphases in lieu of one of the regularly designated
revivals.
b. The church board set a minimum honorarium for the
evangelist equal to twice the pastor’s salary, including cash
benefits, for each week (Sunday) of services, plus an adequate
amount for travel. He/she should be notified of this minimum
amount at the time of his/her call (Manual, par. 129.11).
c. We urge that, as a matter of policy, churches notify an
evangelist at least 90 days prior to the scheduled date of the
meeting in case of cancellation, or reimburse him/her one
week’s salary.

d. Where there is a pastoral change, the church board notify
the scheduled evangelist.
e. We urge each church to follow the recommendation of
Evangelism Ministries of sending a Christmas love offering to
each evangelist who held meetings within that church year.
f. If a full-time commissioned or registered evangelist must
cancel for health reasons, the church is encouraged to send a
love offering to the evangelist.

VI. Minutes of the Auxiliary Conventions
A. NYI CONVENTION

The 2015 Louisiana District NYI Convention was called to Order by Rev. Charlie Ashby.
Our District Superintendent, Rev. Chuck Fountain offered an opening prayer for
the convention.
After prayer, the Convention was organized by Rev. David Hater with the voting
bar set at the first 8 rows.
After the Convention was organized, the Board of Tellers were called and
consisted of Rev. John Rabo, Cori Chesson, Stephanie Brestle, Joshua Escobar and Leo
Caldera.
The NYI Motto, “This is Who We Are,” was read by Rev. Dustin McDavid.
Rev. Charlie Ashby then relinquished the chair to Rev. Chuck Fountain, who then
introduced Charlie to give his District President’s report.
Rev. Charlie Ashby then read the President’s report. After the report was read,
Rev. Chuck Fountain called for a motion to approve the President’s report as given. A
motion was made by Dana Phillips, seconded by Rev. James Philen, motion carried
unanimously with our appreciation.
Upon the recommendation of the 2014-2015 NYI Council, with approval of the
2014-2015 District Advisory Board, a motion was made by Rev. David Hater to ratify the
NYI Ministry Plan for the District. The motion was seconded by Rev. Dale Hoffpauir and
the motion carried unanimously.
The 2014-2015 Nominating Committee report was read by Rev. David Hater and
a motion to accept the nominating committee report and voting ballot as printed was
made by Rev. James Philen, seconded by Any Murillo. The motion carried unanimously.
The delegates were instructed that the voting ballot was the last page of the
delegate packet, the Board of Tellers was called and the delegates were instructed to
vote. After the voting, President Charlie Ashby declared the election closed after the
ballots were collected. The Board of Tellers was excused to count the ballots.

Rev. Dan West read the District Treasurer’s Report. A motion to accept the
report was made by Adam Craig, seconded by Matt Miles. The motion carried
unanimously.
An SNU Spotlight was given by Clay Baker, the SNU Representative for the
Louisiana District.
Rev. David Hater gave a report and information about the upcoming
Extravaganza event at SNU on May 22-25.
Rev. Charlie Ashby gave a report and information about the upcoming events of
NYI Super Camp June 22-26 and NYC in Louisville on July 6-13.
President Charlie Ashby recessed the convention for a time of worship led by the
Freedom Community Worship Band.
After Worship, a message was given by Rev. Chuck Fountain, “Is He safe, is He
good?”
Convention was then called back to order by President Charlie Ashby for the
results of the ballot. The results of the ballot for the vote of President were read by Rev.
Chuck Fountain: a total of 69 ballots were cast, 69 “yes” and 0 “no.” Charlie Ashby was
declared President by Rev. Chuck Fountain.
The remaining ballot results were read by Rev. David Hater: 69 ballots cast. For
at-large pastor: William Bonee - 21, Scott Howell - 36, JJ Murillo - 34, James Philen - 21,
Delbert Terry - 23. Elected to the position of At-Large Pastor were Scott Howell and JJ
Murillo. For Junior High Representatives: Brooklyn Chandler - 26, Natalee Cook - 25, Matt

Charlie then asked the council to come forward and asked Rev. Chuck Fountain to

Rev. Chuck Fountain along with all other pastors who were present in the
convention prayed over the incoming NYI Council and Rev. Fountain prayed to adjourn
the convention sine die.

B. NMI CONVENTION
Tuesday Evening, May 12, 2015
Roz William gave greetings to the convention and called on John Bowie, to lead in
opening prayer.
Worship and Praise was led by Rev. Rivas and the praise team, along with the worship
flag dancers, singing “Our God”, “How Great Is Our God”, “Amazing Grace, My Chains
are Gone”, and “Lala”.
Roz Williams led the convention in prayer, translated by Any Arita.
Rev. Chuck Fountain was introduced by Roz. Rev. Fountain presented and introduced
all new pastors on the family.
Gifts were presented to former NMI Presidents, Gerri Smith and Donna O’Neal by
Frances Hopkins and Roz Williams. Mrs. Marsha Fountain our District Superintendent wife
was introduced and presented with a gift. Roz introduced our speakers for the
convention Rev. Walt and Linda Crow and they were escorted to the platform and
presented a gift of “La goodies” from the district.
Roz Williams shared that NMI is 100 years old! Last assembly we celebrated the 100 year
birthday and set a goal of $1,000 to be raised by the district for EvangeBalls. Patience
West was introduced to share how the monies were raised. The amount raised by the
district was $1,368. An EvangeBall was presented to Mary Lou McClung, president of
the Cenchrea church NMI, for the most money raised by individual church. Any Anita
was presented a ball for continued work with children.
Haiti – I Love You was presented by Cori Chesson and Roz Williams, showing highlights
from the 2015 District Work and Witness Trip to Haiti. Roz Williams raised funds for
materials for the next Work and Witness Trip to Haiti. Monies pledge for this project was
$6,900 plus.

Offering was taken.
Roz introduced speakers Walt and Linda Crow. Roz noted that Linda was the author of
the missionary book “Haiti I Love You” and that after reading the book Roz felt a call of
God on her life.
Walt and Linda shared how prayer is how the love of God continues. Prayer is an
important tool that we can all use. Many cases of how God worked in their life while in
Haiti all because someone minded God and prayed.
Rev. Charlie Ashby closed the service in prayer.
Wednesday morning, May 13, 2015
Roz Williams gave greetings and introduced John Bowie, District Prayer Chairperson.
John shared special prayer need for Kurt Phifer and the Northwest State University
medical team working in Belize and Malorie Faulk (from our Baton Rouge 1st Church)
who is on a SNU medical team to Swaziland for the summer. John led the convention in
prayer.
“Looking Out” theme was presented by members from across the district. Bobbie Jones
shared how we have to be “Looking Out” in prayer and believing God to work in our
District, Churches, NMI’s, adults, youth and children. Brenda Teston challenged the
district to be “Looking Out to Tell the Stories of Missions. Jodie Chavez shared how in
five minutes we can tell the story of missions. Any Anita and her team shared how we
could involve all in a project for others,” Looking Out”. All those involved shared how
we can be “Looking Out to tell the Mission Stories”, if we don’t how will they know?
Worship and Praise was led by Rev. Rivas and the praise team, along with the worship
flag dancers.
Brenda Teston introduced speaker Walt Crow as the speaker for the morning. Walt
shared how God led him to one of the islands of Haiti and the need they had for food.
God laid this need on his heart and opened doors to help this island people to learn
how to have food. God provided even cows that help to feed the people to give them
substance.
Brenda Teston called the convention back into session following a break time.
Announcements were given and drawing for a set of books was done with Mary Lou
McClung winning.
Roz Williams called the 94th NMI Convention of the Louisiana District Church of the
Nazarene to order and ask that secretary Brenda Teston read matters regarding the
convention organization.
Brenda Teston moved the adoption of the following: The time of the convention from 9
a.m. to 1:00 p.m. The voting area of the convention will be the entire area of the
tabernacle, the platform and offices of this convention. That the convention assistants
be as noted in the delegates packets: 2015 CONVENTION ASSISTANTS: Pages: Noah

Roz Williams again welcomed all those joining us for the 94th NMI Louisiana District
Convention and a special thank you to all who are helping us today! Roz reviewed the
NPH ordering Forms and showed video provided by the NPH.
Roz Williams asked that our secretary send greeting to our Global NMI Director, Lola
Brickey, Global NMI President Philip Weatherill, Regional NMI Director, Mary Johnson, our
LINKS missionaries Phil and Paula Troutman and Alyce Ratcliff. Brenda Teston added
that we send greetings to Dr. and Mrs. Ralph West, Rev. and Mrs. Gene Phillips, and Rev.
and Mrs. Greg Mason.
Roz then called for the first ballot of the day, the election of the NMI council. Brenda
Teston was asked to read the recommendation of the nomination committee for this
ballot. The following recommendations are made to the convention for the 2015 – 2016
year, The District NMI Council members be elected for a One (1) year term, Vote for
three (3): Any Murillo Arita, Karla Betrand, John Bowie, Jodie Chavez, Bobbie Jones,
Nancy Lambert, Donna O’Neal, Donald Schellinger, Patience West. Motion was made
by Brenda Teston that the election be a plurality vote, motion was seconded and
accepted. Vote was taken and tellers dismissed for count.
Special order of the day was called by Rev. Chuck Fountain as Roz Williams came to
give her third report to the Louisiana District. Roz gave special thanks to the NMI council
and their service to God and the district. Roz reported on the four core elements of
Nazarene Missions: Educating, Discipling, Praying and Giving. Priority One Churches
were recognized by Brenda Teston, Frances Hopkins and Alecia Maddox. Results of the
2014 – 2015 highlights were given by Roz. Roz noted that our World Evangelism Goal
was $ 141,726.00. A total of $ 138,347.00 has been received. We lack $3,379.00.
Pledges were taken from the convention floor to complete the payment of the World
Evangelism goal. Brenda Teston, Frances Hopkins and Alecia Maddox recognized the
World Evangelism Church of Excellence churches from across the district. Roz
completed her report challenging the district to “Look Out and to Look Ahead “as
never before.
Report of the president was received by a standing ovation. Rev. Chuck Fountain
recognized Roz Williams and her tireless efforts to lead the district in mission. He

informed the convention that Roz was choosing to step down and not to serve another
year as district NMI president. He presented Roz with a Distinguished Service Award
from the district and a monetary check for her service to the district during this past
assembly year.
Rev. Chuck Fountain asked that Brenda Teston read the report of the nominating
committee.
Report of the NMI District Nominating Committee for president: Two names are
presented and we recommend that the one receiving the majority vote serve as
president and the 2nd serve as vice president each for a one year term: Cori Chesson
and Alecia Teston Head. Motion was made, seconded and carried that the report be
received.
Board of Tellers #1 was called, Rev. Fountain led in prayer and noted that the vote had
to require a majority vote. Votes were received and tellers dismissed to count the
ballot.
Brenda Teston was ask to read the report of the NMI Council ballot: 126 ballots cast,
Any Murillo Arita – 78, Karla Betrand – 32 , John Bowie – 54, Jodie Chavez – 26, Bobbie
Jones – 47, Nancy Lambert – 54, Donna O’Neal – 25, Donald Schellinger – 18, Patience
West – 42.
Rev. Chuck Fountain declared elected: Any Murillo Arita, John Bowie, Nancy Lambert.
Bobbie Jones shared information of our LINKS missionaries and that each church will be
responsible to each of our missionary families Phil and Paula Troutman and Alyce
Ratcliff. Bobbie shared of the offerings that were to be taken and called for the ushers
and lead in prayer. Frances Hopkins and Roz Williams played a piano and sax offertory.
Roz Williams called for the Treasurers Report by Frances Hopkins. Motions were made to
except and motion carried. Roz instructed Frances to write herself a five hundred dollar
check as a thank you for her tireless work as treasurer.
Brenda Teston moved for the adoption of the Standards and Goals report that is found
in each delegate packet. Motion was 2nd and passed.
Roz Williams asked Frances Hopkins to write Brenda Teston a check for $500 for her work
as secretary of the NMI council.
Rev. Chuck Fountain read the report from the President Ballot. 126 ballots cast. Corey
Chesson – 84, Alecia Teston Head – 42. Corey Chesson was declared elected as
president and Alecia Teston Head as vice president.
Cori Chesson was escorted to the platform by her father Scott Howell. Cori gave brief
words of thanks and was asked to set at the head table for the remainder of the
convention.

Nancy Lambert came and shared Deputation report and information for the upcoming
year. Pictures of the missionaries that are scheduled for deputation for 2015 – 2016 year
were handed out and convention was encouraged to prayer for these missionaries and
the services.
Brenda Teston had several numbers drawn and Mission Education packets were given
away.
Alecia Maddox presented a Power Point presentation of our Memorial Roll and
Distinguished Service Award as France Hopkins played a piano presentation.
Roz Williams called for Linda Crow to come and share with the convention one last
time. Linda shared how God leads us to be His witness, sharing how she shared her faith
with a village and a Voodoo which doctor. How because God lead her and she was
faithful this man came to know Christ as his personal Savior.
Rev. Chuck Fountain ask that our newly elected president and the council come
forward and he prayed a closing prayer and for God’s leadership and guidance for the
new year.
