More on Student Learning TargetsEducator Support & Evaluation

14Louisiana Department of Education

What is a Student Learning Target?An expression of expected student growth over a given period of time.

What makes a good Student Learning Target?1. Content is aligned to appropriate standards

2. Goal is rigorous, given students’ baseline data

3. Evidence of student growth is strong and based upon common assessments or other valid assessments, where available

U.S. HistoryAt least 21 out of 25 students achieve a score of 65 out of 80 or above on the End of Course Assessment.

Early Elementary Reading/ELAStudents will increase an average of 10 words per minute over their baseline median score on the Oral Reading Fluency Assessment.

Special Education: Significant DisabilitiesThe student will increase his language arts skills as evidenced by an increase from 9 points to 11 points on the Staugler’s Literacy Rubric by the end of the IEP year.

Resources on Student Learning TargetsEducator Support & Evaluation

16Louisiana Department of Education

In May, the LDOE will make available:

• A list of recommended common assessments;

• A guidebook on the Student Learning Target process;

• An initial library of model Student Learning Targets; and

• A revised rubric for rating Student Learning Targets.

Page 17: LOUISIANA DEPARTMENT OF EDUCATION Compass: Louisiana’s Educator Support & Evaluation System Louisiana Reading Association Meeting April 21, 2012.

Goal-Setting Decision Points Educator Support & Evaluation

• Which common assessments should be selected to measure Student Learning Targets?

• To what extent should Student Learning Targets be standardized across the district? The school?

Observation/FeedbackEducator Support & Evaluation During the observation/feedback phase, school

leadership teams will:

With ALL Teachers:• Observe InstructionDocument observed performance corresponding to performance standards.

• Share FeedbackShare observations with teachers, including areas of strength and recommendations for improvement.

• Provide Targeted SupportAligned professional development and support to identified areas for improvement.

Additional Policy Guidance: Observations

Educator Support & Evaluation

• One formal observation: includes viewing a complete lesson and pre/post observation conferences

• One informal observation

• School leadership team members can be certified to conduct evaluations; additional staff can be leveraged to support observations

Compass Model Observation Rubric:Modified Danielson Framework

Educator Support & Evaluation

Rationale for selecting Danielson:

• Narrow number of performance standards to focus on core competencies.

• Move to a 4 point scale to make effectiveness levels more distinct.

• Leverage resources available nationally.
