SummaryTheDepartmentofParkingandTransportationisresponsibleforthemanagementofCampusparkingresources,thesaleofparkingpermitsandtheenforcementofCampusparkingrulesandpolicies.LoyolaMarymountUniversity(LMU)enforcesparkingyearround.PaidparkingisregulatedMondaythroughFriday,8amuntil8pm,exceptforUniversityHolidays.ParkingisenforcedduringAcademicHolidays,whicharedifferentfromUniversityholidays.Allotherrulesareenforceable24hoursaday,7daysaweek.

TheDepartment’smainofficeislocatedinUniversityHall,Suite1766.TheofficeisopenMondaythroughFriday,8amuntil5pmandisclosedonweekendsandUniversityholidays.Youmayreachusbyphoneduringnormalbusinesshoursat310.338.1681orbye‐[email protected].

ExtendedHoursThemainofficeopensforextendedhours,MondaythroughThursday,atthestartofeachsemester.Extendedhoursrunapproximately1weekbeforeeachsemesterthroughtheThursdayafterthesemesteradd/dropdeadline.

PurposeThefollowingmanualcontainsparkingrulesandregulationsthatarecurrentlyineffectatLMU.ItistheresponsibilityofeachindividualoperatingamotorvehicleonCampustoknow,understand,andcomplywiththerulesandregulationsexpressedinthisdocument.Thisinformationsupersedesandreplacesallpreviouslyissuedparkingandtransportationrulesandregulationdocuments.TheDepartmentofParkingandTransportationmaychange,delete,suspend,ordiscontinuethisdocument,oranypartof,atanytimeatitssoleandcompletediscretion.

GovernanceTheDepartmentofParkingandTransportationispartoftheAdministrationDivision.TheDirectorofthedepartmentreportsdirectlytotheAssociateVicePresidentforAdministrativeServices.ThedepartmentalsoworkscloselywiththeParkingAdvisoryCommittee,whichisanadvisoryboardcomprisedofvariousfaculty,staff,andstudents.

GeneralLiabilityLMUisnotresponsibleforinjuries,losses,ordamages.Vehicleownersaresolelyresponsibleforlosses,damagesand/orthefttotheirvehiclesand/ortheircontentswhileparkedonLMUproperty.LMUassumesnoresponsibilityforthedamagetoand/ortheftofanyvehicleoritscontentswhilethevehicleisparkedormovingonCampus.LMUisnotresponsiblefordamagethatmayoccurwhenavehicleisimpounded,relocated,orwhenanyotherauthorizedofficialoftheUniversityisassistinginahelp‐relatedserviceorwhileissuingacitation.

ServiceStandardsTheDepartmentofParkingandTransportationiscommittedtoprovidingexcellentcustomerservice.ParkingOfficestaffwillmakeeveryattemptpossibletoreturnvoicemailandreplytoe‐mailwithinthesamebusinessday;however,responseratesmayvarybasedonthevolumeofrequestsandwhentheinquirywasplaced.

GovernmentAgenciesLocal,stateandfederalregulationsareenforcedonLMUCampus.Failuretocomplywiththeseregulationsmayresultinmonetaryfines,vehicleimpoundmentorotherpenaltiesattheowner’sexpense.

LMUisPrivatePropertyPaidparkingisenforcedMondaythroughFriday,8amuntil8pm.Allotherviolationsareenforceable24hoursaday,7daysaweek.LMU’sCampusisprivatepropertyandtheDepartmentofParkingandTransportationreservestherighttosuspendorrevokeparkingprivilegesatanytimeandatitssolediscretion.

ParkingEnforcementLoyolaMarymountUniversityenforcesitsownrulesandregulationsthroughtheissuanceofparkingcitationsandthetowingofvehicles.Failuretocomplywiththerulescontainedinthisdocumentistheresponsibilityofthevehicleoperator.Beingunaware,notreading,oranyothermisunderstandingarenotvalidreasonsforviolatinganyruleorpolicyoftheUniversity.

TheUniversitycooperateswithlocal,stateandfederallawenforcementagencies.Theseagencieshavetherighttoenforceregulationsattheirdiscretionandwithoutannouncement.It’sencouragedthatallvehicleoperatorsfamiliarizethemselveswithnotonlytheUniversity’srulesandregulationsbutalsolocal,stateandfederallaws.

Penaltiesforviolationsofparkingandtrafficregulationsincludebutarenotlimitedtofines,vehiclerelocation,towingorimpoundmentofvehicle,lossofaccessprivileges,lossofparkingprivileges,suspensionofservices,ineligibilityforissuanceoffutureparkingpermitsandotherpenalties.

Finesareassessedinaccordancewiththepenaltyschedulepublishedandenforcedatthetimeoftheviolation

Finesimposedforaviolationoftheserulesandregulationsaretheresponsibilityoftheindividualwhoownsthevehicle,hasregisteredthevehiclewithLMUorhasbeenidentifiedasoperatingthevehicle

FinesleftunpaidmayresultinadditionalconsequencesnotrelatedtoParkingandTransportation

AdditionalPenaltiesInsomeinstances,aviolationofparkingandtrafficregulationsorpolicymayresultindisciplinaryactionforemployees,studentsandvisitorsthroughsuspensionorrevocationofparkingprivileges.TheDepartmentofParkingandTransportationopenlysharesproblematicaccountswiththeDepartmentofHumanResources,theDepartmentofPublicSafetyandtheOfficeofJudicialAffairs.

AvailabilityThepurchaseofparkingrightsdoesnotguaranteetheavailabilityofparkingspace.Lackofavailableparkingspace,amountoftimespentlookingforaparkingspaceorthelackofknowledgeconcerningtheUniversity’sparkingrulesandregulationsarenotvalidreasonsforviolatinganyparkingregulationorasjustificationofthedismissalofaparkingviolation.

RighttoEnforceRulesandregulationsoutlinedinthisdocumentmaybeenforcedbyrepresentativesoftheDepartmentofParkingandTransportation,LMUPublicSafetyOfficers,and/oranyotherauthorizedLMUofficialpursuantCVC21113.VehiclesmayberemovedfromLMUpropertyattheowner’sexpenseperCVC22658andLAMC80.71.4.Inaddition,LAPD,LADOT,CHP,theSheriff’sOffice,oranyotherswornlawenforcementagency,reservestherighttoenforcelocal,stateandfederalregulationsonLMU’scampus.

IndividualsenteringLMU’sCampusaresubjecttoenforcementactionbyofficialsoftheUniversityforviolationofanyLMUregulation,Division11oftheCVC,oranyotherapplicablestatelaworlocalordinance.Unlessotherwiseprovidedforbytheserulesandregulations,allprovisionsoftheCVCrelatingtotrafficuponthehighwaysshallbeapplicableonLMUproperty.Theseprovisionsincludebutarenotlimitedtopostedspeedlimits,trafficsigns,andothertrafficcontroldevices.VehiclesthatfallwithintheCVCincludebutarenotlimitedtoautomobiles,trucks,motorcycles,motor‐scooters,electriccarts,bicycles,andmopeds.

CitationLiabilityPersonsidentifiedasthevehicleoperatorshallbeconsideredresponsibleforanyfines,damagesoranyothereventassociatedwiththevehiclethatoccuronLMUproperty.Vehiclesfoundinviolationofcampuspolicieswillbetheresponsibilityofthelastpersonidentifiedasclaimingresponsibilityorbeingidentifiedastheresponsibleparty.Registeringavehicleonline,appealingacitation,claimingavehiclefromimpound,payingacitation,registeredownerlookuporanyotherformofassociationmaybeusedtoestablishresponsibility.Itistheresponsibleparty’sobligationtoproveotherwise.VehiclesoperatedbysomeoneotherthantheregisteredoperatorthatreceivecitationsandarenotregisteredtothevehiclethroughtheDepartmentofParkingandTransportationwillbetheresponsibilityofthepersononrecord.IfnodriverisrecordedthevehicleissubjecttoimpoundpertheUniversity’sTowingPolicy.

RevocationsTheuseoftheUniversity’sparkingfacilitiesisaprivilege,notaright.Driversareresponsiblefortheproperoperationoftheirmotorvehicle.Anydriverwithexcessiveparkingcitations,frequentfailurestocomplyorconsideredadistractiontotheCampuscommunitymaylosetheirparkingprivilegesonLMUCampusatthediscretionoftheDirectorofParkingandTransportation.IndividualswhohavehadtheirparkingprivilegesrevokedmaynotparktheirvehicleonLMUpropertyuntilwrittennoticefromtheDirectorofParkingandTransportationreinstatingsaidprivilegesandwillhavetheirvehicleimpoundedinaccordancewiththeUniversity’sTowingPolicy.

LateFeesAlatefeeof50percentoftheoriginalviolationamountwillbeappliedtothecitationbalanceifunpaidafter14daysofissuance.Citationsunderappealareexemptfromthelatefee.Iftheappealisrejectedthe14dayperiodforpaymentshallstartfromtheappealdecisiondate.

RighttoTowPursuanttoCVC22658andLAMC80.71.4,LMUreservestherighttotowvehiclesusinganoff‐Campusagency.Inaddition,vehiclesaresubjecttoimpoundmentandstoragewhoseparkingprivilegeshavebeenrevoked/suspendedorthatareparkedontheLoyolaMarymountUniversityCampusinviolationoftheseregulations,theCVCand/oranygovernmentcode.Duringthecourseofatow,itmaybenecessaryforanauthorizedLMUemployeeoranoutsidetowingcompanytoaccessthevehicle.LMUassumesnoresponsibilityfordamagetoavehicleasaresultofimpoundmentorrelocation.PleasecontacttheParkingOfficeifyoubelieveyourvehiclehasbeentowed.

Relocations RelocatedvehiclesaremovedtoanotherareaonCampusandmayberetrievedbythe

registeredownerbyeithercontactingtheParkingOfficeduringbusinesshoursortheDepartmentofPublicSafetyoutsideofregularbusinesshours.

IftherelocationoriginatedfromaviolationofanyUniversityregulation,ruleorpolicy,arelocationcitationwillbeissued.

VehiclesthatareimpoundedwillberemovedfromCampusbyanoutsideagencyandmaybepickedupbytheregisteredowneronlyanimpoundfeetotheimpoundingagencyispaid.

Anyunregisteredand/orunauthorizedvehicleparkedonLMUCampusmaybetowedatthevehicleowner’sexpenseunderCVCregulations.

Impounds VehicleswithfourormoreunpaidLMUissuedcitationsareimpoundeligible. Onthethirdunpaidparkingcitation,a“warning”stickermaybeappliedtothedriver’s

side‐window,indicatingthevehiclewillbeimpoundedonitsnextcitation. Warningstickersareacourtesyandarenotrequiredforimpound. Vehiclesthathaveexceededthemaximumallowednumberofunpaidcitationswillbe

impoundedonsite,regardlessofregistrationorpaymentofparkingfeesforthatday. Thevehicleownerofthevehicleisresponsibleforallchargesassociatedwiththe

impoundment,storageandanycitations,neworold.LMUanditsemployeesarenotresponsibleforlossordamage[s]ofanykindresultingfromenforcement,towingandstorage.

Article2. GeneralRulesAllvehiclesparkedonLMUpropertyarerequiredtoregisterwiththeDepartmentofParkingandTransportationandpayforparkingduringenforcementhours.Unregisteredvehiclesaresubjecttocitationand/ortowattheowner’sexpense.

ParkingStallsVehiclesmustparkindesignated,markedparkingspacesonly.VehicleoperatorsmaynotcreateorparkinanyotherareawithoutthepriorconsultationandapprovalfromtheParkingOffice.Thelackofsignage,paintoranyothercommunicationdeviceisnotavalidreasontoparkoutsideofamarkedparkingstall.

CompactSpaces‐Vehiclesmaynotoccupyacompactspaceifitobstructsanothervehiclefromparkingorexitingorifitaffectstheeffectiveandsafeflowoftraffic

Vehiclesinviolationaresubjecttocitationand/ortowattheowner’sexpense OversizedVehicles–Vehiclesrequiringmorethanonemarkedparkingspacemustmake

accommodationsinadvancewiththeDepartmentandpurchaseparkingforeachspaceoccupied

PermitSharingMultiplevehiclesmayberegisteredtoandsharethesamevirtualpermit;however,onlyonevehicleperpermitmaybeonCampusatasingletime.VehicleswillneedtopurchaseparkingseparatelywhenparkedonCampusconcurrentlyandsharingapermit.

DisabledParkingDisabledparkingisavailablethroughouttheLMUCampus.OnlyvehiclesdisplayingvalidADAplacardsmayparkindesignateddisabledparkingspaces.RegistrationandpaymentforADAvehiclesisrequiredperCVC22511.5.

VehiclesdisplayingvalidADAplacards/platesmaynotviolateanyCVCorLMUruleorregulationasasubstitutionforthelackofADAparking

Head‐InParkingAllvehicleswithoutfrontlicenseplatesmustparkhead‐in.Vehiclesusingparallelstallsmustparkwiththeflowoftrafficsothepassengersideisagainstthecurborwall.Ifyourvehicledoesnothavealicenseplateonboththefrontandback,usethelast8charactersoftheVIN.Updateyourvehicle’sregistrationbeforeparkingonCampusoncethenewplateshavebeeninstalled.

LoadingZones&TimedSpacesCertainspacesaroundCampusarerestrictedbytime.Thesestallsareintendedfortheconductingofbriefbusinessortheloadingandunloadingofmaterialsfromavehicle.Beforeusingloadingzonesandtimedspaces,pleasereviewtheguidelinesbelow:

ReservedParkingViolationsCertainspacesandareasacrossCampusarereservedforindividuals,specialeventsorprearrangedservices.Reservedparkingisindicatedviasignage(temporaryorpermanent),paintedcurbs,stencilingoracombination.Unauthorizedvehiclesmaybecitedand/ortowedattheowner’sexpense.Faculty,staffandstudentsthatparkinvisitoronlyparkingareaswillbecitedforviolationofareservedparkingarea.

ParkinginTwoorMoreSpacesAllvehiclesmustparkcompletelywithinthelinesatalltimes,regardlessofsurroundingoccupancy.Perpendicularstallsmustnothaveanyportionofthespace’soccupant’svehicleextendingbeyondthefurthestspaceboundaryline.Thisistrueevenifnovehicleisparkedadjacentatthetimeofoccupancy.Parallelstallsmustnothaveanyportionofthespace’soccupant’svehicleextendingbeyondthefrontandbackboundaryline.Vehiclesmustbeparkedwithin18inchesofthecurbandmaynotobstructtrafficinanyfashion.

ObstructingTrafficVehiclesmaynotstopforanytimeinnon‐designatedparkingareas.Blockingordisruptingtheregularflowoftrafficwillresultintheissuanceofacitation.Unoccupiedvehiclesmaybetowedattheowner’sexpense.

CampusSpeed‐LimitThemaximumspeed‐limitontheLMUCampusis15mphunlessotherwiseposted.Thespeed‐limitinallparkinglotsandstructuresis5mph.Prevailingsafetyconditionsmayoccasionallyrequirealesserspeed.Speedbumpsareplacedindesignatedareastolimitthespeedofvehicles.LMUisnotresponsibleforvehicledamagecausedbyspeedcontroldevices.ExceedingtheCampusspeed‐limitordrivingrecklesslymayresultindisciplinaryactionintheformoffine,suspensionofdrivingprivileges,oracombinationofthetwo.ThisdoesnotincludeadditionalsanctionsfromJudicialAffairs.

AlternativeTransportationIncentiveProgram(ATIP)

ATIP’sintentionistoreducethenumberofvehiclesontheroadandcampuswhilesimultaneouslyreducingcarbonemissionsandothertoxicbyproductsproducedbyfueldependentvehicles.Enrolleesareeligibletoreceiveexclusivebenefitsincludingcomplementaryparkingpasses,carpoolspaceaccessandmore.

MetroU‐PassProgram(pilot)LMUhaspartneredwithLosAngelesCountryMetropolitanTransportationAuthoritytoincreasestudentaccesstopublictransportationservices.Thisreduced‐faretransitprogramofferseligiblestudentsunlimitedridesonMetro’srailsandbuslinesandisdesignedtostreamlinetheprocessofpurchasingcollegestudentdiscountfares.ContacttheLMUParkingOfficeformoreinformation.

Green‐LineShuttleTheDepartmentofParkingandTransportationprovidesafreeshuttleservicefromMetro’sGreen‐LineStationatAviationBlvdandImperialHwy.AllLMUcommunitymemberswithavalidOneCardareeligibletotakeadvantageofthiscomplementaryservice.

TheshuttlesharestheBeachCitiesbusdock.TheshuttleoperatesanydaytheUniversityisopenforbusinessMondaythroughFridaywithmorningandeveningservicestoandfromtheUniversity.Reviewtheshuttle’smostcurrentoperatingscheduleastheserviceislimited.

Non‐SpecialEventValetGeneral,ornon‐specialeventvaletservice,isfreetouse,MondaythroughThursday,duringtheFallandSpringsemesters.GeneralvaletiscurrentlylimitedtoonlylevelP3ofUniversityHall.Vehiclesparkedbythevaletarestillrequiredtoberegisteredandhavepaidforaparkingpermit.Valetservicesdonotoperateduringacademicholidays,universityholidaysandduringsummersessions.

Long‐TermParkingandStorageParkingandTransportationunderstandsstudents,facultyandstaffmayneedtoleavetheirvehicleoncampuswhiletheyareawayonaschoolorbusinesstrip.WhilestoringavehicleonCampusisallowed,certainstepsmustbefollowedinordertoavoidissuesthatmayresultinthecitingandtowingofyourvehicle.Vehiclesleftlongerthan21dayswithoutnotifyingtheParkingOfficeareconsideredabandonedandmayberemovedfromcampusattheowner’sexpense(CVC22658).
