    CONTRIBUTION OF CPRI TO 1200 kV AC TRANSMISSION LINE DESIGNTo optimize the conductor bundle configuration for 1200 kV AC Transmission line,POWERGRID awarded the work to UHV Research laboratory to undertake corona cagestudy. Corona cage is helpful in rapidly evaluating conductor configurations for theircorona performance. UHV research laboratory at CPRI, Hyderabad, carried out coronaperformance study of bundle conductors made with eight BERSIMIS sub conductors duringMay /June 2007.The study was carried out in the corona cage of size 6.1 x 6.1 x 21 m (length), with threedifferent sub conductor spacing ( 350 , 420 , 550 mm ), under two different precipitationrates. Some of the tests were conducted in the presence of POWER GRID officials. Theparameters studied were : corona power loss , audible noise and Radio Interference atdifferent conductor surface voltage gradients.The studies of i) air insulation with switching impulse on eight Bersimis bundle conductorsand ii) Voltage distribution on disc insulators in the 1200 kV string are planned in thenext phase as a part of optimizing 1200 kV AC transmission line designs.

    CPRI EVALUATES 800 kV SF6 GAS CIRCUIT BREAKERUHV research laboratory at CPRI, Hyderabad, has successfully tested 800 kV SF6 gasfilled circuit breaker developed by M/s. BHEL, Hyderabad during May 2007.The testsinclude lightning, switching impulse and one minute power frequency withstand tests.During the breaker open condition one terminal was applied with power frequency andother terminal was applied with synchronized opposite polarity impulse on the peak ofpower frequency. These tests were conducted in accordance with IEC 62271-102 & IEC60694. Other design tests like - 8 hour long duration & 15 minute power frequencyvoltage tests were also conducted. The tests were conducted in presence of POWERGRIDand BHEL officials.

    Power sector growth in India during 11th Five Year Plan is going to bephenomenal and CPRI would take its share of responsibility in meetingthe demands of testing and research. The organisation is activelyinteracting with major players in the power sector, industry & academicinstitution and is also improving its infrastructure in testing. Some ofthe activities covered in this issue would reflect the work done in UHV& EHV testing, training, consultancy, energy conservation and settingup of new facilities. We seek continued support from all well wishersof CPRI to strengthen the hands of CPRI to serve better.

    Digital Library & Knowledge Management System at CPRI

    Knowledge economy is emerging as achallenging discipline in the present era.In the knowledge era, more and moreintangible ideas are the primary sources ofwealth. Knowledge unlike physical assetsdoesnt get used up, but can be bothreplicated and used to develop and growmore knowledge. Knowledge makes thebuilding blocks of data and information asactionable and produces value from them.The pictorial view of progression of datato wisdom is given below in Fig. 1.

    Knowledge exists in people. Organizationsuse peoples knowledge to build technologyin their strategic business and industrialprocesses to turn resources into goods orservices. Through linkage by efficientmeans and actionable methods ofinformation with information, informationwith people, people with processes, andprocesses with technology, organizationsconvert intellectual capital of its peopleinto higher productive forces namelycompetition power and new value.Recognizing the value of knowledge andlinkages, organizations need initiatives forcreation, development, maintenance(codification, storage & protection),transfer, sharing, and use of knowledge -the knowledge management activities forthe purpose of organizational performance

    improvement. Also, organizations needmethods to build trust and guide theseinitiatives.

    CPRI initiated KM activity since 2003, forwhich knowledge officers were identified,various committees constituted and roles& responsibilities defined. With thisstructure, top management investedvaluable time to motivate every knowledgeofficer to create an environment forknowledge sharing & reuse. Infrastructurenecessary to facilitate the sharing ofknowledge throughout the organizationwas created. From a technologicalperspective infrastructure comprises ofintranet, email, RDBMS & file servers andWide Area Network of CPRI and its unitsusing virtual private network (VPN)technologies.

    Information Technology & Imple-mentation Division implementedintegrated Digital Library & KnowledgeManagement System (DL&KMS), a webbased portal with the Web address: http://gyanshakti/km in CPRI intranet withexpertise from IIIT-Bangalore. gyanshaktiportal has many features enabling uploadas well as reuse of knowledge usingsearching, navigational, collaborative,editing and publishing tools DL&KMSHome Page is given in Fig 2.

    KM implementation has had veryheartening impact on CPRI R&D activitiesand operations. With a view to share ourexperience with leaders from otherlaboratories and spearhead a KMmovement in the public sector in India,CPRI organized a two- day NationalWorkshop on Knowledge Management on19-20 April 2007.

    The Workshop was inaugurated byDr. T. Ramasami, Secretary, Departmentof Science & Technology, Govt. of India.Shri. A. K. Tripathy, Director GeneralPresided over the function. Prof. S.Sadagopan, Director, IIITB spoke aboutKM Workshop.

    Interesting and informative Technicalsessions on KM case studies were organizedon both days of the workshop. A talk byMr. Rory L. Chase, managing Director,Teleos, on MAKE award was organizedover audio system on the second day. Theworkshop concluded with a PanelDiscussion on Leveraging KM for R&DLeadership.

    While CPRI is embarking towardsMAKE award it is also equipped toprovide assistance in promoting KMactivity for interested organisations.

    Review of Power Equipment Specifications for Malaysian Utility by CPRI

    CPRI obtained order for reviewing the equipment specifications

    for 15 major equipment for Tenega Nasional Berhad (TNB) The

    equipment covered Transformers, Circuit Breakers, Glass

    Insulated Switch Gear, Disconnectors and Earth Switches,

    Neutral Earthing Resistors, Surge Arrestors, Instrument

    Transformers and Capacitor Banks, etc.

    The reviewed specifications were defended before senior TNB

    staff by a team of experts from CPRI at TNB, Malaysia. Later

    CPRI submitted a final specifications for each equipment.

    Central Power Research Institute,Bangalore has co-hosted the Indo- CanadaConference on Sustainable, Non- GridRenewable Electric power Generation forRural Electrification at the CCARcomplex of CPRI in Bangalore on 31st May2007.The conference was well attended byexperts from Canada, Indian Industry,Utilities like BESCOM, academia KREDL& NGOs from Karnataka who are involvedin the renewable energy. The objectives ofthe conference were:

    1. Build awareness of appropriate, standalone (non-grid) renewable energyelectric power systems for ruraldevelopment.

    Indo- Canada Conference onSustainable, Non- Grid Renewable Electric Power Generation for Rural

    Electrification2. Promote sharing of knowledge,

    information, resources and expertise.

    3. Show case existing Canada- Indiaresearch collaborations and theirimpact on society.

    4. Forge new collaborative relationshipbetween Canadian and IndianInstitutions, research organizationsand business in areas of sustainablerenewable energy applications.

    The conference focused on

    1. Determination of rural communityneeds.

    2. Identification of renewable energytechnologies.

    3. Technical tools for system studies.4. Determination of Pilot proto type in

    rural settings.

    Lectures and panel discussions onrenewable energy source, stand- aloneWind Power generation systems, non-gridsolar and Biomass electric powergeneration, low cost DG energy, actionmanagement of distributed Generation andCanada India collaboration were heldduring the conference. The conference wasinaugurated by Shri. A. K. Tripathy,Director General, CPRI. Dr. B.Shivalingaiah, Managing Director,Karnataka Renewable EnergyDevelopment Ltd. delivered the keynoteaddress.

    CPRI DEVELOPS DIGITAL AC PEAK - PEAK/Ö2 METERFOR HIGH VOLTAGE AC MEASUREMENT

    Background:

    For carrying out di-electric tests withalternating voltage, as per Internationalstandards, the value of the test voltage isdefined as its peak value divided by Ö2.Generally the test voltage is beingmeasured with ordinary meters which readsr.m.s value which is nothing but Peak//Ö2.But this is true only for a pure sine wave.Hence the standard also specifies that theratio of peak to r.m.s value of the testvoltage shall be equal to Ö2 times within± 5%.

    The costs of AC measuring instrumentsfulfilling the above requirement of IEC60060-1 & 2 are high and there are veryfew people to develop these instrumentsacross the Globe. Considering this fact,High Voltage Division of CPRI decided todevelop such instruments with their vastexperience in commercial testing in highvoltage laboratory and also with theexpertise available in house.

    Introduction:

    The Measuring Instrument developed byCPRI can be used in association with anyhigh voltage AC divider. It has a uniquefacility to check the performance of theinstrument and also to verify the quality

    of the input voltage according to thestandard.

    Design Aspects:

    The development of this measuringinstrument consists of the following:

    1) Precision Input Attenuators:

    Apart from the system divider, preciseattenuator with necessary frequencyresponse is required to limit the inputvoltage to the acceptable limits of theADC. This instrument is designed insuch a way that it directly reads theinput voltage in kV if the externaldivider ratio is 1000. Otherwise theinstrument can be tuned to suit theratio of any existing divider.

    2) Measurement Circuitry:

    A custom built circuit has beendeveloped to suit the norms specifiedby IEC 60060- 1 & 2.

    3) Electric and Magnetic Fieldinterferences:

    Since this measuring instrument hasto work in the field of few hundredkilovolts, the instrument has to beprotected for electric and magneticfields. Enough care is taken to combatwith this problem.

    4) Ultra Isolation Input:

    The operating voltage of theinstrument has been supplied throughan Ultra Isolation transformer toprotect from any surges from thesupply.

    5) Performance Check for theinstrument:

    This is a unique facility to check theperformance of the instrument in bothPeak mode and Peak/Ö2 mode.When the cal button is pressed inPeak mode the display will read 100and in Peak//Ö2 mode the display willread 141.4 confirming theperformance of the instrument.

    6) Input Voltage Quality Check:

    By measuring the input voltage inboth Peak mode & Peak//Ö2 modethe quality of the input voltage canbe verified by taking the ratio of both,which should be Ö2 ± 5% accordingto the standard.

    The instrument has been tested at HighVoltage Laboratory of CPRI, Bangalore.The performance of the instrument is onpar with any imported measuringinstrument.

    ELECTROMAGNETIC INTERFERENCE AND COMPLIANCE TEST FACILITYAT CPRI, BHOPAL

    CPRI Bhopal has established EMC/EMItest facilities as per IEC and CISPRstandards. The tests can be performed onElectronic Energy Meters, Controller,Contactors, Relays , RCCB and otherelectronic equipments which require thesetests. The laboratory has all state of the arttest equipments. The laboratory isequipped with fully automatic test systemprocured from various reputedmanufactures.

    Large number of Energy metersmanufacturers including manufacturersfrom overseas have utilized the testfacilities.

    CPRI Establishes Communication Protocol Laboratory forPower system Automation

    Promulgation of Electricity Act 2003introduced open access in transmission anddistribution areas. The stress imposed onthe Energy Meter has increased many folds.Many Indian manufacturers have adopteddifferent type of protocols in their EnergyMeters and the utilities are finding difficultto integrate different energy meters. As thistopic is of national importance CPRI hadinitiated work to standardizecommunication Protocol for Energy Meterin India. IEC 62056 (DLMS /COSEM) isan open protocol aimed at meeting variousrequirements of Electric utility. This is theonly standard that comes withconformance tests. This protocol isaccepted in many countries. CPR I became

    one of the member in DLMS UA (DeviceLanguage Message Specification UserAssociation ), Geneva, a body ofmanufactures, utilities, Testing laboratoryetc. CPRI has carried out largest numberof DLMS Protocol certification foroverseas customers (details available inthe website www.dlms.com.)

    Further to address emerging technologydeployment in the area like substationAutomation, Distribution Automation,SCADA etc. a comprehensive researchand test facility for utility automation isestablished in CPRI for the followingprotocols as per International standards:

    a) I EC - 60870- 5- 101 Serial - RTUs

    b) IEC 60870 - 5 -103 ProtectionDevices- Relays.

    c) IEC - 60870- 5 - 104 TCP / IP - RTUs

    d) IEC -IEC 60870-6 TASE.2- InterControl Centre Protocol.

    e) DNP 3.0 Protocol Relays, RTU

    f) Modbus Relays, RTU, Energy Meters

    Laboratory under progress

    As many of the substation projects inIndia are based on IEC 61850, CPRIinitiated work to establish this laboratoryas per IEC - 61850- CommunicationNetworks and systems in substationsand would be available for commercialcertification from August 2007.

    All the above test facilities are establishedto International standards the certificateissued by CPRI in this area is acceptablethe world over. The laboratory also offersconsultancy in the area of SCADA,substation & Distribution Automation.The laboratory also conduct training,seminar and conferences both at nationaland international level frequently to beahead of the technology by updating . CPRIhas become a corporate member inInternational bodies such as UCA lUG(Utility communication ArchitectureInternational User Group), DNP(Distributed Network Protocol) Usergroup, Modbus & OPC foundation etc.With this arrangement the test carried outin CPRI is of international standard andwould be useful to manufacturers formarketing their products overseas.

    POWERGRID awarded the contract toCPRI for generation of drawings,fabrication of proto tower and testing atTOWER TESTING STATION (TTS) ofMechanical Engineering Division.

    This package consists of two towers of800kV HVDC (Bi- pole) Type A towerswith +9m extension (Wind Zone: 4 & 5)associated with Lower SubasiriTransmission System [from poolingstation in North Eastern Region nearBiswanath Chariali in Assam to Agra inNorthern Region] for the subject work oftesting.

    PROTO TYPE TESTING OF 800 kV HVDC TOWERS FOR POWERGRID

    One tower for WZ: 4 (Bongaigaon - AgraTL) has been successfully tested in June2007 having salient features like height of59 meters, weight of 43 tonnes with Vstring simulation having cross arm lengthof 53m (end to end).

    Power transmission of this rating of HVDC(i.e. +800kV) is established byPOWERGRID for the first time in theworld and hitherto we had +500kV &+600kV HVDC systems. By way of testingthe above said tower, CPRI has contributedto development of 800kV transmissionsystem in India.

    The Heat Run Test Laboratory of CPRIhas full fledged facility for carrying outtemperature rise test as per National &International Standards, upto 3200amps. The products tested in thelaboratory include Distribution Boards,Panel Board, HV & LV CircuitBreaker, Isolators, Disconnect Switch,Current Transformer, Busduct, ACMetal enclosed Switchgear

    TEMPERATURE RISE TEST ON 400 AMPS LOW VOLTAGE PMT CABINET AT AMBIENTTEMPERATURE OF 550C

    Controlgear etc.,

    The facility has been accredited forelectrical testing as per ISO / IEC 17025by National Accreditation Board fortesting and Calibrating Laboratories(NABL), Govt. of India and signatoryto International LaboratoryAccreditation Co-operation (ILCA)Mutual Recognition Arrangement.

    The facility is also been accredited by

    ASTA BEAB- UK, and BIS.

    Generally the National andInternational standards for temperaturerise test calls for carrying out the testat an ambient temperature between100C to 400C.

    As per the request of a customer fromSaudi Arabia, the laboratory carried outthe temperature rise test at 550Cambient temperature on 400 amps and800 amps Low Voltage PMT Cabinetfor the first time in the country.

    For carrying out this test a sophisticatedchamber of dimension 2(W) X 2.2 (D)X 2.5 (H) having an accuracy of + 10Cwith temperature range of -700C to1000C was utilized to achievecontinuous ambient temperature of550C.

    Cables Testing Laboratory of CPRI hasfull fledged facilities for conducting alltype tests on power cables and cableaccessories of voltage rating up to220kV as per national andinternational standards. As per therequest of one of foreign customer,thermal cycling test was carried out on33kV XLPE Cable Joint as perCENELEC HD VDE 629 S1- 1996 at3 meter water head for the first time inthe country.

    Generally the standards calls forconducting the thermal cycling tests

    under water at 1meter head. In this testcondition, special arrangement weremade as per the request of the customerby providing 3meter water head. Thisspecial test was needed for joints to beinstalled in situations subjected to ahigh water table or areas prone toflooding.

    The Cables lab has specially designedand fabricated a enclosure creating therequired water head. By keeping thejoints in the enclosure, the sample wassubjected to 63 number of thermalcycles of 5hours heating 3 hours

    cooling. A test voltage of 47.5kV wasapplied continuously.

    FREQUENCY RESPONSE ANALYSIS (FRA) A TOOL FOR CONDITION BASED MONITORING OF

    YOUR VITAL ASSETS (POWER TRANSFORMERS)

    method for detecting mechanicaldeterioration in power transformers.

    FRA is not an absolute method, but amethod of comparison. Three evaluationprocedures can be used for detectingmechanical windings displacements inpower transformers. They are time- basedor finger print comparison, construction-based or symmetrical phase comparisonand type- based or sister unit comparison.If any significant deviations in the resultsoccur, the transformer is faulty andappropriate action has to be taken.Inclusion of FRA measurement in routinetest protocol on an assembled transformerat the time of manufacturing in the factorycan also provide confidence on theworkmanship and mechanical integrity ofthe transformer.

    CPRI is carrying out FRA measurements atsite using Sweep Frequency ResponseAnalyzer. The test method requires a 3-lead approach, with the leads providingsignal, reference and test response.Measurements of voltage ratio is carriedout by applying input voltage to oneterminal with output voltage obtained atanother terminal of windings with all otherterminals either open or earthed. Frameor transformer tank is always earthed. Theinstrument has inbuilt processor for datastorage, processing and display. Theinstrument basically comprises of ananalog sweep frequency voltage source,which gives constant magnitude output of10Vp-p at 50 ohms, for a frequency rangeof 10Hz to 10MHz and has two measuring

    Power transformers are the mostexpensive and strategically importantcomponent of any power generation andtransmission system and their failure is avery costly affair. Power utilities strive toincrease the life period of a transformerand to decrease their life cycle cost. Thiscan be achieved by using intelligentcondition monitoring and diagnostictechniques. The choice of diagnosticmethod and instrumentation depends onthe nature and type of the fault to bepredicted. When a transformer is subjectedto electro-dynamic stresses originatingfrom magnetic forces caused by externalshort-circuit currents or excessivemechanical accelerations during transportwinding deformation / movements result.Power utilities are interested to detectmechanical and electrical damages ontransformer in service. Monitoring anddiagnostic techniques, which can evaluatethe integrity of a transformer, are essentialto evolve optimum and better reliabilityof the equipment.

    Conventional condition monitoringtechniques such as thermal monitoring, oilanalysis, partial discharge measurements,recovery voltage measurements etc areunlikely to detect mechanical damage untilit develops into a dielectric or thermalfault. Hence, a specialized technique isclearly required for the monitoring andassessment of mechanical condition. Thereis no traditional method, which is efficientenough to detect the deformation.Frequency Response Analysis (FRA)technique can be a successful diagnostic

    channels thatsimultaneously samplethe input signal. Theinstrument is suited foron site and has asuperior signal to noiseperformance at thehigh frequencies,which is considered tobe important for thedetection of windingmovement.

    CPRI has carried outFRA field measure-ments on number of

    transformers for various utilities likeNALCO, WBSEB, KIRLOSKAR, BHEL, DELHITransco etc. Presently CPRI has work ordersfrom NHPC, Manipur and VTPS, AP Gencofor conducting FRA measurements at theirrespective sites. CPRI has the requiredexpertise to conduct the measurements,interpret and diagnose the results. FRA isconsidered to be very sensitive to detectthe changes in the transformer structureand hence useful in assessing the state ofhealth of the transformer with regard toits mechanical integrity and feels that itshall be included as a routine diagnostictool for carrying out measurements onlarge power transformers 1) Atmanufacturers works 2) beforecommissioning the unit at site and 3) as apart of test schedule for condition basedmonitoring as required from time to timefor the existing aged units. Photographicview of a 30-year-old 160 MVA, 220/132/33kV, Autotransformer undergoing FRAmeasurement at site is given in Figure. Atypical FRA magnitude plot for all commonwindings of this shell form typeautotransformer is given in Figure. Basefingerprint frequency responses, ifavailable, will be useful to diagnose thedisplacement/ deformation of a particularwinding. In the absence of fingerprints ofthis transformer, comparison of frequencyresponses among the different phasewinding indicated integrity of the windingstructure with respect to each other.Subsequent FRA measurements can usethese responses as base for assessingwinding displacement/ deformations infuture.

    White LED lighting has entered into theIndian market as low power lightingsources. LED systems are an energy savingalternative to CFLs, TFLs & GSLs. Thesehave potential energy saving capabilityfor task oriented lighting situations. Thelamp wattages vary from 1 W to 13 W aspresently made in India. However, thereis lack of clarity on the type, wattage,specifications, capacity of the LEDlighting systems which calls for atechnology assessment.

    There is a need for:

    v Evolving product specificationsand evolve procedures forquality assurance.

    TESTING OF SOLAR PHOTOVOLTAIC LED LIGHTING SYSTEM

    v Disseminating primary dataregarding product testing andquality assurance to StandardsDeveloping organizations suchas BIS & BEE.

    v Creating Pilot projects in eachState for assembly of LEDLighting products.

    v Working with opinion leaders,such as District administrationofficers, BEE, interested agenciesand organizations.

    v Forming collaboration withindustry and academicinstitutions keen to participatein the project.

    Besides taking up studies in LEDlighting, the testing of these deviceswhich is a long felt need is being takenup by CPRI. Energy Conservation andDevelopment Division, apart fromtesting solar lanterns, also undertakes thetesting of LED Lighting Systems as perthe specification provided by themanufacturer

    4. Reverse polarity, reverse flow,short circuit protection etc.

    Energy Conservation & DevelopmentDivision conducted Thermal CapabilityTest on Cooling Tower as per CoolingTechnology Institute (CTI) ATC 105standard at one cross flow cooling tower of200 MW and two counter flow coolingtowers of 500 MW unit at NTPC,Ramagundam and one counter flowcooling tower of 200 MW and one counterflow cooling tower of 500 MW unit atNTPC, Korba. CPRI carried out these testsas per CTI ATC 105 standard for the firsttime. Various retrofit options and thermalcapability improvement measures wereidentified and the work carried out wasappreciated by both NTPC units.
