3 Establishment

II The Rift Valley Lakis Basin High Council (hereill~ner the High Council) is hereby estltlblished

21 The Rift Valley Lakes Basin Authority (hereinafter the Authority) is hereby established ilS iln autonomous federal government organ having its own lega personality

31 The Authority shall be governed by the Proclamation

21 The High Council shall be accountable to the COlincilofMinisters

5 Ob jec tives of the Authority

The overall objectives of the Authority shall be to promote and monitor the implementation of integrated water resources management process in an equitable and participatory manner in the Rift Valley Lakes Basin

The Authority shall bave its head office in Hawassa and ll1~y h~ve stlb-bilsin branch offices in the basin as may middot be necessilry

41 prepare and submit to the Jligh Council the basins plan and monitor its implementation upon approval

51 without prejudice to the power given to regional states by law issue permits applicable to the basin s water use and water works in accordance with Arti cl e 15 of the Proclamation and ensure-that the terms of the permits are complied with

6 collect compile analyze and disseminate information for proper planning administration and steering of water resources in the basin

7 develop and use a river basin model in order to guide and support the basins water resources strategic planning and water administration functions

8 give advice and technical support to the High Council and the Ministry on dispute resolution in relation to the allocation and use of water resources of the basin

91 set up a forum for effecti ve networking among stakeholders

101 collect water charges from users

Ilion the basis of instruction s of the High Counc il prepare and provide necessary information for the concerned body in charge of negotiations with other countries concerning transbound ary rivers

121 undertake studies surveys and researches that arc deemed necessary to carry out its functions

13 monitbr ground water level in order to prevent an occurrence of salinity problem in areas where ilTigation development works and projects are carried out and cause measures to be taken

its own name

8 Effective Date

This Regulation shall enter into force on the date of publication in the Federal Negarit Gazeta
