ANNUAL REPORT FOR THE YEAR 2011-2012

1. Introduction : MSME-Development Institute, Ranchi along with its Branch Institute at Dhanbad is

catering to the development and promotional requirements of Micro Small& Medium

Enterprises (MSME) in the state of Jharkhand. The Jharkhand State was carved out of

erstwhile Bihar. This 28th State came into existence on 15th November 2000. From

administrative point of view Ranchi is the State Capital. The details of regions comprising of

various districts are given hereunder:

2. Jharkhand at a Glance :

‘JHARKHAND INDUSTRIAL POLICY, 2001 has been formulated. No alteration or

changes have been introduced so far. Apex Committee has also been constituted to look

into industrial sickness. To cater to the needs of sick units and to avoid further sickness of

the industrial units, Jharkhand Rehabilitation Scheme, 2003 has also been launched. Even

medium & large industries are being taken proper care of by the Deptt. of Industries, Govt.

of Jharkhand. To make the environment congenial for industrial development, efforts are

being made to implement ‘SINGLE WINDOW SCHEME’, where the entire facility to launch

an industrial enterprise will be dealt with under a single roof. The State Govt. in its JIP-

2001 has envisaged the concept of ‘UDYOG BANDHU’, who would be the coordinator of

various Govt. departments to facilitate smooth, functioning of ‘Single Window System’.

Facelifts are being undertaken at Industrial Estates/Areas all over the State to give boost to

existing as well new units. If such efforts continue, there will be no reason why Jharkhand

would not stand at par with other industrially developed states of the Nation.

4. Trainings And Seminars Conducted:

I. This Institute conducted the following programmes:

a) Under Core Programme Target a one day programme on BAR CODE was orgnised by

this Institute on 2nd MARCH ,2012 at the Ramgarh Cantt, Ramgarh for the benefit of

MSMEs The Programme was attended by 27 participants. Report enclosed at

Annexure – I.

b) Under Core Programme Target a one day programme on BAR CODE was orgnised by

this Institute on 20th MARCH , 2012 at Bokaro for the benefit of MSMEs The

Programme was attended by 30 participants.

II. Intensive Motivational Campaign: 73 Nos. Motivational Campaigns were

conducted and a total no. of 5194 persons were motivated to take-up self

employment. Reports already forwarded to DC (MSME) along with MPR.

III. This Institute organized 105 Nos. of ESDP, EDP, MDP, BSDP on various subjects like

Beauty Therapy, Motor Binding, Mobile Repairing, Garment Cutting & Stitching, MS

Office & Tally, Computer Hardware & Networking, Plumbing, Automobile Repairing,

Food Processing, DTP, Video Shooting, Bio Technology, Retail Business

Management, Marketing Management, etc.

I. Seminar :

a. Under NMCP ,a two days Workshop on Intellectual Property Right was

conducted on 24th & 25th March 2012 for the benefit of MSME cluster

Entrepreneurs of Association of Sonahatu Cluster Industries Development.

Ranchi. In this programme research scholars, officers from Centre/ State Govt.,

NGOs, Consultants/Consultancy Organizations addressed the participants. Total

85 entrepreneurs participated on the first day and 81 entrepreneurs on the next

day respectively. Report is enclosed at Annexure- II.

b. Under NMCP, a one day sensitization programme on IPR was organized at

Bokaro Steel City on 19-03-2012. In this programme 85 entrepreneurs

participated. Report enclosed at Annexure-III.

c. Under NMCP, a one day sensitization programme on IPR was organized at

Ranchi on 21-03-2012. In this programme 72 entrepreneurs participated.

Report enclosed at Annexure-IV.



d. Two days Training Programme on Packaging for Export was conducted on

21st & 22nd September; 2011 for the benefit of MSME Entrepreneurs. Total 25

existing and potential entrepreneurs participated in the programme.

e. Under NMCP, a one day Seminar on Product Certification was organized to

spread awareness of Technology & Quality Upgradation Support for MSMEs

amongst the entrepreneurs of Micro ,Small & Medium Enterprises on 16-07-

2011 at HSCL Club, Bokaro Steel City. About 78 persons participated in the

programme. Report is enclosed at Annexure-V.

f. Under NMCP, a one day Seminar on Product Certification was organized to

spread awareness of Technology & Quality Upgradation Support for MSMEs

amongst the entrepreneurs of Micro, Small & Medium Enterprises on 13-07-

2011 at ASIA conference Hall, Adityapur Jamshedpur. About 50 persons

participated in the programme. Report is enclosed at Annexure - VI.

II. V.S.B.K.Technology : (a) Construction of Demo Plant under V.S.B.K scheme has

been completed and final payment amounting to Rs. 3.40 Lacs. has been made to

Tara. Further Trial Production has also been run and payment amounting to Rs. 2.25

Lacs has been made against the trial production.

(b) Under the scheme of Technology and Quality Upgradation Support, this Institute

organized a one day Workshop on V.S.B.K Technology on 16-11-2012 at M/s.

Nirman Udyog at Baradih P.O. Bandhdih Distt. Bokaro with an aim to create

awareness and sensitize the entrepreneurs of that area. Altogether 58 participants

attended the programme.

III. Vendor Development Programme :

Out of seven programmes assigned to this Institute only five State Level Vendor

Development programme could be organized by this Institute at Adityapur,

Jamshedpur, Kokar, Ranchi, Bokaro and two at Dhanbad. In this programme 272

vendors participated. Reports enclosed at Annexture- VII(A) of Ranchi & (B)

Adityapur, Jamshedpur.

IV. Cluster Development Programme :

a) Under Cluster Development Programme a one day workshop on Pollution Control

was organized on 01-02-2012 at Ranchi Gymkhana Club, Ranchi Road, Ramgarh for



the benefit of Ramgarh Cement Plant Cluster, Ramgarh. Altogether 40 participants

attended this programme. Report enclosed at Annexure-VIII.

b) A one day workshop on Quality Improvement was organized on 29-02-2012 at

Ranchi Gymkhana Club, Ranchi Road, Ramgarh for the benefit of Ramgarh Cement

Plant Cluster, Ramgarh. Altogether 35 participants attended this programme .

c) A one day seminar on world class Cement Manufacturing was organized on

10-02-2012 at Ranchi Gymkhana Club, Ranchi Road, Ramgarh for the benefit of

Ramgarh Cement Plant Cluster, Ramgarh. Altogether 35 participants attended this

programme . Report enclosed at Annexure-X.

(d) Under Cluster Development Programme for Ramgarh Cement Plant Cluster

Rs.96,000/- was spent to arrange energy audit of three existing cement

manufacturing units namely, (1) M/s. Country Cement, Binjhar, Ramgarh, (2) M/s.

Krishna Cement Co., Rauta, P.O. Marar, Ramgarh and (3) M/s. Weldon Vyapar Pvt.

Ltd., 15, Gola Road, Ramgarh by Petroleum Conservation Research Association

(PCRA). Report enclosed at Annexure-XI.

f) MSME-DI, Ranchi launched website and prepared brochure for Ramgarh Cement

Plant Cluster for the benefit of the Ramgarh Cement Plant Cluster by way of capacity

building. Expenditure incurred Rs.41,097/-. Report enclosed at Annexure-XII.

g) MSME-DI, Ranchi arranged for production of Visual Spots to be relayed by

Doordarshan Kendra, Ranchi to give wide publicity for the benefit of Ramgarh

Cement Plant Cluster. Flex Banner hanging was also arranged for the wide publicity

for the same. Report enclosed at Annexure-XIII.

h) MSME-DI, Ranchi organized a one day exposure visit to ACC, Jhinkpani on

13.03.2012 in which 5 units alongwith CDE visited the site for getting exposure and

held technical discussions with representative of the plant. Report enclosed at

Annexure-XIV.

e) Energy Conservation : under this head no Programme was allotted to this Institute.



5. Economic And Statistical Investigation :

Although the Institute is facing acute Paucity of Staff in E.I./P.I. Section, it undertook

extensive activities, besides coordinating the work of entire Institute. A brief

description of activities is tabled below :

6. Assistance To D.I.C. / A.I.A.D.A.

There are 12 DICs, which cater to the needs of all the 24 districts of the State. They

are being provided all possible assistance by the Institute as per their requirements. The

assistance provided to different DICs, are detailed below :

Beneficiaries : Project profiles on various activities were

provided to 680 unemployed youths free of cost.

7. Assistance To I.A.D.As. :

There are 3 Industrial Area Development Authorities in the State of Jharkhand viz.

Adityapur Industrial Area Development Authority (AIADA); Ranchi Industrial Area

Development (RIADA) & Bokaro Industrial Area Development Authority (BIADA).

The assistance provided to I.A.D.As. is detailed below :

III. Project Appraisal: 31 Nos. of Projects Reports were appraised by the Institute to

enable the PCC to take suitable decision on allotment of land in Industrial Estate.

Through Project Appraisal a revenue of Rs. 117000/- was earned.

IV. Joint Capacity Assessment: Capacity assessment of 82 Nos. of units were carried

out jointly by MSME-DI and the representatives of the respective IADAs. A total

revenue of Rs. 271000/- was earned.



V. Bokaro Industrial Area Development Authority was advised by the Institute to take

up Cluster of Engineering Fabrication Units at BIADA for further development under

the Small Industry Cluster Development Programme of SIDO. Full details of the

scheme were furnished to them. The Director of the Institute also participated in the

meeting taken by the Managing Director, BIADA and shared his views with the

entrepreneurs present in the meeting.

8. Assistance To SC/ST/Women/Weaker Section

This Institute has been making concerted efforts to uplift SC / ST / Women /

Weaker Section Entrepreneurs, by way of providing technical assistance / E.S.D.P.

Courses / E.D.P. Course / M.D.P. Courses / Motivational Campaigns etc. During the

training courses the number of SC / ST / Women / Weaker Section Entrepreneurs

trained, is detailed below :

9. Other Activities Undertaken By the Institute :

1. The cultivable area of Jharkhand is well endowed with fertile land for cultivation of

fruits and vegetables. Although much emphasis has not been initiated for the

cultivation of fruits, tremendous effort has been put to cultivation of vegetables. It

would not be an exaggeration to say that whole of Jharkhand is very rich in

vegetable production and launching food-based units in Jharkhand would bring

increasing returns to the masses in general. On the initiative of the Ministry of Food

Processing, Govt. of India Govt. of Jharkhand has allotted land for development of

Food based industries at Gatelsud Industrial Area, Gatelsud, Ranchi.

2. On request of M.D., RIADA, Ranchi 31 nos. of Project Appraisal of various units was

carried out as per requirement of Project Clearance Committee (PCC) and a revenue

of Rs 1,17,000/- was realized towards appraisal fee.

3. During the year under report a total of 73 nos. of technical reports pertaining to

various units were given NSIC for Single Point Registration Scheme and revenue

amounting to Rs.1, 22,000/- was earned.

4. During the year under report this Institute prepared 04 nos. of new and 08 nos. of

updated Project Profiles :

6. During the year under report regular Governing Council meetings with JGMTRTC

Ranchi and GTRTC, Dumka were held.



7. MSME-DI, Ranchi& MSME-DI, Cuttack, Orissa, jointly organized one day sensitization

pragramme on Entrepreanure’s Club concept to spread awareness of the club on 20-

07-2011at BA-9, Kokar Industrial Area Industry Association Hall, Kokar , Ranchi.

As an outcome three clubs were formed. Report enclosed at Annexure-XV.

10. Significant Work Undertaken By The Institute During The Year 2011-12:

1. During the year under report Seven applications for National award-2010 were

received and processed. State level Selection Committee chaired by the

Secretary(Industries),Govt. of Jharkhand, recommended Three applications for

consideration by the National level Selection Committee O/o the DC(MSME),New

Delhi. Out of these three units only two unit viz. M/S Alcast, SIRTDO, BIT

Mesra,Ranchi,& M/s. ASHOKA Foundry & Equipments Pvt. Ltd. received two

Awards. Report enclosed at Annexutre-XVI.

2. Hindi Workshop was organized during the year 2011-12.

3. MSME-DI,Ranchi& MSME-DI,Cuttack,Orissa, jointly organized one day sensitization

pragramme on Entrepreanure’s Club concept to spread awareness of the club on

20-07-2011 at BA-9, Kokar Industrial Area Industry Association Hall, Kokar ,Ranchi.

4. Under the scheme of Technology Upgradation Support of Package for promotion of

Micro & Small Enterprises (VSVK) Construction of Demo Plant has been completed

at M/s Jai Mata Di Bricks at Vill: Pathri P.S. Jadugora Block : Potka Disst: E.

Singhbhum, Jharkhand.

5. Exposure Visit was organized on 25-01-2012 to visit M/s Jai Mata Di Bricks at Vill:

Pathri P.S. Jadugora Block : Potka Disst: E. Singhbhum ,Jharkhand for eight nos.

owners from Red Bricks manufacturers of Bokaro district Under the scheme of

Technology Upgradation Support of Package for promotion of Micro & Small

Enterprises (VSVK) .

6. A testing laboratory has been set up at M/s Jai Mata Di Bricks at Vill: Pathri P.S.

Jadugora Block : Potka Disst: E. Singhbhum ,Jharkhand, Under the scheme of

Technology Upgradation Support of Package for promotion of Micro & Small

Enterprises (VSVK).

7. Twelve nos. of training was organized, six at M/s Nirman Udyog at Baradih,

P.O.Bandhdih Bokaro and six nos. at M/s Jai Mata Di Bricks at Vill: Pathri P.S.

Jadugora Block : Potka Disst: E. Singhbhum ,Jharkhand, respectively.



8. For Soft Intervention in Mini Cement Plant Cluster, Ramgarh under MSE-CDP, an

Exposure Visit was organized to visit M/s. ACC Jhikpani, Distt. W. Singhbhum for

Eight nos. of participants from Cluster units.

9. For Capacity building Website was launched and brochure prepared for Mini

Cement Plant Cluster, Ramgarh under MSE-CDP.

10. PCRA has audited three units for Energy Audit under MSE-CDP.

11. To give wide publicity a Spot was displayed at Doordarshan Kendra, Ranchi for

Eight days in the month of March.
