Delegate Assembly Rules of Order

Article III, Section 5 of the Bylaws of the Missouri School Boards’ Association states: The Board of Directors shall promulgate rules for conducting business of the annual meetings. Such rules shall be subject to approval by the Delegate Assembly. Where these rules are inadequate, the current edition of Robert’s Rules of Order Newly Revised shall prevail.

In accordance with this provision, the following rules for the conduct of the Delegate Assembly business meetings have been adopted by the Board of Directors and are recommended to the Delegate Assembly for approval:

1. The meeting will begin promptly at the hour announced and order must be maintained atall times.

2. Voting delegates will be certified by the Credentials Committee and seated in the sectionreserved for delegates. The district’s alternate delegate may sit with the other delegate(s)from the district.

3. Only a member of the Board of Directors, the Advocacy Committee or a delegate (or analternate delegate in the delegate’s absence) may address the chair. The speaker mustgive his or her name and school district before speaking.

4. A person may not speak for more than three minutes on any question under discussion,nor more than twice on the same question. Speakers shall conform to the ruling of thetimekeeper.

5. All amendments or substitutes shall be presented to the chair clearly written and signedby a delegate, with his or her school district noted, as soon as they have been made. Theamendment or substitute must be seconded by a delegate from a school district other thanthat of the maker.

6. Platform statements and resolutions will be presented for approval in parts according totheir subject matter. An entire part shall be considered collectively and may be adoptedby a single vote. Upon the request of any delegate, a platform statement or resolutionshall be separated from those remaining for the purpose of its consideration. Theremaining platform statements or resolutions in a section shall be considered prior tothose previously separated.

7. Platform statements or resolutions proposed by school districts must be postmarked 30days prior to the Delegate Assembly meeting. The district delegate should sign theproposed platform statement or resolution with his or her school district noted. No newplatform statement or resolution may be introduced from the floor that has not beensubmitted to the MSBA office 30 days prior to the meeting.

8. The Board of Directors shall be allowed to present platform statements or resolutionsfrom the floor during the Delegate Assembly.

9. The written rationale provided for the platform or resolution is not part of the platformstatement or resolution and is provided only to help inform the delegates.

10. At the June Delegate Assembly, the Nominating Committee shall place in nomination aslate for the offices of president-elect and vice president in nomination before theDelegate Assembly. Additional nominations may be made from the floor. Persons whowish to run from the floor may do so upon presentation to the MSBA Headquarters officeletters of support submitted by five member school boards located in no fewer than threeMSBA regions. These nominating letters of support must be submitted to the MSBAHeadquarters office at least 30 days before the Delegate Assembly meeting at the AnnualLeadership Summit.

A. There may be a nominating speech for each nominee not to exceed two minutes.B. Persons nominated by the Nominating Committee or from the floor shall have three

minutes to address the Delegate Assembly. Nominees of the Nominating Committee shall address the Delegate Assembly in the order they appear on the ballot. Floor nominees shall address the Delegate Assembly in the order nominated.

C. Voting will be by electronic device. Candidates proposed by the Nominating Committee shall be voted upon first in an order determined by random drawing. Candidates nominated from the floor will be voted on next in the order in which they were nominated. If, however, there is only one nominee for any office, at the discretion of the chair, that election may be conducted using the electronic devices with members voting “Yes” or “No” or conducted using a voice vote. The person receiving the highest number of votes of the certified delegates voting will be elected to each office. In the event of a tie vote, another vote will be taken.

D. Nominating speeches and voting will be the first items of business attended to at the June Delegate Assembly. Election results will be announced at the end of regular business.

11. Proposed amendments to the MSBA Bylaws or Statement of Mission and Beliefs shall besubmitted by member boards to the Board of Directors 30 days in advance of the JuneDelegate Assembly.

12. All cell phones and pagers shall be silenced during the business meeting.

13. There shall be no smoking in the meeting room.

14. These rules may be suspended by a two-thirds vote of the Delegate Assembly.

Officer Candidate Profiles

President (According to the MSBA Bylaws, the President-Elect automatically becomes the President at the end of the term. Therefore, there is no election for President at the Delegate Assembly).

Mona L. Coleman Bolivar R-I School District

The following statement was submitted by Mona Coleman: I guess you could say I “caught the vision” of MSBA through working with the passionate leaders of this association. From Dr. Carter Ward, speaking so passionately on Early Childhood Education nine years ago at the Leadership Summit; Sharon Horbyk’s determination to help us all understand our roles

as advocates for the students of Missouri; Peggy Taylor’s inspirational speeches; to the many others who have served this association with the same passion I have for wanting to be the voice for children. The more I get involved, the more I want to be involved, to work and improve Missouri’s Public Schools. I truly believe in public schools and the opportunity they provide for all children to reach their potential. MSBA is a partner in that belief and I am honored to have the opportunity to work with the many school board members throughout our state who feel the same passion.

MSBA President-Elect Candidate

Larry G. Felton Mehlville R-IX School District

The following statement was submitted by Larry Felton: My main motivation has been to learn how to become a more effective school board member. I believe that personal/professional development is necessary no matter what you do. MSBA has been a key source of information and education, and has provided opportunities for me to serve. Those key

opportunities have been: My first Leadership Summit and Fall Conference gave me access to information and ideas that expanded my view of the local school board member .Serving as the Region 7 representative to the Strategic Technology & Communications committee let me work with people from other MSBA regions and learn about their issues. Serving as the Region 7 Governmental Relations chair let me see first-hand the issues faced by 40 different school districts. Serving on the Board of Directors, and the Executive Committee has let me focus on meeting the needs of all school boards in Missouri by working with leaders from all regions in the state. Serving as the MSBA Vice President has let me see first-hand the problems facing other states, and how their respective state school board associations are dealing with those issues.

The following statement was submitted by Chris Rutledge: I am compelled to make a difference in young people’s lives. I recognize that public education has a foundational and significant impact in our community, state and nation. As someone who has been given much, I recognize that much is expected. My work on the local board, and

existentially with MSBA is a reflection of a stewardship mindset. I have experiences, abilities, and opportunities to serve and to lead. Recognizing the integral role that MSBA has in public education in Missouri and knowing members and staff of MSBA, I am moved to become a more active member and leader within the organization.

MSBA Platform Statements

MSBA’s Platform provides the positional framework, which enables the association to significantly influence the agenda for public education in Missouri. It serves as a guide for the association’s policy and political leadership activities. The Platform also provides guidance to the MSBA Board of Directors and the Advocacy Committee as they develop specific legislative initiatives. Specific legislative issues will be considered at the fall meeting of the Delegate Assembly.

Part I consists of proposed amendments to the Platform Statements recommended for approval by MSBA Board of Directors. Part I statements will be voted on as a whole rather than as separate statements.

Part II consists of current provisions of the Platform Statements that the Board of Directors recommends be continued. Since there are no changes recommended in the provisions included in Part II, and those provisions were approved by a previous Delegate Assembly, no vote will be taken on those provisions.

MSBA Platform Statements Part I

Provisions Recommended For Adoption

Key: New recommended language is in bold and underlined in red. Language recommended for elimination has a line through it (eliminate).

Provision #1

Family and Community Involvement

• MSBA believes that military bases in our local school districts provide for significant andmeaningful diversity in our public schools and exposes the district students to a relevantand global perspective to their continued education across grade levels. This viableconnection enriches our districts. Districts should strongly support partnerships withthese military bases to keep their scope intact and continue their mission in our localschool districts to benefit all students.

Statement of Reasons as submitted by Camdenton R-III: “Recent proposed realignment and downsizing of military bases throughout the United States has become a threat to local school districts in Missouri. It has been local school districts’ honor to educate students of military families in these locations and provide a welcoming community that offer military families schools with high standards and values. We want this beneficial connection to continue so that our students realize a richer, more diverse community that benefits their education by the inclusion of the military family students’ who bring in many new and global perspectives and experiences.

Additionally, many school districts realize an economic value in having these military families in their district. Many schools have devoted local money to build onto their district infrastructure to support these additional students and meet the needs of the local military bases. With the exodus of students due to military downsizing or realignment, school district will be unfairly punished by these decisions.”

Advocacy Committee/Board of Directors Recommendation: The Advocacy Committee and Board of Directors recommend adoption of this Platform Statement.

Provision #2

Governance

• MSBA believes all board members should be required to receive additional professionaltraining upon being re-elected to the school board.

Statement of Reasons as submitted by Cole Co. R-I: As the elected governing body of a public school district, school board members are entrusted with and accountable for the education of children provided by the professionals school boards hire. Like professional educators, school board members need ongoing professional development in order to be successful.

Advocacy Committee/Board of Directors Recommendation: The Advocacy Committee and Board of Directors recommend adoption of this Platform Statement.

Two rejected proposed platform changes:

1. Proposed Platform Statement submitted by Camdenton R-III

MSBA believes that in addition to an excellent academic education, relevance and rigor are essential elements in our student’s learning to meet and exceed the challenges of our nations and world today. Partnering with the United States of America’s Armed Forces through the Reserve Officer Training Corps (ROTC) program will provide real life opportunities, interest and patriotism for students wishing to serve our nation as a career.

Advocacy Committee/Board of Directors Recommendation: Discussion indicated this proposed Platform Statement should be considered as a Legislative Resolution at the Advocacy Committee Meeting in August and not advanced to the Delegates for a vote at this time.

2. Proposed amendment to Platform Statement submitted by University City

MSBA believes that renewable contracts for teachers are more consistent with excellence in education than lifetime contracts.

Advocacy Committee/Board of Directors Recommendation: Discussion indicated that participating members did not agree with the recommendation to remove the Platform Statement regarding tenure. The Advocacy Committee and Board of Directors recommended not advancing this amendment to the Delegates for a vote.

MSBA Platform Statements

Part II

Existing Provision To Be Continued Without Amendment

No changes are being recommended to the following Platform Statement provisions. The existing Platform Statement provisions are provided to the Delegates for informational purposes.

Conditions of Students - MSBA believes the condition of students is of critical importance in sustaining and improving our public education system and maintaining our democratic society. The ability of students to learn is significantly affected by conditions that confront them in their daily lives. Therefore, schools must play a role in the coordination of services, working within their own systems to address the conditions of students and to protect youth in the school setting.

o MSBA believes the public schools share with families and communitiesresponsibility for providing a safe and healthy learning environment.

o MSBA believes the exposure of students to violence and sexual exploitation isharmful to themselves and society and we support educational awareness on theissue.

o MSBA believes that the voluntary expansion of early childhood programs such asprenatal care, nutrition/immunization programs, Parents As Teachers andpreschool programs is important.

o MSBA believes that access to comprehensive school health services includingmental health services and counseling for students is critical.

Family and Community Involvement - MSBA believes families and the community must work as partners with the public schools in order to provide a quality education for each child.

o MSBA believes the public schools, in collaboration with communities andfamilies, play a significant role in the coordination of comprehensive servicesdesigned to meet the needs of the children.

o MSBA believes family involvement is essential to the success of any student.o MSBA believes that business/education/community partnerships that support

students and public schools are essential.

Governance - MSBA believes that locally elected boards of education represent the most fundamental element of a democratic society and are the embodiment of representative government. It is critical that boards of education set the vision for the school district, establish structures, adopt policies, hire the superintendent, and engage in advocacy on behalf of children and the schools.

o MSBA believes that all board members should participate in continuing educationactivities at both the state and national levels to ensure continued excellence inboardsmanship.

o MSBA believes that charter schools should be accountable to publicly electedschool boards. MSBA also believes locally elected boards of education shouldgovern publicly funded schools.

o MSBA believes local boards of education should be freed from unnecessary laws,regulations, and rules that inhibit them from establishing innovative educationalprograms.

o MSBA believes that any legislation, regulation, rule or judicial decision whichwould diminish local control, increase bureaucratic and administrative burdens, orallow the management and control of public school districts to be removed fromlocal boards of education is detrimental to the success of public education.

o MSBA believes that term limits for board members are not conducive to effectivegovernance.

Accountability - MSBA believes that boards of education, families, and communities are ultimately responsible for the academic achievement of students in their district.

o MSBA believes that student assessment systems should, include bothstandardized and performance-based components that hold students accountable.

o MSBA believes that performance-based evaluations should be used foradministrators and teachers.

o MSBA believes that all boards of education should annually participate in ameaningful self-evaluation to ensure responsible governance and to earn thepublic's trust.

o MSBA believes that a statewide accreditation system should reflect highstandards and provide for local flexibility in improving student achievement.

o MSBA believes that it is important to disseminate and implement best practicesdeveloped by local school districts that have successfully narrowed theachievement gap across multicultural populations.

o MSBA believes that it is critical to use credible research to improve all aspects ofpublic education.

Finance - MSBA believes that the funding of public schools is the responsibility of local communities, the state, and federal government. Local school districts must be given maximum flexibility in the use of financial resources. Boards of education must be proactive in obtaining the financial resources that allow their districts to accomplish their missions.

o MSBA believes that any attempt to divert revenue that could adversely affectpublic education funding must be avoided.

o MSBA believes that the direct or indirect use of public funds for non-publiceducation is detrimental to public education and must be avoided.

o MSBA believes that a reasonable plan to advance teacher salaries should beestablished.

o MSBA believes that public school districts should be allowed to control their dulyauthorized revenues and expenditures.

o MSBA believes that current, new or expanded state and federal governmentmandated programs should be fully funded with new or increased state or federalresources rather than with monies rechanneled from existing programs.

o MSBA believes that the State of Missouri should develop a plan for obtainingsufficient state revenues to adequately fund public education and other vital stateservices.

o MSBA believes that there should be a review of Missouri's approach to fundingpublic education and encourages a more simplified and equitable system.

Personnel - MSBA believes that maintaining the highest quality staff by developing and implementing plans for effective recruitment and retention is critical to the success of any school district. All school district personnel must be highly trained and highly motivated. Regularly evaluating performance utilizing local board standards is essential.

o MSBA believes that renewable contracts for teachers are more consistent withexcellence in education than lifetime contracts.

o MSBA believes that both pre-service and in-service training programs shouldbetter prepare administrators to effectively evaluate personnel.

o MSBA believes that comprehensive, on-going professional development activitiesare critical to enhance the performance of classroom teachers, administrators andother district staff.

o MSBA believes that rigorous reforms in teacher education and administratorpreparation programs are needed so that certified staff can better meet thechallenges of tomorrow's schools.

o MSBA believes that greater flexibility in certifying professional educators isneeded.

o MSBA believes that all districts must require the highest standards of academicintegrity.

o MSBA believes that incentives within the existing Public School RetirementSystem, that will encourage teachers and administrators to remain in the publicschool system, are important.

o MSBA believes that each school district should establish its own compensationpolicy for certified and non-certified staff.

Federal Issues - MSBA believes that while public education is primarily a state and local responsibility, there are limited roles for the federal government. Local boards of education must be aware of federal issues impacting their districts and take appropriate positions.

o MSBA believes that common sense reform and greater local flexibility in theIndividuals with Disabilities Education Act is necessary. MSBA also believes thatthe federal government must meet its promise of providing at a minimum 40% ofthe average cost of educating special needs students.

o MSBA believes that the establishment of mandated national teacher standards,education standards, curriculum, and student assessments is detrimental to qualityeducational opportunities for Missouri’s children.

o MSBA believes that the concept of streamlining, without reduction, funding fromthe federal government designated for local school districts is beneficial to theadvancement of local control.
