Abolish PCGG?
to page 5
Observer
ALVIN GZ. ARPON
The Presidential Commis-
sion on Good Government
(PCGG) had long been in
operation and may have out-
lived its purpose and objec-
tive why it was formed by for-
mer President Cory Aquino.
It was tasked to recover some
$10 Billion fortune believed to
have been embezzled by for-
mer President/Dictator Fer-
dinand Edralin Marcos andhis cronies, during his 20-year
regime as head of state from
1965 1986.
Out of this apparently
overstaying Malacaangrule
and other abuses in power,
Marcos, his family and a few
cronies were literally driven
out of the country in Feb-
ruary 25, 1986 via what
is now etched in history
and world renown as the
peaceful People Power
Revolution of the Philip-
pines.
-oOo-
The PCGG originally
had its own lifespan in an
executive order signed by
Pres. Cory. It has been ex-
tended quite a number of
times by Congress, to give
more time for the com-
mission to gather more
evidences of the Marcos
plunder and recovering
this hidden but stolen
wealth.
It is also sad to note
that PCGG chair, An-
dres Bautista revealed
that a substantial por-
tion of the ill-gotten
wealth of Marcos re-
mains unrecovered.
What they have re-covered is merely less
than 50% of this stolen
wealth, after 26 years of
PCGG operations.
By the way it is dur-
ing this stint of PCGG
Chief Bautista that a lot
oo much bloodshed, rearms illegally dis-
charged, innocent lives perished. These paint
the picture of a rogue society where hundreds
of thousands of loose rearms abound. These con-
vey no less than the painful truth that the national
government has failed to weed out loose rearms
right in the very root of it. The proliferation of loose
rearms is going beyond proportion, as critics say,
and there seems to be more of these in the bin thanthe statistics that the Philippine National Police has
its active les.
A specially created undertaking of the national
government called the National Firearms Control
Program, launched in year 2009, was thought to
be the national governments tool against the ap-
parently wanton spread of this kind deadly weapon
across the archipelago. In issuing Executive Order
No. 187, then Pres. Gloria Arroyo desired to re-
duce by at least 3 percent per month the estimated
1.1 million loose rearms said to be currently
in the hands of threat groups, criminal ele-
ments and unauthorized individuals.
Intensied police operations against the
proliferation of unregistered rearms thru
random weapons check operations in crime-
prone areas; mobile check-points and choke-
point operations; intelligence build-up; in-
ternal security operations; application forSearch Warrants; and dismantling of private
armed groups and criminal gangs, syndicates
and threat groups will be given priority oper-
ational action for implementation, according
to a report posted on a PNP Regional website
in Mindanao days following the launching of
the program.
Three years have lapsed with the NFCP
presumably in full swing yet more and more

THE WALKING ON THE WATER
[After the ve thousand men had eaten and were lled, Jesus] madehis disciples get into the boat and precede him to the other side towardBethsaida, while he dismissed the crowd. And when he had taken leaveof them, he went off to the mountain to pray. When it was evening, theboat was far out on the sea and he was alone on shore. Then he saw thatthey were tossed about while rowing, for the wind was against them.About the fourth watch of the night, he came toward them, walking onthe sea, they thought it was a ghost and cried out. They had all seen himand were terried. But at once he spoke with them, Take courage, it isI, do not be afraid! He got into the boat with them and the wind dieddown. They were [completely] astounded. They had not understoodthe incident of the loaves. On the contrary, their hearts were hardened.
LAW BREAKERS!
A Christian was once crossing a high mountain pass in Tibet withhis Tibetan guide. Suddenly they stumbled upon a man who had slippedfrom the path and was lying in the snow, but still alive. Come, helpme try to bring this unfortunate man to safety, said the Christian to hisguide. But the guide said in fright, If we try to carry the man, none ofus will survive. So I am going away and if you want, come with me.Saying that, he set off down the path. But the Christian, alone, liftedthe traveler on his back, slowly and painstakingly picked his way alongthe steep and slippery path. Soon it began to snow. Somehow he madeit, with his heavy load, to the village. But at sunrise, he saw the frozenbody of his guide lying on the ground; alone, the guide had succumbedto cold and wind. Love of self is the basic law of our fallen nature. The guide had succumbed to this law, but the Christian had brokenthat law by sacricing his own comforts, to save someone else. In theprocess, he al so saved himself. Jesus Christ could defy the law of na-ture and hence he could walk on the sea (Mk 6:48), which we cannotdo. But Jesus expects us to defy some harmful laws of human naturesuch as selshness. St. John pleads: Beloved, if God so loved us, wealso ought to love each other (1 Jn 4:11). It is easy and very human to
care for a person, if that suits our own plans, or if it is convenient, or ifthe person in question is a relative. But if we love others as God lovesus, we would be caring for anyone who is in need, as if that person isof our own family. . (His Word is Life by Vima Dasan, S.J. publishedby Paulines. We have been tagged

mentality of opting to adopt

the fashion wears we too
are fond of the foods and

We try to like the taste that

President Noynoy
should seriously study the
PCGG abolition proposal.
There are 200 cases led
in courts relative to the
biggest thievery so for by
a head of state in Asia.
To have these transferred
to the Dept of Justice for
litigation will entail a lot
of problems. The DOJ has
led so many cases on its
own the 200 additional
ones to be transferred by
PCGG if it gets abolished
will denitely cater a lot
of problems and certainly
delay their resolution.

Despite the passage of
RA 10354 known as Repro-
ductive Health (RH) Law,
groups closely associated
with the Catholic Church
are working on a strategy
to keep it from being im-
plemented.
Recently, lawyer James
Imbong led a suit chal-
lenging the constitutional-
ity of the RH Law asking
the Supreme Court to issue
a Temporary Restraining
Order (TRO) to prevent it
from being implemented.
For many years starting
from the Spanish colonial
days, the Catholic Church
and the friars wilded so
much powers to the point
that the even State policy
could be inuenced by the
church leadership.
In recent time, the inu-
ence of the church reached
its height during the Edsa I
People Power and this po-
litical clout grew stronger
during the presidency of
Cory Aquino. Time has
changed, P-NOY, the son of
Cory, dared to go head-on
against an institution sup-
portive of his mother. The
CBCP leaders even hint-
ed as ex-communicating
President Noy early in his
term because he said cou-
ples who opt for articial
methods of contraception
have a right to do so. The
passage of the RH Bill after
languishing in Congress for
14 years due to opposition
from the church made the
situation delicate.
The reality is, the inu-
ence of the Catholic Church
seems to be on a steep de-
cline. Criticisms of the
clergy are growing stronger
compounded by the in-
creasing number of sui-
cides committed by priests
in the last 6 years.
Filipinos who are mes-
merized by the Catholic
Church should learn the
real history and the role
that the priests played in the
Philippine conquest and the
subjugation of the Filipino
people. The Spanish con-
quest of the Philippines was
the collaboration between
the sword and the cross.
The Spanish priest told
Filipinos to love those who

as accurate and perfect as
we see them well with the
peoples of their origin. Weblindly copy without regard
to the unique traits that we
have as a people which may
be incompatible to the sys-
tem we are adopting.
Then we develop a pen-
chant for modern gadgetry
that advance nations show
us. We become captive
markets of technological
products which are dumped
to our country. Gullible
customers are easily caught
in such gadgets that are de-
pendent from their coun-
tries of origin for operation
and maintenance. We get
hooked in the use of such
modern things and fall as
perennial customers of the
industries of such coun-
tries.
But in all our tendencies
to be imitators, there is one
aspect of governance and
socio-political life that we
must have copied but we
continue to fail doing so.
We already adopted mostly
American ways of fashion,
lifestyle, education, gov-
ernance and technology.
Unfortunately, we remain
an immature people as we
continue to fail to develop
the way we see it practiced
in other countries, speci-
cally America.Our democracy, educa-
tion, government setup and
many other aspects of life
are in a way copied, mainly
from America. The only
thing we fail to copy is the
to reports are flashed onscreen, read on broad-
sheets and heard over ra-
dio news broadcast about
criminalities happening in
various parts of the coun-
try using either loose, un-
registered and unlicensed
rearms. Riding in tan-
dem crime perpetrators
could either be using loose
rearms or those author-ized by law. These crimi-
nalities of varied nature
and involving rearms
have motives largely un-
known but a singular pur-
pose to kill.
Election fever is rising
and more election-related
violent incidents are ex-
pected to happen emanat-
ing from brewing political
feuds. The ght in a turf
wrapped in hostility and
greed is on goons, gold
and, needless to elaborate,
guns. With the prolifera-tion of loose rearms and
the in-depth network-
ing of wealthy tradition-
al politicians, hired guns
will sell like hotcakes. The
only way seen to thwart
this scenario from hap-
pening is to weed out the
loose rearms where they
thrive.
Carrying out effective-
ly this crackdown on loose
rearms, although neces-
sitating the cooperation of
the citizens, is basically a
task of the law enforcers, especially the PNP. Be-
sides, they have the sta-
tistics thus, they are con-
sidered knowledgeable
where these loose rearms
are manufactured and dis-
tributed. The buck stops
at them just the same.
