As required by Operating Permit A-15033 (Section 11-5, a-k requirements) please find thefollowing quarterly and annual report for the Sunrise Landfill 4lh Quarter 2005.
Quarterly report Information (G3):
a) The flare operated a total of 2136 hours during this quarter.
b) The total amount of landfill gas flow was 74,666,016 cubic feet, with an averagehourly flow of 34,956 cubic feel.
c) Please find enclosed with this correspondence the Quarter Surface Monitoring report,and landfill gas analysis (4th Quarter BTU, Methane, NMOC, and H2S). Twomonitoring points were noted above 500 ppm for methane during the in i t ia lmonitoring event. The ] 0-day re-monitoring was done in the same areas and the 1-month re-monitoring showed no additional concerns for these locations.
d) See Landfill Gas Analysis Report referenced in (c) above.
e) The method 22 test results were below regulatory l imits . Attached is a copy of thestamped cover page.
f) The generator did not operate during this quarter of 2005.

c) The calculated quarterly average hourly flow rate has been determined to be34,956 CF, with an annualllpw of 273,383,356 CF.
d) A summary of the Quarterly Surface Monitoring Events is as follows:

The Westmark Group (Westmark) was contracted by Republic Services of Southern Nevada (RSSN) toconduct quarterly surface gas emissions monitoring for the Sunrise Landfill in Clark County, Nevada. Thepurpose of the monitoring is to assess the iandfill for elevated concentrations of total organic vapors,including methane Westmark was authorized^) perform the work by Mr. Rob Tidwell of RSSN. This reportpresents the results of the Fourth Quarter 2005 monitoring event, which was conducted on November 2, 3, 4,7, 8, 9, 10, and 11.
1.0 WEATHER CONDITIONS
Prior to initiating monitoring activities, the general weather conditions for Clark County, Nevada wereobtained by Westmark and documented in the project records The weather conditions recorded for thismonitoring event are presented below in Table 1.

2.0 CALIBRATION OF LANDFILL GAS Me
An SEM 500 Gas Monitor was used to complete all surface monitoring activities at the landfill. This airmonitoring instrument is a flame ionization TIeTuctor (FID) which measures concentrations of total organicvapors in parts per million (ppm). The instrument was calibrated prior to starting work activities using astandard calibration gas containing 500 pprrf of methane in air. Calibration information is included on theattached Field Monitoring Logs.

3.0 SURFACE GAS MONITORING AND RESULTS
Westmark personnel traversed the entire surface area of Sunrise Landfill at approximately 30-meter intervalsand screening with the SEM 500 A Trimble Global Positioning System (GPS) unit was used to create a mapidentifying the specific paths traveled by our personnel A copy of the map is included with this report
Selected locations were monitored at a height of 5 to 10-cenlimelers above the landfill surface during ourtraverse The results of these monitoring activities indicated that all but two of the monitoring points werebelow the US Environmental Protection Agency's action level of 500 ppm for emissions of total organicvapors. The locations exceeding 500 ppm were marked by Westmark and RSSN personnel for retestingafter a 10-day and 30-day period as required by the EPA sampling guidelines. The area was retested onNovember 18, 2005 and again on December 9, 2005. The results of the latter retest are documented in aseparate letter report. Detected organic gas coricentrations were below 500 ppm at these locations duringthe follow-up monitoring.
Upon completion of the landfill surface monitoring activities, Westmark personnel collected two effluent airsamples from a sampling port on the Thermal Treatment System. The samples were collected in a tedlarbag and a Summa canister and were submitted to Air Toxics Ltd to be analyzed for methane and fixedgases, BTU's, TO-12 organic compounds, and Fydrogen sulfide. A copy of the analytical report is attached.

The purpose of theretesting is to assess two locations along the perimeter of the landfill that exceeded 500 parts per million(ppm) of total organic vapors (including methane) during the Fourth Quarter 2005 monitoring event. Thisreport presents the results of the retest, which was completed on December 9, 2005.

3.0 SURFACE GAS MONITORING AND RESULTS
The two surface locations at Sunrise Landfill that exceeded 500 ppm during the Fourth Quarter 2005monitoring event were retested with the SEM 500 by Westmark and RSSN personnel after 30 days hadpassed, as required by the EPA. The results of this retest showed that the monitoring locations did notexceed 500 ppm of total organic vapor emissions on December 9, 2005.
4.0 GENERAL CONDITIONSs
This report has been prepared for the exclusive use of Republic Services of Southern Nevada. Republic DUMPCo, Inc. herein submits the semi-annual report in accordance with40 CFR 60.757(0(1) - (0(6) and 40 CFR 63.1930 compliance with SSM Plans foractive collection systems for the Sunrise Landf i l l wi th in Clark County, Nevada forJuly 1, 2005 through December 3 f, 2005.
f(l) Value and length of time for exceedance of applicable parametersmonitored under 60.756(a), (b), (c) and (d). i.e., Monthly measurements atwellheads to ensure nitrogen or oxygen content less than 5% oxygen or20% nitrogen, and temperature less than 131 °F. Flow and temperaturemeasurements devices functioning correctly at flare, and monthly systempressure gauge readings.
Proper controls are installed to monitor the LFG System as required. After in i t i a lstartup of the 36 landf i l l gas wells, well monitoring indicated that 19 vertical wellswere outside of acceptable limits. The flow to these were repeatedly adjusted down,seals and fit t ings were checked. However, it was determined that these wells couldnot be operated wi th in acceptable gas ranges, so they have been determined to benon-productive and have been removed from the control system. Correspondence tothat effect was sent under separate cover letter to your at tent ion and is included inthis package. The remaining 20 vertical extract ion wells are operating wi th inrequired parameters.

There have been no periods of time during the last year when the gas stream has beendiverted. Our flare uni t is electronically controlled, so when the flare shuts down, themain inlet valve automatically closes, and the blowers automat ical ly turn off.
f(3) Description and duration of all periods when the control device was notoperating for a period
exceeding 1 hour and length of time control device was not operating.

No methane was detected during the 3rd quarter surface-monitoring event.
There was one monitoring point during the 4lh quarter initial surface-monitoringevent that was noted above 500-ppm detection limit for methane. This area wasregroomed and showed no additional concerns at the 10-day re-monitoring and the 1 -month remonitoring.

In the event of any changes in control or ownership of the facility, all conditions inthis permit shall be binding on all subsequent owners and operators, uponexecution ofan administrative permit amendment. [Authority: AQR § 19.5.4. Id..(Rev., 01/20/04)]

The Control Officer at any time may require from any person such information or
analyses as will disclose the nature, extent, quantity or degree of air contaminants
which are or may be discharged by such source, and type or nature of control
equipment in use. and may require that such disclosures be certified by a
professional engineer registered in the state. In addition to such report, the Control
Officer may designate an authorized agent to make an independent study and report
as to the nature, extent, quantity or degree of any air contaminants which arc or
may be discharged from source. An authorized agent so designated is authorized to
inspect any article, machine, equipment, or other contrivance necessary to make the

The Control Officer may require any person responsible for emission of air
contaminants to test or have tests performed to determine the emissions of air
contaminants from any source, whenever the Control Officer has reason to believe
that an emission in excess of that allowed by the DAQEM regulations is occurring
The Control Officer may specify testing methods to be used in accordance with
good professional practice. The Control Officer may observe the testing. All tests
shall be conducted by reputable, qualified personnel. The Control Officer shall be
given a copy of the lest results in writing and signed by the person responsible for

The Control Officer may conduct tests of emissions of air contaminants from any
source. Upon request oflhe Control Officer, the person responsible for the source
to be tested shall provide necessary holes in stacks or ducts and such other safe and

as may be necessary for proper determination of the emission of air contaminants.

This permit can be reopened for any of the following conditions:

the Control Officer or EPA determines that the permit must be revised or revokedto assure compliance with the applicable requirements; and
in addition to items a through c. above, the Control Officer may reopen a permit ofhis/her own accord or in response to a written request from any person if he/shedetermines that there are grounds for reopening and such grounds arose entirelyafter the deadline set forth in AQR § 7.10.2.3.
