ConurbationThe 17th century "royal schemes" and the 18th century

improvements served to consolidate the port of Luarca. Thecanalisation of the waterway at the and of the 19th century

improved the urban sanitation. Development of the two main

roads, the construction of another, along with a bridge,favoured the town's social and economic expansion.

In the 1940s and 1950s, the building of a railway station

(including viaduct), cut off part of the town and stopped its

natural growth. The 1960s and 1970s saw unbridled urbanredevelopment. Finally, the most recent decades have been

shaped by an "urban plan" that has produced large, isolatedurban networks on sites disconnected from the town. Examples

of these are La Capitana in Raicedo; Villar, with its

concentrations of amenities; and the fragmented residentialdistrict of Almua.

SiteThe study zone is in the fertile valley

of Rio Negro. It is completely devoidof any linking infrastructures with the

existing town to the north. Ninety

units of social housing aresurrounded by family houses, a

sports ground, a children'splayground, disused workshops, and

agricultural land. To the north, south,

and west, is marshland and the

overflow outlets of the Raicedo, all ofwhich has environmental interest. Atsome distance is the Campo de San

Timoteo, a vast stretch of grassland.

ProgrammeThe aim is to redevelop the whole zone, takinginto account the difficulties brought about by its

lack of infrastructures. It is therefore essential tocreate a liaison between the 90 homes in the

Capitana neighbourhood and the town, as well

as building a structure that makes it possible tocreate new social and private housing; (project to

be elaborated on the occasion of thecompetition).

Issuesfunctional :The proposal must provide a coherent urban system able tobring harmony to the site and connect it to the town's existing fabric.

social :The proposal must be for housing with the capacity to enhance thetown's development.

perceptual :The proposal must include sustainable constructions and urbandevelopment that use the environmental elements to their best advantage.
