1.0 INTRODUCTION

1.1 PurposeThe Lucero del Norte Neighborhood Plan & Implementation Strategy is part of a larger effort to establish a community-based colonia planning framework in the Lower Rio Grande Valley (LRGV). Plans for eight initial focus colonias, six in Hidalgo County and two in Cameron County, were developed between September 2011 and April 2012 through a participatory process involving colonia residents, community organizers, community-based organizations, and planners and designers. In a departure from previous planning work in the region, this process was organized around a series of meetings in each colonia, inviting community members to contribute and self-appoint neighborhood leaders. These plans identify and offer recommendations to ameliorate issues stemming from geographic isolation, poor physical infrastructure, and limited access to services and resources. Ultimately, this process advances the role of participatory planning and design in improving the quality of life in the LRGV.

1.0 INTRODUCCIÓN

1.1 Propósito El Plan de la Colonia de Lucero del Norte y la Estrategia de Implementación es parte de un esfuerzo mayor para establecer planeación comunitaria, con las colonias del Valle del Rio Grande (LRGV). Isolated development, a common characteristic of colonias

1.2 LRGV Colonias SnapshotAccording to the Texas Secretary of State, the Lower Rio Grande Valley (LRGV)—which includes Cameron, Hidalgo and Willacy Counties—is home to the largest concentration of colonias (1,128) in Texas; Hidalgo County has the highest number (934) of any county along the U.S./Mexico border.2,3 Although colonias themselves differ in many ways—scale, longevity, density—distinctive similarities among them demonstrate a prolonged and inequitable distribution of investment in public infrastructure compared to areas of higher income and within cities.

The combination of the rapid increase in sprawling, isolated residential development and the lack of proper drainage infrastructure has magnified the challenges colonia residents face in establishing a safe and healthy environment. Furthermore, housing choice for very low- and low-income families is extremely limited, creating colonia-like circumstances even in areas with baseline infrastructure. development of new colonias. However, colonia-like development continues and limited resources are extended to existing colonias to retroactively address substandard infrastructure.

1.3 Colonia Planning FrameworkSince the 1990s, a handful of plans and reports have been developed to address colonia needs; however, aside from the 1993 Border Housing and Community Development Partnership Plan, direct colonia resident input has remained largely absent. Furthermore, most plans developed in recent years, whether by city, county or regional entities, are silent on issues and improvement strategies specific to colonias.

In response to the lack of concentrated planning for the region’s colonias, a triad of policy shapers, community organizers, and planners was formed in 2011 as a component of the Equal Voice Network (EVN) Housing Coalition to look at needs in eight focus colonias. Policy analysis and review impacting the colonias is led by Texas Low Income Housing Information Services at the state

level and the EVN Policy Coordinator at the local level. The EVN Housing Coalition—led by affordable housing providers Proyecto Azteca and the Community Development Corporation (CDC) of Brownsville in conjunction with Affordable Homes of South Texas, Inc. and Harlingen CDC—partnered with four community-based organizations (LUPE, ARISE, TOP, and the START Center) to mobilize residents in the focus colonias. Rounding out the partnership, b u i l d i n g c o m m u n i t y W O R K S H O P (bcWORKSHOP) was brought on board in September 2011 to lend technical planning expertise to capacity building efforts.

1.4 Focus AreasThe inaugural eight colonias that comprise this planning effort are: Rancho Sanchez, Hidalgo Park II, Country View, El Charro #2, Curry Estates, Lucero del Norte, La Paloma, and Green Valley Farms. The EVN Housing Coalition targeted these areas because of the significant damage to homes from the high winds and flood waters produced by Hurricane Dolly in July 2008. Hurricane recovery funding

address drainage needs in colonias, and authority to implement the plan’s projects across the region.5•Incorporate a green infrastructure

protection plan as a component of the LRGV regional drainage plan.6•Establish city and county policies that

disincentivize new development in isolated and environmentally sensitive areas and instead incentivize clustered, compact, and/or greater density development near existing infrastructure. Recreation, stores, services, and schools should be within walking distance.•Create policy that shifts state and federal

funding (i.e., CDBG and HOME) to very low-income populations in the LRGV and provides diverse housing options: quality multi-family rental options, clustered cottage home developments, and single-family housing.•Secure colonia resident representation

in regional planning activities (e.g., the update process for the 2016 Valley Metro Service Plan) ensuring greater service coverage to colonias and rural areas.•Expand and formalize the EVN Colonias

Council to influence policy that impacts quality of life in colonias.

1.6 Regional Planning RecommendationsRecommendations specific to each colonia are addressed at the end of every plan elements section. Some of these recommendations can be accomplished through continued organizing efforts and advocacy by residents and local community-based organizations, with the goal of developing partnerships and garnering commitments to these areas from city and county agencies. Other recommendations will require funding and other resources that may not currently be identified. In addition, broader policy changes are required to systematically impact existing and future colonias across the region. The following recommendations require more external advocacy and, in many cases, legislative change to not only address improvements in existing colonias but to stop the proliferation of new colonia-like developments: •Change state legislation to grant

additional authority over land use and development standards to Hidalgo and Cameron Counties to limit sprawl and new colonia-like development.•Establish a regional drainage plan,

including a component to systematically

The EVN is committed to ensuring that colonia residents would be included in decisions about how to spend the Hurricane Dolly Disaster Recovery funding that commenced in 2010. Building upon disaster recovery efforts, the colonia planning project was initiated in the focus areas to address integrated, long-term solutions to improving quality of life in the colonias.

1.5 Planning ProcessIn September 2011, bcWORKSHOP planners began working in concert with the EVN to engage residents in a community-based planning process. A series of meetings was held in each of the focus colonias between November 2011 and April 2012. Residents identified and prioritized needs as well as brainstormed recommendations to improve quality of life in the neighborhood. Drafts of the plans were distributed for review and comment to the focus colonia leaders, the EVN Housing Coalition, and other interested stakeholders. The group is now using the set of plans as a working document to evaluate and campaign for the colonia’s goals. 07

2.0 CONTEXT: LUCERO DEL NORTE

2.1 Plan SummaryResident input is the foundation for the information contained in this plan. A series of three meetings was held between November 2011 and February 2012 within the neighborhood, at which residents identified and prioritized needs as well as brainstormed recommendations to improve quality of life in the neighborhood. A fourth meeting was held in March 2012 with neighborhood leaders to review and discuss the draft plan.

Information from each of the neighborhood meetings has been collected and organized into four plan elements sections: water + drainage, housing, streets + connectivity, and people + community. In each section, existing conditions, opportunities, and challenges are summarized and followed by recommendations for next steps. EVN representatives, colonia leaders, and bcWORKSHOP planners are currently (April 2012) working to finalize next steps for plan approval and implementation.

2.2 Geography + Development HistoryLucero del Norte is a 40-acre subdivision located north of the City of Mercedes at the intersections of North Mile 2 West Road and Mile 11 North in Hidalgo County. The immediately surrounding area is rural in character and includes sporadic residential subdivisions and smaller scale agricultural uses, particularly south of the colonia along Mile 2 Road. The neighborhood is located in FEMA-designated flood zone X, which corresponds to an area of moderate flood hazard.

Lucero del Norte was platted and recorded in 1984; however, many of the residents involved in the planning process have lived in the colonia for less than five years. Based on review of past aerial images, the colonia was still relatively undeveloped in 2006. Since then, however, residents tell of a steady increase in population. Developed primarily after the Model Subdivision regulations, Lucero del Norte has paved streets with curb and gutter as well as limited stormwater management infrastructure. The subdivision is entirely residential, with lots averaging a quarter acre.

The demographic and land use data used in this report is compiled from the U.S. Census Bureau 2005-2009 American Community Survey (ACS), the Texas Office of the Attorney General (OAG) colonia database, the Hidalgo County Geographic Information System (GIS) data compiled from the Hidalgo County Appraisal District, colonia resident surveys, resident input from neighborhood meetings, and windshield assessment surveys. Data derived from resident surveys and neighborhood windshield surveys has been used to supplement the county, state, and federal statistics as 2010 census data is not available for areas as small as the colonias and other official sources are often unreliable or unavailable.

2.3 Neighborhood ParticipationLa Union del Pueblo Entero (LUPE) has been organizing and providing community services in the region’s colonias since 1989, and working directly in Lucero del Norte since August 2011. ARISE, as part of the EVN, responded to the need for increased community education and engagement in the colonias significantly and disproportionately impacted by Hurricane Dolly in 2008. Building off this work, ARISE prioritized Lucero del Norte as an additional area in which to organize.

Additionally, LUPE continues to provide social services to colonia residents around topics such as immigration reform, healthy communities, workers’ rights, and civic engagement.

In September 2011, bcWORKSHOP began working in concert with the EVN to expand the reach of the discussion among colonia residents beyond disaster recovery to issues related to long-term sustainable neighborhoods. bcWORKSHOP and LUPE organizers coordinated a series of planning meetings with Lucero del Norte residents between November 2011 and March 2012 as follows:

November 10, 2011: First planning meeting held at a community member’s home. Goals and outcomes for this meeting were: 1) to brainstorm the elements that make up an ideal neighborhood; 2)

2.4 Neighborhood OpportunitiesLucero del Norte is in a relatively isolated area of Hidalgo County, approximately five miles north of the City of Mercedes along North Mile 2 West Road. Although isolated, the area and colonia is steadily densifying. There is more clustered residential development to the north along Mile 12 and to the west of the colonia. With additional infill development in these areas, there may be sufficient residential density to warrant more closely located commercial uses and public transit. With the completion of Sunrise Hill County Park, less than a mile east of Lucero del Norte, the addition of pedestrian-oriented connections (including walkways and bike paths) will make the park a significant asset to the neighborhood.

The colonia’s internal street infrastructure is better established than in the majority of the other focus colonias included in this planning effort. The street widths are ample, the paving is adequate in most areas, and streets have curb and gutter.

2.5 Neighborhood ChallengesMany of the challenges identified by residents are directly related to substandard or incomplete drainage infrastructure. The distinct possibility of flooding accompanies any strong rain, reducing the durability of the streets and homes and making repair efforts seem fruitless. Residents have identified the insufficient capacity of the drainage canal to the north of the colonia and the ineffective stormwater drains as significant problems for the neighborhood. Residents also spoke of problems with unstable soil due to oversaturation from standing water after rain storms. House foundations and interior walls have cracked, and continue to deteriorate, due to the continued and exaggerated settling of the soil.

While animal control is a common challenge throughout the LRGV, Lucero del Norte residents have prioritized this point in order to improve neighborhood safety and cleanliness. Stray animals regularly get into the trash residents collect outside to bring in bulk to the dump, which then spreads throughout the neighborhood. This trash also makes its way to the drainage canal, disrupting water flow.

2.6 Neighborhood PrioritiesAt the first planning meeting, residents brainstormed components of an ideal neighborhood, identified needs, and began defining priorities. At the third meeting, residents reached consensus on the top four priorities within their neighborhood. This process is an opportunity for residents to begin to manage the usually long list of challenges identified which, without prioritization and resident approval, can often seem insurmountable.

3.0 WATER + DRAINAGE

Streets have curb and gutter as well as underground drains in a short section of the colonia, with curb cuts near Lucero del Norte and Tia Maria Streets. The drains connect to an outfall at the canal that runs along the north side of the colonia. The canal system around Lucero del Norte is a combination of Drainage District #1 and Irrigation District #9 waterways. The canal directly bordering Lucero del Norte appears to be managed by the Drainage District. As recorded in the 2007 Lucero del Norte plat, there is a 20-foot drainage swale easement around the perimeter of the colonia that was intended to perform as a localized stormwater management technique.

within Lucero del Norte cannot effectively move water from the colonia to the canal. This, combined with resident reports of insufficient carrying capacity of the canal itself, results in stormwater overflows, particularly near the intersection of Lucero del Norte and Tia Maria Streets. In this area, water breaches the curb quickly and floods personal property.

Resident surveys show that following a storm, water can remain stagnant in yards and on the street for more than a week. The oversaturation of the soil has led to an exaggerated settling of house foundations, causing cracks in foundations and walls.

Noted in field work observations, existing drainage swale easements appear to have been neither originally developed or properly maintained to properly control stormwater run-off. The swales are shallow and have limited vegetation, if present at all, to assist in controlling flow or run-off into adjacent properties. Additionally, the clay-based soils in the area do not absorb water quickly. Residents have also expressed concern regarding the safety of open and

• Research further options for adding installations or plantings within drainage ditches and easements that slow and filter stormwater run-off on site.

• Coordinate street infrastructure improvements so that if a street is excavated, sidewalks with street lights and plantings to manage stormwater are also installed.

• Work with County engineers to determine whether areas internal or adjacent to the colonia are appropriate for increased on-site water retention and detention (particularly the large vacant properties between the

Although ACS data reports that 60% of homes are owner occupied and 40% are rentals in the area, 100% of the residents surveyed by EVN in Lucero del Norte own or are in the process of purchasing their land. The subdivision is relatively newly developed, with many residents who participated in the planning process having lived in the colonia for less than five years, which results in inaccurate appraisal data. The predominance of mobile homes in the colonia is one indication of a more newly established neighborhood as some residents will live in a mobile home until enough savings are acquired to begin construction on a more permanent structure.

The extent and cause of home damage from Hurricane Dolly varies, but includes compromised foundations and building envelopes (exterior siding) still in need of repair.

4.2 Existing ChallengesAside from individual economic constraints, the lack of adequate drainage infrastructure is one of the primary impediments to the provision of fair and quality housing within Lucero del Norte. Residents have expressed frustration at community meetings over discussions about home repair without a funded proposal that will first address flooding in the colonia. At the county level, officials have very limited authority over land use, particularly single-family construction. Although Lucero del Norte was re-platted and developed after the Model Subdivision regulations passed in 1995, the colonia still lacks many basic elements of public infrastructure, such as functioning stormwater management and public lighting in the streets. The neighborhood is a clear example of the limited scope of existing subdivision regulations and the added cost of retroactively installing infrastructure. The lack of land use control consequently lowers the health and safety of individual homeowners as well as the community as a whole. The lack of land use control has led to unregulated sprawl, including in flood zones; public services that are not provided or done only at great expense; and development of unsafe living structures.

5.1 Existing Conditions + OpportunitiesLand Use + Transportation ConnectivityLucero del Norte is located in a relatively isolated area of Hidalgo County. The nearest urban centers are the Cities of Mercedes and Weslaco—with schools, hospitals, and shopping centers—both 10- to 20-minute drives south along North Mile 2 West Road. There is a Family Dollar store approximately one mile, or less than a five-minute drive time, to the north, which residents shop at for necessities. More clustered residential development can be found to the north along Mile 12. Directly south is Casa Saldaña, an affordable living and community center where LUPE has classes and resources available.

Lucero del Norte does not have any community spaces internal to the neighborhood; however, the Sunrise Hill County Park is under development less than a mile east along Mile 11 North. With the addition of pedestrian-oriented connections (e.g., walkways and bike paths), the park would be a significant asset to the neighborhood.

Within the neighborhood, there are several lots still available for additional development. Many brand new subdivisions are in the immediate area, most of which have not been built out or are occupied by mobile structures.

Pedestrian Connectivity + SafetyLucero del Norte has two entrances, one at Lucero del Norte Street and Mile 11 North and the other at Tia Maria Street and North Mile 2 West Road. The roadway connections immediately surrounding the colonia are rural in character and have no safe pedestrian connections, creating an almost absolute dependence on automobiles.

With additional infill development in these areas, there may be sufficient residential density to justify more closely located commercial uses and/or public transit.

The installation of public street lights in Lucero del Norte, which currently has none, is a top priority for community members as a way to increase safety. A few residents have installed lighting on

More detailed analysis would be required, but it appears there is sufficient area to add sidewalks should that become an option in the future.

5.2 Existing ChallengesLucero del Norte, like the majority of colonias, was platted and developed in isolation, without regard for connections or access to resources. This pattern of development precludes the features that define a healthy neighborhood: safety, walkability, connectivity, diverse housing options, and proximity to employment centers, services, and community green spaces. The isolation of colonias generally limits their sustainability and livability, including through the increased cost of living and automobile dependency that is linked with long commutes to work and school. The necessity of an automobile limits options and adds an additional financial burden to individuals and families, particularly given that public transit is limited to non-existent in these areas. In addition to car dependency, the lack of safe pedestrian pathways in the immediate area further inhibits other viable mobility options, such as bicycling and walking.

The lack of county authority to regulate land use not only impacts housing, but connectivity and access as well. Without a comprehensive approach sustainable development and limiting sprawl, colonias will continue to be developed without proper connectivity, both auto and pedestrian, to neighborhood and community-serving uses.

They identified the opportunity to better connect with neighbors as one of the benefits of the process, and one of their priorities as improved engagement and participation with neighbors. Multiple residents have emerged to share leadership roles for the neighborhood and have opened their homes for neighborhood meetings. Collectively, the residents of Lucero del Norte are new to capacity building efforts, but at the third planning meeting in February 2012, residents made a commitment to increase their participation at County meetings and leadership development classes.

neighborhood. Two issues that prompted lively discussion were a cleaner neighborhood and better control over stray animals. Residents felt that by continuing to work together, they could lead actions that would solve these issues, including neighborhood clean-up days and working with the County health department to address stray animals. Neighborhood residents, with the support of LUPE organizers, held their first neighborhood clean-up on Saturday, February 18.

DemographicsCensus data for the colonias has traditionally been unreliable and the numbers often grossly undercounted due to neighborhood isolation, new and unrecorded population growth, and other factors. The American Community Survey (ACS) estimates for 2005-2009 are believed to be more accurate than the decennial census and have been used to provide baseline data for each of the colonias. Given the small size of Lucero del Norte, there is minimal census data available specifically for the neighborhood. Organizers in each of the focus colonias have been working with

The median household income in Lucero del Norte is estimated at $15,678, with 54.5% of the local population below the national poverty line; the median household income in the state is over $45,000. Educational attainment in Lucero del Norte was notably low, with 52% of the population over the age of 25 having no high school diploma or equivalent.

In response to the high poverty rate and low level of educational attainment, the Equal Voice Network is currently in the middle of an action campaign crafted to tackle both education and employment in every colonia in which they work. The EVN is advocating for and building capacity around federal workforce requirements for the Hurricane Disaster Recovery program that is anticipated to start in spring of 2012.

A large workforce will be required to successfully rebuild and repair homes that were damaged during Hurricane Dolly. The EVN is working to ensure that the Section 3 federal requirement that at least 30% of new workers hired under the program be local and of low or moderate income. In coordination with Workforce Solutions, the EVN proposal offers skilled job trainings, which not only helps the short-term disaster recovery program but would have a long-term impact on increasing the number of skilled workers for future jobs in the LRGV.

6.2 Existing ChallengesResidents in Lucero del Norte are new to community organizing and capacity building, and maintaining the momentum necessary to affect change within the neighborhood can be a challenge. Although resident surveys indicate shorter length of residency than residents of the other focus colonias, 80% of residents surveyed in Lucero del Norte indicated knowing their neighbors and 100% were committed to the neighborhood. The vast majority of those surveyed also indicated optimism

Compounding the geographic isolation and lack of infrastructure are the social and economic injustices present in colonias across the LRGV, visible in the high rates of poverty and low levels of educational attainment. Even for residents who own their homes, the lack of services, persistent flooding, predatory development practices, and methods of home construction limit their home values and asset wealth. Poverty contributes to the lack of access to opportunities, limited mobility, and difficulty advocating for or addressing issues within the colonia.

Clustered development: Concentration of buildings in specific areas on a site to allow the remaining land to be used for recreation, common open space, and/or preservation of environmentally sensitive features.

Community facilities: Services provided for or available to a community, such parks, libraries, fire, and police stations.

Density: The number of families, individuals, dwelling units, or houses per unit of land.

Drainage swale: Shallow, sloped ditches designed to collect and move stormwater toward streets or holding ponds/canals and away from houses and other buildings.

Dwelling unit: A building or portion of a building designed exclusively for residential use by one family and provided with sanitation and cooking facilities.

Extraterritorial jurisdiction (ETJ): An extended area (2-5 miles) of a city’s municipal boundaries within which state law provides

Mobility: A measure of the ability to move efficiently between origins and destinations.

Node: A center of activity or development, often located at a major intersection.

Right-of-way (ROW): An area or strip of land, either public or private, dedicated for a street, sidewalk, railroad, utility line, drainage channel, or other similar uses.

Site plan: Plans that provide an aerial view of how buildings, parks, and other facilities would be located on a site.

Streetscape: The visual character of the length of a street as determined by its elements, such as buildings, landscaping, lighting, driveways, and signs.

Walkability: The measure of how well an area provides infrastructure that is friendly to pedestrians and safely encourages people to walk to visit neighbors, schools, parks, and shops.

Windshield survey: A broadbased sample survey performed while walking through an area or as a passenger in a car.

LEED Liderazgo en Energía y Diseño Ambiental: un sistema de valoración que se hace para el diseño, construcción y operación de edificios verdes, casas y barrios.

Movilidad: una medida de la capacidad para mover eficientemente entre lugares.

Nodo: Un punto de actividad o desarollo, a menudo se encuentran en una importante intersección.

Derecho de Vía: Franja de terreno adquirida por reservación, dedicación, prescripción o expropiación con el fin de ser ocupada por una calle, senda, acueducto, alcantarillado sanitario y otros servicios o instalaciones públicas.

Plan de Sitio: Plan que ofrece una vista del sitio, y los edificios, parques, y facilidades del sitio.

Paisaje Urbano: El carácter visual de la longitud de una calle determinada por sus elementos, tales como edificios, áreas verdes, iluminación, caminos, y los signos.

Calle Principal: Sirve para la circulación de la mayoría del tránsito dentro de la ciudad como por ejemplo entre el centro y las zonas comerciales y residenciales de las afueras.

Conjunto Urbano: Concentración de edificios en áreas especificas de un lote para permitir que el terreno restante sea utilizado para recreación, espacios abiertos comunes o la preservación de áreas representativas histórica o medio ambientalmente.

Instalacioness Comunitarias: Lugar con servicios disponibles para la comunidad, como parques, bibliotecas, y estaciones fuego o policia.

Densidad: Cantidad de viviendas situadas o por construir en un lote de terreno especifico, que se calcula tomando el área total y restando el agua superficial, terras no aptas para la construcción y áreas de paso de calles y caminos.

Zanja: Cuneta, canaleta. Via de agua natural o construida por el hombre que psee vegetación.

Vivienda: Un edificio o porción de un edificio diseñado exclusivamente para uso residencial por una familia y dotado de instalaciones de saneamiento y la cocina.
