Item Description: This is to hear public comment on the SLUA for Iron Mountain Park.
Iron Mountain Park Development is located in both Lumpkin and Dawson County. The Lumpkin County portion of
the approx. 4,300-acre parcel is located off Hwy 52 West. (approx. 3,200 acres in Lumpkin County and 1100 acres in
Dawson County).
The proposed uses in Lumpkin County are as follows:
1. Retail Shops
2. Short term rental cabins
3. Restaurants
4. Outdoor Concert Venue
5. RV Camp Sites and Storage Facility
6. ATV Trail Space & Moto Cross
7. Equestrian Trail & Fields
There proposed uses in Dawson County are:
1. Sporting Clays Course
2. Firearms Training Center
The current Land Use Regulations allows for all Iron Mountain Park proposed uses that are in Lumpkin
County. However, the staff did determine that a Special Land Use Approval process should be held to
address three specific land uses either because of its unique characteristics or the potential for adverse
impact.
The Unique Characteristics or Potential for Adverse Impact are:
1. Outdoor Concert Venue - Noise, Hours of Operation, Traffic
2. ATV Trail Space & Moto Cross - Noise, Dust, Hours of Operations & Water Quality
The Planning Department has assessed that ATVs’ and Moto Cross fall under Chapter 27, Section 27-51 5.
Para. G. 1. The regulation states:
Outdoor recreational facilities, such as driving ranges, shooting ranges, batting cages, go-cart tracks, etc.,
shall meet the following requirements:
1. A 100-foot buffer shall be required for all components of the use.
2. All building structures shall be 200 feet from any non-residentially used or vacant property line, and
500 feet from any residentially used property line.
3. A plan for ingress and egress must be approved by the planning department.
4. Parking areas must be a minimum of 25 feet from any property line.

5. The property shall be enclosed by a security fence of not less than six feet in height along the side and
rear property lines. Such fence shall be opaque along property lines adjacent to residential uses.
The Planning Department has assessed that the Outdoor Concert Venue falls under Chapter 27, Section 27-
51 para. 5. F. The regulation states:
Intensive commercial-Any standalone intensive commercial uses outside of Commerce Corridor and in the
agricultural preservation character area shall be subject to the following additional restrictions:
1. All buildings shall maintain a 100-foot setback from any right-of-way line;
2. All access must be from a paved public arterial road;
3. All development shall have a 100-foot building setback and a 30-foot wide landscaped buffer along rear and
side property lines;
4. All uses shall contain a 50-foot landscape strip along the front property line.
5. Any place of assembly, such as a convention center, gymnasium, stadium, place of worship, etc., shall meet
the following requirements:
a. Such a facility shall have a minimum lot size of five acres.
b. A traffic management and parking plan must be approved by the county engineer.
** As per the Lumpkin County Land Use Regulations, Ch. 27, Section 27-73 3.
The board of commissioners shall apply the following standards governing SLUA applications:
A. Whether or not the proposed plan is consistent with all of the requirements of the character area as
designated in CAM in which the use is proposed to be located, including required, loading, setbacks, and
buffers;
B. Compatibility of the proposed use with land uses on surrounding properties and other properties within
the same character area including the compatibility of the size, scale, and massing of proposed buildings in
relation to the size, scale, and massing of adjacent and nearby lots and buildings;
C. Adequacy of public facilities and services, including roads, stormwater management, schools, parks,
sidewalks, and utilities, to serve the proposed use;
D. Whether or not the proposed use will create adverse impacts upon any surrounding properties by reason
of noise, smoke, odor, dust, or vibration, or by the character and volume of traffic generated by the proposed
use; and
E. Whether or not the proposed use will create adverse impacts upon any surrounding land use by reason of
the manner of operation or the hours of operation of the proposed use.
F. Whether or not the proposed use will impact the safety of the public.
· At the conclusion of the public hearing on an application, the BOC shall either vote to determine
whether the applicant has demonstrated that the proposal satisfies the standards described above
· or table the application for consideration at its next regular meeting.

TO: Lumpkin County Board of Commissioners
RE: SLUA for Iron Mtn Project
Dear Commissioners,
I cannot attend the meeting this afternoon to voice, so I am writing my opinions
to you all about Iron Mountain project.
I am requesting that our county officials keep control of all aspects of this project
as it expands and word your SLUA language for this project in such a way that you
all reamain in control. Keep the ability to stop certain aspects if the noise
pollution, water and land pollution and traffic become a nuisance to the citizens
that live in westeren Lumpkin County.
As it grows, so will the possiblilities of serious traffic and noise pollution that you
all will hopefully keep in check by an ongoing inpection and maintenance with
proper sound barriers, etc. with several ingress/egress will be necessary for
traffic. 100 foot buffer is not enough on sound. I have lived it. Walls like the
highways may work.
Gun range. I have lived through and successfully helped shut down one gun
range that took away about 300 quiet yards and even inside the homes years
ago in our county. It is absolute Chinese Water Torture for even ONE home to
have to have this forced on their home and life. This part of the project should
be indoor with the bullet stops. They make them that way in other towns for a
reason and our citizens deserve the same respect. So does our environment. No
lead in our rivers. I like my guns, but NOT ONE PERSON should be forced to hear
that kind of noise from sun-up to sundown.
To avoid a federal case of severe nuisance from the project, my request is to
please be sure the proper WALLS are put up to muffle the motorcross and
gunrange indoors. It is proposed for Dawson, but who knows what he will
actually put "where" when it gets going.

Music - just the traffic. I like music myself. I don't like the idea of traffic from
50,000 people, so maybe keep some kind of stipulation that if it is out of control,
then there will be consequences on your end for him.
All and all - I oppose, but growth happens. We citizens deserve to be
protected as he lines his purse and that is the job we hired you all to do, so
hopefully you will!
