Te views expressed in Luxury Living in St. Lucia Special Report 2012/13 are not necessarily those shared with the publisher, Global Investment I Limited. Wishing to reect the true natureo St. Lucia, the editor has included articles rom a number o sources, and the views expressed are those o the individual contributors. No responsibility or liability is accepted by GlobalInvestment I Limited or any loss to any person, legal or physical, as a result o any statement, act or fgure contained in Luxury Living in St. Lucia Special Report 2012/13. Tis publicationis not a substitute or advice on a specifc transaction.

L

uxury living in Saint Lucia could not be easier toachieve. There is not a more diverse, or more attractiveinvestment opportunity in 2013 or the overseasbuyer or second home owner. Whether buying a villain the lush, tropical south o the island, a water-ronttownhouse in the hip north, a penthouse apartment at

a resort, or building land in a gol club complex, there issomething to suit all requirements.

Thanks to British Airways and Virgin Atlantic, the daily airservices out o the UK have made the island easily accessible toproperty owners, investors and those wishing to do business inSaint Lucia, as we have a schedule that allows great exibility toplan meetings, site visits and so on. In addition, the new airport

inrastructure that is being built will help to attract new carriers aswell as to acilitate a aster arrivals and immigration process. Withthe average length o stay or British holiday makers being 10-14days, it’s no surprise that the majority o second home owners andincreasingly property investors in Saint Lucia hail rom the UK. Weestimate there are already more than 500 British second homeowners and more than 1000 British time share investors. They

tend to all into three categories: those looking or a tropical amilyhome away rom home; those looking or a secure long-term rentalinvestment, and those looking to buy and sell on or a proft oncebuilt. In each case, the yields are attractive.

The Government o Saint Lucia oers traditional corporateand property tax and duty ree concessions to owners and owner-occupiers. There are building incentives such as no property or

income tax when buying land or development in some areas o the island. Incentives are also provided to develop tourism projectsunder the Tourism Incentives Act including exemptions rom thepayment o Import Duty and Excise Tax on construction inputs, as

well as on Income Tax. For those looking to set up businesses onisland there are a host o tax incentives rom waiving import dutiesthrough to tax holidays and oering assistance i the business is

established in a deprived area. In order to protect the island romover development the Government has developed a National Vision Plan to ensure that capacity is in line with inrastructuraldevelopment to guard sustainability and protect the natural beautyo the island. Some o the initiatives include the Development o the National Heritage Parks and ensuring that we maintain the

UNESCO World Heritage site

status or the Piton mountains.Clearly it is very easy to

over crowd an area particularlywhen selling development withland parcels less than 10,000sq. t. and one can see exam-ples o overcrowding across the

Caribbean. However, in SaintLucia, the unwritten develop-ment policy in the North o theisland, or example, is that lotsare sold in sizes o about ½ anacre minimum. In addition, developments include lots o greenspace, either close to the Queens Chain (i.e. the coast line which

cannot be developed) or in the orm o a gol course. The policyhelps limit the amount o homes built and thus creates a eeling o exclusivity. Developments such as the Saint Lucia Gol Course oerexactly that.

As well as the National Vision Plan, the Government has alsoundertaken a Village Tourism Development Programme, the ocuso which is Integrated Economic Development, which promotes

responsible tourism by creating marketable empowerment andearning modules or villages and rural communities around SaintLucia which in turn, will attract property investors. The concept hasbegun in Dennery, which is beneftting rom a range o improve-ments to the area, and thus has seen an increase in those lookingto invest in property in the region. The North-Eastern region o theisland represents a prime example o an area that has vast poten-

tial or touristic developments owing to the pristine environmentand picturesque landscape. For those looking to invest in managed

resorts, The Tides Sugar Beach villa development in Souriere has just opened and Freedom Bay, also in Souriere, will commence in2013.

Saint Lucia has all the amenities o a developed country in-cluding a sound road and utilities inrastructure, modern medical

acilities and ample shopping. The island oers a diverse range o activities but one has the option to do nothing at all. Whatever typeo luxury living inspires you, Saint Lucia is guaranteed to have aproperty to suit your tastes and needs.

St. Lucia is much dierent than the typical Caribbean

experience. Its orests, mountains, beaches andriendly people all reward a longer visit. In actEuropeans typically holiday or a minimum stay o

10 days, some even choose to make the islandtheir second home through purchasing property. There are many areas o development on the island,

yet it is still very exclusive and no-where near overdeveloped. Fromthe alluring beaches with its white and black sand to the rainorestterrain, its one o the only islands that gets more beautiul as you goinland. It’s no wonder St. Lucia has won worldwide top honeymoon

destination or 5 consecutive years and is credited with being thesoul o the Caribbean.

The natural charms o Caribbean islands like St. Lucia speak

or themselves, but many investors have held o rom buying – asthey have everywhere in the world – due to economic uncertaintyat home and abroad. Now the St. Lucian Government is keen tolure people to the island to see the dynamic properties and land

or development on oer. The number o ights to St. Lucia is onthe rise and many real estate developments oer investment perkssuch as a 10-year exemptionrom income tax.

Traditionally the mostpopular areas or buyershave been in the North-West,

around Rodney Bay, MarigotBay and the major cruise port

and capital, Castries. How-ever the north o St. Luciahas stunning cli lined viewsand the vast panorama o the Atlantic. On most days neigh-

bouring islands such as Mar-tinique are visible on the ho-rizon creating portraits in thesky wherever the eyes gaze. Allamanda at Anse Galet, islocated to take advantage o these exclusive views while benefting rom both privacy and easy

accessibility. The property is a hal hour’s drive rom the capital,

Castries and the George F. L. Charles Airport; a fve minute driverom Rodney Bay and Reduit - the island’s main shopping, diningand entertainment district and most popular beach.

Allamanda is located within the Cap Estate area which in-cludes our hotels whose amenities are open to non-guests andthe St. Lucia Gol Club, a course specially designed to take advan-

tage o the Caribbean and Atlantic views. Phase I o the Allamandadevelopment is completely sold out, currently the developer hasalready started Phase II, consisting o three ultra-decadent villas. The frst villa will be fnished in April 2013 and includes 4 bedroomsand baths, a stunning infnity edge pool and glorious views to Marti-nique overlooking the Anse Galet Bay, this villa stands out as luxuryre-defned when compared to other properties in St. Lucia. The

remaining two villa plots or sale will be completely customisableor any buyer, including the initial design and interiors. Plot priceso approximately 22,000 square eet start rom 200,000 USD. Be-tween the views o Martinique, easy accessibility to other parts o the island and a selection o high end properties like Allamanda, visitors and buyers alike will have plenty o toasts to make in the

north coast.

The procedure or purchasing property in St. Lucia is verysimilar to the UK, and most British citizens would eel quitecomortable with the process right down to their English accentedreal estate agent and solicitor. Many o the service proessionals

in St. Lucia have UK licenses and most have studied or worked inthe UK at one point in their career. There are also many successulUK afliates like Sotheby’s and Savill’s that cater to HNWI rom allover the world.

E. Brown & Sons Inc. is the leading real estate, construction, and civil engineering company on the island. Mr. Edwin Brown hasbeen in business or 45 years, starting his career with Shepherd

and Short where he specialised in maintenance work in civil andbuilding estates. The company has expanded through selling and

building high-end properties priced rom 1 million USD, but restassured these are luxury homes that enjoy special amenities andspectacular views o the Caribbean or Atlantic.

The opportunity to purchase and develop land in St. Lucia ispretty unique to the region, with the Government’s push or certain

areas o land to be available or sale, established construction andcivil engineering companiesare a must or any buyer. E.Brown & Sons Inc. has com-pleted many noteworthy pro- jects across St. Lucia, includ-ing some celebrity homes and

currently has land or sale in

Dennery, Bexon, Micou, and Ti Rouche. All o these ar-eas have their own benefts, especially since being desig-nated by the Government ordevelopment and economic

growth, suggesting that ap-preciation levels will be high.Mr. Edwin Brown had this tosay about the market “Buyinghomes and developing land in

St. Lucia is a relatively straight orward and easy process. The is-land attracts people rom all walks o lie, and there are many prop-

erties to cater or all budgets. As the worldwide property marketcontinues to strengthen coupled with the realisation that many o our neighbours are short o development land, St. Lucia presentsbuyers, developers, and investors with a wealth o opportunity.”

Generally the cost o purchasing a property in St Lucia willcome out at between 4-6% on top o the purchase price. This willcover stamp duty, the Alien Landholding Licence, Treasury receipt,

legal costs and registration ees. However i a mortgage is needed, lenders may charge additional ees.

St. Lucia continues to be an excellent destination or overseasbuyers and does enjoy a very avourable exchange rate with theBritish Pound. Although the country is small, the landscape is quitedierent and vast which means there are many options and areas

to live in all with picturesque settings.Whether it is a revamped beach cottage in the South-West

coast, something closer to nightlie in Rodney Bay, or a premiumresidence at Allamanda the country’s diverse property marketshould be noted by any clear water enthusiast, jungle trekker, beach comber, or property investor.

Investing in St. LuciaHigh end opportunities and great incentives allure overseas buyers to this

exclusive Island.

Imagine this, a Russian-Canadian architect hailing rom the

west coast o British Columbia alls in love with an island atera brie consulting trip. Does it sound amiliar? Everyone hasheard the story about the amily member or riend who ell inlove with the Caribbean, moved to an island, and as ar aswe know lived a nice peaceul careree lie. Nick Troubetzkoypath is only similar at the start o the story, what has happened

since he ell in love with St. Lucia, its people, topography, and hisvision or the South-West coast is a utopia chasers pure heaven.

Early in his career ater studying at the University o BritishColumbia, Troubetzkoy worked with a number o notable westcoast architects including Ron Thom, Bud Wood and ArthurErickson. So one could say coastal architecture was in his blood, but revolutionary thinking is what berthed Anse Chastanet and

Jade Mountain. His love or large openspaces built in harmony with nature

was frst realised in his redesign o AnseChastanet and then reached a newlevel o sophistication in the creationo Jade Mountain. Jade Mountain is Troubetzkoy’s unique declaration o love or St. Lucia’s stunning beauty. His artistic creativity is seen in every

corner and at every turn, providing theguest with an experience unparalleledin beauty and service.

What were Caribbean hotels like

beore trade winds were replacedby blasts o air conditioning, whenmorning exercise was a walk on the

beach and when you sat watching thesunset instead o cable TV? Visitorscan still fnd that classic Caribbeancharm at Anse Chastanet on St. Lucia’squiet South-Western coast where twomagical peaks, the Pitons, leap romthe sea and the mountains are covered

with luminous greenery. Troubetzkoybelieves passionately in nature. So he created a hotel that makesthe oliage and the owers, the perumes and the peaks, the sea

and the bird songs an integral part o the holiday experience. The estate encompasses 600 lush tropical acres bordering two

sot sand beaches. There is a World Heritage Site anchored by thetwin peaks on land, the resort’s two crystal-clear bays are part o a

designated marine reserve protecting miles o colourul coral reesteeming with tropical fsh. With such a unique setting as his canvas, Troubetzkoy was inspired to design a one-o-a-kind resort. He wascommitted to an environmentally conscious development beore“green” became ashionable. A dozen rooms are tucked in behindthe coconut palms that line the beach and the remainder tiptoe upa ower decked hillside. To make the most o the panoramic views

and the rereshing trade winds, octagonal whitewashed cottagescome with wraparound ower draped balconies and louvred

windows. Extra-large deluxe and premium suites underscore thevisionary, innovative, sometimes whimsical side o Troubetzkoy: inone suite, the balcony is built around a ull-grown red gommier tree;in another a amboyant tree drapes its red blossoms around thebalcony. Some have their ourth wall open entirely to the vistas, yet

are completely private.

Anse Chastanet’s ever growing art collection provides a

visual east o its own. There are impressive wooden sculpturesand plaques, earthy burlap compositions, painted “sky ceilings”

and vibrant acrylic paintings invoking memories o Matisse andPicasso. And while the sensuous seclusion o the rooms providessome guests with the perect excuse or lolling away the day on thebalcony, others head out to partake in the many activities on oerincluding; yoga, snorkelling, scuba diving, tennis, sunset sailing, sea kayaking or jungle biking, hiking and bird-watching amongstexploring the ruins o an 18th century colonial plantation. The

less actively inclined simply do nothing, lie on the beach or getpampered in the resort’s spa, Kai Belté. There is a casual beachside bar and restaurant and on the hillside, a panoramic lounge andtwo tree houses provide the romantic setting or candlelit dinners,

with musical backdrops by localentertainers. Tranquillity, Romance and Adventure is represented through pure

sensual beauty at Anse Chastanet.Rising majestically above the

600 acre beach ront resort o AnseChastanet, Jade Mountain is acornucopia o organic architecturecelebrating St Lucia’s stunning scenicbeauty. Nick Troubetzkoy has expanded

upon his philosophy o building inharmony with Caribbean nature inhis creation o Jade Mountain. The

bold architectural design – individualbridges leading to exceptional infnitypool sanctuaries and rugged stoned-aced columns reaching towards the

sky – makes Jade Mountain one o theCaribbean’s most mesmerizing resortexperiences. Expect grand sweepingspaces where bedroom, living areaand an extravagant private infnitypool glide into one another to ormextraordinary platorms oating out

into nature. With the ourth wall entirely absent, Jade Mountain’ssanctuaries are stage-like settings rom which to embrace the ull

glory o St. Lucia’s Pitons World Heritage Site, and o course, theeternal Caribbean Sea.

Wrapped around an infnity pool with a dazzling kaleidoscopeo colours, the Jade Mountain Club caters exclusively to residentguests, celebrating James Beard award winning Che Allen

Susser’s “Jade Cuisine.” Hovering in space above the JadeMountain Club is the Celestial Terrace, perect or sunset cocktailsor star-gazing. A wide range o spa services can be enjoyed in theprivacy o the Jade Mountain sanctuaries or at Kai en Ciel, JadeMountain’s boutique spa and ftness studio. The Jade Mountainsanctuaries are deliberately techno-ree; there are no telephones, radios or televisions. Internet access is available at reception and

at select other locations or those who simply cannot let go o the

outside world as the resort encourages! The resort major domosand a dedicated resort team ensure outstanding service aroundthe clock. Enjoy the exclusivity and privacy o Jade Mountain plusall o Anse Chastanet’s restaurants, bars, boutiques, art gallery, spa, scuba, bike and water sport acilities as well as two sot sandbeaches available to Jade Mountain guests at all times.

Ultimate LuxuryThe Jade Mountain and Anse Chastanet Resorts offer an unparalleledexperience and breathtaking views.

The Caribbean has always been a playground or the

rich and amous and always will be. St. Lucia is worldrenowned but still an unpolished gem. It is regardedas the most naturally beautiul Caribbean island with asplendid combination o sandy beaches, mountains,

rainorests, rivers and wateralls and natural harboursand coral rees. With great international airlit, high-

end destinations like Freedom Bay will provide the luxury andservice to compliment the natural beauty and warmth o the people.

The developers o Freedom Bay chose St. Lucia or many rea-sons. Although St. Lucia is a highly regarded tourist destinationand has great global inrastructure it is still relatively underdevel-

oped, especially the South-West coast, and thereore has enor-mous potential or creating fve star luxury destinations. It is also

a question o value proposition; the price o real estate is cheapcompared to developed neighbouringislands such as Barbados. As a ormerEnglish colony it is an easy place to dobusiness and has reehold ownership

and a land registry system avoiding titleissues o many countries. It is politicallyand economically stable and its curren-cy is pegged to the US dollar reducingcurrency risk.

Freedom Bay will be a tropical ha-ven where visitors and owners alike will

be able to enjoy privacy and security,

while enjoying fve star concierge ser-vice o Six Senses all at hand. They willalso have access to all the acilities o the resort, the restaurants, bars, the Spa, tennis and water sportclubs. It will be the place to be seen or to hide.

The building materials are predominately natural including large

amounts o hardwood timber and are locally sourced. Additionallythe use o natural ventilation in the design is a standout. Solarpanels to heat the water, energy and water management systems, including smart technology to automatically control lighting andrainwater harvesting and water recycling are also highlights o this eco-riendly paradise. In the developers view sustainabledevelopment equals smart development.

Investors and liestyle seekers can participate in the Hotel parto the resort via shared ownership options. They can purchasea week’s ownership o a Hotel villa and either rent it through theHotel Operator or use it themselves. The Private Estate is wholeownership only and will be a very exclusive community. The frstphase which has commenced consists o the Hotel and Spa andthe frst initial villas to be built or Freedom Bay’s ounder and initial

investors/occupiers. The rest o the private estate will be built inour phases over 5 years.

St. Lucia is naturally the most beautiul island in the Caribbean;

its topography is dramatic with mountains, wateralls, rivers, covesand bays. While Barbados is at, St. Lucia has an undevelopedcoastline with pretty fshing villages and towns. And while manysuggest, Barbados is overdeveloped, St. Lucia enjoys propertyprices that are some 40-50% lower. With increasing air lit and thearrival o international fve star brands like Six Senses, St. Lucia

has enormous capital growth potential. Travellers with a taste orperection will enjoy the bold contemporary design, the high servicestandards o Six Senses, access to all the hotel acilities includingwhat will be the most amazing spa in the Caribbean, along with theprivacy and security o a private gated community. But the mainadvantage is Freedom Bay’s superior location within a recognisedUNESCO world heritage site, at the oot o the Petit Piton, with

views o stunning private bays and the Caribbean Sea. The Six Senses name is synony-mous with sustainable luxury and theirethos is in complete synergy with thedevelopers o Freedom Bay so thepartnership was a natural choice. Bothbelieve in ethical luxury, to enjoy the fn-

er things in lie but with a conscience.Freedom Bay concentrates on creatingan amazing built environment, while SixSenses creates amazing experiencesto enjoy within that environment. Theoverall goal is to tread lightly on this
