The minutes of the last scheduled meeting, November 1992, were approved andaccepted without revision.

Dr. 's Harold Godwin, George Johnson and George C. Barrett took the oath ofoffice January 27, 1993 for new terms on the NC Board of Medical Examiners.

Executive Secretar Re ort

Mr. Paris reported that the new computer system wasimplementation of the new data system is on schedule.held monthly and directors' meetings are held weekly.asked to use the Boards' 800 telephone number in order to

now installed andStaff meetings areBoard members werehelp control costs.

A problem of excessive telephone calls regarding application status waspresented and is being implemented.

Administrative Committee

The Administrative/Financial Committee chaired by Dr. Spangler met on January~0, 1993 and again on January 27, 1993 at 6 PM. All members were present on

anuary 27, John Nance, Kathy Willis, Walter Roufail, Bryant Paris and DianeMeelheim. Business discussed and presented to the Board for considerationand approval follows.

Board Member reimbursement was presented as a problem. An increase in memberper diem to $200 per day was recommended in order to partially compensate forlost income while attending to official Board business. The Board adoptedthis motion. The Legislature will be asked to consider this recommendation.

The 1992 audit and management letter from Bobbi Furr from Hill, Maddison andBoyce, CPA and were approved. Staff was instructed to copy the Board withthe Board's response to the management letter.The committee recommended and moved that the Fund Equity Balance be carriedover from year to year for the Litigation Reserve Fund, Restricted EquitableSharing Fund and the Capital Purchase Funds. The Board adopted this

solution.

The Investment plan proposed by A. G. Edwards and Sons, Inc was recommended andapproved. Staff was instructed to implement the plan.

Employee Benefits were recommended for approval and included the following:1. Continuation of supplemental payment of $129.00 cap per month for

all staff with Board sponsored family health insurance coverage.2. Adoption of an IRS 5 125 Flex Spending Account was recommended and

approved. This fund will be administered by the CPA firm of Hill,Maddison and Boyce.

A request was made by the Staff to allow accrual of more than 30 daysvacation. The committee did not recommend that this policy be altered. Themaximum vacation that can accrued without special permission will remain at30 days, any amount accrued beyond this will be lost at calendar year's end.

Mileage reimbursement for Staff and Board Members will be increased toreflect the IRS current rate and will be automatically adjusted to remaincurrent with the IRS rates without review by the Board. Rate will rise from$.25/mile to $.28/mile now.

A recommendation was made and approved that the Board hire needed physicianconsultants at $125.00/hour.

Staff requested that payment to the Board be required as certified checksbecause of added expense of bad checks. The committee did not approve thisrequirement but did recommend a $20. 00 returned check fee. The Board acceptedthis proposal.

Staff requested Board approval of a policy change concerning licensure statusrequests. Staff proposed informing all licensure applicants that no telephonerequests for status will be honored and that applicants be notified by mailafter the application is complete. Staff will also notify the applicant bypostcard if the application is not complete within 45 days. The Boardapproved the committee's recommendation to adopt the proposals.

Dr. Spangler recommended that staff research the possibility of visits toother Boards by board Members in order to exchange information.

Ph sician Assistant Committee

Chaired by Dr. Roufail, the PA committee, Dr. Nance and Dr. Johnson, met onJanuary 29, 1993 and made the following recommendations and motions foradoption by the Board:

PA Registration Fees to Support PHEP- Dr. Roufail moved that PA registrationfees be increased by $15.00 in order to fund PA participation in PHEP inanticipation of legislative facilitation during the current term.The following PA's were approved for practice:

Nurse Practitioner Committee

Chaired by Dr. Godwin, the Nurse Practitioner committee, Dr. Spangler and Dr.Barrett met January 29, 1993 and made the following recommendations andmotions for approval by the Board. From the November meeting, the committeerecommended that the Board appoint Dr. 's Nance and Godwin as representativesto the Task force formed by the Joint Subcommittee in order to study andrecommend changes to the Nurse Practitioner Formulary. Dr. Godwin willcommunicate this information to Cheryl Rachels, Chair of the JointSubcommittee. The Board adopted the motions.

Chaired by Mrs. Willis, the PHEP committee, comprised of Dr. Godwin, proposedthe following motions for adoption by the Board. The committee endorsed thework of Dr. Vanderberry and his staff and urged that the Ad Hoc committee andPHEP Board of Directors expedite appointing an assistant Medical director.The Board approved this motion.

Board is against therapies and practices which have not stood this test.

Psychotherapy- Advanced Nursing CliniciansThe Board reviewed information regarding nurses practicing psychotherapy.The Board instructed that it is only against the unlicensed practice ofmedicine.

Federation ArticlesThe Board adopted a motion made by Dr. Godwin and seconded by Dr. Godwin toapprove the proposed amendment to the bylaws of the Federation of StateMedical Boards:

5 1 Section C- Administrative Fellows- Each member medical board maydesignate one currently employed staff member to serve as AdministrativeFellow. An administrative fellow shall have the same rights,obligations and duties as a fellow, except that no Administrative Fellowshall continue in that capacity upon termination of employment or upondesignation of a new Administrative Fellow by the member medical board.

Oath for New Board MembersDr. Spangler recommended that the oath of office be revised to includelanguage from the mission statement.

Public Citizen Health Research Group ReportThe Board reviewed the Public citizen Health Research Group Report andadopted the following recommendations and motions:

Moved by Dr. Roufail and seconded by Dr. Spangler to increase the Boardsize with up to four more members (total 12 members) including threepublic members.

Moved by Mrs. Willis and seconded by Dr. Barrett to impose civil finesfor violations of the Medical Practice Act. Staff was instructed toreport at the March meeting on the impact of levying civil fines instates which utilize this penalty.

Moved by Dr. Spangler and seconded by Dr. Roufail that the Board supportthe reporting of all pertinent information from agencies and providersof medical care in regard to physician violations of civil and criminallaws.

Moved by Dr. Roufail and seconded by Dr. Nance that a fee increase isrequired in order to provide better services as a Board. Discussionindicated that this should be enabling legislation rather than limiting.
