Concerned over the increas-ing incidence of accidents in-volving city buses, MTC offi-cials and the traffic police havestarted a long-term study toidentify ‘troublesome’ spots inthe city.

The survey, which began amonth ago, will be a decen-tralised route-by-route pro-cess. “One depot will be as-signed to every road inspector(RI) who will travel with thebranch manager and look forshortcomings,” said a seniortraffic police officer.

There are 25 bus depots inthe city, covering close to 800routes. They will look to iden-tify accident-prone spots andtraffic bottlenecks, areas

where bus-stops need to berelocated, and try to create busbays. “We will work together toreach a mutual solution,” saida senior Transport Depart-ment official.

Accidents involving MTCbuses kill about 90 personsevery year, officials say. “Weheld meetings with drivers tounderstand what they require. One of the biggest complaintswas the comfort of their seats. We will start replacing themsoon,” said the official.

Once the ground work is done,a safety campaign will belaunched. “Safety is as muchin involving the people as it isabout policy changes. We willrope in NGOs to create aware-

ness on safe driving and roadmanners,” he said.

The State Transport Corpo-ration with close to 20,000buses in seven divisionsleads the country when itcomes to accidents. In 2011,according to National CrimeRecords Bureau figures, 1,300persons were killed by Govern-ment-owned buses in Tamil-nadu.

Officials say several proac-tive measures have beentaken. “Earlier this year, MTCset up a quality control depart-ment and the results are start-ing to show,” said a RTO officialwho reviews MTC buses forfitness certification. Reportcourtesy The Times of India

The Tamilnadu Governmentis expected to soon float ten-ders inviting consultants to puttogether a detailed working planfor the proposed common ser-vice centers where a range ofservices will be provided overone counter.

At these centers, to come upin urban areas, people will beable to apply and receive birthand community certificates,

Portal to bring all services under one e-umbrellapay taxes and utility bills andeven book travel tickets at asingle counter. “Many Govern-ment departments offer citi-zen services online. So, it is anintegration of e-governanceservices in one center,” said anofficial from the Government’se-governance agency.

The system is to be imple-mented by the ElectronicsCorporation of Tamil Nadu

(ELCOT).The Government is looking

at agencies specializing in e-commerce and e-governanceservices. “The servers or soft-ware should be able to take alarge load of so many services, the centers should be user-friendly and the model shouldbe commercially viable,” saida Government official. It hasalready been decided that useof the e-governance portalshould not increase the appli-cation costs for any of the ser-vices, the official added.

The system will first be imple-mented in Chennai as a pilotproject and later extended toother urban areas. “This is acity where all the departmentsare headquartered, we haveexcellent infrastructure and alarge population. If it workshere, it is likely to work insmaller towns too,” said anELCOT official.

Santhosh Babu (formerManaging Director of ELCOT)had earlier said e-governanceportals like these were alreadyfunctioning in Krishnagiri,Dharmapuri, Vellore and

Tiruvannamalai districts. “InKrishnagiri, a citizen can ap-ply for birth, community, na-tivity, solvency or income cer-tificate online without going tothe department concerned and,in return, will get a digitallysigned certificate” he said. Fivemarriage welfare schemes ofSocial Welfare Departmenthave been added to the list.

Kerala and Karnataka al-ready have such a system inthe form of citizen call centersand Bangalore One. A citizencall center in Kerala allowspeople to call in to clear theirdoubts on various Governmentschemes, whether they areentitled to them, ways to ac-cess them and how they work. The doubts can be on rationcards, driving licenses, build-ing registrations, etc. Banga-lore One allows residents topay mobile phone bills of State-run and private telecom op-erators, book tickets onKSRTC buses, pay insurancepremiums and book train tick-ets on Southern Railways.Report courtesy The Times ofIndia.

NO HOLDS BARREDBy M.A. SADANAND

Friend King Mahabali of my good old Keralam told methat he was one of the special invitees to heaven at thebanquet thrown by the writers there in honour of Ra. Ki.Rangarajan who has recently joined the Writers’ Club inheaven.

Mahabali, a polytongued king, knew his Malayalam,Tamiland English as a native since, in heaven, He is God whoknows all that is happening and has happened.

Mahabali had been anxious about the non-appearance ofRa. Ki’s ‘Naalu Moolai’ for several months in ‘Anna NagarTimes’ and its sister Times. Maha was updated on this byRa.Ki telling him that he had, apart from writing over onethousand stories and novels, had kept the hungry AnnaNagar Times well fed with his weekly quota and that a timecomes in the life of every person when he thinks “enough isenough”, unlike in the case of our politicians whose horizonskeep expanding even to the Mars.

Mahabali then asked Ra.Ki if he knew a guy in Madrasnamed Sadanand who writes about His annual Onam tripsto Kerala .

“Of course I do. He too writes a column in English for AnnaNagar Times. But It is not because of this but because wewere neighbours in Vellala Street in Purasaiwalkam forsome years when I was in the editorial team of “Kumudam”,that we became friends and I used to lend him most of theEnglish books that I used to get from my Editor.”

“I have been trying to get him on his land-line but the lineis dead”, lamented Mahabali.

“No wonder. Anna Nagar Western Extension is the mostdug-up part of the throbbing Chennai. The concerned de-partments are laying water-pipes cheek by jowl with sew-age lines, allowing the two to coalesce. Then a brain wavehits the telephone chaps who use the crevices to repair animaginary fault that goes awry and all the phones in thevicinity go dead. That’s why Sadanand is incommunicado. But he has a mobile number ....”

“I lost my cell phone when I was packing my bags for thisconvention. In hell they don’t permit mobile communication. They seem to have a stingy Finance Minister unlike inIndia where Chidambaram is a welcome change. I meet allthose literati who made our college days miserable withtheir rantings”

“We, I suppose, can see the fun in parliament thanks tothe coalgate unless the toothpaste company grabs aninjunction from the Supreme Court against using the wordthat is phonetically identical to their product that is orallyand medically good, while coal is black and the miningallegedly Billinously illegal. See you again next year!
