By Our Staff ReporterThe Traffic Department undertook a traffic control exercise by

barricading the junction of Kodambakkam High Road at its junctionwith Thirumalai Pillai Road and diverted the traffic via Periyar Roadon April 20.

But after the exercise turned futile leading to traffic jam on PeriyarRoad, the exercise was given up the next day.

Vehicles coming from Nungambakkam side and from ValluvarKottam side and going towards T. Nagar were redirected via PeriyarRoad instead of Thirumalai Pillai Road.

After objections from motorists and the traffic congestion caused atPeriyar Road junction and on Kodambakkam flyover, the exercise wasgiven up.

Thirty passengers of a StateTransport bus travelling to thecity from Tiruvanamalai had amiraculous escape after thedriver of the bus lost control ofthe vehicle and rammed themedian near a bridge nearVadapalani junction in theearly hours of April 24.

According to the police, thedriver was overspeeding.

The front portion of the buswas badly mangled. Traffic onthe bridge was affected fornearly an hour.

Most of the passengers wereshaken out of their sleep andrushed out of the bus on realizingit was an accident.

A 57-year-old widow Hema-latha Shanmugam and her 22-year-old daughter Jayala-kshmi Shanmugam (anengineering student) werefound murdered with stabinjuries in the chest and neck intheir house in MahalakshmiFlats on Pillayar Koil Street,Saidapet on April 26.

Police did not find anyevidence of burglary and eventhe jewels worn by the slainwomen had not been removed.

Police suspected theinvolvement of Hemalatha’sson Balamurugan in themurder as he was foundmissing. He had last been seenleaving the house in the morningby some neighbours whichmatched the postmortemreport of the time of murder.

He was arrested the nextday while attempting tocommit suicide by entering thesea near Kovalam.

According to the police,Balamurugan (25) confessedto killing his mother and sisterby slitting their throats whilethey were asleep early on April26.

Police said that Bala-murugan was depressed sincethe death of his father and hadfrequent quarrels with hismother and sister. The placehe attempted suicide waswhere the ashes of his fatherhad been scattered.

While police were on thelookout for him, he was spottedby a patrol team at the beachnear Kelambakkam whileentering the sea in an apparentsuicide bid.

Hemalatha was employedas a stenographer in AnnaUniversity, and her daughterwas a final year student inMeenakshi EngineeringCollege, K. K. Nagar. Herhusband Shanmugam had died

last year in a road accident.Balamurugan, a mechanical

engineer, was employed in aprivate company inSholinganallur.

The murder came to lightwhen Hemalatha’s youngersister Yasoda, who liveselsewhere in the city, keptcalling her sister but got noresponse.

When even Balamurugan’sphone remained switched off,she got worried and reachedher sister’s house only to findher younger sibling and niecedead. She found the main dooropen and Hemalatha’s bodylying in the hall, while herdaughter’s body was found inthe bedroom.

A shaken Yasoda imme-diately alerted the neighbourswho called the police.

Police found a bloodstainedknife in the bathroom. Someneighbours told the police thatthey had seen Balamuruganleaving the house early in themorning. Police also found thatJayalakshmi had not attendedcollege that day.

Balamurugan has beenremanded to judicial custody.

2,800 schools get breather till May 2018Nearly 3,000 private schools,

whose recognition had endedby June 2016, breathed a sighof relief after they were grantedtemporary recognition untilMay 2018 by the schooleducation department.

A government order (GO)dated April 22 has allowedtemporary extension ofrecognition for 2,800 schoolsuntil May 31, 2018.

The schools do not havepermanent recognition as theyrequire approval from theDirectorate of Town andCountry Planning, ChennaiMetropolitan DevelopmentAuthority or Local PlanningAuthority.

In the interest of students,the GO has been issued, said

department officials. Directorsof school, elementary andmatriculation had requestedthe government to extend thetemporary recognition untilMay 31, 2019, but the exten-sion has been allowed till May2018.

Under RTE Act Section 18(5), it is mandatory for schoolsto have recognition to makeádmissions under the quota.Besides the RTE admissiongetting affected, students willnot be able to write boardexams in schools where thereis no recognition. The transportdepartment also cannot issuefitness certificates for vehiclesof unrecognised schools.

However, the GO says that746 schools have been exclu-

ded from this temporaryrecognition as a court case ispending.

While private school associa-tions welcomed the extension,they said it would be better togrant exemption for old schools.“More than 90% of schools don’thave the structure that isrequired for approval from theplanning authorities. It isbetter to apply these rules tonew schools. Giving theseschools a long term extensionis what many prefer, asregularising the structuresnow is a difficult task,” said K.Nandakumar, secretary ofTamil Nadu Nursery, Primary,Matriculation and HigherSecondary Schools Associa-tion.

Two car thieves held,9 vehicles recovered

The city police arrested twocar thieves on April 22 andseized nine stolen vehicles fromthem.

In Ashok Nagar, policedetained N. Sadam Hussain (25)after they found that the car hewas driving bore a regis-trationnumber that was different fromthe one mentio-ned in the RCbook. The man was taken to anearby police station andquestioned.

During interrogation,Sadam, a resident of Moon-gilerinear Pammal, told police thathe was part of a gang which soldstolen cars after forgingownership documents.

After gathering informationfrom Sadam, police recoveredseven stolen cars from AshokNagar, K. K. Nagar, Pulian-thope, Mylapore and Otteri.Police have formed a team totrace the other members of thegang. In a similar arrest, policenabbed G. Sir, There is an increase in the demand forpower in Tamilnadu due to the summer.

At midnight on April 26, a failure in theManali-Mylapore power distribution line leftseveral localities including Nandanam,Teynampet, Mylapore, Nungambakkam,Triplicane, Sowcarpet, some parts of AnnaNagar and most parts of north Chennai with-out power.

The same day, NTPC, a joint venture part-ner of the Tamil Nadu Electricity Board(TNEB), stopped supply of 1,000MW power tothe state power utility from its two thermal

Further, it has not thought it fit to create anynew facilities for future needs looking into theproliferating population in the city.

Due to the uncontrolled real estate develop-ment, a number of water bodies have disap-peared, and this has seriously impacted water

storage levels.It, therefore, becomes incumbent upon the

present government to take immediate stepsto tide over the situation. Instead of tradingbarbs or blaming the monsoon, it should, atleast now, wake up to the realities and workfast to deepen the existing lakes which supplywater to the city and also remove silt wherevernecessary.

The newly constructed RTO (West) Officebuilding on Bharathidasan Road, K. K. Nagar,which was ready for occupation several monthsback, is yet to be inaugurated. According to anofficial, the office has not been opened due todelay in EB connection and some minor work.

The office has been functioning out ofMambalam Taluk Office for several years.
