    Aside rom meeting his host, SeanBarrett, Speaker o Dail Eireann, theLower House o the Irish Parliament, inthe course o his visit, Speaker Veljanoski

    also met Irish President Michael D.Higgins, Minister or European A airLucinda Creighton, and representativesthe Joint Committee on European UnioA airs, the Irish-Macedonian FriendshGroup, and the Macedonian communityin Ireland.     A high-ranking delegation o the Government o the Republic o Macedonia led by Prime Minister Nikola Gruevski paid a visitto the Republic o Kazakhstan rom 22 to 25 May. During the visit, Prime Minister Gruevski had a bilateral meeting in Astana

    with Serik Akhmetov, his Kazakh counterpart, and a workinglunch with Nursultan Nazarbayev, President o the Republic o Kazakhstan.

    Prime Ministers Gruevski and Akhmetov agreed at theirmeeting that there were no open issues between the two costressing that the good and riendly relations should go hanhand with closer economic cooperation.

    Prime Minister Gruevski also attended the VI AstanaEconomic Forum and took part in the session Dialogue oleaders: Ensuring sustainable economic growth in G-Globa

    ormat. He said on that occasion that the global economyunder the in uence o the global challenges, as experts weunable to pinpoint the solutions to the problems generated bEuropean debt crisis.

    Macedonian Prime Minister NikolaGruevski, the patron o the con erence,

    said in his opening address that individualhuman rights and values were prerequisites

    or prosperous inter-human, inter-religiousand inter-cultural relations and thatdialogue was a mechanism to put them intopractice. He also added that the need ordialogue and religious tolerance today wasindispensable and that as never be ore thisdialogue had an impact on the protectionand maintenance o global security.

    Culture Minister Elizabeta Kanceska-Milevska and Valentina Bozinovska,Director o the Commission or Relations

    with Religious Communities and Groupaddressed the con erence as well.

    Macedonian President Gjorge Ivanovunderlined in his closing address that inthe past six years Macedonia, organizinthree world con erences, demonstrated it was capable o brining di erent religleaders at the same table. He also said thMacedonia had a centuries-long traditioo coexistence and religious tolerance awas one o the ew countries in Europwhere Orthodox Christians and Muslimworshipped God under the same roo .

    Within his working visit to the Kingdomo Denmark on 13-14 May, Nikola Poposki,Macedonian Minister o Foreign A airs,held separate meetings with Villy Svndal,Danish Minister o Foreign A airs, andNicolai Wammen, Minister or EuropeanA airs.

    Foreign Ministers Poposki and Svndalshared views at their meeting about thepolitical and economic relations betweenthe two countries and the process o integration o the Republic o Macedoniainto the EU and NA O, as well as aboutregional and multilateral issues. TeDanish minister said on that occasion hewas certain the Republic o Macedoniawas going to maintain the rate o carrying

    out re orms. Also, he recon rmedDenmarks support, both political andtechnical, in the process o MacedoniasEU integration.

    Foreign Minister Nikola Poposki saidin his address at the start o the debatethat the representatives o the Macedoniancommunity abroad were the rstambassadors o the country.

    Our aim is to make Macedonia abetter place to live and those that do notlive in Macedonia yet maintain relations

    with us may certainly contribute tothis by promoting our country eitheras a good tourist destination or anattractive destination or doing business.Whether we do enough in this context isa completely legitimate question, yet nomatter how much we do, we can still domuch more, Minister Poposki said.

    Vasil Naumov, Director o the Agency or the Diaspora, stressed that a procedure

    o establishing a council o diasporainvestors was in progress. With a view totapping the potential o the diaspora, hesaid, we need to de ne their exact number,

    which is why diaspora mapping has beundertaken.

    Foreign Minister Nikola Poposki attended the con erence entitled10 Years afer Tessaloniki: An Appraisal o the EU Perspectiveand Challenges in the Western Balkans in Dublin on 24 May.Te changes to the enlargement policy o the EU in general andin relation to the Balkans, the post-Lisbon challenges the crisiso the euro, the economic stabilization and the uture steps inintegrating the Balkan countries into the EU were all discussed

    at the con erence.In his address at the session ocusing on the uture o theUnions enlargement with the Balkan countries, MinisterPoposki said that or the Balkans there is no other credible andsustainable alternative to ull European integration, emphasizingthat the Republic o Macedonia has been continuously meeting allCopenhagen criteria or opening membership negotiations withthe EU, as, in act, con rmed by the European Commission in itsSpring Report.

    Foreign Minister Nikola Poposki participated in the 123rd sessiono the Committee o Ministers o the Council o Europe inStrasbourg on 15 and 16 May, centering on the Councils activitiesin ensuring long-term e ciency o the European Convention onHuman Rights, the politics toward the neighboring regions andthe cooperation with the European Union.

    Minister Poposki addressed in his speech the re orms and theuture activities o the Council o Europe, underlining the need

    o ocusing those activities on the bid or seeking out a responseto the numerous challenges that the citizens o Europe ace and

    which result rom the deepening economic crisis, the misinstitutions and the rise o extremism.

    With the ormal meeting o the ministerso oreign a airs o the participating stateso the South East European CooperationProcess (SEECP) in Ohrid on 31 May, theRepublic o Macedonia ended its one-yearsuccess ul Chairmanship o the SEECP.Macedonian Foreign Minister NikolaPoposki chaired the meeting, which,in addition to the ministers o oreign

    a airs o the SEECP participating states,was also attended by EU EnlargementCommissioner te an Fle, RegionalCooperation Council (RCC) Secretary General Goran Svilanovi and otherspecial guests, including Petrit Selimi,Deputy Minister o Foreign A airs o theRepublic o Kosovo, and high-rankingrepresentatives o a number o internationalorganizations.

    Opinions about the current stateo a airs in the Region were shared atthe meeting. Te Annual Report o theRegional Cooperation Council Secretary

    General 2012-2013, the RCC Strategy andWork Program 2014-2016 and the OhridDeclaration were also endorsed and aJoint Statement o the ministers o oreigna airs o the SEECP participating stateswas adopted. Te Ohrid Declaration,inter alia, highly praised the MacedonianChairmanship o the SEECP and theimplemented agenda that was highly

    dynamic. Minister Poposki in ormedthe attendees on the attained prioritiesover the course o the MacedonianChairmanship and stressed in this regardthat Macedonia success ully chaired over30 ministerial and expert meetings. TeSEECP enables us to maintain stability and strengthen prosperity, MinisterPoposki underlined and added that theregion had witnessed massive changes. Inthis context, he said, it has to be pointedout that the spirit o solidarity in buildingcloser relations o cooperation among usprevailed.

    Minister Poposki stressed in his speethat this year was marked by numerousopportunities or continuing the proceo EU enlargement, reiterating themessage that the Tessaloniki agendashould translate into actions. In thiscontext, we appeal to the European Unand its member states to continue workon the process o enlargement, he sai

    Radu Podgorean, State Secretary or Foreign A airs o Romania, theollowing chair o the SEECP, deemed the

    meeting in Ohrid as a step ahead towardEuro-Atlantic integration and said thatRomania strongly backed the Europeanaspirations o the Western Balkans. IvanMrki, Minister o Foreign A airs o theRepublic o Serbia, said in the capacity o a previous chair that all countries o the region moved toward the same goal

    ull- edged membership o the EuropeanUnion. Goran Svilanovi, Secretary General o the Regional CooperationCouncil, highly praised the success o the Macedonian SEECP Chairmanshipand stressed that urther progress in theprocess o European integration requiredresponsibility and readiness or tacklingissues relating to economic and socialdevelopment, justice, internal a airs,energy, human capacity building, security,media independence, etc.

    On the sidelines o the meeting,Minister Poposki had a bilateral meetingwith his Bulgarian counterpart KristianVigenin, which was, in act, their rstmeeting ollowing Vigenins recentappointment to this position. He also

    had meetings with Serbian ForeignMinister Mrki and Kosovo Deputy

    Foreign Minister Selimi. At MinisterPoposkis meeting with his Croatiancounterpart Vesna Pusi, the Agreementon Euro-Atlantic Partnership betweenthe Governments o the Republic o Macedonia and the Republic o Croatiawas signed.

    Te fh annual meeting o theRegional Cooperation Council wasalso held within the ramework o theMacedonian Chairmanship o the SEECPon 30 May. Opinions were shared at themeeting concerning regional cooperationand the current situation in the regiono Southeast Europe, while the AnnualReport o the RCC Secretary General orthe period between 15 May 2012 and 25April 2013 and the RCC 3-year Strategy

    and Work Program 2014-2016 werepresented and endorsed.

    Te 10th Con erence o Presidents oParliament o the SEECP was also helwithin the ramework o the MacedonSEECP Chairmanship in Ohrid on 27-2May. It was agreed at the Con erence ta Parliamentary Assembly o the couno this region should be ormed durinnext SEECP Chairmanship in BuchareTe new regional body, the ParliamentarAssembly o the SEECP, as MacedoniParliament Speaker rajko Veljanoski pit, should contribute to the promotion ocooperation and coordination o e ortsthe Parliaments o the participating stain turning the region into a zone o peastability, solidarity and good neighborlcooperation in the best interest o allcitizens and countries in Europe.

    Mr. rbedar, as an expert on oreignpolicy studies at the InternationalPolicy Research Institute (IPRI) at theEconomic Policy Research Foundationo urkey ( EPAV), could you please

    introduce us to the work and activities o the oundation and the institute?

    EPAV was ounded in December2004 with the support o the Union o Chambers and Commodity Exchangeso urkey ( OBB). It is a private, non-partisan, and non-pro t think-tank devoted to independent research. Temission o EPAV is to contribute to thecompetitiveness o the urkish privatesector, the public policy design and thecapacity building needs o the publicsector. Its major working disciplinesare governance, economic policy and

    oreign policy. EPAVs scope o activitiesare consultancy and advisory services,policy design, strategy development,impact assessment, surveys and eldstudies, monitoring and evaluation,project management and implementation,capacity building and training, organizingacademic events and networking. Tereare ten institutes and our working centresestablished under the auspices o EPAV.

    urkey is a country that supports theRepublic o Macedonia in all areas. urkey was among the rst countries to recognizeMacedonias independence under itsconstitutional name. urkish o cials say

    on every occasion that they see urkey and Macedoniaas neighbors, despite theabsence o a commonborder. Te two countries

    attach great importance totheir bilateral relations andthere is also mutual desire to

    urther develop cooperation.urkey and Macedonia

    have a common visionregarding how disputes inthe Balkans can be resolved.In my opinion, the twocountries should make gooduse o the existing riendly ties between them so asto urther advance theireconomic relations.

    urkeys economicdevelopment over the last years has had an impact onthe entire Balkan region,including the Republic o Macedonia, as evidencedby the increased number o

    urkish direct investments.What do you expect in the uture interms o the economic cooperation

    between the Republic o Macedonia andthe Republic o urkey?

    urkey's political and cultural relationswith the Balkan countries are at asatis actory level. Although economicrelations are improving rom year to year,they are still ar rom being at the desiredlevel. urkeys ree trade agreementswith the countries o the region, theprivatization processes in the region,the investment incentives, the tradepossibilities with third countries andthe easy access to quali ed labour orce

    make the Balkans attractive to urkishbusinessmen.

    countries was 2.9 billion USD in 2000and rose to 17.5 billion USD in 2012. Ethough in the last twelve years urkey

    in thepressWe need to promote NA Oenlargement and reward Macedoniaand Montenegro, thus encouragingthe aspiring countries such asBosnia and Herzegovina, Kosovoand Serbia, saidMichael Turner,

    US Congressman from Ohio and member of the Macedonian caucusat the US Congress on 7 May 2013.

    NATO Secretary General AndersFogh Rasmussensaid at a meetingo the European ParliamentsCommittee on Foreign A airson 7 May 2013 that a solution tothe name issue between Skopjeand Athens was possible.

    However, in his view, thissolution may be achieved i there is political will on bothsides. He took the occasion to

    send an encouraging message toMacedonia and Greece or inalresolution o the name issue.

    We are ready or the accession

    talks once a solution to the nameissue is ound. I encourage allparties involved to make their bestand ind a solution to this issue.

    British Foreign Secretary WilliamHague said on 31 May that he hopedthat the European Council wasgoing to set Serbia and Macedoniadates or opening accessiontalks at its meeting in June.

    to this, urkey invested 14% o its totalFDI in the Balkans. On the other hand,between 1972 and March 2013, urkey undertook 7,051 construction projectso a total o 245.7 billion USD all aroundthe world. Te share o the ten Balkancountries o this sum stood at 4.6%, or 11.2billion USD.

    Macedonias share o urkeys trade volume with the ten Balkan countrieswas only 2.2 percent in 2012. Generally,

    urkeys oreign trade volume with theWestern Balkan countries is at quite low levels. According to data o the Ministry o Economy o urkey, by February 2013the cumulative value o urkish FDI inMacedonia was 621 million USD. Tismeans that within the shares o urkeystotal FDI in the ten Balkan countries 13%goes to Macedonia. By March 2013 the

    value o urkish contracting services inMacedonia reached 946.2 USD.urkey is making sincere e orts to

    urther develop its economic relationswith all Balkan countries. However, thestate is not the one that invests, but itis the private sector. As a state urkey is encouraging urkish businessmen todo more business in the Balkans, but asalways their investment decisions aretightly connected to the improvement o the investment climate o a given country.By sharing best practices amongst eachother, seeking common comparativeadvantages and rein orcing regionalcooperation, the Balkan economies willbe able to make the region more attractive

    to oreign investors. I hope that as urkey continues to strengthen economically, itswel are will spill over to the surroundingareas too.

    Mr. rbedar, what determines successin the oreign policy o the Republic o

    urkey and what are the parameters o this policy towards the Balkans. Whatare your standpoints?

    As o 2002, urkey entered a processo important social and politicaltrans ormation accompanied by a rise innational income per capita that eventually positioned urkey as the 16th largesteconomy in the world. Economic success,along with the improving politicalstability in the country, led to the growtho sel -con dence in urkeys oreign

    policy. With a proactive oreign policy spanning rom the Balkans to the MiddleEast and the Caucasus, urkey endeavorsto contribute to the peace and stability in these regions. At the same time, whileworking towards a global order basedon justice, equality and transparency,

    urkish leaders envision their country notsolely as a regional power, but as a globalpower. In line with this, urkey has takena pro-active stance and ollowed a multi-dimensional oreign policy approach.

    urkeys twin goals are: rst to makepeace with its neighbors through policieso conciliation, and second to act as anagent o mediation between its clashingneighboring countries.

    Doors o riendship between urkeand the Balkan states have been openelong ago. And with varying intensity,

    urkeys interest in the Balkans has bea constant throughout the history o thRepublic. urkeys active presence in Balkans is not something new.     Your Excellency, twenty years since the es-tablishment o diplomatic ties between theRepublic o Macedonia and the Republic o Finland will be observed on 27 December2013. How do you assess cooperation be-tween our two riendly countries and pos-sibilities or its uture enhancement in all

    elds o common interest?Bilateral relations between Finland andMacedonia are excellent, as proven by the

    requent high level political visits betweenour countries over the last ew years.However, it is true that bilateral cooperationcould be enhanced, particularly in the feldo trade and investments. I think tourism

    rom Finland to Macedonia, to Lake Ohridin particular, has potential or growth. Also,there is a growing interest in Macedonianwines in the Finnish consumer market.

    Macedonias integration with theEuropean Union provides a natural

    ramework or bilateral cooperation. Asa Nordic country, Finland is also keen onsharing its experiences and best practices onregional cooperation with the Nordic andBaltic Sea region. Regional cooperation isimportant especially in view o Macedoniasintegration with the EU. Macedonia hasbeen playing an active role in many regionalcooperation arrangements, such as theSEECP, which Macedonia currently chairs.

    Te meetings at the level o heads o stateand government between the two countriesare rare and irregular. What is your view on

    the possibility and need or closer coopera-tion at the highest level aiming to give anadditional impetus or increased coopera-tion between the Republic o Finland andthe Republic o Macedonia?I would not say that high level meetingsat the government level are rare. On thecontrary, there have been numerousministerial visits rom Macedonia to Finland,such as Prime Minister Gruevskis visit toFinland in June 2012 and Foreign MinisterPoposkis visit to Finland in October 2012 tomention but a ew. Te Finnish Minister o the Interior visited Skopje in April 2013. In

    addition, high level bilateral meetings havebeen arranged in the margins o multilateralevents, such as the UN General Assembly.

    High level visits are a use ul tool to osterbilateral cooperation, but also to discussmany regional and international issues. Inthis respect, I am confdent that these highlevel visits between our two countries willcontinue also in the uture.

    During the recent visit o the Finnish Min-ister o the Interior, Pivi Rsnen, to theRepublic o Macedonia, numerous initia-tives or enhancing cooperation with theaim o bene ting rom the Finnish Euro-pean integration experience and or jointprojects under the ministries o the interior,educational projects and projects or mi-gration fow management were instigated.In addition, numerous wining projectssupported by Finland have been realized inthe Republic o Macedonia. Are there any possibilities or expanding cooperation withother wining projects in other elds?As I mentioned earlier, EU integration pro- vides a natural ramework or cooperation,and the European Commission unded

    winning and aiex cooperation have provento be an excellent instrument to providetechnical assistance and support rom ad-ministration to administration. In additionto the above mentioned sectors, Finland isinterested in o ering expertise in the felds o environment, agriculture and orestry, edu-cation and public administration re orm, and

    social wel are, just to mention a ew.O course, I also hope that the recent visito the Minister o the Interior will lead topractical cooperation in the feld o justiceand home a airs.

    Te economic cooperation between the twocountries is at a relatively low level. In Juneo 2012, a Macedonian delegation headed by Prime Minister Nikola Gruevski presentedthe bene ts o investing in the Republic o Macedonia be ore representatives o Finnishcompanies at a business orum in Helsinki.Is there any interest with the Finnish com-

    panies in making direct investments in theRepublic o Macedonia?Finnish companies are currently very care uwith any investments due to the economiccrisis in Europe. So ar, there have been noFinnish investments in Macedonia, but thiscould change when economic growth in theentire South Eastern Europe picks up. I alsobelieve that the start o the accession negotiations with the EU will increase the interest o

    the Finnish business in Macedonia.Macedonia has done a lot to promotethe country to investors and has the highestscores in the region in various DoingBusiness indexes. However, it is importantthat Macedonia continues implementingre orms that improve its business andinvestment climate. Many o these havebeen covered by the High Level AccessionDialogue with the EU.

    In addition, I would like to emphasizethe importance o internal political stability

    or investors when making decisions oninvestments abroad.

Your Excellency, how do you assess the possibility or the Republic o Macedonia to be set a date or opening EUaccession talks in June?Finland has been supportive o the starto the accession negotiations based onthe recommendations o the European

    Commission since 2009. We think this wouldbe the best way to support re orms in thecountry and it would be a win-win situation

    or the entire region.I personally hope that a decision in

    June could be made to start the accessionnegotiations with Macedonia. However, aconsensus in the EU Council o Ministersis needed. Even though the European

    Te Macedonian Opera and Ballet is a

    national institution that has existed with nointerruptions or 66 years. It was oundedin 1947 as part o the Macedonian NationalTeater, which, until 2004, had threeensembles: drama, opera and ballet. Withan act o the Government o the Republico Macedonia in 2004, it was proclaimedan independent national institution withits present title Macedonian Opera andBallet National Institution headquarteredin Skopje.

    Te Macedonian Opera and Balletmade its rst steps with a small team o pro essionals that expanded later with new members rom the amateur orchestrasand choir ensembles through auditions.When Lovro Matacic, the world-renownedconductor, came to Macedonia, the rise o the opera began. Te orchestra, the choirand the team o soloists were all completeand a varied repertoire policy, also knownas the iron repertoire, started takinge ects.

    Tese conditions ensured theinstitutions growth and quality and

    also contributed to the possibility o itspromotion outside Macedonias borders, inall centers o Yugoslavia (Belgrade, Zagreb,Ljubljana, Sarajevo, Novi Sad) and beyond d (Poland), Nurnberg (Germany),Bucharest (Romania), So a (Bulgaria),

    irana (Albania), etc. Te rise and growtho the Macedonian Opera and Balletboosted audience interest, which was themotive to launch the May Opera EveningsFestival in 1972.

For instance, as it is very well known, urkey has ully supportedthe right o Macedonia to determine itsconstitutional name since the beginning.In this regard, I want to reiterate oncemore that we openly and strongly opposeactions aimed at preventing MacedoniasEU membership on grounds that are notrelated to its per ormance or obligations

    stemming rom its aspirant status. Te

    same concern applies to MacedoniasNA O membership.Another aspect o our deep-rooted

    riendly relations is the human bondsbetween the peoples o urkey andMacedonia. Tis unique piece o geograhas been the home to millions o Balkanationals or more than six centuries. Ocultures were molded together during thOttoman Empire or centuries. Nowadathere are citizens o urkish descent ankinsmen living here, as well as citizenso Macedonian descent living in urkeAlthough urkey is at an equal distancetowards all the ethnicities in the countrythe urkish community, which is strongloyal to the Republic o Macedonia,contributes to urther advancement o
