What is a Career Roadmap for Machinist's Mate?
Machinist's Mate roadmaps are just what the name implies - a roadmap through the Enlisted Learning and DevelopmentContinuum from Fireman Recruit through Master Chief. The principal focus is to standardize a program Navy wide by featuringthe existing skills necessary to be successful in the Navy. The ultimate goal of a roadmap is to produce a functional andcompetent Sailor.
What is the Enlisted Learning and Development Continuum?
Enlisted Learning and Development Continuum is the formal title given to the curriculum and process building on the foundationof Sailorization beginning in our Delayed Entry Program through Recruit Training Command and throughout your entire career.The continuum combines skill training, professional education, well-rounded assignments, and voluntary education. As youprogress through your career, early-on skill training diminishes while professional military education gradually increases.Experience is the ever-present constant determining the rate at which a Sailor trades skill training for professional development.
Do Sailors have to follow the Roadmap?
Yes. The Machinist's Mate roadmap includes the four areas encompassed by the Continuum in Professional Military Educationto include; Navy Professional Military Education (NPME), Joint Professional Military Education (JPME), Leadership andAdvanced Education.
Some training and education is mandatory (Recruit Training, Machinist’s Mate School at Great Lakes, E-Learning, etc.). Somemay be directed by your chain of command (Microsoft Excel and PowerPoint courses), and the remainder is voluntary (MNP, E-Learning, college courses, etc.). Sailors are advised to seek out mentors, including your Command Master Chief, SeniorEnlisted Advisor, Leading Chief Petty Officer, Leading Petty Officer and Command Career Counselor, and to make use of yourNavy College Virtual Education Center (VEC) or OCONUS Education Office's vast resources. All are uniquely qualified to helpyou along the way.

Machinist's Mates (Surface). MMs operate and maintain steam turbines and reduction gears used for ship propulsion and auxiliary machinery such as turbo-generators, pumps and oil purifiers. They also maintain auxiliary machinery outside of main machinery spaces, such as electro-hydraulic steering engines and elevators; operate and maintain desalination plants used to make fresh water from sea water; operating and servicing refrigeration plants and air conditioning systems. Tours at NPC and BUPERS require special screening. 4. Tour at BUPERS 3 as an Enlisted Community Manager or Enlisted Community Manager Technical Adviser is for high-performing E8s or E9s. It is a highly competitive tour requiring thorough understanding of the Rating and manning and manpower policies. ECMs handle multiple Ratings affecting thousands of Sailors, adjudicate Career Waypoints applications, develop and present advancement quotas, school quotas, accession and strength policies and initiatives for community health. 5. The Boiler Inspector (SGPI) NEC 749B program is open to E-7 and above. Sea duty for the (SGPI) Inspectors is limited to LHA/LHD Class ships. NEC 749B duty is mostly shore duty.

6. MMs serving on Steam Propulsion Ships are encouraged to complete their EOOW qualifications. 7. MMs serving on Non-Steam Propulsion Ships are encouraged to become leaders or members of major command training teams such as ETT or DCTT. 8. MMs at pay grades E-7 thru E-8 are encouraged to complete a 3M tour either at sea or as a 3M Inspector ashore. 9. NEC information: a. U14A - Cryogenics Technician, Overseas Shore Based Equipment Operator/Maintainer operates, tests, inspects, and performs organizational and intermediate level maintenance on shore based (overseas) high and low pressure liquid oxygen and nitrogen generating plants in the manufacture of liquid oxygen and liquid nitrogen. Tests liquid oxygen and liquid nitrogen for purity and acetylene contamination. Performs required checks on O2/N2 compressed gas cylinders both prior to and after charging them to proper pressure. Operates and maintains mechanical refrigeration systems, reciprocating high pressure and centrifugal low pressure air compressors, cryo generators, vacuum pumps, and gaseous distribution systems. Detects, analyzes and corrects abnormal situations which may arise during operation of liquid oxygen/nitrogen generating plants. b. 734B - Steam Propulsion Maintenance Supervisor supervises organizational level maintenance and conducts onboard maintenance training on conventional propulsion boilers, steam propulsion engines, forced draft blowers, associated machinery, ship service turbine generators (SSTG), steam plant controls/regulating components (less automatic boiler controls), supporting auxiliary equipment, valves and piping systems. Conducts equipment material inspections, identifies abnormal equipment conditions and initiates corrective action. Maintains a current inventory of all required maintenance/repair records, technical documentation, special tools and repair equipment. c. U16A - Shipboard Engineering Plant Program Manager administers, manages and evaluates shipboard engineering programs. Recognizes engineering systems and major components external to the propulsion plant which comes under the cognizance of the Engineering Officer of the Watch (EOOW). Evaluates operating conditions and makes recommendations to the engineering officer. d. 736B - NAMTS Pump Repair Technician performs Navy Afloat Maintenance Training Strategy (NAMTS) organizational and intermediate-level maintenance procedures, inspecting and repairing marine main propulsion and auxiliary pumps and associated equipment in support of Fleet-directed requirements. Demonstrates knowledge of intermediate-level repair procedures, repair and maintenance standards, quality assurance specifications, and proper use of maintenance industrial machinery. e. U17A - NAMTS Air Conditioning and Refrigeration Technician performs Navy Afloat Maintenance Training Strategy (NAMTS) intermediate-level support procedures including inspecting, troubleshooting, and repairing air conditioning systems and compressors in support of Fleet-directed requirements. Demonstrates knowledge of intermediate-level repair procedures, repair and maintenance standards, quality assurance specifications, and proper use of maintenance industrial machinery. f. U18A - NAMTS Heat Exchanger Repair Technician performs Navy Afloat Maintenance Training Strategy (NAMTS) intermediate-level maintenance procedures in the inspection, repair, and testing of heat exchangers and related components in support of Fleet-directed requirements. Demonstrates knowledge of intermediate-level repair procedures, repair and maintenance standards, quality assurance specifications, and proper use of maintenance industrial machinery. g. 741B - High and Low Pressure Cryogenic Technician operates, tests, inspects, and performs organizational and intermediate level maintenance on high and low pressure liquid oxygen and nitrogen generating plants. Tests liquid oxygen and liquid nitrogen for purity and acetylene contamination. Performs required checks on O2N2 compressed gas cylinders prior to and after charging them to the proper pressure. Manufactures liquid oxygen and liquid nitrogen by operating liquid oxygen and nitrogen generating plants to achieve capacity production under various climatic conditions. Operates and maintains mechanical refrigeration systems, reciprocating high pressure and centrifugal low pressure air compressors, cryogenerators, vacuum pumps, and gaseous distribution systems. Detects, analyzes, and corrects abnormal situations which may arise during the operation of liquid oxygen/nitrogen

generating plants and associated equipment as prescribed on PMS maintenance requirement cards and applicable instructions. Documents corrective maintenance on relevant MDCS forms. h. 742B - Refrigeration and Air Conditioning Systems Technician starts, operates, performs organizational and/or intermediate level maintenance and overhauls all types of refrigeration, cooling and air conditioning equipment utilizing centrifugal or reciprocating compressors, including accessories and controls. Identifies abnormal conditions and corrects malfunctions that may lead to inadequate refrigeration, cooling or air conditioning. Performs refrigerant recovery and recycling in accordance with section 608 of the Clean Air Act as amended. Universal certification in accordance with EPA mandate is required. i. U19A - UNREP Equipment Mechanic operates and performs organizational level maintenance on hydropneumatic and electro-hydraulic equipment and machinery associated with UNREP Systems. Tests and repairs hydraulic power supplies, circuits, motors, valves, and other components. j. 743B - Shipboard Elevator Hydraulic/Mechanical System Mechanic tests, inspects, and performs organizational maintenance on shipboard weapons and cargo handling elevators on a system and component level. Troubleshoots and repairs hydraulic, mechanical and hydromechanical systems and equipment, not including electronic and electrical components and interfaces. Coordinates efforts with operators and maintainers of other ratings using or servicing the systems. k. 746B - Outboard Engine Maintenance Technician performs periodic and routine maintenance, preoperational and operational inspections, troubleshooting procedures, and repairing outboard engines. l. U28A - LAMPS MK III RAST Mechanical Maintenanceman performs organizational maintenance on Recovery Assist, Securing and Traversing (RAST) system hydraulic and mechanical subassemblies. Removes and replaces failed modules and piece parts. m. U30A - Auxiliary Systems Technician performs at the organizational level, operational procedures and preventive and corrective maintenance on auxiliary systems onboard CG-47 and DDG-51. n. 748B - Boiler Repair Technician performs intermediate level maintenance on marine propulsion boilers. Reviews and maintains records and reports pertinent to boiler repair. o. 749B - Main Propulsion Steam Generating Plant Inspector inspects material condition, monitors general readiness, and diagnoses improper operating procedures and equipment casualties/failures. Recommends operational and maintenance corrective measures . Details repairs of all marine main propulsion plant boilers, auxiliary/waste heat boilers, steam catapult accumulators, re-boilers, appurtenances, component systems or related electronic automatic pressure and temperature control systems such as combustion and feedwater control systems, fill and blowdown systems and steam generating plant ancillary equipment (feed and fuel pumps, forced draft blowers, deaerating feed tanks, etc.). Evaluates Boilerwater and Feedwater Test and Treatment Program, OLV Boiler Flexibility Program, reviews associated operational and maintenance records and witnesses prescribed steam generating plant tests. p. 750B - Automatic Boiler Controls Console Operator stands watch on Automatic Boiler Control Console, identifies abnormal in-plant conditions that lead to emergencies and/or casualties, and initiates corrective or emergency actions/procedures when such conditions arise. q. 751B - Electronic Automatic Boiler Controls Maintenance Technician performs organizational level maintenance on electronic automatic boiler controls systems, steam plant control systems (chameleon), boiler combustion monitoring systems, boiler ignitor system. Maintenance includes preventive and corrective maintenance, troubleshooting, calibration, and testing on system and subsystem components. r. 761A - NAMTS Hydraulics Repair Technician performs Navy Afloat Maintenance Training Strategy (NAMTS) organizational and intermediate-level maintenance procedures on hydraulic systems and components of propulsion machinery, auxiliary equipment, and outside machinery in support of Fleet-directed requirements.

Demonstrates knowledge of intermediate-level repair procedures, repair and maintenance standards, quality assurance specifications, and proper use of maintenance industrial machinery. s. U34A - NAMTS Outside Machinist performs Navy Afloat Maintenance Training Strategy (NAMTS) intermediate-level on all types of main propulsion systems, equipment, and auxiliary machinery in support of Fleet-directed requirements. Demonstrates knowledge of intermediate-level repair procedures, repair and maintenance standards, quality assurance specifications, and proper use of maintenance industrial machinery. t. 768A - Oil Analysis Operator/Evaluator performs analysis and evaluation of oils/lubricants. Uses spectrometric analysis to evaluate oil/lubricants for wear metals. Uses physical property tests to evaluate oil/lubricants for properties such as viscosity, particulate presents, water, or other chemical presents and flash point. Maintains records of analytical data. Performs trend analysis. Recommends subsequent actions and reports findings. u. U57A – Senior Auxiliary Engineering Course. Provides senior auxiliary engineering Machinist Mates (MM) (paygrades E6 through E9) serving at sea in senior auxiliary engineering Machinist Mates (MM) leadership roles for management and supervision of equipment material condition assessments, preventative maintenance, trend analysis and troubleshooting, and corrective maintenance. Provides administrative responsibilities required to support auxiliary engineering personnel and off-ship personnel in their performance of organizational-level maintenance tasks, promoting consistency across ship classes in the supervision of auxiliary equipment maintenance.

JOB DESCRIPTIONAccording to the Bureau of Naval Personnel (BUPERS), the job of an MM is to "operate, maintain, and repair(organizational and intermediate level) ship propulsion machinery, auxiliary equipment, and outside machinery, such as:steering engine, hoisting machinery, food preparation equipment, refrigeration and air conditioning equipment, windlasses,elevators, and laundry equipment. Operate and maintain (organizational and Intermediate level) marine boilers, pumps,forced draft blowers, and heat exchangers; perform tests, transfers, and inventory of lubricating oils, fuels, and water.Maintain records and reports, and may perform duties in the generation and stowage of industrial gases." Enlistees aretaught the fundamentals of this rating through on-the-job training or formal Navy schooling. Advanced technical andoperational training is available in this rating during later stages of career development. -- NAVPERS 18068F Machinist's Mate (Surface) generally fall into one of Two roles: Propulsion MechanicsThe core job of an MM is the engine room. A mechanic's job in the engine room is to operate the steam plant that providespropulsion, electric power (along with Electrician's Mates), potable water, and service steam to the ship. MMs operate theboilers that generate the steam (this job was previously done by Boiler Technicians, but the BT rating merged withMachinist's Mates in 1997) and use it to operate main engine (propulsion turbines), turbo generators, distilling units, andvarious auxiliary turbines. MM's working in the propulsion plants are often referred to as Pit Snipes, or Snipes for short. Machinist's Mates responsible for the propulsion plant are found in Machinery Division (or Main Engine Division, MainPropulsion Division, etc.. in some ships), commonly referred to simply as M-Division or MP-Division. On surface nuclearships, propulsion mechanics are found in Reactor Propulsion Division (commonly still referred to as M-Div), ReactorMechanical Division (RM), Reactor Laboratories Division (RL). Auxiliary MechanicsThe other major place to find Machinist's Mates is in the Auxiliaries Division of Engineering Department, often referred to as"A-gang". Mechanics in this role work on mechanical equipment outside of the engine rooms, to include the dishwashers inthe galley, laundry machines, AC&R (Air Conditioning and Refrigeration) units, O2/N2 (liquid oxygen and nitrogen) units,lifting and hoisting gear, and other equipment as designated by the Engineering Officer (Chief Engineer, or CHENG).Members of "A-Gang" may also help DC Men, Gunner's Mates, or other ratings.

SELECTION BOARD CHECKLIST FOR SCPO PROMOTION TO MCPO
Step 1 - Review your Official Record to see what documentation, qualifications, etc. may be missing or requiring anupdate. This should be accomplished every six months after promotion to Second Class. However, it is imperative thatthis is accomplished six months prior to a selection board. Check the following three major sections to verify your OfficialRecord:
a. BUPERS Online: BUPERS Online (https://www.bol.navy.mil) is your main tool to ensure your record is up to dateand helps you to be proactive in making the most of your promotion opportunity. You should review your:
1. Official Military Personnel File (OMPF): All active duty and reserve personnel having a BOL account, a CAC(with appropriate certificates) and a CAC-enabled computer can now view their OMPF online by selecting theOMPF option on the BOL main menu page. This is the preferred method of obtaining OMPF information toeliminate the unnecessary time-lags caused by waiting days or weeks to receive a requested CD ROM.
2. If Deployed: Click on "Request Record on CD" to order your Official Military Personnel File (OMPF). Thismust be accomplished four to six months before a board convenes, which will allow time for delivery andupdating of your record if required.
3. Check your Performance Summary Record (PSR) and Enlisted Summary Record (ESR) onhttps://www.bol.navy.mil, click on the "ODC, OSR, PSR, ESR" link.
b. Electronic Service Record (ESR) Self-Service ESR: This can be viewed at (https://nsips.nmci.navy.mil) or on theNavy Standard Integrated Personnel System (NSIPS) ESR server onboard ship.
c. Electronic Training Jacket (ETJ): Log in to My Navy Portal (MNP) and review your entire ETJ making sure thateach section is correct. If not, clicking on "Data Problems" at the bottom of each page which will guide you on howto make corrections or updates.
d. US Navy Awards website: Log in to (https://awards.navy.mil/) to review any awards you may qualify for but wereunaware of. Note that this website is only available from a CAC enabled, NMCI machine.
e. Physical Readiness Information Management System (PRIMS): To log in to PRIMS, first log in to BUPERSOnline at https://www.bol.navy.mil. Then look half way down the page for the PRIMS login athttps://www.bol.navy.mil/bam/.
f. EOSH: The Federal Agency Employee Occupational Safety and Health (EOSH) Toolkit is available athttps://www.osha.gov/dep/fap/eosh_toolkit.html. It provides a one-stop-shop website that includes "just in time"information about maintaining a safe and healthful workplace.
Step 2 - Submit appropriate missing documents to the selection board.
a. Selection board packages provide candidates the opportunity to submit any documents missing from the sectionsof their records which are viewed by the selection boards. MILPERSMAN 1070-080 specifies which documentsfrom the enlisted permanent personnel record are provided to the selection board for review. Any documents themember has verified as missing from those sections of their permanent personnel record may be submitted as aselection board package.
b. For submissions directly to the board and for those circumstances where the eligible candidate cannot get theirofficial record updated and confirmed prior to the selection board convening date:
1. All correspondence should be on plain white paper for readability; paper clipped (no staples, binders, folders,or tabs) and submitted under cover letter to the president of the board. Candidates must verify the correctsubject line and board number (see below) is on their cover letters to ensure their packages appear beforethe proper board.
2. Correspondence must include your Full name and SSN, must be affixed and legible on all documentssubmitted, and must be emailed encrypted to the address provided in the associated NAVADMIN orpostmarked not later than the date listed in the associated NAVADMIN addressed to:

Step 3 - After reviewing your service record - such as evaluations, awards, qualifications, etc. - start reviewing what youcan do to improve yourself, such as:
a. Request a Career Development Board (CDB) through your chain of command.
b. Take a good, hard look at the type of Collateral Duties you are assigned. Review your command collateral dutiesinstruction and talk with your COC and / or appear before the CDB. Take the tough command duties that providethe most involvement in the command as a whole and that have direct Sailor support.
c. Review your current level of education to see how far along you are in earning a college degree and pursue non-resident Navy courses to expand your level of knowledge. Complete the Navy e-Learning courses on MNP thatare recommended in this document. Check Navy COOL (https://www.cool.navy.mil/usn) for any related credentialsfor which you may be qualified.

United Services Military Apprenticeship Program (USMAP): USMAP is available to most active duty occupations and is
certified by the U.S. Department of Labor. This is the largest apprenticeship program operating in the U.S. and is recognized byall 50 states. Completion of one of these programs would qualify you as a journeyman, which could mean a significantly higherstarting salary in the civilian work force. Most programs require 5-8 years to complete but are transferable if you decide to leavethe service prior to completion. USMAP opportunities also exist for SELRES with orders over 12 months.

The Navy College Program (NCP) provides opportunities to Sailors to earn college degrees by providing academic credit forNavy training, work experience, and off-duty education. The NCP mission is to enable Sailors to obtain a college degree whileon active duty. Tuition Assistance (TA):
NAVADMIN 114/19 limit changes as of 1 October 2019: TA provides funds for eligible active-duty personnel to attend approvededucational institutions on an off-duty basis to earn a high school diploma, vocational/technical certificate, or college degree. TApays for tuition. TA will pay for the following amount per career: 120 semester hours, or 180-quarter hours or 1800 clock hours ora combination of semester, quarter and clock hours. TA will pay the following amounts per fiscal year: 12 semester hours, not toexceed $250/credit for semester hours or 18-quarter hours not-to-exceed $166.67/credit for quarter hours or, 180 clock hoursnot-to-exceed $16.67/clock hours or a combination of semester, quarter and clock hours.

Joint Service Transcripts (JST)
JSTs are official military transcripts which are used by colleges to validate your actual credited training. Every Sailor has a
transcript already and access to it is free.

The American Council on Education (ACE)
ACE has reviewed every course listed in the OCCUPATIONAL Roadmap and determined what type of collegiate level credit isrecommended. The ACE identifier, listed with each course, is a source to validate the information and to check for changes asthey occur.

Vocational Certificates
Vocational Certificates are available from most community colleges. Most of your military training can be counted toward theirdegree programs, but they will still require residency credits and approximately 40-75 credit hours. These certificates can be asvaluable as the apprenticeship program in the civilian work force.
College credits by Testing CLEP, DSST
Testing can replace the requirement to attend most of the college courses listed in the Occupational Roadmap. Base EducationCenters offer CLEP and DSST exams for active duty military at no cost. They also offer a comprehensive list of "credit-by-exam"tests. Additionally, many of the tests have study guides available. These tests are available at the base education center orthrough the base library system. For specific testing locations visit the DANTES website.

College Entrance Exams Testing ACT, SAT
The ACT and SAT are both standardized tests that help colleges evaluate candidates. Many colleges require that studentssubmit test results as part of the admission application process. Since Sailors are considered transfer students, these tests arenot generally required for admission. However, some Sailors must take the tests to enter specific military programs.
