Finance System Replacement (the end of FAMMIS)

Hi everyone, 2019 is shaping up to be a big year for Mackay HHS as we continue to work together

to deliver high-quality health services to Queenslanders. Whilst our focus is primarily

on patient-care initiatives there are also “infrastructure” things that we need to focus

on. One such priority for us over the next six months is the replacement of our 21-

year-old financial and materials management system (FAMMIS) with a new finance,

business and logistics solution called SAP S/4HANA. This affects all Queensland

HHSs and is planned to go-live in July 2019.

The move from FAMMIS to SAP S/4HANA will generate many benefits for our

organisation as we move to a modern system that is designed for the future. We

have been working in close partnership with the Department of Health’s Financial

System Renewal (FSR) Program. We have a dedicated Transition Lead (Leanne

Desailly) who works closely with our FSR Program Implementation Manager (Dan

Bartlett) to plan and undertake local change and implementation activities. The aim

of these implementation activities is to ensure all staff are confident and ready to use

the new S/4HANA system on day one!

It is essential all staff are aware that there will be no job losses arising from the

S/4HANA implementation, but there will be the need for certain staff to undertake

new activities in some specific areas. Most staff will be performing the same function,

however S/4HANA will introduce new functionality and a different look and feel. I

recognise that it is important to ensure that appropriate consultative, communication

and training strategies are in place so that all impacted staff are prepared for the

changes ahead.

To support a robust consultation process, a Business Case for Change will be

released in February 2019 and there will be a three-week consultation period to

provide an opportunity for staff, unions and other relevant stakeholders to provide

feedback on the proposed implementation. Staff will be provided with more

information in the coming weeks.

A critical part of the change process will be to ensure that staff are trained in using

the new system. Our FSR team has been undertaking planning activities for system-

based training to ensure users can operate in the new S/4HANA system on day one.

A training needs analysis is underway, which involves looking at the system roles

users will perform in the future to ensure they receive the correct training for their

role. Training modules may be delivered via four different methods - face-to-face,

eLearning, virtual classroom and webinars.

A key priority for me is to ensure staff are supported through the change and are provided with comprehensive training in how to use the new system. Just to give you a little bit of information about SAP S/4HANA, it is an intuitive, user-friendly system that will transform Queensland Health’s approach to finance, business and logistics. It will provide improved better data quality, including real-time reporting, and enable us to keep up-to-date with technological advances, and adopt best practice processes. It’s designed for the future with one important principle at its core—to make business processes simpler for staff.

High Level Change Impacts

Mackay Hospital and Health Service The transition from FAMMIS to S/4 HANA is expected to impact approximately 15,000 staff across

Hospital and Health Services (HHSs) and the Department of Health (DoH - including commercialised

business units). This document provides a high level overview of the degree and type of change

anticipated to impact staff within Mackay Hospital and Health Service (MHHS).

HHS Description

The MHHS provides health services to a population of 180,000 people through four hospitals and a number of

community centres. The majority of services are provided through the Mackay Hospital, which has undergone

significant capital works in recent years and transitioned to a digital hospital in 2018.

Change Impacts

The roll-out of the S/4HANA system is expected to impact staff in a number of ways, which will vary between HHSs and

the DoH due to the different functions performed within the business and the positions that staff hold.

The information contained within this document provides a high level overview of:

• The percentage of staff within MHHS anticipated to be impacted by the implementation of S/4 HANA in some

way

• The breakdown of impacted staff according to occupation stream

• The types of change impacts staff are expected to experience as a result of the implementation of S/4HANA

Data source

The data presented below has been sourced directly from the Queensland Health HR Datacube on 29 November 2018

and confirmed through MHHS’s role mapping return, which were completed on 29 January 2019. This data will assist in

understanding the impact of S/4HANA across MHHS.


High Level Change Impact Analysis

Graph 1 shows the percentage of employees who are likely to

be end users of S/4HANA within the MHHS.

It is important to recognise that, while the transition to S/4HANA

is an important and significant undertaking for QH, most staff

within the MHHS (87%) will not be directly impacted as an end

user. The remaining 13% of staff (estimated to be just over 400

based on current role mapping) have been identified as

potential users of S/4HANA within this HHS.

Graph 2 represents the entire MHHS workforce by occupational group and highlights, based the current role mapping

data, the number of staff likely to be end users of S/4HANA compared with the total number of staff employed within

each occupational group.

Please Note: A small number of staff likely to be end users of S/4HANA were not included in the above graph as they are employed across more than

one occupational stream (generally ‘concurrent’ employees) (n = 5) or they were employees who recently commenced employment (n = 3).

In the context of the rollout, Graph 2 clearly identifies that the largest impact will be for managerial and clerical staff

(approx. 216 end users). This is understandable given most staff who currently use FAMMIS are employed within that

stream in, for example, finance, procurement, purchasing and supply, and warehousing roles.

The role mapping exercise undertaken to determine impacts within MHHS also suggests impacted administrative staff

will be the group to experience the greatest level of change. However, it also highlights that there will be key staff from

other occupational groups, such as nursing and midwifery and health practitioner staff, who will be key to the successful

transition to S/4HANA.

The level of change for other occupational streams will vary, however for most, it will be confined to staff who will,

following the implementation of S/4HANA, approve purchase requisitions on-line rather than using the current

cumbersome paper-based approval process (i.e. using General Purpose Vouchers (GPVs)). Alternatively, it will impact

some staff currently using, for example, the Computerised Maintenance Management System (CMMS) to raise and

manage work orders due to the migration to S/4HANA.

The changes types that impacted employees may experience have been categorised into the following:

Graph 3 shows the change types that will be experienced by the impacted employees across MHHS. It should

be noted that employees may have more than one business role, and each role may incur more than one type of

change.

New processes, doing the same thing differently and going from a manual process to an on-system process or

new module make up a large majority of all changes experienced by impacted employees.

Role Mapping


Role Mapping Definitions The below definitions are provided to support understanding of the attached role mapping

documents.

Role Mapping

Role mapping is the process of working out how the current functions and business processes staff perform as part of

their role will align to the functions and business processes in the S/4HANA system.

Importance of Role Mapping

Role mapping is important as it will ensure all roles and their associated functions are captured.

This is then mapped against the roles and functions in S/4HANA to ensure that staff will be provided with the right

S/4HANA system access and training to perform their role in the system.

Functional Area

A functional area refers to the grouping of people according to the activities they perform in relation to the S/4HANA

functional modules. For example, within the Accounts Receivable functional area, people may perform activities such

as year end processing or raising of invoices.

Business Role Profile

Business role profiles are used to identify a group of activities a person might perform in the S/4HANA system and

therefore, determine the system access they will require in order to perform such activities. A person may align to one

or more of these business profiles, as they might perform a number of different activities.

Additional Information / FAQs

How were my business role profiles assigned to me?

Business role profiles were assigned as part of ‘role mapping’ activities which consisted of the following activities:

1. The Transition Leads were provided with:

a. an overview of each role profile within the business role profile matrix.

b. information containing employee HR details (e.g. name, email, position ID/description, organisational

unit, etc).

2. With this information, the Transition Leads were asked to consult with their functional leads who provided

information about the activities that each person in their team performed day-to-day.

Transition Leads completed this activity with assistance from subject matter experts (SMEs) within the

business, Line Managers, and other key people who had a strong understanding of the activities performed

within the business.

3. Based on responses to these questions, people were assigned the relevant business role profile(s).

4. Role mapping was validated at several defined intervals and updated as per business feedback.


Why do I have multiple business roles?

It is not uncommon to hold multiple business roles within the S/4HANA system if you perform activities across multiple

functional areas.

For example, you may have been allocated the business role profiles of ‘Requisitoner’ under Operational Procurement

because you will be creating purchase requisitions in the system, and ‘Receipting / Bank Management’ under

Accounts Receivable because you will also be processing customer receipts or reconciling bank statements.

What do I do if I think the business role profiles I’m mapped to are incorrect?

The program worked in partnership with every HHS/DoH to complete a role mapping activity to ensure staff will be

supported by and have access to the most appropriate S/4HANA training in the lead up to go-live.

Role mapping data was captured from available HR details at a point in time and the program anticipated some errors

would be found.

This is not negative – in fact it is positive as it provides you with an opportunity to work with your manager to make

sure your training needs are correctly identified.

If you believe that your role mapping is incorrect, you are encouraged to work with your Line Manager during the

three-week Business Case consultation period to validate your role mapping data to make sure you are identified for

the correct and relevant S/4HANA training opportunities.

We appreciate the input of staff in this important activity.

Consultation and Feedback

We recognise that we may not have all the information about the impacts of the financial

system upgrade on all staff, we want people to tell us if they believe they will be impacted, in

a negative or positive way, by the upgrade. We want MHHS staff to tell us about any

concerns they may have and if we don’t have an immediate answer, response or solution, we

will seek the support of the FSR Program.

Staff forums are being facilitated by MHHS FSR Transition team and these are open to all

staff to ask questions, and to provide information or raise concerns about the updated

financial system. Details will be distributed in MHHS-Comms Newsletter and via email.

Consultation on the financial system renewal transition and the information presented in this

business case for change commences February 2019 with feedback to be provided during the

three-week consultation period.

Staff can provide feedback and communicate concerns or questions relating to the financial

system renewal and transition from FAMMIS to S/4HANA, through any of the following

methods:
