Page: 2 From the Editor…… It’s finally here. The first edition of 2019 and it’s almost Spring!

So I need to start with my now-regular apology. A series of unfortunate events, the details of which I won’t go into as it doesn’t make fun or pleasant reading, meant that I was unable to commit the time to put together this wonderful collection of contributions until now: three weeks later than planned. At least the WNV does not bury it’s apologies like those other publications I might mention. If you’re looking for Brexit updates, we have none here. We do have details of a new production coming to town (p8) who have a hard act to follow since our own local players fine performance of Snow White (p20). We also have details of a busy few months ahead for The WI, History Group & White Horse plus details of a new initiative that Shaw Taylor would be proud of on page 12. The next issue is going to have a couple of new features: Good Local Tradespeople—please submit anybody you have used who gave good service or value for money and a contribution from one of our younger residents on what it’s like to look after a horse! There will also be a return of “The Editor Meets…” (My interviewee was unavailable in time for this issue) and all the other usual bits of local loveliness. But before that issue, enjoy this one... The Wilderness The building of three houses appears to have finally commenced, some 20+ years after the initial planning application. Whilst there is no requirement for developers or contractors to advise the Parish of the timeline of events, we are working with Daventry District Council to keep as best informed as we are able in this significant parish project. Understandably there are concerns on the environmental aspect and we are advised by DDC that their inspectors have made several recent visits to the site and have a very hands on approach to the situation. When we have more specific information, we will bring matters to your attention in the next Welton News & Views. Neighbourhood Plan. On behalf of Welton Parish Council and the village of Welton, I would like

of the steering group for all their hard work in preparing and presenting

A word from our local MP, Chris Heaton-Harris: Since first becoming an MP it has become apparent that one subject in particular caus-es widespread unease amongst my constituents, that of travellers. I am very aware of these long-standing concerns and I have always taken various steps both locally and nationally to try and address these. Let me be clear, I will always take the side of residents and locals on such matters. Recently there have been an increasing number of unauthorised encampments in and around ‘Daventry’. However, the Government has recently published a response to a consultation on this subject, which will take forward a comprehensive range of measures. These include, but are in no way limited to, consulting on:

• Extending police powers to tackle trespassers, for example, permitting the police to direct trespassers to suitable authorised sites located in neighbouring local authority areas and increasing the period of time in which trespassers directed from land would be unable to return

• Considering a new criminal trespass offence • Additional support for local authority enforcement activities, for exam-

ple, addressing issues around the clean-up costs which can occur follow-ing an unauthorised encampment and up to £1.5 million of funding for local authorities to support planning enforcement

• Further reforms to the planning system to tackle unauthorised develop-ment and encampments

I trust that the above proposals provide some level of reassurance to those concerned that this Government is taking a pro-active and tough approach to this serious matter. Page: 6 News from the Welton History Group In January we had a fascinating evening in the White Horse, learning more about Welton in the twentieth century. We are very grateful to John Emery and Derek Smith who shared some of their early memories and photographs, and to Ann Rushall and Val Hamblin who brought some of their photographs along. There was not enough time in the evening to cover everything; so this may have to become an annual event! Our meetings are open to anyone who has an interest in local history. We usually meet in the Village Hall on the fourth Monday of the month at 7.30pm, but note in April we will be meeting on the fifth Monday instead. The admission of £3, helps us to pay for Speakers and the use of the village hall. Welton History Group: About us Welton History Group is a non-profit group which celebrates the local history of Welton and the surrounding area. There is an open “membership”; people turn up for which ever sessions interest them and there is no annual subscription. The admission charge pays for the hire of the village hall, electricity and speakers charges.

UPDATE

Thank you to all those who attended our information session on 23rd February. We were very pleased to have representatives from Daventry District Council and Northamptonshire Action with Communities in Rural England (ACRE). We have been awarded a start-up grant by Daventry District Council, which will cover about 75% of our costs in the first year. The rest, we aim to cover with fundraising. Having recruited a number of volunteers, we will now be focussing on induction, publicity and all the little tasks that need to be done before our launch date of April 29th 2019. Every household in Welton will receive information about the scheme together with an attractive little fridge magnet so you can easily access our telephone number. If you know someone who would benefit from support from the Welton Good Neighbour Scheme, do encourage them to contact us. We have lovely volunteers just waiting to be useful! WELTON WATCH Welton Parish Council are pleased to announce a new initiative to improve neighbourhood security and efficiently report any suspicious activity. We have formed a WhatsApp group (Called “Welton Watch”) to instantly share any news around the village that relates to any attempted criminal activity or suspicious individuals in or around the village. For those not familiar with WhatsApp, it’s a free smart phone app that is simple to install and instantly and securely shares posts among an invited group of members. The plan is to have an administrator who will set up the group and add as many local residents as possible to improve the effectiveness of the group. All that’s required is a name and phone number, no other personal information is shared to the group, known by the group, or held on file. The more members we have the more effective the group is – the more pairs of eyes the better ! There are a few very simple rules of the Welton Watch group

· Please only post or share news of any criminal or suspicious activity – the group is not a social network or a chat room, it should only be a tool for reporting any crime or suspicious activity in the village. · Please only invite or add members of the village to join. Initially requests to join the group will be by email to Debby Levison.

WELTON WATCH Contd… The local neighbourhood watch team are fully supportive of this initiative and the WhatsApp group will enhance and improve the effectiveness of the neighbourhood watch team and will integrate fully with their team, we hope every neighbourhood watch member will join the group. The WhatsApp group will be co-ordinated by Debby Levison, who has volunteered to administer and control new members and news flow, we are thankful of Debby’s time and energy to support us with this new village initiative. To join the group simply download the WhatsApp app on your mobile phone and then email Debby Levison on [email protected] with your name address and MOBILE phone number and she will add you to the group. Anyone who joins Welton Watch can leave at anytime by simply leaving the WhatsApp group. The more village members we have, the more effective the group will become, so we would urge as many Welton residents as possible to join the group and give the area an extra layer of security to help protect us. St. Martin’s Church

“Thank You” In November last year I wrote to every household in the village firstly to introduce myself as your new vicar but also to ask for your financial support towards the upkeep and running costs of our church. I would like to take this opportunity to say a very big thank you to all those who gave so generously to this appeal. We raised £3200 and donations are still coming in for which we are very grateful. The cost of keeping St Martins open for worship, christenings, weddings and funerals, for the work with Welton School, supporting the Baby Project and the care of the more vulnerable members of our community is £30k per year. There is no central or national funding for churches so the responsibility to keep our village church going really does fall to us. Each year this appeal makes a real difference to our ability to meet our costs. I was also keen not to just ask you for money but to see what we as a church community can do for you and we received a number of requests for prayer and support. Please don’t wait ‘til next year to ask again. We’d love you to join us for a new kind of service in the village hall on Mothering Sunday. ‘Café church’ is for all the family and will include free fresh coffee, bacon rolls, pastries, music, activities and time to chat around tables. First of all, Congratulations to the Welton Players for another successful season. “Snow White” was clearly written to make the most of the talents of some local individuals but also to give the younger generation an opportunity to perform. It was a great evening’s entertainment. Thank you. Our Village Hall may be small but the backstage team of the Players responsible for the scenery, music, lighting, props, costumes and so on transformed that small space into a working theatre for a week. We applaud everyone who was involved. Thank you also to the regular groups whose normal meetings had to be suspended for that week. We appreciate your cooperation which is essential for the smooth running of the hall.

~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~~ HEATING, LIGHTING AND BINS Not surprisingly, problems with heating tend to occur during cold weather and the village hall was no exception. One of the electric slot meters controlling heating in the hall stopped working last month resulting in a number of chilly meetings. The trustees provided temporary backup radiators and have reimbursed those who put money into the faulty meter. A new meter has now been installed which will accept both £2 and £1 coins. At the time of writing all the radiators in the hall are working properly but they will stop working if chairs are placed in front of them. So please leave the area around each heater clear. Following discussion with some of the evening groups, LIGHTING at the entrance has been reviewed and we are adding an outside switch which will illuminate the front door and allow the users to clearly see the lock. We expect the car park motion-sensitive lights will be fully operational. The view of the hall from the road has improved immeasurably in recent years and we can now all be proud of this neat practical building at the heart of our Village. But black bags overflowing from rubbish bins by the front door do nothing for our image. PLEASE TAKE YOUR RUBBISH HOME WITH YOU at the end of your session in the hall Your help will be appreciated. Another first-time booking is one from the Mint Theatre Group who will perform “The Importance of being Earnest” on Saturday 6th April. We are assured this will be a good evening hosted by a small team of peripa-tetic am-dram addicts. Let’s support them. And if you enjoy a bit of competition make a note of the Welton Recre-ation Trust Spring Quiz on Thursday 24 April. PEOPLE A Christmas card from Morgan and Amy Jenkins told us that they had settled happily in Wales. We miss them but in our search for replace-ment trustees we were pleased to welcome Caroline Hickman and Hen-drika Folwell to our January meeting. It’s not too late to get involved in this new development for our village. Notices in the hall will publicise future meetings

WELTON VILLAGE PANTOMIME

So what were the squirrels doing? The Welton Players thank all those who supported this year's panto-mime 'Snow White' by buying tickets and coming to see the show. Attendance was excellent with sell-outs for both Saturday performances. We hope you enjoyed the politically radical squirrels, the modernity of the dwarfs and that you partic-ipated in the 'she's behind you' and 'oh! no she isn't' banter. Once again Mercy Coupe wrote and directed this year's Pantomime giving the story a 21st Century twist. Although some jokes appeared a little hard to understand this time in the initial days of rehearsal, the performances in the end were a great success and had the audiences laughing, thereby fulfilling the saying that “it will be alright on the night!”. The character of Snow White was skilfully played by Chris Milner, who eventu-ally found true love not with the egocentric Prince played by Kitty Bonsor, but with Wesley the servant played by the talented Victor Coupe. Both Chris and Victor ably entertained us with their acting and singing, as did Mariann Holloway, Ian Threadgold, Kitty Bonsor, Mark Coupe, Emily Goddard and Max Hart. Much praise must be given to Martin Heath for his musical expertise and advice, and providing the score and words to the songs, ably assisted musically by daughters Coral and Melody. Thanks must also be given to Barry Holloway as Stage Manager for the efficient scene changes, to Sarah Souter for the sourcing and supplying of all the required costumes and props and to John Milward for the effective management of the lights. Each year donations are made to local charities from the monies raised from ticket sales and other receipts and discussions on the distribution will be take place at the AGM on Tuesday, 26th March 2019 in the White Horse, Welton at 7:30pm.

COMMUNITY FUNDING Communities across Daventry District will benefit from more than £200,000 of funding to make improvements to local buildings, parks and other facilities. The money will be used for a range of great projects, including improving village halls, installing new equipment at parks and playgrounds, introducing traffic calming measures, and replacing street lighting. Grants totalling around £154,000 were awarded to 17 groups as part of Daventry District Council’s (DDC) capital grants scheme, including:

• £15,000 to help build a new preschool and family centre in Daventry

• £14,000 to modernise Sibbertoft Reading Room, making it warmer and more accessible

• £10,283 to install fitness equipment in Barby and Onley villages

• £14,766 to improve paths and install new fences , a gate and benches at the Croft Way Play Park in Weedon

• £16,212 to provide traffic calming measures in Staverton

• £15,000 for new play equipment at Naseby Recreation Ground. West Haddon Junior Football Club was awarded £37,000 from Section 106 funds – money which has come from developers to fund local projects – towards building a new toilet block. This project will also get £8,200 from DDC’s capital grants scheme. And the Daventry District and South Northamptonshire Community Safety Partnership successfully applied for £11,200 of Second Homes Funding to replace two mobile CCTV units. Councillor Alan Hills, Portfolio Holder for Community, Culture and Leisure on Daventry District Council, said: “We have a proud record of supporting communities across Daventry District through our community grant schemes and other sources of funding. Spring Quiz 2018 The Spring Quiz is Thursday 25th April, 19:30 start. Fish and chip supper will be provided £10 per person. Please contact Chris Smith if you wish to participate. Walks : We have had some very good turnouts for our walks but also a couple of quite small groups ! The walks generally take 2-2.5 hours and we cover between 4 and 5 miles. It is a great opportunity to stretch the legs and enjoy the company and local scenery. Next dates are : • Sunday 10th March at 10.30am in Village Hall car park • Sunday 24th March at 10.30am in Village Hall car park • Sunday 7th April at 10.30am in village hall car park. Good boots and suitable clothing for the weather are required. Reminder Defibrillators : The two defibrillators in the Village are located at the School car park (available 24 hours per day) , and inside the village hall (available when open). For the School Car park defibrillator you have to ring the number and the emergency services will provide you the code to unlock the door. For both defibrillators, take the defibrillator out, and use on the patient by following the instructions given by the unit. Funding : The Recreation Trust has recently donated £150 towards the set up of the community good neighbour scheme. We would like to continue to promote different recreation activities in Welton. We are aware that additional equipment in the playing field would be appreciated and so providing some new equipment is one of our goals. We are aware of Rainbows, Brownies and Guides yet we are aware there seems to be less organised activities for boys within the village. We would be pleased to support for any new ventures. Registration has opened for residents wishing to receive garden waste collections for another year. More than 20,000 households in Daventry District signed up to the 2018/19 chargeable garden waste service when it was introduced in June last year and the current annual subscription runs out at the end of May. The charge for the 2019/20 fortnightly service from 1 June 2019 to 31 May 2020 is £36 per bin and people must renew their subscription if they wish to continue. Collections take place fortnightly with a small break over Christmas. Residents can renew and pay the annual charge online using their debit or credit card by following the link at www.daventrydc.gov.uk/gardenwaste or call 0345 2185215.

Residents are urged to renew by 17 May to ensure there is no disruption to their collections. Those who do not have a subscription at the moment but would like one from June are also encouraged to sign up by this time. Once payment is processed, households will receive their new 2019/20 garden waste permit for sticking on their bin. Bins that do not show the new permit will not be emptied from June. The chargeable garden waste service was introduced last summer by Da-ventry District Council and its environmental services partner Daventry Norse. As a non-essential, opt-in service, it is not paid for by the Council Tax. Daventry District Council’s Environment Portfolio Holder Councillor Jo Gil-ford said: “We’ve been really encouraged by the take-up of the new gar-den waste service, collecting over 4,000 tonnes in the first six months since its launch and with now over 56% of homes signed up. “We hope these households will continue to reap the benefits of this opt-in service and renew for another year of collections, and also welcome those who have not yet tried the service to sign up and give it a go.” Find out more, including a list of frequently asked questions, at www.daventrydc.gov.uk/GardenWaste

Educational Grants -------------- The Welton Town Lands Trust provides grants of up to a maximum of £100 to help with the costs associated with education/training. The Trust would like to support those who incur expense in the pursuit of the further education; those who are attempting to es-tablish themselves in a trade or profession; those who have special education needs and disabilities and young people who are gifted and talented. To be eligible for this grant you must have lived in Welton for a least one year and be one of the following:

1. a student on a course of post-18 Higher/Further Education following a nationally

accredited course, whether full-time, part-time or through distance learning

2. a young person requiring assistance in the development of a particular gift or

talent

3. a child with special educational needs or disability

4. an apprentice, or in training for a trade or profession

5. a mature student seeking to improve or extend your career development possi-

bilities through a nationally recognised course 6. a representative of a village group supporting activities for the young. All you have to do is complete an application form and return it to the Clerk together with particulars of the expenses incurred as a result of your studies/training since Sep-tember 2018. The WI speaker for January was Wendy Dugmore who gave a very uplifting talk on Dementia and her experiences with her parents. It was interesting to hear how she coped and she passed on a lot of useful advice. Everything is easier if a Power of Attorney is in place and if it is possible to take over the

finances of the sufferer. Wendy stressed the importance of contacting the Alzheimer’s Society early, once one becomes worried about the behaviour of a relative. They have so much useful information. A carer`s allowance is available providing savings are not above a certain amount. The forms can be daunting to fill in and Wendy stressed the importance of not to making light of the difficulties that the patient experiences. Age UK can also provide a lot of useful support. Also, from Age UK there is a free lifebook available, it is a safe method for anyone to record the practical details of their life in case of incapacity or death. Councils do not advertise the fact, that if one person in a marriage suffers from Dementia i.e. comes under the criteria of being `severely mentally impaired` they should be disregarded for council tax. This means the carer is treated as living alone and there is a 25% reduction. Looking after someone with Dementia is extremely demanding, there is a Carers` Register. This is a list of patients who are carers` - which GPs have been asked to keep – to help support them and the people they care for.

Wendy stressed how the Dementia Café in Daventry had helped her to cope, and she now volunteers there. The Dementia Cafe is run on the second Tuesday and fourth Thursday of the month by volunteers who supply a mix of games, quizzes. reminiscing sessions. Some of the members of this group have known each other for a long time and have supported each other through some really

tough times. Wendy`s talk was so lively that Members who may have been apprehensive of

listening to someone speaking of their experiences with dementia found that it

had been an enjoyable evening.

At the February meeting the talk was given by a delightful gentleman Dr.David George. The title was a ‘Merry Heart is like a medicine`. Dr.George spoke on the importance of laughter in our lives. His talk was full of funny one-line anecdotes which everyone enjoyed, he said that he had a great admiration for witty people one of which was Winston Churchill. He was very closely involved with Nene College and the setting up of the University of Northampton. “He was Founder President of the National Association for Able Children and is a consultant to the British Council and UNESCO. He has been given numerous awards. Dr George is also a keen sportsman and ran for his county and the RAF. He was Chairman of Managers at St Andrews Hospital for five years and continues as a man-ager. He was President of His Rotary Club and was made an Honorary Commander at RAF Croughton (USAF) in recognition of his service to the community”. The evening was a very enjoyable one. Caroline Maxwell gave the vote of thanks.

The WI are looking forward in March to a talk by Martin Sirott Smith who will be telling us about a `Tudor Easter`. Martin is closely involved with Sulgrave Manor. As you see he usually wears the appropriate costumes.

Page: 31 NEIGHBOURHOOD WATCH We are a lucky village and I hope it can last!! We have had two small incidents in January, both of which were reported to the police. However, Daventry and the District have had quite a number of problems, including a number of significant drug related incidents. We mustn’t think that it is all Daventry Town as a number of villages have also been targeted. Please continue to be vigilant, both for unusual vehicles and personnel. Better to report than not. May I remind you all to ensure that cars and all windows and doors are locked, even when you are at home. A number of opportunistic thefts have occurred due to these lapses. Finally, may I commend the Parish Council for their proposed Good Neighbour Scheme. This does not replace Neighbourhood Watch, but compliments it in our desire to provide safety and support for all our villagers Keep safe.
