In compliance to the Clause 6.1 of the MPERC, Bhopal (Guidelines for Reporting Regulatory
Compliance) Regulation, 2005, please find enclosed a draft of Annual Compliance Report in respect of
MPMKVV Co. Ltd, Bhopal for period from April 2013 to March 14. The report has been prepared in the
manner that meets the requirements of the compliance systems and reporting.
The enclosed Annual report covers information about all the details that were required to be
furnished for the period specified as above.
Enclosed report has been discussed by the Board of Director and has their approval for
submission before the Commission.
The licensee, having made due enquiry, is not aware of any breach of any of the obligations of
license conditions or regulations.

OF MADHYA PRADESH MADHYA KSHETRA VIDYUT VITARAN
COMPANY LIMITED
YEAR 2013-14
1. Preamble :-
1.1 Requirement under that act :-
One of the function of the State Commission mentioned in Section 86(1-i) of the Electricity Act 2003,
is to specify or enforce standards with respect to quality, continuity and reliability of service by the Licensees
.Accordingly, Hon‟ble MPERC in exercise of powers under Sub-section (1) of Section 181 of the said act notified
on 5th May 2005 the MPERC (Guidelines for reporting of Regulatory Compliance) Regulations,2005. The
objective of “Compliance Reporting System” is mentioned that the licensee should build a sound and effective
regulatory compliance mechanism. The Regulations are applicable to all the licensees in the state including the
MPMKVVCL involved in the business of distribution and retail supply in the areas covered by Commissionaries
of Bhopal, Hoshangabad, Gwalior and Chambal.
1.2 About the licensee :-
Madhya Pradesh Madhya KshetraVidyutVitaran Company Limited (MPMKVVCL) was incorporated
as a wholly owned Government Company on 31st May 2002, under the Companies Act 1956, the same has been
notified vide order No. 5555/RS/4/13/2001 dated 1st July, 2002 of the Government of Madhya Pradesh. The
Company undertakes the activities of distribution and retail supply in the areas covered by the Commissionaries
of Bhopal, Hoshangabad, Gwalior and Chambal. The Company obtained certificate of commencement of
business on 16th July 2002 from Registrar of Companies, Madhya Pradesh and Chattisgarh,
Gwalior.Subsequently vide Government of Madhya Pradesh notification No. 3679/FRS/18/13/2002 dated
31.05.2005, the Company has been provided functional autonomy with effect from 01.06.2005. The Government
of Madhya Pradesh vide its order no. 2671/12/13 dated 29th March, 2012 had transferred all the shares of the
Company to M. P. Power Management Company Limited and subsequently our Company is now a subsidiary of
M. P. Power Management Company Limited, Jabalpur.
1.3 Objective :-
"Madhya Pradesh Madhya KshetraVidyutVitaran Company Limited aims to become one of the best State
Distribution Utilities in India by the year 2014 with continuous improvements in performance and service
standards. We, as a State Distribution Utility, dedicate ourselves to plan, build up, operate and maintain the
Distribution System to facilitate distribution of electricity to the consumers in a secure, reliable and economic
manner. We aim to provide an efficient distribution service in a transparent and non-discriminatory manner by
adopting the best practices and standards. We will always strive to fulfill customer needs by providing quality
services on time, leading to customer satisfaction. This will be achieved by continuous team effort and
improvement in our Quality Management System.

1.4 Salient features of regulations :-
The Regulations provide for;
i Ensure timely submission of periodical reports covering all the items under report.
ii. Appointment of Regulatory of Compliance by each licensee, entrusted with the
responsibility of reporting Regulatory Compliance.
iii. Setting –up reporting procedures for formulation and submission of Half Yearly and
Annual Reports by Reporter of Compliance.
iv Specify the periodical reports to be included and specific areas to be covered, under the
report the Reporter of the compliance.
v. Taking cognizance of the reports by the Top Management/Directors of the Company.
1.5 Reporter of compliance :-
The MP KshetraMadhyaVidyutVitaran Company Limited appointed Smt. Swati Singh,
Chief Engineer-Chief General Manager, O/o MD (CZ), as “Reporter of Compliance” vide order no.
MD/MK/01//Co/1724 Bhopal dated 09/12/2013for reporting Regulatory Compliance to the MPERC
as per the guidelines /regulations of MPERC.
1.6 Reporting procedure :-
The Regulations provide for submission of following reports by the Reporter of Compliance;
i Half Yearly Report April to Sept.by 31st December .
ii Annual Report of financial year by 30th June of next year.
The reports are required to be fragmented in three parts.
i Reports on issues fully complied with.
ii Reports on issues partially complied with and
iii Reports on issues not complied with, along with reasons and future course of
action.

The Distribution Licensee has submitted the periodical reports for all the four quarters of the year timely.
The licensee has also reported compliance on other points to be covered under the report is based on above
mentioned reports, and discussions/analysis is thereon.

OBSERVETIONS BY THE MD
ON COMPLIANCE OF VARIOUS REPORTS.
The reports submitted under regulatory compliance were discussed from time to time with the MD,
MPMKVVCL by Reporter of Compliance. The observations by the MD are mentioned hereunder: various

It was observed that all the periodical reports and the other compliances have been submitted timely and
regularly. This needs to be ensured in future also.
8.2 MIS Reports:-
The MIS reports for all the four quarters of year have been submitted timely, covering all the items.
Observations in following regardsareof significance.
8.2.1 Vigilance Checking:-
Intensive Vigilance Checking of connections has been done by vigilance& (O&M) staff. 39071 cases
registered under section 135 during the year 13-14 and 8949 cases decided in the court.
8.2.2 T & D Losses:-
The T & D Loss recorded for the year14 is 30.88%.thishas dropped down by 1.03% as compared to last
year loss of 31.91%.
8.2.3 STOP/Defective metreplacement:-
The overall percentage of stop/defective meters at the end of year 13-14 is 2.33% whereas last year it was
4.77%.
8.2.4 Distribution of transformer failure:-
The Distribution X‟mer failure during the year 13-14 is 15980 higher than the last year failure 12879.
8.2.5 Accidents:-
The fatal ElectricalAccident of outsider has been increased as compared to previous year.

8.3 Distribution Performance Standards:-
The MIS reports for all the four quarter of year have been submitted timely, covering all the items.
Observations in following regards are of significance.
8.3.1 Feeder metering for energy audit:-
Out of 1430, 33 KV feeders & 3679, 11KV feeders, feeder metering has been done on 1295 & 3091
i.e. 91 % and 84% respectively.
8.3.2 Sale Forecasting:-
The sale of units during the year 13-14 has been increased by 2243.55 MU as compared to last year and it
may further increase in the ensuring year.
8.3.4 Reliability index of 11 KV feeders:-
11 KV feeder reliability Index has been improved as compared to last year and is within the
permissible limit.
8.3.5 DTR/PTR failure:-
The DTR failure rate has gone up by 0.97% whereas PTR failure rate has gone down by 0.67%.

(MPERC (GUIDE LINES FOR REPORTING OF REGULATORY
COMPLIANCE)
REGULATIONS, 2005
This Annual report for the period from April‟13 to March‟14 covers status of compliance on nine clauses
of „Guidelines for reporting of Regulatory compliance Regulations-2005‟ Out of these nine clauses all nine clauses
complied in full. Brief details of status of compliance against each issue are as below.
I. Directions covered in clause 5.2:- To submit a issue wise status report on all issues requiring
implementation of directives, status of compliance, partial compliance and non-compliance be
reported for the prescribed period. Such report should also contain justified reasons on the issues
where the directions could not be complied, if any.
i. Status of Compliance
Issue wise report is being submitted on all issues requiring implementation along with their status for
specified period. Justified reasons are also reported where issues are partial complied or not complied.
ii. MD‟s observations on status of compliance:-
This directive is being complied in full.
iii. Target date proposed for achieving full compliance/additional remarks, if any:-

II. Direction covered in clause 5.3:- To ensure internal audit by ROC. To authenticate information
submitted through the Managing Director with the knowledge of Board of Directors of the licensee.
i. Status of Compliance:-
ROC on a regular basis is auditing the information being submitted on regulatory compliance and these
reports are being studied and signed by MD. Reports are being put up to Board of Directors for obtaining
their approval.
ii. MD‟s observations on status of compliance:-
This directive is being complied in full.
iii. Target date proposed for achieving full compliance/additional remarks, if any:-

III. Directions covered in clause 6.1:- The licensee shall submit “Regulatory Compliance Report” to the
commission half-yearly and annually. The report should be based on the issues as per relevant
format specified in Annexure A (Content of compliance report) for the licensee.
i. Status of Compliance:-
Regulatory compliance reports are regularly being submitted half-yearly and annually. All the
issues as specified in Annexure A are covered in these reports.

relevant for reporting are also covered in reports.

Regulatory compliance Report is being put up to Board of Directors and approval is obtained for
every report. Some time when it is likely to be delayed from the due date of submission, a draft report
is submitted to commission with the signatures of Reporter of Compliance and MD and subsequently
approval from BOD is conveyed.

VIII Directions covered under clause 6.6:- A certificate shall be attached with the Regulatory Compliance

This Annual report for the period from April' 13 to March‟14 covers status of compliance on

(i) Direction given in clause no. 8.1 NoNew connection shall be given without a meter
and cut-out or a Miniature Circuit Breaker (MCB) or Circuit Breaker (CB) of
appropriate specification complying with relevant standards. The Licensee should
procure sufficient quantity of suitable meters/metering equipments for new service
connections, providing metered for un-metered connections and replacement of
stopped/defective meters/metering equipments.
i) Status of Compliance:-
During the period under report, 203345permanent connections have been released
Out of which 100% meterizetion done in urban area for DLF category only few
connections are without meter in rural area. Meters are being installed on un-metered
DLF consumer of rural area after completing formalities.3685 connections have been
released without meter to Agriculture category, the format enclosed as ESC 6.
During this year 2013-14,no new energy meter purchased. The meters have
installed form the available stock. The efforts are being taken up for meterizetion of
un-metered DLF and agriculture consumer in rural area from the sufficient stock
available.

(ii) Direction given in clause no. 9.13 It shall be the responsibility of the licensee to
ensure that no default in payment is continued beyond a reasonable period subject to a
maximum of three months without action for temporary disconnection. The authorized
official of the licensee will ensure that all the cases pertaining to default in payment are
monitored regularly and timely action is initiated for temporary or permanent
disconnection.
i) Status of Compliance:-
The Company takes due care in case of default in payment. All HT Consumers
are given 15 days notice, as per Supply Code, 2013 in case payment is not
received by due date. The HT Consumers are temporarily disconnected invariably
in case of default. Similar treatment is given to all Domestic, Non-Domestic and
Industrial Consumer. The Statement of number of disconnection notices served
and amount received during the year 2013-14 is given below:-

From the above, it is clear that Company is vigilant in recovery of arrears. The
temporary disconnection of defaulting consumers is being done at distribution
center level. The Priority is given for disconnection of defaulter consumers
having more arrears irrespective of the period of arrears. Government
connections and connections of public utility are generally not disconnected as
their payment are received subsequently, generally consolidated.
ii) MD‟s observation on status of compliance:-
The CGMs & GMs of the field units are perusing hard to recover the arrear,
however they againbeen have separately advised.
iii) Target date proposed for achieving full compliance/additional remarks, if
any:-
Full compliance could be observed only after sufficient manpower is managed
when Company‟s financial health is improved.
(iii) Direction given in code-2013 clause no. 9.14 If a consumer fails in payment of any
bill in full, without the approval of the authorized Officer, by the due date, the service
connection of the consumer will be liable to be disconnected on temporary basis after
giving not less than fifteen clear days‟ notice in writing to such consumer. Effort should
be made that before disconnecting a domestic connection; an adult member of the
family should be informed. If the proof of removal of the cause for disconnection is
produced to the satisfaction is produced to the satisfaction of the Licensee‟s employee
deputed for the purpose, the supply shall not be disconnected.

A monthly disconnection notice is generated by the billing software. For high

The field offices have been given instruction to monitor serving Disconnection
Notices immediately after due date, and effect disconnection if payment is not

DISTRIBUTION PERFORMANCE STANDARDS
This Annual report for the period from April 2013 to March‟14 covers status of compliance
on Four identified Clauses ((3.1, 3.2, 3.3,)5.6, 8.1, 14.9) of MPERC Distribution Performance
standards regulation No. 1902 dated 13th July, 2004, published in official gazette on dated 16th July,
2004. Out of above, three (((3.1, 3.2, 3.3,)5.6, 8.1) clauses are compiled in full, one (14.9) partially
complied.
a) Distribution Performance Standard Clause no. 14.9 :- The distribution licensee
shall provide energy accounting and audit meters at all incoming and outgoing feeders
with 11 KV and above capacity so as to facilitate to account for the energy input and
consumed in the various segments of sub-transmission system and the energy loss. .
i) Status of Compliance:-
The meterization work of balance 33 & 11 KV Un-Metered feeder is under
progress. The status of providing metering at all incoming and outgoing 33 and 11
KV feeder is enclosed (Annexure-A). MPMKVVCL has, given target for 100%
feeder meterization of balanced feeders to its field unit during 2013-14.

Total 149 fatal electrical accidents occurred to human during April‟ 13, to march‟14, out of which 11
were of departmental employees and 138 outsiders. In order to minimize accidents, Company has
organized Pathshala Program in all the rural and divisions from Jan to May 2013.In this program line
staff has been trained for safely carrying out the quality maintenance/construction works using proper
safety appliances and proper T&P. They have been trained for safe execution of line works. The
instruction booklets in Hindi were distributed to all the participants during the program. The kit
comprising of T&P and safety appliances has been provided to all the concern line staff as per norms.
It is expected that aforesaid activity will definitely bring down the quantum of accidents in the current
financial year.
