Tree Risk Assessment Report

Project Description:
Logan Tree Experts was hired by the St. Lawrence Parks Commission on February 8th, 2017 to
complete tree risk assessments on several trees within the Ivy Lea Campground.
Project 1 - Logan Tree Experts visually assessed the structural and biological integrity of 17 trees
previously removed at Ivy Lea campground to determine if the removals were justified. The
findings can be found in Appendix A - Tree Risk Assessments of Removed Trees.
Project 2 - Logan Tree Experts performed a visual tree risk assessment of 232 trees in the
campground which were painted pink to identify their risk factor. The findings can be found in
Appendix B - Tree Risk Assessments.
In addition to assessing the above trees, Logan Tree Experts identified 11 unmarked trees that
require attention. The findings can be found in Appendix C - Tree Risk Assessments of
Unmarked trees.
In Appendix D you will find a sample of photos taken during the tree risk assessment process.
This shows some of the tools and techniques used, and examples of risk and stress indicators.
A complete digital spreadsheet will be delivered with the report. Within the spreadsheet there
are three worksheets: Marked trees; Unmarked trees; and Removed trees.
* The project descriptions were amended from the original agreement via a phone
conversation between Rob Hamilton and Matt Logan on Feb 14th. It was determined that the
new project description would cover all standing marked trees in the campsite as well as
increase the assessments of felled trees from 11 to 17.

The project was completed by ISA Board Certified Master Arborist and ISA Tree Risk Assessor
Qualified, Matt Logan (ON-0931BT) and ISA Certified Arborist, Andrew Dolan (ON-2052A). The
report was prepared by Tracy Logan, ISA Certified Arborist (ON-2061A).
Assessment Tools:
Logan Tree Experts used the same assessment criteria used to complete the initial visible 'walk
by' inspection completed by the South Nation River Conservation Authority for the St. Lawrence
Parks Commission in 2014 ('St.Lawrence Parks Commission Tree Risk Evaluation Report
(November 2014)'). The protocol used for the assessment can be found in further detail in the
document Tree Risk Management: A Community Guide to Program Design and
Implementation', by J.D. Pokorny. This format and criteria was used for the assessment to
ensure continuity between this and the previous report.
Since this was a 'walk by' assessment, the tools used for assessment were minimal. This
included a rubber mallet for sounding, to indicate hollows and decay pockets in the trunk, and a
metal probe to inspect depth of cavities and cracks. A gas powered blower was used to clear
snow to make tree parts more visible.
Time frame of Assessment:
The time frame of 2 years was agreed upon. Time frames are necessary to put into context the
likelihood of failure. This time frame should not be considered a guarantee period for the risk
assessment. The assessment states the conditions found at the time of the inspection, but
weather and activities in and around the tree can have a significant impact on tree condition
and the likelihood of failure.
Limitations of Assessment:
The assessments completed considered only known targets and visible or detectable tree
conditions. The assessment represents the condition of the tree and site at the time of
inspection. Due to the assessment being completed in the dormant season, deciduous trees
lacked foliage, therefore canopy health was approximated by the presence of fine tip growth
and live buds. Snow covered the bases and root zones of trees making root assessment difficult.
Effort was made to clear snow from base to inspect more thoroughly. The assessment of the
removed trees was inhibited by the fact that the trees were no longer standing, some parts of
the trees were removed and some stumps were ground out.

Included bark of main union, including soil pocket. Most silver maples
removed had bad structure, however corrective pruning may have been an
option.

Dual stem Black cherry with several signs of
decay and stress. Structural and biological vigor
was low.
