9. Local intelligence: your understanding of local need

Identify marginalised communities within the Perry Vale Ward SE23 but also working with groups across borough including the following postcodes - SE6, SE26, SE24,SE8, SE4,SE13, SE14 Research with local doctors surgeries, Perry Vale assembly, Perry Vale Safer Neighbourhood Team, Local Housing Associations, Local Councillors - inviting all to taster workshop days, Pop up selling days, Social Enterprise development days - how we identify existing users and also new arrivals to Wards that are not yet accessing our services and programmes. Outreach work, leafleting, questionnaires, information from trends from local index and borough wide figures, Information from Schools , Leaving care, Young Carers Baseline and the Youth Offending Team about predicting next quarter figures and changes in demographics both locally and borough wide. Keeping up to date with the Mayor and Councils priorities and with the Young Mayor’s Programme. Attending The Children and Young People’s Forum , The Perry Vale Local Assembly Meetings, The Safer Neighbourhood Perry Vale Team briefing days, The Sydenham and Forest Hill Youth Forum – offering to host at Young Lewisham when appropriate – Identifying trends from all groups and the Alternative Education Providers Forum.

10. Transformation: Your ability to transform the way you work to better meet needs.

Historically Young Lewisham started as a Motor Vehicle Project we have developed many and different projects since that time and pride ourselves on listening to local need. The last three years in Young Lewisham has seen developments in the following programmes and accreditations – National Youth Bike Award working on creating a customised vehicle to compete in a national competition, an after school workshop project funded by the Jack Petchey Foundation, the Art and Edible Garden Project encouraging young people to learn about “fast healthy” food, planting, cooking and identifying produce in each season and working in our new allotment and garden areas funded by the Youth Service. The bicycle maintenance sessions which offer sustainable safe transport to local residents and the ability to learn to fix and maintain – offering a reparation group to the Youth Offending Service now running into it’s second year and the weekly Saturday group funded by the Youth Service . Regular small customised sessions to young people in crisis who are not attending any other provision, referred by Baseline, Social Services, the Leaving Care Team, Young Women’s and Young Carers identifying this need as a rolling programme which fits in with the transient lifestyles of these young people but offering a regular place for them to

attend , to learn, to integrate, to communicate and to start taking self- responsibility for their own future and employability, encouraging active citizenship. Regular contact with partner agencies to keep these young people on track whilst recognising that their needs including housing and support systems must be met before progression can take place, funding contributions from each of the partners listed. The Furniture Restoration Project funded by the London Dispossessed Fund is contributing to our Social Enterprise programme this is an area which we have identified as transforming our work to better meet the local needs of residents and we intend, as outlined to develop our Intergenerational Work with residents aged 50 + who also may be referred from local agencies including Doctors Surgeries, the Mental Health Team, housing associations, Isolated older people who have skills and will act as mentors/volunteers within our workshop based carpentry and recycling programmes. Developing the model of our “Mind” Intergenerational Project funded by the Perry Vale Local Assembly. Continuing to develop links with our Safer Neighbourhood Perry Vale Team offering joint emergency first aid courses and safe riding and bicycle marking sessions using bicycles we were able to buy from funding we applied for from the Road Safety Team and London Community Cycling. Development planning continues for our bicycle restoration project transporting bicycles to Malawi. Young Lewisham is considering a range of Income generation including offering space to projects that are no longer being funded . -

11. Collaboration: your track record of working in partnership

Young Lewisham has worked in partnership with Schools, Social Services, Doctors Surgeries, the Youth Service, the Leaving Care Team, Young Women’s Project, Young Carers, Lewisham Road Safety, Housing Associations including London and Quadrant, Special Needs Schools and Projects including Brent Knoll and Drumbeat, the Young Mayor’s Programme, Employment Agencies and Jobcentres, Capital Growth, Lewisham in Bloom, Lewisham Community Garden, Gardening and Allotment Groups, Environment Groups, Voluntary Action Lewisham, The Children and Young People’s Forum, Sydenham and Forest Hill Forum, Baseline, Youth Offending Service, the Alternative Provider’s Forum and now developing partnership links from this forum for example Educational My Life Matters, Perry Vale Local Assembly, Perry Vale Safer Neighbourhoods Team. Young Lewisham understands partnership working as key to any development and transformation – for all these partners listed we have a variety of recorded evidence as proof of our partnership links - Service Level Agreements, funds, signposting, attendance at meetings, Referral Form information, Diary entries, monitoring and evaluation. Our intention is to continue all of these partnership links and to develop where appropriate. We understand the importance of joined up thinking and regarding complex needs or marginalised community groups, a holistic approach is key for trust and supportive intervention.

12 Resources: your track record of attracting resources both financial and human.

Young Lewisham has always sought financial support from a variety of funding streams and we have never relied on just one source – We actively fundraise and have reached just shy of £300,000 as an annual turnover around 2007/2009, Young Lewisham managed to survive the worst of the economic downturn still achieving between £130,000 - £150,000 as an annual turnover and we are now back up to £164,683 although in the last three years the London Borough of Lewisham has contributed a significant

financial resource we have always been able to match fund and for 2015/2016 we are projecting around £70,000 match funding and also awaiting funding application results. Young Lewisham has regular strategic planning days with all staff, volunteers and management committee and we look to where we can save funds distributing as much as possible to direct operational costs. Young Lewisham made a decision three years ago not to have just one Project Manager and have divided the key Project Management roles between Projects Co-ordinator, Project Administration and Finance and Project Development/Funding – we have grouped these three posts to the equivalent of 1.8 posts and understand this to be a significant human resource we are contributing. Young Lewisham has reduced and increased hours as is commensurate with funding resources and the commitment from staff to support Project development with volunteer hours is a common theme within the staff group. Trusts and other funding resources secured over the years include The Wates Foundation, Henry Smith, Weavers, Ironmongers, Tudor Trust, City Bridge, Big Lottery, Austin Pilkington, Garfield Weston, London Community Cycling, Support from a variety of local authority Lewisham funding Children’s fund, Connexions, PAYP, Road Safety Team, Youth Service, Community Sector Unit, Community and Culture, Youth Offending Service, Perry Vale Local Assembly ,Schools and LESCO Summer Projects with the housing association London and Quadrant, Lewisham Police – Joint projects with Perry Vale Safer Neighbourhood Team re bicycle marking and emergency first aid with St John’s Ambulance, Capital Growth supporting our garden and allotment areas with training and support sessions, discounts and seed donations, discount and support from local garden centres. Human resource re strategic planning and development from “Pilotlight” recommended by the Community Sector, Voluntary Action Lewisham, the Children and Young People’s Forum, Sydenham and Forest Hill Forum, other Motor Vehicle Projects pan London and nationally, Human resource regarding interest and support in our project planning for taking a group to Malawi after working on, refurbishing and sending bicycles by container , Sydenham Garden, Local Councillors, The Mayor, local resident and community groups, Perry Vale Safer Neighbourhood Team. 12a. What is your reserve policy and current reserves status? Please explain how your organisation is financially viable.

In accordance with the Charity Commission’s guidelines on reserves the Management Committee are of the opinion that ideally the reserves should be sufficient to cover three months essential staffing costs, to ensure that all groups run by the Project may continue with the minimum of disruption or brought to a satisfactory conclusion in the event of enforced cash flow deficiencies. The Management Committee are aware that the reserves currently available, which at the year end stood at 19,155 fall short of this sum and we are striving to build up the reserves to the desired level. The Management Committee will review this policy annually. This will usually take place when the annual budget is approved. As is stated in our annual monitoring Young Lewisham has a robust fundraising approach and seeks to bring in alternative resources on a continual basis.

Young Lewisham pays all staff The London Living Wage except for younger people who are just progressing on to some paid sessions after volunteering and some support work hours – All policies are monitored and reviewed on an annual or bi annual system – Young Lewisham adheres to the Equality Act 2010 in its provision of funding and strives to ensure that our services are accessible and available to everyone. – listing protected characteristics below… This is monitored in annually by the borough and also by a range or outside Trusts and Funders on a regular basis. For the borough and other trusts and funders we record our carbon footprint and environmental impact Members of the Management Committee have key responsibilities including Equalities, Safeguarding and all members and the staff group and volunteers work on the strategic planning of the organisation with set development days focusing on sustainability – The Young Lewisham Project is committed to continuing our development in these shared values.

14. Quality and Effectiveness; demonstrating your track record of quality delivery. What evidence do you have of delivering high quality, effective services? How do you measure quality?

Young Lewisham measures success by feedback from users, parents, schools, referral partners, staff/volunteer evaluation – we measure our objectives by how the user/referral is coping, how are they moving towards recognising their potential, taking responsibility, the development of the user/referral emotional and personal skills, written feedback from users, records of attendance, continued attendance by young people/intergenerational figures – Young Lewisham records on our own database and also the Views System. Judgement of success over a longer period - monitoring how the user/referral + in crisis/low self esteem/lack of confidence are working towards re-establishing their lives positively, measure of how many return or succeed in getting work/return to education/progress to other projects within the organisation/signed posting to partner agencies, follow up records of progress of those attending the project, checking and evaluating data with previous years. Data collected from our own quality assurance, PQASSO , Traffic Light System monitoring, Alternative Providers Directory monitoring, annual and quarterly monitoring from a range of Trusts and Funders. Recent articles in the Local Press including “The South London Press” interest and press coverage due from Comic Relief for our Furniture Restoration Project in the “London Evening Standard” re the London Dispossessed Funding and also an approach by Radio 2 to promote our work – A record of testimonials from our recent 40th anniversary celebrations and partnership pledges regarding

Young Lewisham evaluates and assesses the level and quality of our service to our users by – questionnaires, letters of appreciation, testimonials, case studies, verbal/written feedback from users/family/school/partner agencies, monitoring charts including stats, continuous assessment of effectiveness – reviewed by management committee, policy procedure checks, the project is annually reviewed, assessed and monitored by the Youth Service, Community Sector and from a range of Trusts and Foundations.

Primary Project Theme 1 Strong and Cohesive Communities Theme 1a Borough Wide Young Lewisham would like to contribute under this theme to building a more inclusive and cohesive borough, promoting understanding across different communities and reducing marginalisation. We want to deliver programmes to the community of young people experiencing marginalisation These are the programmes we want to deliver within this strand - Current service – YLP engage with a significant number of young people who feel they are marginalised. Their home situation may not be positive and often education has not been successful leaving them without confidence and motivation. By attending the various programmes that the YLP offers the young people are able to achieve at things that are relevant to them. This experience helps to lift confidence and wellbeing which enables young people to feel more fulfilled and worthwhile. Attitudes change and young people

can begin to become part of a more cohesive community. Theme 1 – Develop three programmes, two where young people and older people (poss retired) work together. The other to increase essential educational possibilities for young people who are not receiving any or very little education, due to exclusion or non-attendance.

3. Partnership with Education My Life Matters.

Many of the young people that attend the Young Lewisham Project have not benefitted from positive role models in their lives and therefore have difficulties forming positive relationships, particularly with adults. This in turn exacerbates a lack of understanding and tolerance between the younger and older generations within our communities. Programme 1 & 2 aims to promote greater understanding between generations. Older people from the community will bring knowledge and experience that will enable to expand their learning experience and gain respect. This in turn will encourage a stronger cohesive community where young people are not viewed in a negative fashion and in turn young people will feel a greater link to the older generation. Education is the key route for our young people to significantly improve their chances of a positive and successful future. The young people that attend the Young Lewisham Project are often out of education and have very negative attitudes towards schools and colleges. Young Lewisham is very successful at engaging with these young people via the vocational activities that are offered. They succeed at gaining Accreditations which will often be the first qualification they will have achieved. The Young Lewisham Project recognises the benefits of education and qualifications to young people and that schools do not work for everyone. We are forming a partnership with the Alternative Education Provider, Education My Life Matters. Their service will provide academic education for part of the week and the Young Lewisham Project will provide the vocational training and activities. This new development will offer young people the opportunity to get the education that has been lacking in their lives as well as providing them with the vocational experience that helps improves confidence and self-esteem. We are applying for both Borough Wide and Neighbourhood within Theme 1. Young Lewisham wants to continue to develop a whole system approach to deliver a strong and cohesive community programme. Young Lewisham has robust networks of partnership working since 1974 new programmes and partnerships have been developed because of consultation with residents identifying views, needs and current issues. Research has been gathered via information from the Mayor’s local assembly meetings, Ward priorities, local and national forums including the Children and Young People’s Forum, Lewisham’s Children and Young People’s plan and Sydenham and Forest Hill Youth Forum Theme 1b Neighbourhood Young Lewisham is seeking to build on the robustness of existing expertise, experience and need would like to offer to the designated ward of Perry Vale 5 intergenerational projects covering the following modules – Motor vehicle, Carpentry, Fashion and Textiles, Gardening and

Allotment and Re-Cycling Furniture restoration. Projects will strengthen local area partnerships and bring people together, working collectively for and with residents in the Perry Vale neighbourhood and to develop Young Lewisham as a local level infrastructure provider. Partnership links have already been formed with local Housing Associations ie London and Quadrant who we have run a successful summer programme with but we are also currently developing links with housing associations and social landlords in the Perry Vale Ward. Over 50’s and young people to be referred from partner agencies including - The Job Centre, Perry Vale Doctors Surgery, Children and Young People’s Forum, Sydenham and Forest Hill Youth Forum, Schools, Social Services, SLAM, The Maudsley, Young Carers, The Young Women’s Project, Perry Vale Local Assembly -- Young Lewisham has a history of working with all of these named partners. These projects will facilitate involvement with residents in the issues which affect their lives and support collective action to deliver change and also identify and work to address gaps on what is on offer for youth and community provision in the Perry Vale Neighbourhood Ward which statistically has a higher than average NEET population comparing borough wide ward figures. Young Lewisham is an active member of the Local Neighbourhood Assembly in Perry Vale and has applied and been successful for three projects from The Mayor’s Fund including the following successful Projects (1) “In Touch” Project which was run and managed by Young People, identifying young people who were currently not participating in community based activity and encouraging involvement in local decision making and encouraging young people to become volunteers within Young Lewisham and also the wider community for example helping out as bicycle instructors at local schools. (2) Gardening and allotment Project - linking with local garden centres, Capital Growth, Lewisham Community Gardens and Lewisham in Bloom (3) Intergenerational “Mind” Project which has just started January 23rd 2015 – a collaboration with Forest Hill Boys School Year 9, two volunteers who are 17 and both are Perry Vale residents, staff from MIND visiting older people who attend a day centre at Lewisham/Bromley MIND to work on creative projects. The Volunteers from these projects and young people who attend have all attended Perry Vale local assembly meetings and recognise the role of local democracy and how important it is to be involved and contribute to the development of “incubating” projects if they want their ideas to be heard and actioned resulting in projects to address gaps in local needs and provision. Youth provision is a key development in the Perry Vale Local Assembly action plan which Young Lewisham will continue to support. Theme 4 b Increased access to Sports Young Lewisham would like to develop the existing bicycle provision that we offer on our Saturday group which is funded by the Youth Service This will be a completely new programme Young Lewisham operating as a Bicycle Maintenance Hub for organisations across the borough of Lewisham – Young Lewisham has also successfully delivered two year long programmes funded by LCC (London Community Cycling) and Projects funded by Road Safety in Lewisham. Aims to engage young people and provide cycling opportunities for those who are less able to engage and work towards addressing barriers about health and fitness.

Due to increased interest and also the success of our reparation YOS group on a Wednesday afternoon we are looking to offer bicycle maintenance and safe riding sessions to partner organisations across the borough – partners who have expressed an interest are Young Carers, The Young Women’s Project, Voluntary Sector organisations who are members of the Children and Young People’s Forum, Healthwatch, the Local Assembly groups across the borough, Adventure playgrounds across the borough, the Leaving Care Team, YOS and Social Services. Young Lewisham want to ensure that opportunities are available to all of the boroughs residents to regularly participate in sport and physical activity as a means of maintaining and improving their health. Young Lewisham will offer sessions in the Workshops at Young Lewisham Kilmorie Road SE23 2SR In the Perry Vale Ward but have organisations accessing the service from across the borough as listed above. Off site day trips to take place along the Thames Pathway, The Olympic Park, pan London Velodromes, new cycle tracks and sporting facilities in the London Borough of Lewisham to encourage and promote cycling as a safe, cheap and healthy mode of transport. We are members of London Community Cycling, Sustrans and other cycling clubs and forums both local and national and keep up to date with new initiatives and funding streams. Young Lewisham can offer the Worskhops, bicycles and start up tools and equipment as an immediate in kind resource to the funding for this Project

18. Outline the key risks associated with the programme you are proposing and how you will minimise their impact.

Maintaining staffing costs during set up and early stages of project developments, ensuring new developments do not impact on existing provision which is funded by outside funding streams and Trust. We will minimise this concern by making sure each programme can stand alone - Ensure that young people and 50+ communities are well supported to avoid feelings of failure particularly within this client group as for many negative feelings and outcomes have been to date their learned experience – To make sure our appraisal and support and supervision systems work well and to be able to cover staff shortage, staff sickness – Young Lewisham historically has an appropriately qualified and experience staff group with many transferable skills and we continue to develop and encourage a collaborative and inclusive working pattern reducing management hours and increasing operational and direct group working hours to support our programmes. Transport lets us down – link with other community transport schemes, encourage cycling, encourage walking, encourage leaving plenty of time and planning for all programme delivery – Premises issues – heating, flooding etc.. – Young Lewisham has many years of history of dealing with premises last minute emergency and is good at contingency planning – present premises allows us to make use of other rooms and workshop space – Challenging Group Dynamics - Robust experienced staff group and excellent communication with partner agencies and support groups to ensure individual young people/50+ groups have action plans, 1: 1 support and suitable staff/user group ratio.. Young Lewisham works with small groups for the most marginalised young people we work with to aid most pro-active work and outcomes. To work closely with partnership agencies to identify risks and work together for solution and appropriate progression for young people.

19. User profile. The Council must adhere to the Equality Act 2010 in its provision of funding. Any organisation that is grant funded by the Council must strive to ensure their services are accessible and available to everyone. The impact that the grants programme has will be assessed across all the protected characteristics in the Equality Act 2010. July 2015 - start up planning days, confirmation of places from referral agencies and partners that are listed in this application Pre evaluation with tutors, volunteers and staff group – July 201 5 – August 2015 running summer programmes – pre and post evaluation – collating of numbers, collating of enrolment and consent forms - Evidence based income assessment – similar to Star now – September 2015 – December 2015 Autumn term groups start including weekend and after school provision - weekly evaluation , individual action plan recording – portfolio building - some taster trading days between September and Christmas markets working with pop up shops, Forums and Hubs in local Perry Vale Neighbourhood Ward , Market trading spaces in Forest Hill and Sydenham and across Borough – establishing community links with local business and trading spaces and running each programme listed. A referral Motorcycle group for marginalised young people who are not engaging in education A Social Enterprise carpentry and recycling project for intergenerational 50+ & young people To increase educational opportunities to excluded young people in partnership with Educational My Life Matters – a listed partner from Lewisham Alternative Providers Forum Building on the robustness of existing expertise and experience and interest in these Projects - Young Lewisham under the Neighbourhood Theme 1b would like to offer up to 5 Intergenerational over 50’s group and young people’s group to actively run a range of projects including, carpentry, furniture restoration, textiles and fashion, motor vehicle, and gardening and allotment to build a strong and cohesive community A bicycle maintenance Hub for young people to increase regular participation in sport and physical activity as a means of maintaining and improving health

The Young Lewisham Project has been approached by the Youth Service/Community and Culture sector to explore possibilities re the Rockbourne Project – we replied with possible development suggestions – we have not included these in this application as we are awaiting a response but should these be taken further we would also wish to apply under the Forest Hill Neighbourhood Theme.
