RELATIVE TO THE

MAINE STATE LIBRARY.

I. The State Library shall be under the management and control of the Governor and Council as a Board of Trustees.

II. The Library shall be kept open every day in the year, Sundays and the usual holidays excepted, during the usual business hours.

III. Books may be taken fr{)m the Library by the Governor, Members of the

Council, and of the Legislature, Judges of the JudicLil Courts, Secret.-.ry of State,

Deputy Secretary of State, Adjutant General, Attorney General, Land Agent, Reporter of Douisions, counsel engaged in argument of causes before the Law Courts in the Middle District, Superintendent of Public Buildings, Superintendent of Common

Schools, Superintendent of the Insane Hospittd, Chaplains, Secretary and Assistant

Secretary· of the Senate, Chaplains, Clerk and Assistant Clerk of the House, Secretary

and Members of the Board of Agriculture during the session of the Board, provided

that this privilege to the members of tho Legislature, and those officially connected therewith, shall be limited to the time the Legislature shall be in session.

IV. Any per8on taking books from the Library shall first give sufficient personal security for their return within twenty days.

V. No person authorized to take books from the Library shall be permitted to

have at any one time more than three volumes, nor shall the same be retained more than three weeks, and all shall be returned on or before the first day of January annually.

VI. The following books shall not be taken from the Library room, except for the use of either House, or of the Committees of the Legislature during it8 session, or for use in the Supreme Judicial Court in term time; all books presented by tho United

States or any of the States; all works, books and documents relating to the laws or legislative proceedings of the United States, or other States or countries; all digests,

reports of decisions, and works relating to the science of law, and \rattemare's exch11nges.

VII. Every person shall be answerable for all damage done by him to any book,

and in case of the loss of any volume belonging to a set, the person answerable there-

for shall procure a new volume or pay in money the va.lue of the set. VIII. Any Member of the Legislature having in his possession any book, map, or

other publication belonging to the Library, shall return the same four days before the

adjournment of the Legislature. IX. All such books, maps, and other publications, as the Governor and Council

shall determine are necessary alwa.ys to be kept in the Library as books of reference,

shall at no time be taken therefrom. X. All persons wishing to t,ake books, pamphlets, or maps, from the State Library,

are required to report to the Librarian, the title of such books, pamphlets, or maps,

before taking the same from the Library rooms.

REPORT.

To tlie Legislature of Maine:

In accordance with the provisions of law, I submit- the following report:

I entered upon my duties as State Librarian on the 5th November, 1878. Ten months of the year covered by this report were embraced in the term of office of my predecessor, Mr. Hobbs, from whose entries and memoranda this report is chiefly made up.

The amount of funds received by me for the use of the Library was two hundred and fifty dollars. The expendi-tures for purchase of books and incidental expenses, since November 5, have amounted to two hundred and sixty dol-lars and thirty-seven cents. The expenses of the Library have been adjusted by the Trustees, and the vouchers are on file in the office of the Secretary of State.

The catalogue of accessions, submitted herewith, shows an increase of the Library, during the past year, of 1282 volumes and 84 pamphlets, as follows :

This increase is independent of books and documents received from our own State government, and also of docu-ments and reports of the 2d session of the 45th Congress.

As mmal, the laws, judicial reports and documents of this State, have been exchanged with the U11ited States, with the various States and Territories, and with the British Provinces. These exchanges afford access to a great amount of useful material, and furnish a valuable addition to a library designed chiefly for judicial and political reference.

I would respectfully recommend a special appropriation from year to year, in addition to the usual appropriation for the Library, for the completion of imperfect sets of Law Re-ports, and would suggest, in this connection, that, aside from the loss of present use, should be considered the materially enhanced cost of such works, as they become every year more scarce. In the selection of law books, I have had the valua-ble advice and suggestions of Judge Libbey of the Supreme Court, to whom I desire to tender my warmest acknowledge-.ments.

A further and lamentable deficiency of the Library is found in the department of history, especially the history of the State and towns of Maine, and I suggest the propriety of supplying this great need at an early date.

I desire to earnestly impress upon the attention of the Legislature the absolute necessity of better accommodations for the immediate and pressing needs of the State Library. Additional shelf room is indispensable to its increasing pro-portions. A large amount of useful matter, frequently called for, is at present packed away in nooks and corners, difficult of access, and any systematic arrangement of it is practically out of the question, with the present supply of shelf room. The rapid augmentation of our collection, by exchanges alone, has already outstripped the limits of the main library, and it has become a serious question what shall be done with the books received, without interfering with others, equally valuable, already on the shelves.

I feel that I cannot too earnestly urge the necessity of a re-arrangement of the library upon a thoroughly systematic basis, embracing some approved and simple method of cata-loguing. The additional expense attending such a task would

be comparatively small, and would be repaid ten fold in the increased facilities afforded to all whose interests are in any way connected with the library.

The last Catalogue was published in 1862, with a supple-ment, ( added in 1867) since which latter date over eleven thousand volumes have been added to the library, for any record of which it is necessary for one to consult thirteen annual reports. I submit that the interests of the State Library are entitled to your fostering care, and deserving of the most liberal bounty, both because .of the vast amount of invaluable material contained in it and because the honor of the State is involved in its maintenance and support.
