Introduction

This research report provides insights on the sectors that provide various services to the regions in

Saudi Arabia. The scope of the study covers analysis on the establishments, workforce, financial

spending, and others of Maintenance & Operations sector. The report will provide comprehensive

analysis of the sector in regions such as Asir, Baha, Eastern, Hail, Jazan, Jouf, Madinah, Makkah,

Najran, Northern, Qassim, Riyadh and Tabouk.

The aim of the study is to analyse the data gathered by LaborersMoMRA, EstablishmentMoMRA and

Contract Data to highlight laborer distribution, government financial spending and company distribution

across the mentioned regions.

Methodology used to categorize projects

In order to categorize the projects under ‘Small Project’, ‘Medium Project’ and ‘Mega Project’ categories

based on Project values, 33rd & 66th percentile of project values in the respective sector has been used

as reference point. For Construction sector 33rd Percentile is SAR 76,664 and 66th Percentile is SAR

299,145. Below figure gives brief idea about categorization.

The above figure provides overall distribution of laborers count across different sector, in which

construction sector held the largest share with more than 2.2 million (31%) laborers count, out of which

around 2 million laborers are non-Saudi. It is observed that laborers are an important asset to the

After construction sector, ‘Maintenance and Operation sector’ is held the second largest laborer share

among the 5 sectors which accounts to 6% of overall laborer count with about 5 lakhs laborers, followed

by Nutrition & Subsistence sector with 3% share. However, both Engineering Offices and

Communications & Information Technology sectors have 1% contribution in the overall laborer count.

Rest of the sectors in the region are consolidated under ‘Others’, which have 58% share in laborer

count.

The proportion of unskilled laborer is considerably high compared to skilled laborer in the construction

and maintenance & operations sector. Whereas, it is observed that engineering offices sector & in

Communication & Information Technology sector held larger share of skilled workforce. Further, in

Nutrition & Subsistence sector the proportion is observed to be equal.

Further, the proportions of the skilled and unskilled laborers directly influence the average wages across

different sectors. For example, Communication & Information Technology sector has highest average

wages across all the five sectors.

2. Maintenance & Operations Sector

2.1 Laborers

Considering the Laborer data across all sectors, proportion of male laborers is very high compared to

proportion of female laborers. The Maintenance & operations sector follows the same trend as well. In

this sector, overall Male: Female ration is 80: 20. Whereas, for Saudi laborers the Male: Female ratio is

66: 34.

In the maintenance & operations sector, expat shares about 40% of Saudi Arabian laborer market.

Among expats; laborers with Bangladesh, India, Pakistan and Egypt nationalities are having highest

count in the Saudi Arabian laborer market. Bangladesh have highest share with 30% of the non-Saudi

laborer population. Majority of the Bangladeshi laborers are from unskilled category.

When we are considering age of the laborers, the youth laborers (i.e. laborers having age 30 year or

below) are mostly local (i.e. Saudi) laborers. In mid-age (i.e. laborers having age between 31 years to

45 years) laborers, the proportion for Saudi & expat is almost equal; and in old-age (i.e. laborers having

age more than 45 years) laborers, the proportion of expat is more than that of Saudi laborers.

Above chart explains the proportion of skilled vs un-skilled laborers among each leading nationalities.

Saudi Arabian laborers, the proportion of skilled laborers is slightly higher than un-skilled one, but the

difference in the proportion is very less. Same is the case with Egypt, Syria and Sudan. The proportion

of skilled laborers is very high as compared to unskilled laborers for laborers from Jordan.

Exactly reverse scenario can be observed in laborers from Bangladesh, India, Pakistan, Philippines,

Yemen & Nepal

From above heatmap, we observe that the skilled laborers are highly paid than unskilled one. In

addition, male workers are getting higher salary than female workers are.

Local laborer from maintenance & operations sector are having highest salary than the expats. Though

Bangladeshi workers have highest share among the foreigner laborers, they are getting lowest salary

compared to employees with other nationalities. One of the reason might be due to high proportion of

Bangladeshi workers are falling under unskilled laborers. Among expats, laborers from Jordan are

getting highest payment.

Based on the contracts data, maintenance & operations sector has 26,373 projects in last 3 years.

When divided these projects in 3 categories (namely Small Project, Medium Project and Mega Project)

based on project values, we observe that the number of Small projects & Medium projects are almost

equal. Whereas, number of ‘Mega projects’ is slightly more than rest of the two types.

In 3 years, maintenance & operations sector was having highest number of projects in 2019. The

average cost per project is steady for Small project category across last 3 years. For medium project

category, the average cost per project increases in 2019; it further dropped in 2020. For mega project

category, the average cost per project drops in 2019; it further increases in 2020.

The Age wise distribution is very similar to the overall level distribution. Youth have Saudi laborers only,

Mid-Age laborers has almost equal proportion of Saudi and non-Saudi laborers & Old-Age laborers

have maximum share of Non-Saudi. Non-Saudi proportion is increasing significantly post age 36 years

or more.

Riyadh region struck first position with respect to number of projects as well as spending. It has total

656 projects in 3 years. This region has expertise in mega projects as 489 out of 656 projects are

categorized under Mega Project category. It has second highest average value per project for Mega

projects across all regions.

The number of projects have high number in 2018 for all categories. It dropped in upcoming years. The

average cost per project is decreased slowly over the period in small category projects. For medium

projects, the average cost increased initially and then it decreased in 2020. For mega project category,

the average price per project increased in 2019 & it again increased drastically in 2020.

Tabouk is one of the bottom 3 regions with respect to laborers from Maintenance & Operations sector.

In Tabouk we have higher Saudi-female proportion than Saudi-male proportion. Saudi-females & Non-

Saudi males have equal proportion (35% each) among Tabouk region.

Youth have Saudi laborers only. Saudi laborers have slightly higher proportion than non-Saudi laborers

from Mid-Age laborers & Old-Age laborers have maximum share of Non-Saudi.

Among Saudi Arabian laborers, the proportion of skilled laborers is slightly higher than un-skilled one,

but the difference in the proportion is very less. Same is the case with Philippines. The proportion of

skilled laborers is very high as compared to unskilled laborers for laborers from Sudan. Exactly reverse

scenario can be observed in laborers from Bangladesh, India, Pakistan, Egypt, Syria, Jordan, Yemen

total 448 projects in 3 years. This region has expertise in Medium projects as 237 out of 448 projects

are categorized under Medium Project category.

In small project category, the number of projects are having highest count in 2019. Average cost per

project is stable across 3 years in small projects. It has been increased slightly in 2019. In medium

project category, the count for number of projects lifted in 2019 & it decreased in following year. Average

cost per project for medium project category is at peak in year 2020. In mega project category, the

number of projects are having highest count in 2019. Average cost per project is decreased in 2019,

further it decreased in year 2020.

Conclusion

In maintenance & operations sector, unskilled laborers held the larger share compared to skilled

laborers. Considering the regions, Riyadh region held the top position with all aspects such as number

of laborers, number of companies and government spending. Riyadh has more than 35% share in

laborer count, the region also has highest number of large companies. Followed by Riyadh, Eastern is

the second highest region & Makkah is on third position with respect to the count laborers.

For the government spending, it is observed that the number of projects as declining over the year.

Also, in year 2020 the average cost per project is reducing each year in each category in all regions.

Riyadh, Makkah & Tabouk are top 3 regions with respect to number of projects. Riyadh has held first

position in government spending, followed by the regions Eastern & Qassim. Jouf, Jazan & Asir are at

bottom 3 position with respect to government spending. For Small projects, the regions with highest

average value per project are Tabouk, Hail & Makkah. However, for Medium projects, the regions with

highest average value per project are Jazan, Tabouk & Makkah. For Mega projects, the regions with

highest average value per project are Madinah, Riyadh & Hail.
