This letter is in response to the request for our comments concerning the referenced project. We have reviewed this proposal only as it relates to maintenance eligibility of major drainage features, in this case:

- Plains Tributary - Local storm drain outfalls to Brantner Gulch and Plains Tributary - Quebec Street Brantner Gulch crossing improvements

Documents were received for two separate MEP projects with this submittal – the channel improvements, Brantner Gulch at Creekside (MEP #107050), and the development-associated improvements, Creekside (128th & Quebec) (MEP #104969). Comments will be provided separately for each.

We have the following comments to offer on Otak’s project Brantner Gulch at Creekside (MEP # 107050): 1) Please define the different concrete cap details and the extents to which these details are applied

2) Drainage Report: A comment response to a previous comment states that revisions to the culvertappendix were made and a summary sheet was added to provide clarification. The summary isappreciated, but the hydraulic calculations following the summary do not match the descriptionsprovided for any of the culverts in the summary table. Further clarification is needed.

3) Drainage Report: Please revisit the Brantner Gulch Box Culvert worksheet (page 139). Flow, inverts, dimensions, etc. don’t make sense. The pipe has in inverse slope in the worksheet.

4) Drainage Report: The riprap protection calculated for pond outfalls appears to assume a 100-yr WSE in the receiving channel. This assumption is not guaranteed and can result in inadequate protection. The District recommends placing riprap protection to the toe of the bank at outfalls, especially for Plains Tributary culverts and for pond spillways.

5) Construction Plans, PD01: Thank you for specifying a thickened edge along the trail at the

emergency spillway. However, a detail should be added to specify how to construct the thickened edge. Depth dimension is not sufficient.

6) Construction Plans, PD02: Please clean up the stilling basin profile detail to more accurately depict

the difference in elevations between the sill and FES invert

7) Construction Plans, PD08: The outlet pipe from Pond C2 is quite steep. Please consider decreasing the pipe slope by lower the inlet elevation with a deeper outlet structure.

8) Construction Plans: It appears some embankments have been adjusted per the previous

comment, but other embankments remain the same and have heights in excess of 8’. Please verify that all embankments have been reviewed, and that consultation with the State Engineers Office of Dam Safety was contacted for review and classification.

9) Construction Plans, CH01: Stilling basin sill should be 1’ lower than pipe/crest invert. Current

design has a 0.4’ difference.

10) Construction Plans, CH04: Thank you for adding soil riprap protection at the connection between Plains Tributary and Brantner Gulch. Please show the extents of the soil riprap protection in profile, and provide dimensions or some other indication of where the soil riprap will be placed. Please ensure that the entire connection between Plains Tributary and Brantner is protected from erosion.

11) Construction Plans, BC01: Please reference detail sheets containing rumble strip details, headwall

details, and wingwall details. Please include the appropriate CDOT Headwall details for box culverts. The M standard provided on DT17 for headwalls is not appropriate for the culvert on BC01.

12) Construction Plans, TR03: Provide FES details for Trail Crossings 1 and 2. Box culvert crossings

have simple section views, and reference structural plans for more detailed information. Where are structural plans?

13) Construction Plans, TR04: Show culvert crossings on Plains Tributary Regional Trail.

14) Construction Plans, UPP29: A previous comment asked for restoration information for an open cut sanitary sewer construction. The response indicated that restoration would be per wetland permit requirements. That is not a sufficient response. If restoration work is required, information as to how that restoration will be completed must be provided on this sheet or a separate, landscaping/restoration sheet.

15) Construction Plans, DT15: Please add USDCM Figure 9-29 to the plans.

16) Construction Plans: The District recommends placing riprap protection to the toe of the bank at outfalls, especially for Plains Tributary culverts and for pond spillways.
