The FCC voted 3-2 last November to tighten qualifications for a $25 a month subsidy of telephone and internet service, to eliminate waste, fraud and abuse. The changes would have limited the type of qualified carriers serving tribal areas to “facilities-based” providers that maintain their own networks; it would have effectively cut out resellers. The FCC also wanted to direct funds to where they are most needed, like “last-mile” facilities. Tribal residents would still be eligible to apply for a $9.25 month subsidy, the agency said at the time. The Crow Creek Sioux Tribe, Oceti Sakowin Tribal Utility Authority, Assist Wireless, LLC, Boomerang Wireless, LLC, Easy Telephone Services Company and the National Lifeline Association sued the FCC. They told the court most of the eligible residents on Tribal lands choose resellers as their telecom provider, because those companies charge less than carriers that maintain their own networks, Inside Towers reported.   • cell tower on the grounds of Western Albemarle High School (WAHS), and both citizens and local leaders areengaged in an increasingly polarized debate over the project’s perceived costs and benefits.

    The Crozet Gazette reported that benefits of the tower include better connectivity for emergency personnel andstudents, both in the classroom and at home. “One reason the School Board is in favor of the tower project isbecause the first responders tell us they need to have the coverage,” said David Oberg, School Board representative.“To me, it’s a safety issue.”

    The issues raised, involve questions about student health risks related to RF radiation and equal access to educationas well as aesthetic and jurisdictional concerns. The tower proposal violates several sections of the county’s wirelessordinance, as it requests five antenna arrays instead of the specified maximum of three, fails visibility andconcealment mandates, and is inconsistent with the county’s Comprehensive Plan.

    According to Kate Acuff, School Board chair, “The fundamental reason the School Board and School Division arepursuing cell tower agreements is equity for our students. We are now a School Division with 1:1 computing down tograde three, but the power of that resource to promote student education is undermined when students lack accessto the internet.” Continue Reading

    CaliforniaSonoma Puts the Brakes on Verizon’s Small Cell PlansVerizon’s proposed ten-site small cell build out for the City of Sonoma, CA has met some opposition since it wasproposed last year, according to the Sonoma Index-Tribune. It was almost a full year ago, on August 24, 2017, thatthe City of Sonoma Planning Department received the first of 10 applications from Verizon to build a series of “smallcell nodes.”

    The first was installed on a utility pole at 725 Verano Ave with nine more applications being put before the City ofSonoma Planning Department to complete the job. The remainder of the sites have been met with pushback fromlocal residents, however, challenging their need to exist, safety and effect on property values. In response, thePlanning Department will hold its first public hearing on August 30, which is a meeting long overdue, according toopponents. Continue Reading

  • FCC Revises 24 GHz License Blocks to be AuctionedThe FCC updated its list of 24 GHz licenses to be auctioned in November. The agency also adjusted the categoriesand number of generic license blocks available for bidding in Auction 102.

    The agency granted a request from M&M Brothers to modify its 24 GHz licenses in nine Partial Economic Areas(PEAs). That means in one PEA, one of the blocks in the upper 24 GHz band will have reduced bandwidth (75megahertz). That block will be offered in an additional category, for a total of three categories of blocks in that PEA. Inthree other PEAs, one fewer block will be available in the upper 24 GHz band.

  • ItalyGovernment Will Not Block EI Towers TakeoverThe Italian government reported they will not block the takeover bid for tower operator EI Towers by infrastructurefund F2i and Mediaset, according to the Corriere delle Comunicazioni Reports. The Economy Ministry did notexercise its so-called 'golden power' one week after the EI Towers board said it was supporting the EUR 57 per shareoffer, reported Telecompaper.

    Mediaset said last month it was converting its share of 40 percent in EI Towers into a "significant minority" share in 2iTowers, which was specifically set up by F2i to handle the acquisition according to Telecompaper.

    Tower One Works Deal With Colombian Network ProviderTower One announced it signed a Master Lease Agreement (MLA) with Avantel, a Mobile Network Operator inColombia and Latin America. Under the terms of the MLA, Tower One will provide Avantel with the use of itsColombian wireless tower infrastructure over a 10 year fixed term contract.

    In addition to the Avantel MLA, the company has received over 50 new search rings. The company alreadycompleted site acquisition on 20 of the 50 new search rings. To date, the company has completed 12 towers inColombia with three active co-locations hosting multiple carriers.

    Alejandro Ochoa, CEO of Tower One, states: “We continue to build our portfolio of Master Lease Agreementsthroughout South America. The Avantel agreement is a great addition to our current customer base and it’s also anindication that the Colombia wireless market is becoming more active. Growth in the company has recently beendriven by our Argentinian acquisitions; however our long term focus is on diversification throughout multiple countriesin the region including our active operations in Mexico.”

    The company now has a total of 42 completed towers throughout Argentina and Colombia with over 12 co-locations.

  • Potential Broadcast Suitors May Steer Clear of Sinclair for AwhileUPDATE Sinclair Broadcast Group’s troubles may not be over with the collapse of the proposed merger with TribuneMedia. The FCC last month alleged Sinclair misled the agency about proposed station spins related to the deal anddecided to send the transaction to its Administrative Law Judge for review. Sinclair asked the agency to stop thathearing.

    A year ago, the Competitive Carriers Association, T-Mobile and NTCA, the Rural Broadband Association, urged theagency to deny the merger or place severe conditions on it, saying the combined entity would have the power todelay the progress of the television channel repack, and restrain competition in the mobile broadband market.
