This Request for Proposal (RFP) is confidential information. It is made available to your

organisation on the strict understanding that it will not be shown, read or passed to any person

who is not a current employee of your organisation.

All supporting documents submitted in response to this RFP will become the property of MHB.

Any proposal that does not conform fully to these instructions may be disqualified, at the sole

discretion of MHB.

MHB shall not be liable to respondents for any cost or damages incurred in connection with

the RFP process, including all costs of preparing a response to this RFP or any costs incurred

in reliance on this RFP.

MHB practices higher degree of integrity, hence your organisation is strictly prohibited from

giving bribes or attempts to bribe directly or indirectly. If convicted, MHB will not hesitate to

report this matter and your organization will immediately not be eligible to participate and will

be prohibited from any project from MHB in future.

1.0 BACKGROUND OF MAJUPERAK HOLDINGS BERHAD (MHB)

MajuPerak Holdings Berhad (MHB) is amongst the leading contributors to the

economic growth in Perak. MHB was incepted in September 3, 1976. Currently, the

paid-up capital is RM 179 million. MHB is an investment holding company listed on the

Main Board of Bursa Malaysia. Perbadanan Kemajuan Negeri Perak or State

Development Corporation is the largest shareholder of MHB with an equity of 55.12%.

MHB has taken a leading role in property development focusing on the housing sector

and realty business. In this area, MHB owns and manages several commercial

properties which include Wisma Maju Perak (previously known as Wisma Maju

UMNO), Brewster Village and Silveritage Galleria Complex in Ipoh. In the first quarter

of 2019, the Group entered into a Joint Venture Agreement (“JV”) with CCP Builders

Sdn Bhd to develop 300 units apartment on 4.25 acres land in Tambun, Perak. While

the property and realty sector generating revenue for the company with its vast tracts

of land, MHB successfully involved in other avenues such as renewable energy where

the group owns and operates three Solar Energy Power Plants in Keramat Pulai,

Simpang Pulai, Perak and also involved in the processing and manufacturing of

bamboo products in Gerik. This business is reflective of the Group's efforts towards

contributing to green and clean energy.

2.0 OBJECTIVE

Any companies / corporation / consortium with development license and registered

with Ministry of Finance are cordially invited to participate as a developer of Bandar

Tasik Idaman, Batu Gajah, Perak in accordance with this Request for Proposal (RFP).

3.0 PURPOSE OF THE RFP

This RFP document aims to meet the following objective: -

a. Provide applicants with sufficient information to facilitate the preparation and

submission of a proposal to provide the development proposal.

b. Seek certain information from the applicant which will be used in the evaluation

process.

This RFP is not an offer to contract, but seeks the submission of proposals from

interested respondents that may form the basis to negotiation of Landowner-Developer

contracts with MHB.



4.0 SCOPE OF RFP

The scope of this RFP document is to assist applicants in preparing a proposal to

enable MHB to: -

a. Determine the degree of fit of the proposed development offerings to the MHB,

other government agencies and local authorities’ requirements.

b. Acquire detailed information of applicants’ company profile, experience,

development track record, state of finance, technical capability, design and

management teams, marketing and sales strategies.

c. Acquire estimated costing in relation to the proposed Gross Development Value

and Gross Development Cost covering all aspects of the development process

and components.

d. Evaluate the Implementation Plan from inception to completion until the Defects

Liability Period ends.

e. Offer of entitlement in form of cash payment or in kind and their schedules to the

MHB.

5.0 PROJECT EXECUTIVE SUMMARY

The proposed development site is the continuation of existing development of Bandar

Tasik Idaman. This development covers an area 166.30 acres and located in Mukim

Sungai Terap District of Kinta and part of Batu Gajah greater development.

Key elements that should be taken into consideration by the Applicant: -

a. This project is the continuation of the existing scheme known as Bandar Tasik Idaman,

Batu Gajah, Perak.

b. ‘Kebenaran Merancang’ already approved by Majlis Daerah Batu Gajah on 26th August

2013.

c. The land title of individual plot has been issued by Pejabat Tanah dan Galian, Perak. The

Applicant needs to fulfil all the condition and requirement set by the Authorities.

d. However, applicant may propose new type of development and simultaneously obtaining

new approval from the Local Authorities.

e. The proposed development site is divided into five (5) zones as shown on Figure 3. The

existing planning for Zone 1,2 and 3 consists of residential and commercial building lot

while Zone 4 and 5 are the pond area. The area for each zone are as follows: -

ZONE 1 : 6.53 acres

ZONE 2 : 59.12 acres

ZONE 3 + 7 LOT : 25.22 acres



f. For Zone 3, there are seven (7) incomplete bungalows previously sold including one (1)

of the unit owns by MHB. In order to obtain the Certificate of Completion and Compliance

(CCC) from the Authorities, all the related infrastructures need to be completed. All the

remaining works need to be completed within six (6) months as a Phase 1 of the

development.

g. For Zone 4 and 5, applicant is allowed to improvise the area of detention pond to

commercial usage in order to enhance the market value of the area. Nevertheless,

applicant is required to liaise with Perak State Department of Irrigation and Drainage

regarding the proposed development of the pond.

h. Applicant is required to attend site visit in order to obtain in-depth information concerning

the condition of site, existing building, infrastructures and also to determine the suitability

of new planning.

Applicants are to provide details of the personnel of your company who will be our

7.0 TERMS AND CONDITIONS

Applicants shall bear all costs and expenses associated with the preparation,

clarification and submission of their proposal which must be delivered on or before 12.00

noon, 30th April 2019. Proposal received after the closing date and time specified above

will not be entertained.

Applicants are required to submit RM 500.00 (Ringgit Malaysia Five Hundred Only)

by way of bankers’ cheque or cash as processing fee in favour of MAJUPERAK

HOLDINGS BERHAD when submitted the proposal. This amount is not-refundable.

Proposal submitted without the requisite fee specified above will not be entertained.

One (1) softcopy in the form of DVD and three (3) hardcopies of the proposal should be
