Our Strategic Plan
We were launched in January 2018 to play a major role in fixing the housing market.
At Budget 2018, we published our five-year Strategic Plan explaining the steps we’ll take, in partnership with the sector, to do this.

Our mission is to intervene in the market to ensure more homes are built in areas of greatest need, to improve affordability.
We will make this sustainable by creating a more resilient and diverse housing market.

Strategic partnerships provide housing associations with the
investment, flexibility and resources they need to unlock delivery.
We have worked closely with the sector to understand barriers to delivery and
design a new relationship.
Housing associations currently deliver around
65,000 homes per year. This needs to increase to around 100,000 to meet demand.

Our approachIn April 2018, we embarked on an ambitious plan of engagement with housing associations in order to understand how we could help them to deliver more.

Round tables with over 90 housing associations
of different sizes, operating throughout
England, provided insight from across the sector.
Partnering with the National Housing
Federation and MHCLG ensured we had buy-in
and support from industry bodies and
the Government.
Iterating our approach across different waves
of partnerships allowed us to develop our
thinking in real time.
Support from Savills enabled us to test
partners’ ambitions and provided
confidence in delivery.

Key features of a strategic partnershipStrategic partnerships provide the investment, resources and flexibilities that housing associations need to significantly increase the supply of new homes – and support a wide range of initiatives.

The ability to determine the tenure of a new home
when it is completed allows partners to more effectively
respond to demand.
Providing support for a wide range of initiatives,
including modern methods of construction (MMC),
means partners are helping us to disrupt the market.
A new relationship enables access to all of Homes England’s resources, including land and non-grant
investment products.
Long-term funding certainty enables
partners to be more ambitious and unlock
private finance.

Additional delivery plans
Partners have almost tripled the number of new
affordable homes they will deliver over the next four
years.
Their total housebuilding programme – which
includes homes for sale or rent at market price – has
nearly doubled.

What next?We are continuing to iterate the strategic partnership model to enable housing associations to deliver more.

On 19 September 2018, the PM announced that a further £2
billion would be made available to pilot strategic partnerships on
a longer term basis. We are working closely with MHCLG to
develop the criteria for this pilot.
We are embarking on further engagement with the sector to develop our approach and
agree new partnerships; these are likely to be formed
on a bilateral basis.
We are working to introduce some of the flexibilities
available through a strategic partnership into our wider
affordable homes programme.
