and overseeing the delivery of the industry’s training scheme, PASMA is the

natural focus and authority for the mobile access tower industry. a leading

trade association in the work at height sector, it provides advice, guidance and support to its many members and the industry at

large. building a positive, proactive safety culture is central to its role.

As I come to the end of my term as Chair, it is an opportune time for reflection. Our Association continues to thrive and that is, without doubt, thanks to you, our members. There are many of you who have given so much to this industry and this Association, whether that be in your contribution as a member of Council, as a member of one of our committees or even in your support by attending events such as our Annual Members’ Conference, and I extend my grateful thanks to you.

one such lifelong contributor is Paul Pritchard who, after having served on council and committees for almost as long as the association has been in existence, has continued his service to the industry for the last few years as the south west auditor and has recently announced that he intends to retire for real at the end of this year. we wish him many happy years of retirement and are extremely grateful for his countless years of invaluable contribution which have helped shape the association.

whilst bidding farewell, it seems appropriate to welcome those incoming members to the Pasma team. Jason carlton, who was some months ago appointed as

our head of strategic engagement & enterprise, will already be known to many of you. sarah nunn, who joined us last year as our head of international development and our most recent appointments, suresh Kumar, our middle east representative and daniel ng, our asean representative. i am sure that their professionalism and enthusiasm will be significant in helping Pasma take the next steps in our journey.

finally, i am pleased to hand over the reins to your new chair, Gillian rutter, confident in the knowledge that, with her many years of experience in our industry, you are in safe hands.

PASMA is the organisation that knows mobile towers, and cares about the people who use them, so says our mission statement. Over the last year, we have been working towards achieving a number of goals and objectives aimed at fulfilling our mission.

we have seen an increased use in our committees of virtual meeting rooms, and a widespread uptake of our project and task management system. This has been a difficult and, at times, painful transition and is still a work in progress but i have

no doubt that, with perseverance and perhaps some adjustments, it will bring enormous benefits in efficiency and member inclusion.

we will shortly announce the appointment of a new Technical officer to assist our Technical director and take us a step closer to the establishment of our Test and research centre.

we continue to collaborate with and seek active engagement with other industry bodies to support our efforts, to take advantage of their expertise in their field and to avoid duplication of effort and expense.

we have been particularly active in defending the misuse and misrepresentation of our registered trademark and have recently adjusted our approach to ensure that any costs incurred in defending the mark are borne by the offenders. on this point, i would also highlight that we are extending the use of yoshKi brand protection and would urge all members to ensure that they display the correct Pasma badge on their online presence, as we will be enforcing this in the coming year.

support and the roll-out of bs 1139-6, as well as our review of the training path by which their employees can achieve a graduated competence with a blend of advanced modules and the ultimate Towers for Professional riggers training. indeed, this is such a highly skilled and, at times, complex category of membership that i would caution all members that if they undertake hire and assembly, however small or infrequent, they must register in and meet the demanding criteria for this category as, once again, we will be enforcing this rigorously in the coming year.

as with any growing and expanding organisation, from time to time, it is necessary to take a step back and review roles and responsibilities to ensure that we are adequately meeting the needs of our members, and this is currently underway in Pasma. i ask for your forbearance and understanding while we make adjustments.

i must finally extend thanks to the retiring chair, carl evans, for his efforts and diligence in his term of office, and congratulate our incoming chair, Gillian rutter, and wish her every success in her term.

it was another record breaking year for Pasma training. over the 12 month period the association issued 73,000 training cards.

The biggest project of the year was updating the Towers for users and low-level access courses. work on this continues with the expectation that instructor cPd events will be held later this year to ensure that everyone knows and understands the changes involved.

Tying-In

The committee promotes the activities of Pasma members engaged in hire and assembly operations - standard tower structures, advanced structures covered by manufacturers’ assembly guides and bespoke structures that fall within the remit of bs 1139 Part 6 for which ‘rigger’ standard is a requirement.

The committee is working on three principal projects: liaison with manufacturers who are prepared to support structures that fall within bs 1139 Part 6; the development of a long term career path to attract new recruits into the industry; and the production of a guide addressing the issue of tying-in.

Technical Revision of EN 1004

Temporary Works Equipment

Publication of BS 8620

The drafting of the revision to en 1004 is now virtually complete. it clarifies many important points that were previously open to interpretation. The most noticeable change is the scope to include towers under 2.5m.

meanwhile, cen Tc53 wG15 has been drafting a standard that fills the gaps in the eurocodes for the manufacture - or ‘execution’ - of temporary works equipment. That process is now complete and the draft will be sent out shortly for enquiry.

The publication of bs 8620 has proved challenging for designers. however, at a recent Technical committee meeting, several members reported that they now had products going through the approval process which complied with this new standard for low-level access equipment.

BS 8620 LOW LEVEL WORK PLATFORMS (PODIUMS) bs 8620, the full british standard for low level work platforms commonly referred to as podiums, was published at the end of 2016, replacing Pas 250. Pasma members played a significant role on the drafting panel of designers, manufacturers, suppliers, users, regulators and safety professionals. The new standard is essentially the same as its predecessor but, on the basis of recommendations from the health and safety executive, the test for stability against overturning and the requirements for side protection (guardrails) were adjusted. The surface for the lateral stability test was also changed for improved consistency. These changes mean that low level work platforms which are compliant with the new standard now offer an even safer alternative to stepladders.

BS 1139 Part 6 PREFABRICATED TOWERS OUTSIDE OF THE SCOPE OF EN 1004bs 1139 Part 6 was published at the end of 2014. some manufacturers have now developed compliant-enabling components such as portal frames, walk though frames and bridges. They have also carried out the necessary calculations and published user instructions for ranges of structures within the scope of the standard, allowing Pasma to relaunch its advanced courses.

Brexiteven though the uK is leaving the european community, bsi has confirmed that it intends to remain a member of cen, the organisation responsible for european standards, and to follow the cen rules for standardisation. what that might mean in terms of uK participation in the standards process remains to be seen, but bsi are advising that it is very much “business as usual”.

EN 1004 MOBILE ACCESS TOWERSThe task to revise en 1004, the product standard for mobile towers, was reinstated last year when cen Tc53 - the european standards organisation Technical committee for temporary works equipment - took the decision to continue with the project. Tc53 also decided that towers under 2.5m should be included and that the standard for user instructions, en 1298, should be considered for inclusion as a part of en 1004.

don aers, Pasma’s Technical director, was appointed by Tc53 as convenor for wG4, the working group responsible for the project. new cen procedures meant that there was a very tight deadline which necessitated holding meetings at monthly intervals with sub groups doing considerable amounts of homework in between.

The group completed the draft at the end of march, although its work is not yet complete. it is still necessary to carry out both internal and external (public) enquiries where any comments need to be considered and resolved. considering the previous issues with gaining agreement on certain points, it is too early to say exactly when a revised en 1004 standard will be published, but the uK will be pushing for an early resolution. once that job is complete, wG4 will turn its attention to redrafting en 1298, then incorporating it into en 1004.

Middle East suresh Kumar has now filled the position of regional representative. card numbers have reached almost 3,000 for the region with demand growing. Pasma re-launched the advisory Panel in January as the safety at height advisory Panel, attracting interest from safety professionals in the region. mike Palmer, rapid access was elected chair with frank iszard, safelift and ian fyall, simian skill being jointly elected as vice chairs. The first middle east conference held in november 2016 was hailed a huge success with attendees requesting a future event. The next conference will take place in abu dhabi in march 2018.

Benelux The association has made positive progress over the year and three training members have successfully met the necessary criteria. we continue to develop a newly formed relationship with Vsb (association of scaffolding companies) as new legislation comes into effect from January 2018 stipulating that all individuals using mobile access towers must evidence competency.

South East Asia The association was delighted to appoint daniel ng as representative for the region. daniel has extensive industry knowledge and experience of developing business throughout the asean region. Galmon, singapore remain a Pasma training member while Pmb (everlast) continue to manufacture to en 1004. Pasma is seeking to enter into an agreement with the singapore institution of safety officers (siso), with the aim of giving safety professionals an understanding of best practice in the use of mobile towers and the importance of competence.

South Africa Pasma successfully sponsored the a-osh ‘working at height’ Theatre for the fourth year running. This year the focus was on further implementing the Pasma brand in south africa, explaining the iwh ‘working at height safely’ Guidelines and delivering a number of practical demonstrations. in advance of a-osh, Pasma supported local training member Johannesburg scaffolding who delivered the flagship Towers for users course to a group of iwh members, which included manufacturers, training providers and end users. feedback was positive with many delegates stating that the course exceeded the minimum requirements for tower training in south africa. Pasma are now providing support with the adoption of bs 8620 which has recently been submitted to the south african bureau of standards (sabs).

Tower safety week 2016

PASMA’s Tower Safety Week gets bigger and better

every year. Running from 14-18 November, last year’s

event was no exception. The campaign took as its

theme ‘Working well with towers’ and sought to promote

height safety, develop industry knowledge and skills,

and connect with a wide range of tower using industries. Training and skills are essential messages being communicated to everyone through this excellent campaign which promotes safe access when working at height. Pasma put in a tremendous effort to keep people safe.

Throughout Tower safety week - now in its fifth year - tower users everywhere were asked to show their support for tower safety and height safety in general. Pasma members, their customers and industry at large also celebrated the versatility of towers and their increasing use in a wide range of different and challenging applications.

resources for 2016 included new infographics and the return of old favourites such as the ‘high Tower challenge’ and the ‘see a tower, take a selfie!’

competition, aptly re-named ‘Tower selfie Go!’ also new were cPd instructor open days designed to keep instructors abreast of the latest developments in tower technology, design and safety.

breaking new ground, Pasma Tower safety week culminated, not in the uK, but in dubai, where the association sponsored the first ever one-day middle east conference dedicated entirely to the safe and productive use of mobile access towers.

a new microsite for Pasma middle east (www.pasma.ae) was introduced to provide tailored content in response to growing interest and membership in the region. The association also created a dedicated portal to speed and simplify access to Pasma guidance and resources for council and committee members.

iirsmPasma is collaborating with the international institute of risk and safety management (iirsm) to facilitate closer cooperation through a memorandum of understanding (mou).

PASMA is a member of three Health and Safety Executive (HSE) groups representing the industry’s interests: CONIAC (Construction Industry Advisory Committee) Safety Working Group; SBTAF (Small Business Trade Association Forum) and WWT (Working Well Together).

coniac The coniac safety working Group advises the hse on the protection of people at work (and others) from hazards to health and safety within the building, civil engineering and engineering construction industry.

small business Trade association forum sbTaf exists to ensure that the hse hears the concerns of small businesses and consults small business on new initiatives and proposed changes in health and safety law.

working well Togetheras a joint industry/hse initiative, wwT operates shad events (safety and health awareness days). The events are targeted at smes and sole-traders with the aim of educating people on risks and offering practical solutions. Pasma is a supporter of these events (together with colleagues in the aif) and was a lead participant in the first working well at height event in 2017.

Pasma delivered Training booking systemin use since the beginning of 2017, the new system has generated positive and constructive feedback from the members who have used it. This feedback is proving extremely useful and will form the basis of an augmented version set for introduction later in the year.

Tech Topicsonline registration systemThis is now complete and in the final test phase. it will be released to council shortly after the 2017 amm and then to all members. during the trial phase members will be able try the system and familiarise themselves with its features and benefits. Tower scaffolds come in many different

shapes and sizes from many different

suppliers so how can you be sure that

the one that you use is safe?

WHAT IS EN1004 (BS EN1004)?

EN1004 or BS EN1004 is the European product

standard for mobile access towers (scaffold towers).

Towers which conform to this standard must meet

minimum safety requirements.

• Have purpose designed platforms with safe trapdoor

entry and exit

• Have built in access for safe ascent and descent

• Supplied with the correct size and quantity of stabilisers

to prevent overturning
