Personal Changes. Report changes to your personal information to UHMO, including changes in rank, name, duty, and home telephone, squadron, office symbol, marital status, etc.

Rooms Inspection. Commanders, First Sergeants, and UHMO are entitled to enter your room at any time for random inspections of your living quarters. Supervisors may inspect your room at any time as long as you are present. The Unaccompanied Housing Room Inspection form will be used to conduct/record inspections.

Room Decoration. Pornographic materials will not be displayed. These items are defined as, but not limited to, displays that expose genitals or pubic hair, obscene, racist, sexist, or materials likely to incite violence or disorder. Additionally, any item which portrays the usage of drugs, or any other activity which violates accepted Air Force standards is prohibited from being displayed in the dormitories. Pictures and posters (except items listed above) may be hung. Use small nails or push tacks. DO NOT HANG items from ceiling/doors, or fixtures. Occupants are responsible for any damage caused by hanging items in their rooms. Under no circumstances will any items be hung/taped/attached on walls that are wall papered.

Smoking. Per AFI 40-102 and 341 MW policy, ALL tobacco use (smoke or smokeless) is prohibited in all dormitories to include individual rooms, common areas, and stairways. Tobacco use is limited to designated areas, located at least 50 feet from doors, windows or air inlets.

Vehicles. Owners/operators must adhere to all base and local policies and laws governing vehicles. Vehicles parked in the dormitory campus must have a current registration. Any vehicle that has no license plate, expired license plates, missing parts (engine, tires, doors) or damaged which makes the vehicle non-operational will be reported to Security Forces as abandoned. All street vehicles will be parked in designated parking areas only. Remove excess mud from vehicles prior to parking them.

Recreational Vehicles. Recreational vehicles are allowed in dormitory parking lots for 12 hours for loading and unloading. Long term storage is available for all other recreational vehicles, boats, trailers, and campers, through Outdoor Recreation (731-3263). Storage of these items in the dormitory parking lots is strictly prohibited. Violation of this policy may result in the vehicle being towed at the owner’s expense.

Bicycles. All bicycles must be registered with UHMO. A plastic registration tag will be issued and must be secured to the bicycle. Any unregistered bicycles will be treated as abandoned property and subject to the rules in Montana Code Annotated 2011 70-24-430.

Vehicle Maintenance. Vehicle maintenance performed in dormitory campus parking lots is limited to the removal and replacement of minor parts, i.e., windshield wipers, lights, and batteries, and emergency maintenance. Changing of any type of automotive fluids is prohibited. The Auto Hobby Shop is available for your use.

Storage Lockers. Boxes or suitcases stored in your room must present a neat uncluttered appearance. Storage lockers are available to members residing in the dorms on a first come first serve basis. Contact UHMO with a bldg, floor, and locker number to sign for the locker. Each locker will have the resident’s full name with room number on or within their locker so it is visible.

a. Locker must be secured and contents will present an orderly and clean image.b. Absolutely no flammable, corrosive or toxic materials will be allowed.c. No automotive or motorcycle parts, except tires may be stored.d. Issued dormitory furniture may NOT be moved to a storage locker.e. Member will remove their lock and notify UHMO when they no longer require the locker.f. Due to unforeseen maintenance, renovation or emergency situations contents of locker may

be returned to the member’s unit if member cannot be contacted.g. Any locker without identification will be considered abandoned property.

Pets. Pets are prohibited in the dormitory for health/safety reasons. However, one fish aquarium of 20 gallon capacity or less is permitted for the sole purpose of keeping fish. Aquarium must be maintained and do not emit an odor. Poisonous/dangerous fish are prohibited. Any damage caused by the aquarium is the resident's responsibility. Residents will be charged $150 cleaning fee at check-out if a prohibited pet is found.

Weapons (Prohibited). Residents are prohibited from possessing, storing, or otherwise bringing Privately Owned Firearms (POFs) into the dormitories. The 341 MW/CC has designated the Security Forces Armory, located in bldg 500, as the secure storage location for residents' firearms and ammunition. UHMO staff, unit commander, first sergeant, or law enforcement personnel will confiscate POFs. Confiscated POFs may be held as evidence until the convening authority determines final disposition. The following items are considered dangerous weapons; however there may be items not listed that could still be considered weapons. If you have any doubt about an item, contact UHMO for approval/disapproval.

a. Blackjacks, brass knuckles, Billy clubs, martial arts weapons (nunchaku fighting sticks).b. Any explosive device to include ammunition, fireworks, black or smokeless gunpowder.

Privately Owned Weapons (POWs). Residents are prohibited from possessing, storing, or otherwise bringing the below listed weapons into their dormitory room. UHMO has designated the storage lockers, located on the 3rd floor of dorm 640, as the secure storage location for residents' POWs. UHMO staff, unit commander, first sergeant, or law enforcement personnel will confiscate any POWs found in a resident’s dorm room. Confiscated weapons may be held as evidence until the convening authority determines final disposition. Resident’s wishing to use the POW Storage Locker must read and agree to the conditions outlined in the 341 CES/CEIHD POW Storage Locker Memo.

a. Instruments or devices capable of propelling a projectile by compressed air, gases, springs, orother mechanical or physical means- Pellet guns - BB guns - Paint-ball guns- Bows and arrows - Spear guns - Crossbows- Dart guns - Blow guns - Slings and Slingshots

b. Knives with blades in excess of 12 inches. Household kitchen knives are authorized for theirintended purpose. Decorative, ceremonial or sporting swards, regardless of edge or sharpness areprohibited, unless secured in a display case. Government-issued survival knives required forperformance of duties or mobility must be stowed with gear and secured.

Draperies. Privately owned draperies are authorized upon approval by UHMO. They must be fire retardant, in good repair and kept clean.

BAH Entitlements/Waiting List. The UH Management Section manages waiting lists for assignment to and termination from UH. Members will have commander and/or first sergeant approval letter in order to be placed on the BAH waiting list. This letter will be turned into the UHMO office, annotated in eMH and filed in the member’s records. IAW AFI 32-6000 para 7.9.4., E-4s with over 3 years of TAFMS residing in dormitories become a Priority 3 resident and occupy a dormitory on a space-available basis without BAH. Priority 3 personnel must vacate the dormitory, given 30 day notice.

Insect Control. Dormitory windows and doors will not be propped or left open unless there is a screen available. Windows and doors will never be left open unattended. UHMO has mice, ant and hobo spider traps available for your use.

Telephone/Internet/Cable TV Installation. Private Cable and telephone may be installed at your expense. This is a private transaction between you and the respective company; the Air Force assumes no liability.

Self Help Program. Any self-help improvements to your room must be approved by UHMO. This includes the addition of shelving, curtain rods and any other improvement that requires modification of the existing room’s interior.

AIR FORCE RESPONSIBILITIES Services. In support of this government-owned facility, UHMO will provide M&R, refuse collection and disposal, basic pest control, fire and police protection, grounds maintenance for common areas and snow removal from streets.

Initial Inspection. UHMO inspects your room upon departure of the previous resident and when placing the Bed-n-bag in the room prior to arrival. At the in-processing briefing, each resident is provided a copy of their room's AF Form 228, in which to note any discrepancies in the condition of the room. Residents must return the AF Form 228 within 7 days to UHMO.

Maintenance and Repair (M&R). Per AFI 32-6000 all routine maintenance is resident’s responsibility (i.e. plunging the toilet, changing light bulbs, replacing items such as toilet seats and shower heads). All items will be provided to the dormitory resident by UHMO. Conserve utilities according to energy conservation programs. Keep windows closed/do not use as a means to control the thermostat. To request repairs to your room contact UHMO at x4239. For emergencies during non-duty hours, call 406-788-8674.

Service Response. There are three categories of service: emergency, urgent, and routine. The category determines when you can expect the service to be scheduled. SERVICE CALL RESPONSE

TIME DEFINED AS

Emergency Same Day Failure or deficiency, which constitutes as immediate danger or health hazard to residents or threatens to damage property. A structural, utility, or mechanical problem that could cause loss of life or property. Serious damage affecting health, safety, security, or mission. Complete utility failure (electricity, gas, heat, water, sewage, or air conditioning).

Urgent 5 Business Days

Failure or deficiency, which does not immediately endanger the residents or threaten damage to property, but would soon inconvenience and affect health and welfare of the resident.

Routine 30-45 Days Depending on Material

Work of a routine nature that does not meet the criteria of emergency or urgent.

Refuse Collection and Disposal. Dorm residents are responsible for removing their trash from their room daily. Dispose of trash in the dumpsters, not the garbage cans inside the dormitory's common area or pavilions.

Lockouts. Lockout procedures are posted on the bulletin boards in each dorm. If you get locked out of your room during duty hours, come to the UHMO office for a temporary key to gain access. After duty hours, you will need to contact an NCO in your chain of command to accompany you to the Lodging Office to pick up a key. The key will be signed out to the NCO, who will escort you to your room and open your door. After entry is gained to your room, both you and the NCO will immediately return the key to the Lodging Office. The only door that will be opened with the lockout key is to the individual’s room. The NCO and Airman will be held liable for any and all actions by signing this form.

Exterior Building and Grounds Care. As a dormitory resident, you are responsible for keeping the inside of your room clean as well as the exterior area immediately adjacent to the entrances to your building, and your personal door. This may include sweeping or vacuuming the hallways or walkways. The base normally maintains common areas around each dorm. Residents are responsible for keeping the grounds around your facility clean; UHMO may require additional grounds care.

Snow Removal. Bay orderlies/residents are responsible for snow and ice removal in a 50 foot radius around their respective dormitories. Snow shovels, ice melt and ice chippers will be provided by UHMO and will be maintained in the dormitory janitorial closets.

Appliances. The installation replaces and services installed ranges, refrigerators, and microwaves. Appliances are assigned by serial number and recorded on AF Form 228. Notify UHMO when repairs are needed. Please DO NOT attempt repairs or adjustments yourself.

Laundry Facilities (Washer and Dryer). Laundry facilities are provided for your convenience. You will be responsible to launder your own linen (UHMO issues you a complete set of linen…pillow, pillowcase, mattress pad, sheets, blanket and comforter). Items left in laundry room for more than 3 days will be considered abandoned and discarded!

Filters. Air conditioning and heating filters are government furnished. A/C vents located in the rooms need to be cleaned monthly to remove all dust.

Name Plate. Residents receive a door name tag upon in-processing the dorms. This name tag will be displayed on member’s door on the designated name plate. Notify UHMO of any name or office changes to get a new tag.

RESIDENT RESPONIBILITIES

Social Visits. All guests must be at least 18 years old, be escorted at all times and are prohibited between 2400-0600 hours. Remember, you are responsible for the conduct of your guests and can be held responsible for their actions and behavior. All non-military personnel (civilians and military dependents) are authorized to visit but not between the above mentioned hours. Parents and siblings are also permitted to make short (no overnight) visits. Cohabitation (another person living with you) is NOT authorized.

Reside Off-Base without Entitlements. IAW AFI 32-6000, Housing Management, residents are required to reside in the assigned room provided unless otherwise approved by the first sergeant or commander. Airmen that voluntarily live off-base at their own expense must obtain written authorization from squadron commander or first sergeant to reside off base without entitlements and prior to entering into any rental agreement (para 1.2.30.6.). Member is not allowed to retain a room in UH after moving off-base.

Leave or Extended TDY to include Deployments. Residents will retain their rooms during deployments. Prior to deployments, TDYs or extended leave out of the local area for periods of over 7 days, residents will report to UHMO to ensure completion of certain tasks which includes but not limited to the following:

a. Resident will identify another active duty member to perform weekly inspectionsb. A Power of Attorney authorizing the movement of personal belongings in case of a directed

move for renovation/repair or emergencies.c. Room will be in inspection order.d. Vehicle will be parked in the long term parking area as designated by the 341 SFS.

Maintenance and Repair (M & R). Promptly notify UHMO, during normal duty hours, of any defective, broken, or malfunctioning, equipment or fixture. For emergencies, during after duty hours, contact 788-8674.

Damages. You will be held liable and accountable for loss or damage to equipment or furnishings that you or your guests caused by abuse or negligence. When inspection determines you are responsible for damages beyond reasonable wear and tear and you perform the repair, you must meet Air Force standards for the repair or replacement. UHMO will fully explain your options to repair or replace damaged items and the method of payment.

Repair Costs. Cost may vary, depending on circumstances. Cost will include labor and material.

Environmental. Pamphlets on the hazards of lead paint, mold and radon are available on each dorms bulletin board.

CLEANING STANDARDS

Windows. Occupants are responsible for cleaning inside windows, channels, and windowsills as needed.

Do not remove screens. Report damaged or missing screens to UHMO. Lock the windows when leaving the room for security purposes. Ensure windows are closed during winter months to prevent freezing of water pipes.

Kitchen. Kitchen will be clean and free of clutter. All food and food containers will be properly stored or disposed of. Do not pour grease down the drain as it can solidify in the pipes and cause stoppages. Be careful to keep hot pots, pans and utensils off countertops to avoid permanent damage. We recommend non-adhesive shelf paper for inside drawers and cupboards to avoid damaging surfaces upon removal. Clean walls periodically to prevent grease buildup.

Refrigerator. Clean any spills on the inside. Dispose of spoiled food products regularly to prevent mold growth. Clean interior and exterior surfaces of refrigerators on a regular basis. Pay special attention to shelves; clean under, inside, outside, and behind the bottom drawer if so equipped. Wash the metal strips on the inside of the door. Be sure that there is no food residue splattered on the inside. The seal around the edge of the door must be clean and without food particles or dust/dirt. Defrost the freezer as needed but no more than 1 inch of ice buildup. While defrosting the freezer, do not use a sharp instrument to chip away ice and frost. This practice may puncture the coils, and make residents liable for replacement. Dust/vacuum off the wire framework in the rear or bottom of the refrigerator to improve cooling and extend the life of the unit. Be sure to clean around and under the refrigerator.

Microwaves. Microwaves must be clean, both inside and out at all times. Never leave microwaves unattended while in use.

Stove/oven. Stove top must be clean and free of grease, dirt and food. Coils and drip pans will be clean and free of crumbs. Oven will be clean and free of food residues. Do not use oven cleaner on self-cleaning ovens.

Range Hood. Hood and filter must be clean and free of grease/dust. Filter will be cleaned at least semi-annually. Light will be operational.

Bathroom. Because of the potential for bacteria growth, bathroom areas require special care and attention. Clean the complete toilet ensemble, inside and out, with a disinfectant or residue-type cleaner as needed, but at least weekly. Clean the shower tile, bathtub, and shower curtain or door with a disinfectant or residue-type cleaner as needed. There should be no soap scum or other residue left on walls. The shower curtain must be clean without mold or mildew stains. Pay particular attention to the curtain wall, as it will mold quickly if allowed to remain damp for extended periods of time. Be sure the ceiling light is clean and operational. The bulb must be bright enough to see and shower safely, either frosted or clear bulbs only. Be sure the entire ceiling is clean and has no build-up of mold or mildew that is subject to grow under conditions of extreme dampness. Clean the entire floor, behind the toilet and in the corners.

Sinks. Clean hair from drain trap as needed. Clean fixtures so they are free of dirt, mildew/mold, and water spots. Report any leaks to the dorm manager immediately. Use spray cleaner to clean the inside and outside of the under-sink cabinet. Ensure that mirrors are cleaned on an as-needed basis.

Floors. Sweep, mop and vacuum as needed. Ensure there is no dirt build-up in the corners, behind the doors, under beds, or other furniture. Excessive water can damage any floor. Use a quality wax remover to prevent wax build-up, paying special attention to corners and baseboards.

Carpets. Carpets should be vacuumed and shampooed when needed. See UHMO for use of a carpet shampoo machine. Ensure vacuum bags/canisters are not full. Full bags/canisters will prevent your vacuum from operating efficiently or at all. Vacuum bags are provided by UHMO. Any damage caused by misuse, abuse, burns, and so forth, may be chargeable to the resident.

Walls. Walls must be clean and maintained in good repair. Use mild soap and warm water to keep walls clean. Do not apply adhesive-backed materials, wallpaper, or decals to walls or furnishings as these cause damage upon removal. Use nail or "J" type hangers only and remove them prior to termination. Make sure doorstops are serviceable to prevent damage to walls. If there are holes or depressions in the walls, they must be repaired. If the holes are small, less than 3 inches, the resident may repair them. Any holes larger than 3 inches must be reported to the dorm manager as soon as possible. It is the responsibility of the residents to report any problems as soon as possible.

Furniture. Furniture must be clean and neatly arranged in the room. Rooms may be arranged according to the discretion of the occupant. However, arrangements that are identified as potential safety hazards by the Safety office, Fire Department, First Sergeants or UH Manager will be changed to meet safety requirements. Items on shelves, tables, dressers, and desks must be neat and dusted as needed.

Government provided furnishings or appliances will not be removed from rooms.

Filter Vents. Need to be cleaned monthly and dust-free at all times to ensure proper ventilation operations.

FIRE PROTECTION

Fire Evacuation Plan. A fire evacuation plan is posted on the UHMO bulletin and also on the back of each member’s room door with the primary and alternate routes of escape. Arrange furnishings so as not to obstruct or impede entering or opening doors leading from rooms to exit doors. Know the plan. Only fight fire it can be done without placing personal safety in danger. Inform fire fighters of items involved in fire and location. Direct questions on fire prevention to the base fire department at 406-731-3746 or 406-731-3747.

Smoke Detectors. Tampering with alarm call boxes or fighting equipment is a serious offense, punishable under the Uniform Code of Military Justice (UCMJ). The fire department is responsible for inspecting smoke detectors.

E-Cigs. E-cigarettes or any type of vapor-based tobacco products are not authorized in any Air forceFacility. They will also cause the smoke detector alarms to activate.

Flammables. Gasoline, diesel fuel, Coleman fuel, vehicle oils, transmission fluid and other flammable liquids of this type shall not be stored in individual rooms. Compressed gas cylinders such as propane and butane are also prohibited. Storage of flammables is prohibited. Flammables include but are not limited to gasoline, kerosene, candles, incense or any open flame. The burning of candles, incense or any open flame is prohibited.

Barbeque Grills. Gas barbeque grills are provided for resident use in pavilions, therefore, portable grills are NOT authorized to be used anywhere in the dormitory complex. Exception: Requests to deviate for unit organized dorm functions requiring additional grills are allowed, with the prior approval from UHMO. Residents may store cleaned (no charcoal) barbeque grills in their rooms or storage lockers. Charcoal, lighter fluid and propane tanks are PROHIBITED in dorm rooms or storage areas.

Space Heaters. Space heaters of any type are PROHIBITED in dormitories, unless temporarily issued by UHMO

Cooking. Cooking in dayrooms and resident sleeping rooms is prohibited, except in microwaves. Hot plates, toaster ovens and convection ovens are NOT permitted. Cooking is permitted in government provided kitchens. When cooking, never leave cooking unattended. If a grease fire occurs, cover the burning pan with a lid, turn off the appliance and call the fire department. NEVER USE WATER AND DO NOT ATTEMPT TO MOVE THE PAN! CLEAN THE KITCHEN EXHAUST FAN FILTERS AT LEAST ONCE A MONTH TO PREVENT ACCUMULATION OF GREASE.

Housekeeping. Do not allow food particles to accumulate on countertops, trash cans and other surfaces of your living space. Keep closets or storage areas free of trash. Unplug heat producing devices when not in use.

Extension Cords. The use of any extension cord is discouraged; however single outlet extension cords and multi-outlet power strips with circuit breakers built-in are authorized. If extension cords are used, they cannot operate more than one item per cord. The exception is if it is a power strip.

SECURITY FORCES

Firearms and Fireworks- Weapons listed below are considered illegal and are not authorized on Malmstrom AFB. These items will be confiscated by Law Enforcement individuals and ultimately destroyed and or disposed of.

- Switchblade knives,- Brass knuckles.- Gas pistols, shooting pens (fountain pens, automatic pencil type pens, or other cartridges

capable of discharging tear gas or other unlawful propellants), or any weapon capable ofdischarging chemical agents, other than an authorized MACE dispenser or Pepper spray.

- Shooting weapons and blades equipped to be collapsed, telescoped, shortened, or strippedbeyond the normal extent required for hunting or sporting, or which are concealed in otherdevices (walking canes, umbrellas, and tubes).

- Ice picks, daggers, or knives with blades longer than 4 inches.- Sawed-off shotguns- Automatic weapons- Silencers for weapons- Any other weapon or device from which projectiles can be discharged and which would

normally be expected to seriously injure or kill another person. Any weapon listed by theBureau of Alcohol, Tobacco, and Firearms as being a Class III weapon.

- Flammable or corrosive materials (i.e., gasoline, motor oil, oil based paint, spray paint) ofany kind are prohibited.

SPECIAL CLIMATIC CONDITIONS Cold weather gear is Personal Protective Equipment and needs to be utilized during cold climate conditions.

COMMUNITY RESIDENTIAL ACTIVITIES

Dormitory Council. Commander establishes dormitory councils to ensure each dormitory resident has an opportunity to be responsible, accountable and involved in their living conditions. The Airmen Dormitory Council is the forum by which residents of an individual dormitory address their concerns about their living environment with a panel of peers, establish standards for all residents, present solutions for problem areas, establish positive recreational activities and identify facility and furnishings improvements. Each dormitory has a council consisting of a Chairperson and Vice Chairperson (which are the dorm chief and assistant dorm chief). Airmen Dorm Council meetings are held at the Grizzly Bend on the 3rd Thursday of each month at 1200.

Quiet Hours- Quiet hours must be observed 24 hours a day due to the variety of shift workers residing in the dorms. Musical instruments, stereos, televisions, or other sound equipment may not be played at a level, which can be heard outside your room. You and your guests must maintain your voices at the same reasonable level.

Alcohol. Personnel under 21 will not possess or consume any alcoholic beverages.

TERMINATION OF UH. Residents have 30 calendar days from date paperwork is issued to clear dorms and pass final inspection. Anyone unable to meet this timeline will be charged for room cleaning at the current approved rate, unless arrangements are made with UHMO.

Pre-final Inspections. These inspections are mandatory. Schedule an inspection with UHMO for at least 30 days prior to your expected departure. The pre-final inspection will assess the condition of assigned rooms/shared common space and furnishings as compared to discrepancies noted at the initial inspection to determine damages or loss. Members will be provided detailed written information regarding financial liabilities and include alternatives for restitution and/or repair as soon as possible to ensure requirements are accomplished before final inspection.

Final Inspection. Schedule a final inspection at least 2 week s prior to your expected departure. UHMO will not schedule same day appointments. Final inspections are a mandatory appointment and members will be in uniform. Failure to show for scheduled final inspection will be counted as a fail and will be reported to the First Sergeant. UHMO staff will inspect all rooms prior to terminating your quarters. If the resident fails the final inspection a second time, the member will be charged for room cleaning at the current approved rate. A resident that is PCSing or separating may not depart the dorms more than 1 day prior to final out.

ADDITIONAL LOCAL REQUIREMENTS

Tampering of cameras will cost YOU a minimum of $185 for camera maintenance.

If YOU damage the mattress this will cost YOU the price of a new mattress. I.E. Sleeping on your mattress without linens.

The US Post Office will charge YOU $45 for lost mail keys.

SHELTER-IN-PLACE

If you are notified to shelter in place, each dorm has a shelter in place kit located on the second floor.

Find the kit, open it and remove the shelter in place book. Follow the instructions. Your dorm’s official bulletin board has more information on how to use your kit. Do not open or move the kit unless instructed to do so.

Parents and siblingsare also permitted to make short (no overnight) visits. Cohabitation (another person living with you) isNOT authorized.
