Announcements: Next meeting is March 29th at 6:30 due to Chairman's surgery in early March.
Presentations: Chazen Companies was invited to present the committee with their options to bring water into the Maltaville area.
Meeting: Began at 6:30pm with an introduction of the Chazen employees attending.
Sean Doty introduced his engineers representing Chazen Engineering. Sean began by referencing a study done in 2011. The town of Malta commissioned this study by another engineer to determine how to bring water to Maltaville area. Its long known to have poor well yields and water quality. This frames the problem which they propose to address. There is a desire for residents to obtain public water within this area.
Sean said the proposed solution which they have is to provide public water from the town of Stillwater. Sean provided maps of the area to support the discussion. The town of Stillwater is close to finishing their water project by July of this year. What they have done is at Cordero Blvd they contacted to the county water authority. Brought water down Cold Springs Road, Fitch and Farley Road over to the Tanski project on the old McSweeney farm and then also extended water into the town to George Thompson Rd. where there building a million gallon storage tank. That also serves all the existing district in the town. This also includes a planned connection for Mechancille for a redonent supply as well.
Under this project to serve Maltaville the proposed solution includes connecting Cold Springs and Joyce roads and running a 12 inch water main along Joyce and Knapp Road, down to RT 67, into Maltaville. That would serve Maltaville and potentially the properties along Knapp Rd too. The benefits would be using a regional system of the County Water System, providing a larger customer base usually drives down the end user costs. They have studied this on the other side of Stillwater which is a shared
services initiative grant. One of the other benefits is also the Town of Stillwater is able to provide operation and maintenance so the Town of Malta would not have to create its own water department and its something the town is currently use too. This base project without other alternatives, the rough cost estimate is about 2.5 million and thats using the $200,000 put up as a public benefit by Stewarts as part of their PPD at RT67 and corner of Luther's Forest Blvd. That equates to user cost of about $1,000. The NY comptrollers limit for this year is $966.00. What that means is the average cost of water across the state is that. If you exceed that it needs comptroller approval. These are really rough numbers at this point. Maltaville's census block data has a 50-54% low to moderate income.Therefore, we can apply for grants through the office of community renewal, for a community development block grant. The projects needs to serve just that area. and we would need to do a income survey by doing door to door and mailers etc. The project cost could be reduced by 3/4 a million dollars if we could get a CBG grant. There is also additional alternatives with this base project. There is also economic growth opportunities to extend water up RT9 to the Curry Plaza area as well as loop the main down to the Tanski project on RT67. This could also be extended down and across RT 9 leaving a stub for the village of Round Lake for redundancy or economic growth in that area.
The intent of this project would be all the alternatives, the final bid then would be based on discussions with the town to select the alternatives that most suits the town well. Then we would list the cost of each one too those would be then evaluate the user cost, sit with the town and select one of the alternatives they think most suites the town well. Then create an engineers report to get a listing for the drinking water state revolving fund through EFC Environmental Facilities Corporation listing fund, They have what is called the intended use plan that describes the project. To get on the IUP the intent is to get scored to receive funding. They both provide market rate financing, subsidized and grant funding depending on how we score. Other potential source of grants is the community Development Block grant, through the office of Community renewal, LGE, is the Local Government Efficiency, Department of State. Typically requires functional consolidation of departments but because Malta wouldn't be creating its own water department we would be using the town of Stillwater Water Department, it potentially could look favorably to DOS and through the local Government Efficiency Program. There could be funding we can explore there and lastly the Empire Development Corp. They create funding for 20% up to a million dollars if a project creates a certain amount of jobs.
They have provided a proposal to the town to first do these concepts, estimates, user cost estimates for each one of these alternatives, sit with the town and go over the alternatives. The town then chooses one of them, then they write engineers report and write application to EFC to get the town on the intended use plan. The next steps is to authorize the proposal to get the next is step is to get the project listed if so desired. Of course all opportunities to vet out the other opportunities would be considered.

John Erano asked Sean, to clarify the routing of the connections to the County Water authority on Cordero.
Craig, asked about the current Round Lake System and possible applying for grants to wash out the lines with a loop being at the end of the Clifton Park Water System. Sean: If we partner with other systems EFC looks favorably.
Bob Bathgate, Asked about the Community Block Grant. Sean, Community Block Grant is the only source with a no matching opportunities.

Announcements:The survey is complete. The responses will be reviewed.
Presentations: None: Scheduled speaker, Tom Samascott (Northwood Water Co.) cancelled citing a schedule conflict.
Meeting:Began at 6:30pm with committee member Jon Erano introducing Bill and Shirl Smith, residents of Maltaville.
Craig Warner informed all that he and Town Supervisor, Vince DeLucia met with Mr. Samascott to discuss the plan to provide water throughout the town. Mr. Samascott explained that installation of a holding tank would be required and an operator would be required to monitor the system. Mr. Samascott stated he would take the plan under consideration.
Craig Warner announced that SWS is interested in supplying water throughout the town if the Town installs the lines and carries the debt.
Jon Erano expressed his continued concern about water issues in his neighborhood.
General discussion ensued about water lines, chlorination and how the Stewart’s Plan fell through.
Jon Erano inquired about host benefits provided by Global Foundaries. Craig Werner stated thathe is unaware of any being available and that any benefits from Phase 2 will mostly go to Stillwater because that phase will be built in Stillwater.
Harry McDonough reminded the committee that Maltaville is not the only part of Town that needs attention.
Craig Warner noted that Town Supervisor Vince DeLucia is in favor of a Town wide referendum.
There was a general discussion regarding Bruce Tanski’s new development and the possibility ofaccessing those water lines.
Edward Carey asked how much others present would be willing to pay for Town water. The answers ranged from $2,000 to “What do other towns charge?”, to “not too much”.
Funding Opportunities were discussed. Mike Clark spoke in detail about the entire process of obtaining a loan.
Roger Crandall suggested that Malta Ridge could possibly access the Clifton Park Water System.
Craig Warner noted that he and Supervisor Tom DeLucia estimate a cost of $2,000-$2,500/year for debt service over 30 years just to run the lines.
Craig Warner noted that he was pleased with the effectiveness of the survey and he requested that all committee members review the comments for further discussion.
Next meeting is scheduled for the 2nd Wednesday in December. (12/14/16)

PRESENTATIONS - Ed Hernandez
MEETING The meeting began at 6:30PM with an introduction of committee members and invited guest speakers.
Craig began by mentioning the committee’s intention with our guest speaker Ed Hernandez. We are interested in the counties Water Authority's interest and the towns obligation to branch into their system.
Ed Hernandez explained the routing of the existing authority water line into Malta, from the westerly side from Eastline Road, following the Shenantaha Trail under 87, following 11 bypass,crosses at the traffic circle to the next traffic circle runs up Luther forest Boulevard to CorderaBlvd.
Maps were reviewed locating existing water lines with the County Water Authority and SaratogaWater Services. Ed clarified the Water Authority is a wholesaler of water, selling only to communities and within the Luther's Forest Tech Campus. If a community wanted to connect, a master water meter would be connected to their SWCA water line then they would be distributed the water wherever they wanted. The town would then issue bills to the residential and commercial users and the Authority would send one bill to the town based on that master meter reading. The community could have more than one master meter within their plan. The town could supply water to other communities if needed. They being SWCA, has plenty of capacity.
The steps involved were explained. First, doing the water study looking at where we are going toprovide water, look at cost and allocation of that cost. Chazen or another engineering firm would do this. There are several ways to set up the rate structure through districts, then go for financing and set the system up.
Typically based on that study your decided where you're going to supply the water. Ed, thinks RT 9 should be the start and used as a backbone for the system. The engineer (Chazen) would prepare a MAP PLAN and a REPORT is adopted. You then would apply to the state for bond or low interest financing which is approximately .7 % now. When we finance that we would have an annual debt service. The cost of the debt service would be distributed among the users within the water district. There are many ways to do this set up. Could be by usage, residential rate or even a commercial rate to develop a rate structure. This process takes about 3 years if you're moving fast but typically closer for 4.
As the system grows we would need a storage tank for a 24-hour reserve. When we get to about 100,000 gallons per day for 330 homes, we would need a storage reserve tank. Up until when wecould use their storage facilities. $2.21 cents per 1,000 gallons. Then we would add the distribution cost and servicing the debt averages about another $2.00
Each connection point we tap into the SCWA is going to cost about $500,000. include meter,chlorinator and building.
Craig asked Ed what is the going rate is to install lines. Ed, showed an example from RT67 roundabout up RT9 to Malta Avenue is about 4.6 miles. A master meter at Stewarts, where pressure is about 120 PSI here, Cost depends on conditions in the ground. A general approximateis about $1,000,000 per mile. ($4.6 million dollars RT 9), We are going to need to build a meter and chlorination building. at a cost of about $500,000, a water tank for a half million-gallon storage tank is about 1.5 million. About 6.5 million roughly to 7.6 million after including legal we are talking a 10-million-dollar project. Our engineers would do more in depth cost analyst and depends on soils, etc. For 10 million dollars project the debt service is about $420,000 per year, or $8,72 per linear foot per year, this doesn't include the water. Ed, made it clear he wouldn't release these figures because we don't know what our water line or plan is going to looklike.
Craig, mentioned Maltaville is a priority now due to water quality issues.
Ed, its tuff to get grant money. Money tends to go towards poor communities or to communities with issues such as public health issues. There is a point system applying how money is allocated, so the money tends to go to those communities first. One example is Ballston just got agrant for sewer because of issues with Ballston Lake.
Bob Bathgate asked Ed the rule of thumb concerning the Fire Hydrants. Ed responded with the rule of thumb being about every 500 FT.
Roger Crandall asked if it’s possible to contract with Clifton Park on Eastlake Rd. ED, it might be tough because they are taking every single bit of water in the summer. They are considering upgrading theirs with pumps taking on more water. It’s possible, SCWA would have no issue with that. We discussed tapping into SCWA along Malta Avenue to serve that area of town.
Ed Carey asked the cost of a residential line is it cheaper? ED said not much cheaper it deepens on soil, location of the home, if it needs to go under a street etc. Craig stated we had been quoted $150- $200 per ft. A 1 inch line goes into a home. A 6- 8-inch ID pipes at the street is needed forFire Hydrants. Hydrants must have at least a 6-inch pipe at the street preferably 8 inch.
Craig asked about sewer. Does it make sense to do the sewer and water at the same time. Ed, they must be 10ft away from each trench.
Ed, says you need to look at areas and each cost is not going to be the same.
Craig said my goal is a 15- 20-year plan and to start by getting the plan going forward. The last review in Maltaville the residents didn't support it due to cost. Each home would be looking at $1,000 to $2,000 per home per year just for the pipeline not including the cost of the water. Suddenly the water doesn't look as good. The users must burden the cost not the non-users.
Ed, commercial users understand the system and the value. Quotes, residential vary vs. commercial projects because the cost is spread out more. We could do a joint system such as with Saratoga Water Services. They have no problem with that.
Roger, asked about gas lines. That is in the hands of National Grid. We have no control of that. If there is enough interest, they might support.
The committee discussed connecting to the sewer line off Malta Ave pump station at the town line.
Ed, was thanked for his time to discuss issues.
Craig asked if someone would write the minutes. I try to record the meetings, Ed Carey, offered to help. Craig said I would send him a standard format to edit.
Scott Lansing asked about Saratoga Water Services capacity. They have 7 wells on line and could get more if needed they have a large storage in Fox Wander West.
Next meeting is the second Wednesday in the month being November 9,2016.
