Introduction about NIFT
• National Institute of Fashion Technology is a premier institute under the aegis of
Ministry of Textiles, Government of India and imparting education in the field of
Design, Technology and Management.
• The institute has been given the status of an institute of excellence and thus
permitted to award degrees to its students by the Act of the Parliament.
• NIFT is an institute with expertise in providing education in the field of Fashion
Technology, Fashion Design and Fashion Management. It is a continuous process to
train and educate the students in these domains during the academic sessions
throughout the year.
• The Bhopal center is one of the latest additions to the existing countrywide gamut
of NIFT. It started functioning from June 2008, from its transit campus situated in
Bhoj (Open) University, Kolar Road, in the heart of Bhopal city.
Apparel Incubation Center at Gwalior
Introduction
• Ministry of Textiles, Government of India has sanctioned a project to set up an
“Apparel Incubation Project” at Gwalior, Madhya Pradesh under Scheme to set up
Incubation Centres in Apparel Manufacturing (SIAM) to Department of Industries,
Government of Madhya Pradesh.
• Apparel Incubation Center at Gwalior would be operated and managed by
Industries Department, Government of Madhya Pradesh through its subsidiary
Industrial Infrastructure Development Corporation - Gwalior along with National
Institute of Fashion Technology, Bhopal as its “Knowledge Partner” for the
implementation of the project.

Objectives of the Scheme
The scheme for Incubation centers in apparel manufacturing would create an
integrated workspace and entrepreneurial ecosystem for startups in the Apparel
Manufacturing Industry.
This eco-system would increase the chance of success of startups and decrease the
time and costs required to start a business. This would also :
• Promote entrepreneurship in Apparel Manufacturing
• Create additional Manufacturing Capacity
• Generate additional Employment Opportunities
• World class facilities for budding entrepreneurs
• Support to the economic development of Gwalior
• Revenue generated by the facilities and ancillary activities
• Sustainability through Creation of a self contained institute
Proposed Units at Apparel Incubation Centre
• For the Apparel Incubation center at Gwalior, it is proposed to set up 3 individual Garment
Manufacturing Units having capacity of approx. 100 Sewing machines per unit, in 3 separate
floors.
• Each selected Incubatee would be provided with a facility having a total built-up area of
15000 sq. feet which would comprise of ready to use workspace, 100 specialized sewing
machines along with ancillary equipment’s / finishing equipment’s / pre operatives and other
necessary required common facilities such as office space, store, toilets etc.
• The 3 individual Garment Manufacturing Units proposed to be provided to the Incubatees
under the scheme would be as mentioned below:
1. 1st Unit: Shirt Manufacturing unit
2. 2nd Unit: Trouser Manufacturing Unit
3. 3rd Unit: High fashion garment Manufacturing unit
Benefits to be provided to the Beneficiaries
The scheme provides the following financial assistance to each of the
Incubatee towards capacity building.
• Comprising 3 month training program for 200 workers per Incubatee
Skill Development for Workers
• Through Convergence with AEPC, Visits to national and International Exhibitions Market Linkages
• Appropriate linkages with Banks and Financial Institutions Financial Linkages
• Comprising training module on design including an Advanced Design Project and Designing services
Product Design & Development
• Comprising entrepreneurship development program to the Incubatee
Entrepreneurship Development
Benefits provided by Government to an Incubatee
• Buildup area of 15000 sq. feet at Incubation Centre Gwalior for a
period of 3 years.
• Ready to use workspace with 100 specialized sewing machines,
ancillary equipment/ finishing equipment/ pre operatives, along
with other necessary common facilities such as office space, store,
toilets etc.
• Necessary Training and Mentoring in the areas of Skill
Development, Entrepreneurship Development and Product Design
Development.

• Selected incubates would be supported to build market linkages
through CMAI( Clothing Manufacturing Association of India),
AEPC(Apparel Export Promotion Council), to increase their
potential in global market and assistance through
visits/participation to National and International Exhibitions.
• Also they will be supported in making financial linkages with the
Banks for efficiently managing their respective business ventures.
Roles / Responsibilities of NIFT
Provide its Design , Management and Technical inputs in building up the project
Assist IIDC in Operation, maintenance and management of the project facilities
Select Incubates in an transparent manner with assistance from Incubation Selection committee so appointed by Ministry of Textiles , Government of India in due consultation with GoMP.

Integrated Skill Development Scheme (ISDS)
• The ISDS Project covers all the facets of Skill Development i.e. Basic Training,
Skill up gradation, Advanced Training in emerging Technologies, Training of
Trainers, orientation towards modern technology, retraining, managerial skill,
entrepreneurship development etc. in the Textile and Apparel Sector of
Madhya Pradesh.
• This Scheme of MoT, GoI, envisages an assessment led measurement and
certification process for the trainees to be trained under the ISDS for the
Textile and Apparel Sector.
• In the component 3 of the ISD Scheme, Department of Industries,
Government of Madhya Pradesh with Madhya Pradesh Laghu Udyog Nigam
Ltd. has implemented the ISD Scheme for Textile and Apparel sector through
its various training/ Industry partners in the State of Madhya Pradesh .

• NIFT Bhopal has been accredited as an Assessment Agency by Textiles Committee (RSA) to assess the candidates so trained under ISD Scheme of MoT, GoI.
• NIFT Bhopal has so far assessed around 22,000 candidates in the Textile and Apparel Sector under the Integrated Skill Development Scheme (ISDS).

• NIFT Bhopal does constant follow ups with Ministry of Textiles and their project monitoring unit (agency) for the submission of various documents and reports.
• The overall co-ordination related to enrollment of trainees, bio-metric attendance, training, assessment and placement with the Training providers, Ministry of Textiles and MPLUN is also done by NIFT Bhopal.

Implementation Model / Strategy
• Mobilization of Youth through, sensitization by DTIC, District Employment Offices and by the Training Centers and open advertisements
• Individual Students Counseling: students were called for individual counseling by the Training coordinator to reach out the marginalized and vulnerable candidates.
Parents Counseling: Consulting parents of candidate to explain benefits of training program especially to the Parents of female candidates.
Mobilization Strategy
• Batch Creation(maximum size 25 persons).
• Uploading of Aadhar Card Mobile number on ISDS portal www.isds-textiles.in
• Approval of Batch by the consultant of GoI(on line)
• Recording of attendance through biometric devices and uploading the same on web portal (Aadhar Linked)
• Offering batches with 60% attendances for assessment to assessment agency which is NIFT Bhopal
Training Methodology
• Each of the training centers is equipped with the qualified trainers and support staff possessing course wise minimum level of qualification and experience.
• The capacity of the trainers is strengthened through a comprehensive Training of Trainers (TOT) Program which is conducted in every 6 Months by NIFT Bhopal

Training The training is provided for a period of Two months (300 hours) . The entire training programme is spanned over two months.

Assessment Process being undertaken by NIFT
Industry linkages/ Placement Assistance and tracking
• The involvement of the training centre does not end with simply providing training to the candidates but is involved with providing placement assistance to the trainees in order to enable them to use their learnt skills to create economic advantage to them and fulfil industry skill needs. Therefore an assured placement is provided to each of the beneficiary upon successful completion of the training program in respective trades; based on industry commitment.
• All the Training centres have capacity for self placement of the trained candidates and also have tie up with major Textile and Apparel domestic and export industries all over India like STI India Ltd. Indore, Suvidha Spinners Indore, Prem Textiles Indore, Shahi Exports New Delhi , Orient Craft ltd New Delhi , India Today Fashion Pvt Ltd Gurgaon, Sapphire Clothing Pvt Ltd Tirupur, Cheer Sagar Pvt Ltd Jaipur , Modelema Exports Pvt Ltd New Delhi , Laguna Clothing Pvt Ltd, Matrix Clothing Pvt Ltd., Texmart Creation Pvt Ltd, Crossroad Incoporation Ltd, Indore, etc.

• This Scheme has provided training to many uneducated and unemployed persons who are willing to undergo training and work to meet the requirements of the industry.
• This Scheme also helped to increase the productivity of Industry and Quality of Training.
• It has increased the employability of residents of the target areas through imparting of skills in the textile and Apparel Sectors in the Madhya Pradesh.
• This scheme has given opportunity to unemployed youth to get trained and work in the industries to earn their livelihood.
