Expected results The project will deliver technical specifications and realise aggregated procurement of selected energy efficient electrical equipment. Management of the Procurement Schemes in Tanzania

A tendering group will be working through SIDO and TANESCO. They are both actively involved as project partners in TreeSpa. SIDO is your main contact in Tanzania.

Pilot projects will be implemented in co-operation with Tanzanian partners in order to design and introduce aggregated procurement schemes. Tanzania is investing significantly to develop in both rural and urban areas. Substantial amounts of money are ear-marked for grid extension. The aim is to increase electricity access in rural areas to 8 percent by 2010 and to 15 percent by 2015. To maximize the wealth-creating effects, there will be a focus on electricity supply to rural enterprises and social facilities. Aggregated Procurement (AP) of energy efficient electrical equipment is one way to further boost business tied to investments in power supply. An AP scheme is a complete bid process, with the purpose to support and speed up the market introduction of technology. The aim is to get products, systems, or processes to suit specific common requirements for a large end-user group in Tanzania. The advantage with AP is that by assembling a large number of potential customers into a group with an aggregated purchase volume the possibility increases both to lower the price and influence the manufacturers. Within TreeSpa, pilot procurement schemes will be developed in order to find broadly suitable energy efficient electrical equipment for business development in rural areas.

During the first phase of the project, the following fields of business were identified to be of key importance for the rural development:

• · Agro processing • · Metal engineering • · Fish industry • · Leather industry • · Textile industry • Lighting for rural house holds, Hospitals, schools and social activities

Out of these broad areas, there are now specific products in focus.

Three products in focus for the TreeSpa pilot implementation in Tanzania are:

Electric welding ma-ch ines a r e be ing considered as means to support the establishment of small rural based metal fabrication industries which are vital to rural pro-duction and security.

Electric motors for oper-ating different ma-chines such as milling machines, water pumps etc. Electric lighting For rural enterprises, house-holds, hospitals, schools etc.

Tanzanian Renewable Energy and energy Efficiency project to Sustain Poverty Al-leviation (TreeSpa)

TreeSpa aims to facilitate that investments in rural en-ergy infrastructure help enhance living conditions for the poor as much as possible. The focus is to develop the rural wealth creating sectors in Tanzania through identify-ing and specifying their top priority appropriate energy needs.

Focus is given to those energy efficient looming tech-nologies that can stimulate wealth creation in rural pro-ductive sector for economic growth and poverty allevia-tion.

The main part of the project will be thematic workshops together with representatives from the Tanzanian en-ergy sector and Tanzanian industrial organisations.

Project activities includes:

Designing aggregated purchasing schemes for energy efficient electrical equipment

Designing electricity service agreements

Business development support (to businesses using energy)
