USAASA Board

• Appointed by the Minister of Communications under the Legislation

• The Board’s functions and responsibilities determined by legislation:– Represent the Agency before the Minister and Regulatory Authority

– Oversee the functions of the Agency

– Prepare and update a strategic plan for the Agency at least once every three years to be used by the Agency in its authority and operations

– Approve the annual report prior to submission to the Minister

– Approve the statement of estimated income and expenditures and any other adjusted statements prior to submission to the Minister

– Approve the CEO’s recommendations

– Take other decisions as may be requested by the CEO of the Agency

• The CEO is accountable to the Board and oversees all the divisions of operations and their functions

• Projects Division – responsible for facilitation of the deployment of access to ICTs in under-served areas– Facilitating availability of access to infrastructure, particularly for

School Cyberlabs, Telecentres, Digital Hubs– Funding the rollout infrastructure in the identified under-served

areas– Broadcasting – USAASA is working on strategies to include access

to broadcasting in its defined ICT services – Provision of rules and operating procedures– Provision of criteria on how organisations can access subsidies– Analysing and monitoring the impact from USAF projects

• Research Division– co-ordinating research activities

• Corporate Affairs Division– provision of advice on corporate matters, including

communication, media liaison, stakeholders’ relations and marketing

• Legal & Regulatory Division– legal documentation in relation to granting subsidies and

procurement– coordinate legislative and regulatory advisory activities

• Human Resources Division– Management of human resources

• Finance Division– maximises potential investment income– ensures administration costs and subsidy disbursements are

within funding limitations– ensure regular audit functions are carried out– management of finance and accounting activities– procurement

* Representative from communications industry cannot be owners, sharholders, partners or employees of licensed communications operators in Uganda in order to avoid conflict of interest

•The RCDF is accountable to UCC.•The Board is meant to be representative of stakeholders involved in rural communications in order to promote transparency.

• The Board’s functions and responsibilities– executes UCC’s strategy and regulation in the activities of

the RCDF

– Approval of the Fund programme

– Approval of the operating budget

– Approval of all allocation of staff positions except the Fund manager

– Approval of consulting and outsourcing contracts

– Approval of all awards of contracts on tendered projects

– Maintain integrity of the Fund’s financial activities

– Regular approval of quarterly direct Fund disbursement reports

– Monitor the quarterly financial reports and annual report

The USP Board oversees the functioning of the Fund.

It supervises and provides broad policy directions for the Fund’s management

Members include •one representative each from the Ministries of Telecommunications and Finance•4 private sector representatives

• Funding & Subsidy Department Manages the Fund’s financial

resources, including subsidy estimations and disbursements
