When employees are not engaged, or worse, actively disengaged, they are like the frog in a pot of boiling water. They lose a sense of purpose. Eventually, the warm water will zap them of their strength and they finally figure that out they are too weak to fight.
Do not blink! You are managing a set of resigned, laidback, disinterested and complacent employees. It is very dangerous to keep them in your team.
