PRE-FEASIBILITY REPORT
1.0 INTRODUCTION
Earlier, the assessment of the projects was done on Technical feasibility reports and
Cost-Benefit-Ratio which mainly considered financial & technical resources. But no
consideration was given to the environment protection in this evaluation and these
flaws became apparent with continuous deterioration of environment. Thus in
order to have more realistic evaluation, and keeping in view the deteriorating
conditions, another dimension was added which is now called as “Environmental
Impact Assessment” (E.I.A.). This forms an integral part of the project and is taken
into account while appraising the project at different stages. Thus in the new
comprehensive approach all considerations like, Technical, Financial &
Environmental are given due weightage.
M/s MGL Pharma & Chemicals is proposing a project for manufacturing of
following products at Plot no. F- 665 & 666 UPSIDC, Industrial Area, Phase 1 Hapur
Uttar Pradesh. The location of proposed unit is ideal for the point of view of market
of the Finished Goods & raw materials for manufacturing of such types of Bulk
Drugs & intermediates. Location wise, the site is well connected with Delhi and NCR
through NH-24. There are lots of organized and un-organized manufacturer situated
in these area. The availability of raw materials and marketing of finished goods will
be no problem for proposed industry.

As per EIA Notification dated 14th Sept., 2006 and amended from time to time, the
proposed project falls under Category “B”, Project or Activity 5(f). They have to
submit Form-I along with Pre-Feasibility Report and other relevant documents for
getting Environmental Clearance. This pre-feasibility report has, therefore, been
prepared by the consultant to assess the likely impact of the proposed project on

various factors which may be affected with the implementation of the programme
and to suggest remedial/precautionary measures, if any.
2.0 Profile of the Company & Promotors
M/s MGL Pharma &Chemicals Chemicals will be setup as a Private limited company.
The industry will install for manufacturing of Bulk Drugs & intermediates. Directors
have vast experiences in this line.
2.1 Need for installation of project
� Diclofenace: Diclofenac is a nonsteroidal anti-inflammatory drug (NSAID). This
medicine works by reducing substances in the body that cause pain and
inflammation. Diclofenac is used to treat mild to moderate pain, or signs and
symptoms of osteoarthritis or rheumatoid arthritis. The Cataflam brand of this
medicine is also used to treat menstrual cramps.
� Aceclofenace: It is a non-steroidal anti-inflammatory drug (NSAID) analog
of Diclofenac. It is used for the relief of pain and inflammation in rheumatoid
arthritis, osteoarthritisand ankylosing spondylitis.
� 3- Nitro Acetophenone: A nitrated ketone. Ketones are reactive with many acids
and bases liberating heat and flammable gases (e.g., H2). The amount of heat may
be sufficient to start a fire in the unreacted portion of the ketone. Ketones react
with reducing agents such as hydrides, alkali metals, and nitrides to produce
flammable gas (H2) and heat. Ketones are incompatible with isocyanates,
aldehydes, cyanides, peroxides, and anhydrides. They react violently with
aldehydes, HNO3, HNO3 + H2O2, and HClO4.
� Mono Methyl Chloro Acetate A crystalline solid or a solid dissolved in a liquid.
Insoluble in water and denser than water. Contact may slightly irritate skin, eyes
and mucous membranes. May be slightly toxic by ingestion. Used to make other
chemicals.

3.0 BASELINE ENVIRONMENTAL SETTING
3.1 The State
Uttar Pradesh is a state located in Northern India. It was created on 1 April 1937 as
the United Provinces, and was renamed Uttar Pradesh in 1950. Lucknow is the
capital city of Uttar Pradesh. Sonbhadra and Varanasi are known for their industrial
importance in the state. On 9 November 2000, a new state, Uttarakhand, was carved
out from the Himalayan hill region of Uttar Pradesh. The state is bordered
by Rajasthan to the west, Haryana and Delhi to the northwest, Uttarakhand and the
country of Nepal to the north, Bihar to the east. It covers 243,290 square kilometres
(93,933 sq mi), equal to 6.88% of the total area of India, and is the fourth largest
Indian state by area. With over 200 million inhabitants in 2011, it is the most
populous state in the country as well as the most populous country subdivision in the
world. Hindi is the official and most widely spoken language in its 75 districts. Uttar
Pradesh is the third largest Indian state by economy, with a GDP of ₹9763
billion (US$140 billion). Agriculture and service industries are the largest parts of the
state's economy. The service sector comprises travel and tourism, hotel industry, real
estate, insurance and financial consultancies.
Uttar Pradesh was home to powerful empires of ancient and medieval India. The two
major rivers of the state, the Ganges and Yamuna, join at Allahabad and then flow as
the Ganges further east.
3.2 District Hapur
Hapur district, formerly known as Panchsheel Nagar, was announced on 28
September 2011 as one of three new districts of the Uttar Pradesh state of India. It
was renamed in 2012. Hapur district is a part of Meerut division. It is undergoing
changes for development into a fully realized district. Soon it will be well developed
and more administrative facilities will be available. Hapur consists of the tehsils
of Hapur, Garhmukteshwar and Dhaulana. It had been part of Ghaziabad district.

3.3 Project Site
The Plant site is located at Plot no. F-665 & 666, UPSIDC Industrial Area, Phase 1,
Hapur. It lies near Long: 77°34'21.65" East and Lat: 28°39'2.77" North and is at an
Altitude of about 212 m above mean sea level. The nearest railway station is
Maharauli Railway Station which is at a distance of about 8.65 km from the project
site. It is about 4.75 km from NH-24.

4.0 PROJECT DESCRIPTIONS
4.1 General
The Plant site is located at plot No. F 665 &666 UPSIDC Industril Area Phase 1 Hapur
(Uttar Pradesh). It lies near Long: 77°34'21.65" East and Lat: 28°39'2.77" North and
is at an Altitude of about 212 m above mean sea level. It is about 8.65 Km away from
Maharauli Railway station. It is about 4.75 km from NH-24.
M/s MGL Pharma &Chemicals Pvt. Ltd has taken 1370 m2 of land for set up of
proposed industry, in which approx 20% of the total area will be covered as Green
Belt. The total cost of the project is 294.41 Lakhs while the land cost is 37 lakhs.
The factory building shall be constructed on the above land according to the
requirement & specification of Recycling & Processing of Metals Scrap industry.
The approx. cost of the proposed building is Rs. 26 lakhs.

4.4 Production details and Process of Management
4.5 Power Requirement
Total power requirement for the proposed project is 60 KW met from UPPCL.
During power failure, 100 KVA DG set will be operated to meet power demand.
4.6 Water Supply
The total raw water requirement for proposed unit will be 11 KLPD

5.0 SITE ANALYSIS

(i) Connectivity
The project unit is located at F-665 && F-666, UPSIDC, M.G. Road Industrial Area,
Distt-Hapur. The said area is notified by UPSIDC and it is adjoining with Ghaziabad,
Meerut, Hapur Moradabad and Bulandshahar. Location wise, the site is well
connected with Delhi and NCR through NH-24. There are lots of organized and un-
organized manufacturer situated in these area. The availability of raw materials and
marketing of finished goods will be no problem for proposed industry.
(ii) Rainfall and Temperature:
Hapur has a monsoon-influenced humid subtropical climate characterized by very
hot summers and cool winters. Summers last from early April to late June and are
extremely hot, with temperatures reaching 43 °C. The monsoon arrives in late June
and continues until the middle of September. Temperatures drop slightly, with
plenty of cloud cover, but with higher humidity. Temperatures rise again in
October; and the city then has a mild, dry winter season from late October to the
middle of March. Rainfall is about 80 cm to 100 cm per annum, which is suitable
for growing crops. Most of the rainfall is received during the monsoon. Humidity
varies from 30 to 100%.
(iii) Topography
The topography of the area is flat.
� Social Infrastructure available
Education: - Hapur is only 45 km from New Delhi, lying within the National Capital
Region area. It is an emerging center of higher education. In the past 5 years, the city
has developed 15 colleges in fields of Medicine, Engineering, Law, and other fields.
The Government of Uttar Pradesh has passed a proposal to establish a university in
the city, Hapur playing a significant role in the state's politics. Some of the city’s
colleges, such as the S.S.V. Degree College and A.K.P. Degree College, are well known
in the state of Uttar Pradesh. The city also has a proportional number of inter
colleges and public secondary schools, including technical institutions, including St.
Xavier's Convent School, D.A.V. Public School, V.I.P. Inter College, Shri Chandi

Vidyalaya Inter College, Rajputana Regiment Inter College, Sardar Patel Junior High
School, Sarvodya Inter College, Marwar Inter College, Marwar Girls Inter College,
K.M.S. Inter College, etc. Numerous schools for primary education are also
established in the city to cater to the local population.
Road and Rail-: Hapur is a major railway junction of northern India. Two lines -
Delhi-Moradabad and Meerut-Khurja - pass through the city. Every day about 85
local trains serve Hapur. Weekly, about 10 intercity express trains pass through
Hapur. Once the route is electrified, about 45 more trains of the Delhi-Agra-
Kanpur route will be able to use Hapur. The upgrading of Road infrastructure to 4
lanes from Delhi to Hapur section of NH 24 is under progress. Similarly, upgrading
of the Hapur to Moradabad section is planned as part of upgrading the highway to
the state capital o fLucknow.
In the light of its being a rail and road junction, there is a strong possibility of Hapur
developing into a potential growth centre in the NCR region.
(iv) Proposed infrastructure
(a) Industrial Area (processing area)
It is an industrial land and the location is ideal for the marketing point of view of finished goods and raw materials for manufacturing of such types of Bulk Drugs & intermediates.
(b) Residential Area (Non processing area)
Residential colony is not proposed for proposed project. The local labor will
be preferred to provide employment opportunities.
(c) Green Belt
Greenbelt will be developed in 20% of the total area of the proposed project.
(d) Social Infrastructure
Proposed project will result in growth of the surrounding areas by increased
direct and indirect employment opportunities in the region including
ancillary development and supporting infrastructure.

(e) Connectivity
The project is well connected with Rail and Road.
(f) Industrial Waste management
The proposed plant would be based on “ZERO EFFLUENT DISCHARGE”.
6.0 REHABILITATION AND RESETTLEMENT (R & R) PLAN
No Rehabilitation and Resettlement plan is applicable because there are no
Rehabilitation & Resettlement of the people.
7.0 Project Schedule and Cost Estimates
The project will start only after obtaining Environmental Clearance and all other
required clearance and will complete after two years of commencement.
The Capital Cost of the project is Rs is 294.41 Lakhs 8.0 WASTE MANAGEMENT
8.1 Liquid Effluent
According to the nature and quantity of generated effluent, an Effluent Treatment
Plant of 08 KLD capacity is proposed which will be enough to treat the overall
generated wastewater quantum due to the proposed manufacturing unit.

8.2 Air Pollution
Industry has proposed one wood & pet Coke fired Boiler of the capacity 1.0 TPH,
there are two types of Air Pollutants are emitted i.e. Gases and Dust. The gases
emitted from Coal Burning process are Sulphur Dioxide (SO2), Oxide of Nitrogen
(NOX) and CO and CO2. Solid pollutants will be emitted from the Coal Burning is in

the form of Particulate Matter (Fly Ash). Removal of fine particles from the gases is a
major task, which can be better done by using Single cyclone attached with suitable
capacity of I.D. fan and finally emitted in to the Atmosphere 5.0 meter stack height.
8.3 Solid Waste
Solid waste estimated to be generated in the proposed industry is in the form of ETP
sludge 1.0 kg/day) and Boiler Ash (approx. 20-25 kg/day). The waste generated will
be temporarily stored in the form of covered room inside factory premises at cooled
and dry place. Boiler Ash will be used for land filling purposes of Low Lying Area
whereas ETP sludge will be disposed through authorized TSDF facility from
pollution control board.
8.4 Noise Pollution Control:
There is no danger of noise pollution from plant. The green belt will (plantation of
dense trees across the boundary) help in reducing noise levels in proposed plant as
a result of attenuation of noise generated due to plant operations, and
transportation.
� Earmuffs would be used while running the equipments of the plant.
� D.G sets are provided with acoustic to control the noise level within
the prescribed limit.
� A high standard of maintenance will be practiced for plant machinery
and equipments, which helps to avert potential noise problems.
9.0 GREEN BELT DEVELOPMENT/ PLANTATION
Green belt development in and around the project site helps in to attenuate the
pollution level. About 20% land area of project will be developed as green belt and it
will be maintained in future also. Green belt will be developed as per Central
Pollution Control Board (CPCB) Norms. The Avenue plantation will give priority to
native species, and the periphery will be devoted to generation of green belt area.
10.0 CSR Activities
Proposed project will result in growth of the surrounding areas by increased direct
and indirect employment opportunities in the region including ancillary

development and supporting infrastructure. Special emphasis on Financial and
Social benefits will be given to the local people including tribal population, if any, in
the area. Development of social amenities will be in the form of medical facilities,
education to underprivileged and creation of self help groups.
No adverse effect on environment is envisaged as proper mitigation measures
will be taken up for the same.
