Sudan

1. Introduction: Based on the United Nations Development Program’s global mandate to support a comprehensive Private Sector Development (PSD) strategy which promotes “inclusive market development,” the overall PSD strategy for Sudan focuses on 5 key areas: Policy and Institutional Infrastructure; Pro-Poor Value Chain Integration; Pro-poor Goods and Services; Entrepreneurship Development; and Corporate Social Responsibility.(CSR). Within this umbrella, UNDP Sudan in close collaboration with the Central Bank of Sudan are working to enhance the development of the microfinance sector in Sudan exclusively focusing on capacity development of microfinance providers and clients to adopt best practice microfinance-services and to advocate for enabling microfinance policy and regulatory environment on different levels. 2. Objectives of the consultancy: The purpose of this consultancy is to conduct a mapping and capacity assessment and capacity development road map for microfinance providers (registered and non-registered) all over Sudan (15 states). 3. Expected Outputs: The consultancy specifically aims to:

Map the Microfinance providers in all Sudan States including registered, semi-registered and non-registered Microfinance providers and mediators at formal and informal sector;

Develop and adopt capacity assessment tool for the Microfinance providers and conduct mapping and capacity assessment of Microfinance providers association and network.

Develop a capacity development road map for MF providers association

Develop a Plan for enhancing the capacity of the Microfinance providers, and a detailed action plan for capacity building and training programs for 2011.

Facilitate the formation and joining of the microfinance providers into a Microfinance network. 4. Deliverables: The following deliverable should be submitted in Arabic and English languages

Mapping and Capacity Assessment: A coherent, well-developed, map and capacity assessment of Microfinance providers in Sudan. Coverage will include registered, semi-registered and non-registered entities all over Sudan.

Capacity building strategy and training plan: A strategy for enhancing the capacity of Microfinance providers in abovementioned states of Sudan. Specifically, this includes an action plan for the capacity building of the Microfinance Industry in Sudan for 2011 and detailed suggestions of training programs. Training program suggestions will include proposed courses and technical topics, relevant experts and facilitators, as well as target audience and outreach

mechanisms.

5. Qualification and Experience of the required firm: The assignment will be conducted by a national consultancy firm, under the supervision of UNDP Sudan and work closely with the Microfinance Unit of the Central Bank of Sudan, the Sudan Microfinance Development Facility (SMDF), and other relevant government entities, MFIs, NGOs and CBOs. The national consultancy firm should fulfil the following requirements, at a minimum:

At least 5 years experience working on Microfinance issues in Sudan;

Knowledge of best practices in Microfinance assessment techniques, including the G.I.R.A.F.E. evaluation criteria [Governance and decision making process; Information and management tools; Risks analysis and internal control; Assets (focusing on portfolio quality); Funding (equity and liabilities); Efficiency and profitability];

Experience developing training and capacity building training programs;

Relevant qualification and experience for staff/consultants in relevant field, such as Economics, Finance or Development Studies, with a focus on Microfinance;

Fluency in Arabic and English. 6. Duration of the assignment: The timeframe for the consultancy is 4 months, including the preparation of reports. The consultancy firm will be guided by UNDP Sudan, and in close collaboration with key Microfinance experts at the CBOS and SMDF, and relevant agencies. 7. Evaluation Criteria: Interested candidates may apply sending their CV together with a sample of previous work related to the subject. The tendering process for the consultancy will be supervised by a steering committee consisting of CBOS, UNDP and SMDF. 8. Other Requirements: The staff should bring their own laptops computer. 9. Payment: The standard method of payment to contractors, whether national or international, shall be the output-based scheme.
