Unfortunately, the AARP Foundation Tax-Aide volunteers have let us know that they will not be able to offer tax filing at the Chiloquin Library this year as originally planned. Sessions will still take place at the Klamath Falls Library on Wednesdays from 1-7pm through April 8th

All March Events Canceled at Klamath County Libraries Due to concerns about minimizing the spread of the COVID-19 novel coronavirus, the Klamath County Library District has canceled all events at Klamath County libraries through the end of March. The Bookie Joint bookstore is also closed until further notice. Because older adults are especially vulnerable to COVID-19, the Senior Center Branch Library is also closed until further notice. All other Klamath County libraries will remain open unless further guidance compels us to close. The Klamath County Library District is also suspending all late fees until April 1st. Don’t worry about turning in your items if you’re not able to get to the library; you have more important things to worry about right now. Pacific Power will not disconnect customers in Oregon, Washington and California during emergency response to COVID-19 PORTLAND, Ore. — Pacific Power is temporarily suspending disconnections and late fees for non-payment for customers in Oregon, Washington and California to support the state of emergency declared in all three states in response to the COVID-19 virus. The company will continue to evaluate other ways to support our customers for the duration of this quickly evolving public health emergency.

First, here's one from us: The Herald & News will be rescheduling all upcoming events in response to our Governor’s mandate. The traveling trunk program is suspended through April 17. - The CASAblanca Gala has been postponed. - The "Run for the Music" benefit for the Klamath Union music program has been canceled for Saturday, 3/14. It will be rescheduled when possible. - This weekend's planned Rock, Gem, Jewelry, Mineral and Fossil Show at the Klamath County Fairgrounds has been canceled. -The Home & Outdoor Expo has been canceled. OTHER: - Mt. Ashland Ski Area is closed this weekend due to water system issues (not coronavirus related). This includes the MidWinter Jam on March 13, The Screamin’ Lizard on March 14 and The Dummy Downhill on March 15. - The Klamath County Library District has canceled all events at Klamath County libraries through the end of March. The Bookie Joint bookstore is also closed until further notice. - The Senior Center Branch Library is also closed until further notice. All other Klamath County libraries will remain open. - The Klamath County Library District is also suspending all late fees until April 1st. Ross Ragland Theater and Cultural Center KLAMATH FALLS, Ore.- On the evening of March, 11th our Governor Kate Brown issued an order banning gatherings of 250 or more in Oregon for the next four weeks. The Ross Ragland Theater will immediately be following this order. The wellbeing of our patrons, artists, volunteers and staff are of utmost importance to us.

Klamath County Fairgrounds Due to Governor Brown’s mandate, we are currently in the process of canceling large events of 250+ participants previously scheduled at the Fairgrounds / Event Center within a period of four weeks (March 12, 2020, through April 5, 2020). It is important to understand that this pandemic could result in cancellations beyond this date if mandated by the Governor’s Office or health officials; however, notification will be provided if this becomes the case. The Klamath County Museum and Klamath County Historical Society have announced they have cancelled the remaining events planned for March.

Gov. Kate Brown has announced that all K-12 public schools in the state of Oregon will be closed Monday through the end of March. The school closure announcement comes on the heels of Brown’s decision to ban public gatherings of more than 250 people for four weeks. Brown said she heard from superintendents, teachers, parents and school board members who said they were struggling to operate in the wake of staff shortages and student absences. The governor said a lot of concern was also voiced for teachers over the age of 60 with underlying medical issues. “I want to be very clear: sending Oregon children home will not stop the spread of the coronavirus,” Brown said in a statement. “While children are home, when at all possible, they should not be in the care of older adults or those with underlying health issues that are most at-risk from COVID-19.” Mt. Bachelor, Mt. Hood Meadows and Timberline Lodge ski areas have all decided to cease operations starting on Sunday and continuing for a week in response to the coronavirus pandemic.

Tens of millions of students have been sent home from school amid closings that include all of Ohio, Maryland, Oregon, Washington state, Florida and Illinois along with big-city districts like Los Angeles, San Francisco and Washington DC. Some schools will close for three weeks, others for up to six. Congress is shutting the Capitol and all House and Senate office buildings to the public until April in reaction to the spread of the coronavirus. The House and Senate sergeants at arms said in a statement that the closure will begin at 5 p.m. EDT Thursday. Lawmakers, aides, journalists and official visitors will be allowed into the buildings. Vice President Mike Pence announced the U.S. will extend travel restriction to the UK and Ireland beginning Monday at midnight, with U.S. citizens and legal residents allowed to return but will be funneled through specific airports. https://abcn.ws/38RHykH The restrictions are in addition to those applying to 26 European countries, China and Iran. Disneyland is closing in response to the coronavirus. It has only closed 3 times since its opening: For a national day of mourning after President Kennedy's assassination in 1963, after the Northridge Earthquake in 1994, and after the Sept. 11 attacks. Walmart (WMT), the largest retailer in America, said Saturday that it will will modify its store hours in response to the pandemic, while other retailers plan to temporarily close stores. Beginning Sunday, all of Walmart's more than 4,700 US stores will be open from 6 am to 11 pm until further notice. The company said the shortened hours will help employees restock shelves overnight and clean stores. Thousands of Walmart stores are already operating under shortened hours.

Other US grocery stores, including Publix, Giant, Stop & Shop and H-E-B have also modified their hours in recent days as the virus has spread. Late Saturday, Urban Outfitters (URBN) said it will close all of stores around the world and will not reopen them until at least March 28. Patagonia (HGLD), Glossier and Neighborhood Goods have also announced their stores will temporarily close. Apple and Nike have announced that their stores will be closed from Monday.

In response to the virus's spread, countries around the world are ramping up measures to try to slow it down. Governments have halted flights from virus-hit nations, locked down towns, urged people to stay at home, and suspended major sporting and social events. Italy currently has the most confirmed cases outside China, having overtaken both South Korea and Iran. It has more than 17,600 confirmed cases and a death toll of about 1,200. Italian authorities have imposed stringent restrictions, closing nearly all shops, bars, hairdressers, restaurants and cafes until 25 March. Schools, gyms, museums, nightclubs and other venues have already been shut, and people have been ordered to stay home and seek permission for essential travel. Germany's Chancellor Angela Merkel has warned that up to 70% of its population - some 58 million people - could contract coronavirus. In Spain, a state of emergency comes into force on Saturday after the number of deaths increased by some 50% in a day to reach 120. Prime Minister Pedro Sánchez said the number of cases could top 10,000 next week. Under a state of emergency, Mr Sánchez is banning Spanish citizens from leaving home, except for buying essential supplies and medicines, or for work. All museums, cultural centres and sports venues will be closed. Restaurants and cafes may only do home deliveries. Essential services like banks and petrol stations will remain open. Schools are already shut across the country. France on Saturday ordered the closing of all non-essential businesses as of midnight in response to the coronavirus, including restaurants, bars, and movie theaters. The drastic measures come in response to a sharp uptick in new cases of the virus, including a doubling in the last 72 hours, to 4,500. Schools in France will be closed as of Monday until further notice. Northern Ireland schools will be closed for at least 16 weeks, but they will not be shutting immediately, the region’s first minister, Arlene Foster, has said. The disclosure gives a glimpse of the scale of coronavirus crisis to come and will lead to questions about whether a four-month schools closure is being planned for the rest of the UK. New Zealand's PM has said nearly everyone entering the country from midnight on Sunday must self-isolate to contain the spread of the coronavirus. Jacinda Ardern said the new measure also included returning New Zealanders. The only exemption is for small Pacific islands with no confirmed virus cases. "I make no apologies. This is an unprecedented time," Ms Ardern saidNew Zealand has six confirmed cases. Israel announced that anyone arriving in the country would be self-quarantined for 14 days.

India says it's suspending visas for all foreigners for a month, with a few exemptions such as for diplomats, official or employment purposes.

Kuwait has stopped issuing visas to foreign visitors.

The Iranian authorities have tried to restrict travel between cities, but they did not seal off the holy city of Qom, where there were large numbers of cases.

J.P. Biddlecome is a 17 year old author and artist. He asked for a typewriter for his seventh birthday, and has pursued writing ever since: it provided him with a way to create worlds to fill with his imagination. During his freshman year in high school he was assigned to write a five-page historical fiction essay. Those five pages became his first book Infantry Soldier. He started drawing comic strips when he was seven. Those stick figures have developed into award winning art pieces. He is now the youngest member of the Two Rivers Art Gallery in Chiloquin, Oregon. His art is painted with Acrylic on wood or shelf fungi called Polypores. He mostly paints landscapes and birds, but sometimes a dirt bike or an airplane can be found in one of his works.

YREKA, Calif. — Many kinds of edible mushrooms grow in Siskiyou County, including morels, chanterelles, shaggy mane, puffballs, boletes, and oyster mushrooms. The USDA Forest Service welcomes mushroom collecting on the Klamath National Forest, and offers some tips and information. Erin Lonergan, Forest Botanist for the Klamath National Forest, emphasizes caution when foraging for mushrooms. “Mushrooms can be difficult to correctly identify. Poisonous mushrooms do occur in our area and can be hard to distinguish from edible species. If in doubt, do not consume any wild mushrooms. Learn from experienced mushroom collectors and use a guide book to learn what is safe and what is not.” Mushroom collecting on the Klamath National Forest requires a permit. Forest Service offices in Happy Camp, Macdoel, and Fort Jones sell three different mushroom permits. A $20 permit allows up to eight gallons of mushrooms, collected over four consecutive days. A $50 permit allows up to 20 gallons, collected over 30 consecutive days. Additional days may be purchased for $5 a day. A $100 season permit allows up to 40 gallons for the season. If you reach your gallon limit you can buy another permit. Each permit is only valid for collecting mushrooms from National Forest land within the Happy Camp/Oak Knoll Ranger District, Goosenest Ranger District, and the Salmon/Scott Ranger District. Separate permits are required for the fall mushroom season. Mushroom permits may be obtained weekdays from 8:00 AM to 4:30 PM at Forest Service offices in Happy Camp (63822 Highway 96), Macdoel (37805 Highway 97), and Fort Jones (11263 N Highway 3). Permits are not available in Yreka. In order to ensure the sustainability of spring mushroom harvest, each permit has additional conditions and restrictions intended to regulate harvest. It is the responsibility of the permit holder to read and understand those conditions. Additional information regarding mushroom harvesting, camping, or fire restrictions is available by calling the Goosenest Ranger District at (530) 398-4391, Happy Camp/Oak Knoll Ranger District at (530) 493-2243, or Salmon/Scott Ranger District at (530) 468-5351. Please take safety precautions when venturing out in the woods. Consider weather and road conditions before travelling. Stop by your local Forest Service Office to inquire about current Forest closures and to obtain a free Klamath National Forest Motor Vehicle Use Map so you know what roads are open to vehicles and where they are. Let someone know where you intend on picking and remember that cell phone coverage is limited in many areas of the forest. Among the highlights of the February 2020 climate summary for the United States were the precipitation extremes experienced by different parts of the country. Much of the Southeast experienced record or near-record wet conditions last month, while almost all of California and parts of Oregon and Nevada were either much drier than average or record dry. This map shows precipitation—including both rain and snow—for February 2020 as a percent of the 1981-2020 average. Places where precipitation was close to 100% of average are white or very light yellow (just barely below normal) or very light green (just barely above normal). Dark browns and greens indicate extreme departures from average.

Very heavy rains accompanied by lightning and destructive hailstorms hit northwestern India, particularly Uttar Pradesh and Delhi, this week, causing severe crop damage and claiming the lives of at least 28 people. Meteorologists said the storms were triggered by a western disturbance -- extratropical cyclonic storm originating in the Mediterranean Sea. The storms are following one of the coldest winter seasons on record. Delhi has already recorded its wettest March on record. Read more

A powerful storm developing over Egypt on Thursday, March 12, 2020, is expected to move northeast posing threats to other Middle Eastern countries, including Jordan, Israel and Saudi Arabia. This is a very rare severe weather system, capable of producing very heavy rain and strong winds. Due to a severe risk of flooding, the Egyptian authorities have declared a state of emergency. A large landslide hit Lambi on March 12, 2020, destroying at least 10 houses. Authorities said 2 people have been killed, while 6 others remain under the rubble. Other parts of the country also recorded heavy rain over the past days. Tigoa in Rennell Island saw 365 mm (14 inches) of rain in 24 hours to March 13.

When a jocular, pink-faced rancher named James Rogers was hired to manage the Winecup Gamble Ranch in Nevada, in 2010, Rogers found that the staff tended to shoot beavers on sight, as reflexive as breathing. One of Rogers’ first acts as the Winecup Gamble’s manager was to declare an armistice in its war against the rodents. “I’m always looking for ways to keep water here, and the beaver do it for free. They don’t do it perfectly, but who am I to think that I can do it better?” Thousand Springs Creek, so named for its countless cold-water seeps, gluggs along, impounded every hundred yards or so by another willow beaver dam. As the string of ponds soaked into the soil, they raised the water table, sub-irrigating pastures in one of the driest corners of North America. In the winter of 2017, Rogers’ relationship with beaver took another leap forward — thanks not to drought, but to flood. Ferocious storms swept Nevada and California, washing out roads, smothering highways in mud, and killing two people. On Feb. 8, disaster struck the Winecup Gamble. Twenty-One Mile Dam, a 47-foot-tall earthen structure that supplied irrigation water to the ranch, caved beneath its swollen reservoir. Floodwaters scoured Route 233, rerouted trains, and forced Elko County to declare a state of emergency, though in the end no one, fortunately, was injured. It is worth pondering, for a moment, why the first farmers who invaded the West found so much land they needed to “reclaim.” We associate the Southwest with hot sand and red rock, stunted mesquite and prickly pear. Once, though, it was a lusher place — thanks in part to beavers. James Pattie, a trapper who wandered southwestern New Mexico in the 1820s, described a landscape cratered by ponds and wetlands; attracted one day to a lake by the honks of ducks and geese, he remarked, “What gave me much more satisfaction, that is to say, three beaver lodges.” In one watershed, Pattie claimed to have taken “the very considerable number of 250 beavers,” likely destroying in the process hundreds of dams and the watery cienegas — spongy, alkaline

wetlands endemic to the Southwest — they helped create. Having depleted our landscapes’ ability to store water, we felt compelled to imitate our rodent rivals by building thousands of concrete boondoggles. Our dams were partly designed to solve a problem the fur trade created. If everything goes according to James Rogers’ plans, the Winecup Gamble Ranch might someday provide a half-decent model for beaver-based storage. Rebuilding the blown-out Twenty-One Mile Dam was beyond the Winecup’s means. Twenty-One Mile Dam’s failure had been a fiasco, yes, but Rogers also considered it an

opportunity to rethink his ranch’s relationship with water. “We’re looking again at this thing and going, ‘What if we held that water in different places?’ ” Rogers said. “What if we broke it up and held 1,000 acre-feet over here, and 1,000 there, and 500 feet here and 250 over there? What if we could strategically build two or three or four or five wetlands, or recharge pools, or whatever you want to call them, where we know the water always is? And what if the beaver could help us do that?” Rogers, I realized, was discussing nothing less than beaverizing the water delivery system of a parcel of land the size of a small Northeastern state. Ukraine: Why can’t people get all greedy about planting trees and come into an area and ruin it with a forest, rather than ruin a forest for a few handfuls of amber? The pine-beech forests which once surrounded Klessiw in northern Ukraine were fertile ground for the berries and mushrooms, but now those forests and the rich farming lands which ran alongside them have been razed to the ground by amber miners. Amber — 10,000-year-old fossilised tree resin – is a much-coveted gemstone and to extract it the miners blast craters in the sandy soil and flood them with high-pressure water, freeing the amber to float to the surface. After taking everything they can find, these miners then move on to the next stretch of forest, leaving behind a moonscape of fetid potholes. ‘’Despite having such a rich natural resource, we're like beggars with hat in hand," said Hiluk Ivanovych, a member of Klessiw's regional council. "The government is robbing us, it is corrupt,’’ he said adding that the several years ago, when prices per kilogram of amber spiked to $US3,000, impoverished miners could radically transform their lives with a single lucky find. But as the mining boom took hold, individuals were subsumed by criminal gangs who began fighting over the lucrative pits while corrupt government officials also battled for territory and control. (While more than 300

Chinese customs officials have seized over 23 metric tons (23,000 kilograms or 50,000 pounds) of pangolin scales after a year-long investigation, local Chinese media reported. The massive amount of scales, the officials say, would have been extracted from around 50,000 pangolins, and represent the largest seizure of wildlife products in the country in 2019. The smugglers’ modus operandi involved wrapping the pangolin scales in layers of ginger slices, making them hard to detect during routine spot checks. China and Vietnam are among the biggest markets for pangolin scales. These scales, made mostly of keratin just like human fingernails, are incorrectly believed to have medicinal properties, including promoting menstruation and lactation and in treating rheumatism and arthritis. Pangolin meat, blood and other body parts, too, are thought to have medicinal value. The mammal’s meat is also considered a luxury food item in these countries. In 2016, all eight known species of pangolins were listed on CITES Appendix I, banning commercial trade in the animals. Yet, seizures of pangolins and their parts have continued, suggesting that the shy mammals are still being illegally hunted in thousands. All 8 species of pangolins are threatened with extinction. The Quail Trail Schedule has been revised, effective Monday 10/08/2018. The reason for the changes is to aid young adults living in Chiloquin (and surrounding areas) traveling to/from Eagle Ridge High School in Klamath Falls. The students depend on the Quail to get to/from school. Now students may ride Route 2 to get to school, and catch Route 4 to go home after school – cutting their commute time by roughly 4 hours!

Calling All Veterans Chiloquin area veterans have started getting together regularly to get to know each other, exchange service-connected stories, and discuss local community issues. The group meets every Thursday morning at 9 at the Potbelly Café where they enjoy chatting while drinking coffee, eating snacks, and, for some, having breakfast. This informal get-together is open to all vets, men and women, and generally lasts an hour or so. Please feel free to join us.

Chiloquin FCE (Family and Community Education) We are a part of The Oregon Association for Family and Community Education. Our local community service is to raise funds for Chiloquin High School and Home School children who are headed to college. We raise these funds and have fun doing it. Our monthly meetings consist of a program provided by either the National Association for Family and Community Education, OSU Extension Service or one written by FCE members, a business meeting and a potluck lunch. If you are interested in getting more involved in your community in a relaxing friendly way, meeting some of your neighbors and getting to know more about this area, please come by and check us out. The public is encouraged to attend and offer public comments at the end of each meeting. The meeting room is wheelchair accessible.

Klamath Humane Society – volunteers needed at the Humane Society. We are getting started on our disaster program and need volunteers in the Chiloquin area. Start Making A Reader Today (SMART) – a statewide program working with children K-3 during school hours. Each volunteer works one-on-one with a child for ½ hour, helping them read (or reading to the youngest). Chiloquin Branch Library - The library has many ways to get involved and many fun ways to contribute to your local community. Some opportunities: 1. Evening volunteer: The library is open until 6pm on Tuesdays, Weds and Thursdays. We would really appreciate a volunteer who could help us out with closing tasks for the last hour or so on these days (especially Tuesdays). 2. Story time: If you would like to read two or three stories to a small group or preschoolers, and lead them in a simple craft or activity, the library staff can use your help. 3. Summer Reading Program: There are many opportunities during the summer to help out with this very worthwhile program. 4. Honor collections: These are racks of paperback books, magazines and audiovisual materials that patrons may check out without a library card. By offering these collections, more people in the community can be reached and a greater diversity of materials can be made available without incurring the costs of cataloging and processing items for the general collections. The staff would like to have some help in keeping these racks orderly, attractive and relevant. Check with the librarian for information on how to “adopt a rack”. 5. Help with sorting donations. 6. Go through Books for Sale section and tidy it once a month or so. Stop in at the library and see what they need or give them a call at 541-783-3315.

If you are signed up but are not receiving the Chiloquin News, it’s because your email provider has either blocked it or sent it to spam. If it has just gone to spam, and you can find it there, then you can use that email to set up an email filter, telling your provider to never send it to spam. If it has been blocked, that is more difficult. When it is blocked it never even gets to your account. CenturyLink is notorious for blocking the Chiloquin News, but other providers have also done so. You could try calling CenturyLink to ask that it be ‘unblocked’ – good luck with that! Otherwise you could open a gmail account to receive the Chiloquin News, or you could read it at the online archive at https://chiloquinnews.wordpress.com/ As for the reason it is being blocked, it’s because it goes out to a large number of people and email providers tend to label those emails as spam. When the mail is blocked I can’t even reply to your queries. If the words ‘Chiloquin News’ appear anywhere in the text, the message will be blocked.
