Community STAR THIS MESSAGE BROUGHT TO YOU BY: By Elsa Maxey Missouri City is negotiating with an unnamed company to come do business in the City and the City Council’s approval of a tax reinvestment zone where it is seeking to be located will help attract it. That’s what the City’s Economic Development Coordinator Bob Graf said at the March 15 City Council meeting during a presentation. “It took building an indus- trial business park and having a product there ready to go,” he said about Lakeview Business Park, which has 168 acres with about 127,000 square feet of building space to benefit from the reinvestment zone designa- tion. City Council’s final approved for the creation of a reinvest- ment zone inside Lakeview Business Park means that “the city can now negotiate with the business prospect for a potential tax incentive,” said Graf. Back in October, City Council approved cutting property taxes in half for six years for Lufkin Industries, which has already broken ground for its new $4 million oil and gas product auto- mation business that will be housed at Lakeview Business Park. This tax incentive “is a step in the right direction for what will interest business developers to look our way,” said Graf. The new business prospect under negotiation which is yet to be named could bring as many as 130 jobs to Missouri City. Missouri City to get 130 new jobs Reinvestment zone approved to bring new jobs By Elsa Maxey A proposed 16-bed Alzheimer’s care facil- ity, Autumn Grove Cottage, on 1.33 acres on Savoy Plaza Track, south of U.S. 90A, next to Venetian Estates and Sugar Lakes will not be moving for- ward for development at this site in Sugar Land. The ordinance that would have authorized its approval for construction and operation failed with a 4 to 3 vote by the Sugar Land City Council at its March 16 meeting. Although the 4 votes were in favor of the site reclassification, approval for the zoning change required a super majority of 6 yes votes. “I can tell you that the Planning and Zoning Commission put a lot of time in this project,” said Councilmember Russell Jones, the Council’s liaison to the Commission, referring to the amount of work the group of appointed commission vol- unteers spent reviewing proj- ect aspects calling for the 2003 reclassification of a neighbor- hood business B-1 zone. That B-1 zone does not allow devel- opment of an alzheimer’s facility. The concurring sentiments for its approval by Councilmembers Michael Schiff and Don Olson, he said the land had been wrong- ly classified, resulted in votes in favor of the reclassification along with the one cast by Mayor James Thompson. Richmond police sergeant Lowell Neinast said, “The victim described the suspect as a black male wearing all black.” She was unable to determine where her attacker came from or where he went. Although she was hit in the face, she required no medical treatment for her injuries. Anyone with information about this incident is asked to contact Richmond police at 281-342-2849 Store manager attacked; robbed By LeaAnne Klentzman Richmond police are search- ing for a 19 year old man who has been accused of sexually assaulting a nine year old girl last Sunday. According to police, Victor Manuel Rocha, 19, of Richmond, assaulted the young girl at a home in the city then fled in a blue Toyota truck bearing Texas license plates 01D RW3. Rocha is believed to have fled to Houston, pos- sibly staying with relatives. Richmond child assaulted; suspect sought By Elsa Maxey “I will support public educa- tion in other ways,” he said. Fort Bend Independent School District incumbent trustee David Reitz is no longer in the race for the Position 7 school board seat. His announcement surprised many when he withdrew his name for re-election. According to a spokes- person from the superintendent’s office, Reitz turned in his offi- cial certificate of withdrawal last week, a day before the deadline. School officials report that he is still on the board and not relieved of the office until a newly elected person is sworn in, typically at 2nd meeting in May. Reitz served on the FBISD board for three years and in a written notice to Dr. Timothy Jenney, school super- intendent and the other board members, he advised them of his decision not to seek re-election before filing the withdrawal certif- David Reitz Victor Rocha icate. He did not elaborate about his decision to withdraw, but said “many factors went into the deci- sion, such as spending more time with my family. The job takes a tremendous amount of time and I am thankful to families when they allow spouses to do the job.” Reitz described the FBISD board in which he served as an effective team intent on focusing on strategic educational goals. “I cannot believe how much I have learned,” he said. At the time that he ran for office, he was “upset because the board seemed too dis- tracted by internal divisions to focus on building new schools and closing the gap between economi- cally disadvantaged kids and the rest of the students.” Now, as he winds down his board tenure, Reitz acknowledged his part in that effective team that is focused on improving the dis- trict’s educational model. “The biggest issue,” he recently said during a budget workshop, “will be getting the Texas legisla- ture to end the inequity in funding which could impair our ability to ensure our students reach their potential.” See REITZ, page 6 Reitz no longer in FBISD race Incumbent withdraws before deadline; remains apostle a public education A warrant has been issued for Rocha charging him with aggra- vated sexual assault of a child. By LeaAnne Klentzman Two men identified as “Woman Wannabes” by the FBI are hold- ing up Houston area banks. According to the FBI, these two men are believed responsible for a bank robbery at the Wachovia Bank in the Memorial area yester- day and a Humble bank robbery last Friday. According to authori- ties, the men wear wigs attempt- ing to distort their identities when they commit the robberies. The FBI Houston Bank Robbery Task Force is seeking the public’s assistance in identi- fying the “Woman Wannabes.” Working their way in our direction? Will they soon be seen in Sugar Land? Two men dressed as women were capture on video as they entered a bank to rob. According to the FBI Task Force, the two enter the bank and approached bank employees and proffer a note demanding that See DRESSED, page 6 By Elsa Maxey After filing to run for mayor of Missouri City earlier this month, a question came up about how this will affect District B Councilmember Cynthia Lenton Gary’s current position after the May 8 election. What happens to her District B council seat? According to the city charter for Missouri City, the announce- ment of a candidacy means an automatic resignation, effective the date of the election, “unless the individual resigns earlier, that’s when it becomes effective,” advises City Secretary Patrice Fogarty. “The filing for office (for an incumbent) automatically trig- gers the resignation,” she explains. Essentially, that means there is already a single vacancy on the city council effective May 8. “The council shall then appoint someone within 30 days of the occurrence of the vacancy,” adds Fogarty. That means that the position for councilmember for District B will need to be filled one way or another after May 8 - win or lose for Gary. We are still being subjected to a con-tinuing debate over what is good and what is bad. I’m to the point where I simply don’t know what to believe and I’ve always thought of myself as a moderately well read person.

As the owner of a small busi-ness, I applauded the reform we were promised as my insur-ance premiums have become so onus that I can no longer buy very much insurance for my employees or pay a very high percentage of their premiums.

Now I’m being told that not much is going to change. I’m sick, sick, sick, and I don’t think there is much medicine that can help me.

I’m mad at all incumbents, Republicans and Democrats alike and their rancor that has, I think, torpedoed any semblance of reform that we may have truly had a chance for. I can’t be a tea bagger (I have better taste), and I can’t vote for Kesha Jones as she wants to colonize Mars, go to war with Britain, compares many present events to days of Hitler, in addition to impeach-ing Obama.

So yes, vote out all incum-

bents with the exception of Pete Olson since Pete is not Kesha.

This is how bad Congress is. Several years ago they impeached Clinton for having sex in the White House and lying about it. (I personally thought that was the gentle-manly thing to do for the sake of his wife and daughter.)

Then they voted, both Republicans and Democrats, egged on by Bush and Cheney, to bomb Bagdad and start a war for which we had no plan for paying.

I’m to the point that I believe we could randomly pick out 100 senators (two from each state) and 538 representatives from the general population and not do any worse than we are doing now. Let‘em serve for a few years until the lob-byists are near to corrupting them, then pick out 638 more random citizens. It could be like jury duty. You’d have to have a pretty good excuse to be

And the guy who hollered “baby killer” when Representative Bart Stupak was announc-ing his decision about the bill was a Texas Representative, Randy Neugebauer. I remem-ber him from last year when Fort Bend’s own Juanita Jean outed him for having a yacht moored in Washington, D.C.

Come to find out Randy wanted to rent it out to him-self for campaign functions and pay himself with campaign funds, and he wanted to rent it out to other campaigns and allow them to pay him also. What was so funny about all of that is that Randy is from my neck of the woods, Big Springs, Abilene and Lubbock.

What few (except JJ) failed to fuss about is that there is little water in Big Springs (a mis-nomer), Lubbock and Abilene. I’m not even sure he could get his yacht on one of the “buffalo wallows” that pass for lakes around Lubbock.

Now Randy is a real anti-abortion representative, but during gestation and after the babies are born, he could care less. He’s voted for deep cuts in programs like Women, Infants and Children (WIC) which pro-vides support for low-income pregnant women and new mothers.

400th District court in Fort Bend County naming a homeowners association in Missouri City, Meadowcreek Association, Inc. and 6 resident homeowners as defendants. The lawsuit filed on March 15, is on behalf of Milbry Smith, Willie Jones, Kenneth Murphy, Philip Philipose, James Fonteneaux, Sr., and Clarence Fisher, also homeowners in Meadowcreek, some of whom are HOA board members. In addition to the Meadowcreek HOA, also named as defendants are Terry Strickland, Mildred Johnson Jackson Mills, David Hamner, Eugene Placke, and Claude I. Whitaker.

The civil lawsuit has already been assigned a case number, 10-DCV-179320, and a hearing in Judge Cliff Vacek’s court has been set for March 29 at 1:30 p.m.

Terry Strickland, Meadowcreek Association President listed as one of the defendants in the law-

suit, said he received the notice of the hearing and has “no idea what it is for.”

The Holoway Jones Law Firm, which serves as special counsel for the Meadowcreek HOA on many issues lists Russell C. Jones as its registered agent. Jones said that he, too, received a notice of the hearing, but has not been pro-vided with a copy of the lawsuit.

The Meadowcreek subdivi-sion in Missouri City is com-prised of over 700 homes. Its HOA held its annual meeting the latter part of January, when it elected new board members now serving along with incum-bents whose terms remain under-way. Neighborhood blog entries suggest that new and incumbent board members have differing opinions about the interpretation of the bylaws of their home own-ers association.

At this time, there are no fur-ther details about the specific nature of the lawsuit filed against the HOA and the individually named Meadowcreek residents.

Meadowcreek HOA neighborhood issues end up in 400th District court

This competition, which is open to the general public, includes many of the top pro-fessional, amateur and student artists from Fort Bend and sur-rounding counties. The awards will be presented Saturday, March 27, 1:00 p.m. and fol-lowed by a public viewing of all entries.

The 2010 spring show will be the first show to be held in their new location in the Gates Building located at 2205 Avenue I in Rosenberg. The categories include oil, acrylic, watercolor, pastel, charcoal, ink, pencil, sculpture, jewelry, pho-tography, pottery and porcelain.

EGGStravaganza starts spring fun for City of Sugar LandThe City of Sugar Land’s 26th

Annual EGGStravaganza marks the start of a season of fun events for the City this spring.

Sugar Land’s youngest resi-dents, their families and friends are invited to enjoy an afternoon of egg hunts, prizes, spring fun and the opportunity to meet the Easter Bunny during EGGStravaganza on Saturday, March 27, from noon to 3 p.m., at Eldridge Park, 2511 Eldridge Road.

Children up to 12 years old will be able to take part in the City’s now famous “egg scrambles” for treat-filled eggs and extra prizes from the prize booth.

Children with special needs will also be able to join the fun in a “Beeping Bunnies” egg hunt area. This area will include beeping eggs hidden among plush bunnies for children with visual impairments and a course with eggs hidden at accessible heights for children with mobil-ity impairments. Whenever pos-sible, staff will adjust the egg hunt set-up to suit the skill levels of children with other special needs.

This year’s egg scramble schedule follows: • Ongoing

throughout the event for spe-cial needs children; • Ongoing throughout the event for 4 year olds and younger; • 12:30 p.m. for 5 year olds; • 1 p.m. for 6 years olds; • 1:30 p.m. for 7 year olds; • 2 p.m. for 8 and 9 year olds; and • 2:30 p.m. for 10, 11 and 12 year olds.

Each scramble lasts about one minute and is not repeated. To avoid missing out, parents should have their children at the appro-priate age-group scramble on time.

Other activities planned throughout the afternoon will include free photo opportunities with the Easter Bunny, face paint-ing, a petting zoo, children’s DJ, a stilt walking Daisy, crafts and activities provided by local busi-nesses and a fascinating dem-onstration of the art of Origami, with opportunity to make bun-nies, butterflies and other interest-ing shapes from paper.

The creative and entertain-ing Vocal Trash will be per-forming throughout the evening in the middle of Town Square

surrounded by a festival-type atmosphere. There will be activ-ity booths, a recyclable art con-test, a MYAC performed skit, and plenty more to do. Be sure to bring all your recyclables including paper, plastic, clothes, anything that can be reused and drop it off in the recylcing area.

Invite your friends, family, people you do or don't know, anyone! Come out and support MYAC's annual service project and a great cause!

The fifth graders at Austin Parkway Elementary hosted an African-American Heritage Program. Chief Rick Flanagan, Acting Fire Chief of the Houston Fire Department was the keynote speaker. He inspired the students to respect themselves, their parents and teachers. Ten students also presented important African-Americans in our history. Chandler Jacobs provided introductions for the program. Eleanor Awa, Hunter Bergfeld, Erin Carle, Elizabeth Christman, Neha D’Silva, Leah Fessahaye, Cristen Flanagan, Roxanna Shahraki, Kirstin Terry, and Ali Zaidi dressed up as notable figures such as Carter G. Woodson, Harriet Tubman, Althea Gibson, George Washington Carver, and others.

Boy Scouts from troop 1248 and sponsored by Fort Bend Baptist Academy recently visited Councilmember Jacqueline Baly Chaumette and toured Sugar Land City Hall before adjourning in the Council Chambers. Troop members discussed public service and the role of City Council with the Councilmember. The boys are advancing towards their Citizenship in the Community Merit Badge. SLCS was honored to have Mayor James A. Thompson of Sugar Land as their very special guest for the Monday pep rally in honor of “Dividends for Life: In Our Community”. He pre-sented SLCS with the proclama-

tion announcing Catholic Schools Week in Sugar Land. He stayed to listen to the band and to watch the younger students from the annual SLCS Cheer Camp assist the cheerleaders.

On Tuesday, students appre-ciated a free dress day and no homework night! In addition, third through eighth grade stu-dents had the honor of meet-ing renowned writer Margaret Peterson Haddix. The week ended with over 30 SLCS stu-dents attending the awards cer-emony at the University of St. Thomas for winners in the 2010 Archdiocesan Essay Contest.

EGGStravaganza starts spring fun for City of Sugar LandThe City of Sugar Land’s 26th

Annual EGGStravaganza marks the start of a season of fun events for the City this spring.

Sugar Land’s youngest resi-

dents, their families and friends are invited to enjoy an afternoon of egg hunts, prizes, spring fun and the opportunity to meet the Easter Bunny during EGGStravaganza

on Saturday, March 27, from noon to 3 p.m., at Eldridge Park, 2511 Eldridge Road.

Children up to 12 years old will be able to take part in the City’s now famous “egg scrambles” for treat-filled eggs and extra prizes from the prize booth.

Children with special needs will also be able to join the fun in a “Beeping Bunnies” egg hunt area. This area will include beep-ing eggs hidden among plush bunnies for children with visual impairments and a course with eggs hidden at accessible heights for children with mobility impair-ments. Whenever possible, staff will adjust the egg hunt set-up to suit the skill levels of children with other special needs.

This year’s egg scramble sched-ule follows: • Ongoing throughout the event for special needs chil-dren; • Ongoing throughout the event for 4 year olds and younger; • 12:30 p.m. for 5 year olds; • 1 p.m. for 6 years olds; • 1:30 p.m. for 7 year olds; • 2 p.m. for 8 and 9 year olds; and • 2:30 p.m. for 10, 11 and 12 year olds.

Each scramble lasts about one minute and is not repeated. To avoid missing out, parents should have their children at the appropri-ate age-group scramble on time.

Other activities planned throughout the afternoon will include free photo opportunities with the Easter Bunny, face paint-ing, a petting zoo, children’s DJ, a stilt walking Daisy, crafts and activities provided by local busi-nesses and a fascinating demon-stration of the art of Origami, with opportunity to make bunnies, butterflies and other interesting shapes from paper.

Annual Police and Fire Auxiliary fundraiser yields $15,000 for Missouri City’s Finest

The Missouri City Police and Fire Auxiliary’s annual fund-raising dinner, dance, and live and silent auction event was a big success. Approximately 400 tickets were sold for the March 12 fund-raiser, which brought in about $15,000 this year. In its 24-year history, the auxiliary has raised about $350,000 for the Police Department and Fire & Rescue Service.

“It’s always special for police officers and firefighters to receive the unfettered support of the community they serve. We often view these jobs as thankless, but that definitely is

not the case in our city due to the overwhelming support from our citizens,” Police Chief Joel Fitzgerald said. “Our resi-dents show their dedication to community involvement by enrolling in the Citizens’ Police and Fire Academy, sponsoring Police and Fire Auxiliary events and volunteering for Crime Watch programs. I would per-sonally like to thank them for their continuing support.”

The funds are used to pur-chase additional equipment for the public safety departments, allowing them to better serve the citizens of Missouri City.

Youth baseball league to host gala

Sienna Plantation Youth Baseball League announces that it is hosting its 2nd annual gala at Riverbend Country Club in Sugar Land on Saturday, April 10.

The theme this year is “Denim and Diamonds.” The event fea-tures dinner, dancing as well as a silent and live auction. All pro-ceeds from the gala benefit the baseball league. This year’s fund-raising efforts are aimed towards supporting the construction of a new five-lane batting cage, sched-uled to be completed in late April.

ANTIBIOTICS PRESCRIBED FOR CYSTIC FIBROSISCystic fibrosis is an inherited condition that affects the lungs, pancreas,

and other parts of the body. This condition is characterized by thickened secretions that come from the lungs, pancreas, intestines, and other major organs. Respiratory symptoms include a persistent cough, difficulty breathing, and chronic bronchitis. Staphylococcus aureus, haemophilus influenza, and pseudomonas aeruginosa are bacteria that likely live in the airway of a person with cystic fibrosis.

Antibiotics are used to treat respiratory episodes in persons with cystic fibrosis. They are usually prescribed to be taken by mouth for several weeks for a mild episode caused by methicillin sensitive Staphylococcus aureus (MSSA). The list of antibiotics commonly prescribed include dicloxacillin, amoxicillin-clavulanate (Augmentin), cephalexin (Keflex), trimethoprim-sulfamethoxazole (Bactrim, Septra), and doxycycline (Adoxa, Doryx). For methicillin resistant Staphylococcus aureus (MRSA), vancomycin or linezolid may be prescribed. Tobramycin (TOBI), an aminoglycoside antibiotic, or colistin are antibiotics given by inhalation for those infected with Pseudomonas aeruginosa. Severe cases may require ceftazidime (Fortaz), cefepime (Maxipime), aztreonam (Azactam), tobramycin, or amikacin.

their home purchase given the disclosure of the property clas-sification near their residence at the time of its purchase. Also of significance was the long term and future potential use of the land once the alzheimer’s facility would no longer be operating. In fact, one resident spoke about talk about the possible purchase of that land by several neighborhood homeowners at one time. They planned to maintain it as green space. This option may be looked into de novo, according to her.

The Planning and Zoning Commission which had for-warded a recommendation for approval with conditions to the City Council based that decision on information presented at pub-lic hearings held on January 12, and February 9. It received a tremendous amount of input from residents as well as a petition with over 200 signatures in opposition to the rezoning.

Numerous calls, emails, and letters regarding the proposed rezoning were reported to have been exchanged expressing both support and opposition for the reclassification.

In accordance with the Texas Local Government Code, if 20

percent of those in the land area within the 200 foot notification range for a rezoning is opposed to a request, a super-majority vote of City Council is required to approve the rezoning. Due to a 20 percent threshold that was met, a positive vote of six members of City Council was required to approve the rezoning.

“I highly highly respect the members of the Planning and Zoning Commission and my decision is not to be seen as dis-repectful,” said Councilmember Jacqueline Baly Chaumette, who voted against the request to reclas-sify the property. She further addressed the need to review policy tools utilized that could set a precendent for projects of this nature. Councilmembers Thomas Abraham and Don Smithers also voted against the ordinance.

Multiple parties involved in the rezoning request included Autumn Grove Cottages, which was to develop and operate the site, if the rezoning had been approved. The property was to be purchased by MFT Interests, which intended to enter into a lease agreement with Autumn Grove. The formal applicant, Brewer & Escalante, represented the engineering firm hired by Autumn Grove to design construction and site plan docu-ments for the proposal.

Eric Douglas Wells was stopped by Missouri City police officer Caleb Rule on March 3, 2009 on Highway 90A near South Gessner for speed-ing; 72 in a 35 mile an hour zone. According to testimony, Wells pre-formed poorly on a field sobriety test administered by police, then refused to submit to a breath test. During a search of Well’s car an open contain-

er of beer was found in the passenger compartment of his car. Wells was arrested and charged with DWI.

During his trial last week in County Court I, Wells was convicted by a jury. He was sentenced to a year probation, a $500 fine and 40 hours of community service.

dent have lost all credibility. I am so glad we have a congressman, Pete Olson, that refused to sup-port this over reaching health care measure; the same way the major-ity of American voters opposed this European-styled government health care takeover.

As more voters learned the truth about this bill, the more the polls showed the majority of vot-ers disapproved of the legisla-tion. According to Olson, the bill “increases taxes by $569.2 billion over 10 years and includes $528.5 billion in cuts to Medicare, cutting benefits and raising premiums on seniors.”

Olson also pointed out that, “this bill will cost the state of Tex-as an estimated $24 billion in new unfunded mandates for Medicaid spending over the next 10 years.” This will mean state taxes will in-crease for everyone reading this.

While some Democrats that voted for the bill admit that it was “far from perfect,” they just couldn’t resist this once-in-a-life-time opportunity to vote for this takeover of one-sixth of the U.S. economy.

In Olson’s public announce-ment, he reminded voters of the often-wrong estimates of the costs of a government program.

“In 1965, Congress said Medi-care would cost $9 billion by 1990

when it actually cost $67 billion or seven times more than predicted,” Olson said.

Not only do these Democrats that voted for this bill claim reve-nue neutrality, but they also claim it will reduce the federal deficit by $140 billion over the next 10 years. So, according to Democrats over 30 million uninsured Ameri-cans will get health insurance cov-erage and no person can be denied coverage because of pre-existing conditions and our health insur-ance bills are going to decrease and the deficit will be lowered?

“This bill will place a new tax on certain health plans of middle class families and force small businesses and individuals to pay a penalty if they cannot afford to purchase health insurance,” Olson said. IRS agents will be in charge of verifying if you have accept-able health care coverage and will have the authority to fine you up to $2,250 or 2% of your income (whichever is greater) for failure to prove that you have purchased “minimum essential coverage” and they will be able to confiscate your tax refund if you do not com-ply (who will get a tax refund after a couple more years of Democrats in congress).

Let me see, when we get a car inspection or buy our license plate we have to show proof of auto lia-

bility coverage. I guess that means that when we send our tax return to the IRS, we will have to send them proof of health insurance coverage in addition to any and all of your children even if they are 20 years old and don’t live with you.

Where in the U.S. Constitution does it give the federal govern-ment that authority? Never in the history of our country has the fed-eral government had the author-ity to force you to buy a product (health insurance) in order to exist as a citizen of this great country.

By the way, the only bi-par-tisanship regarding this bill was the 34 Democrats that opposed it

along with 178 Republicans. Re-member, I told you a year ago that everybody that pays income taxes will pay more in taxes under this President and the Democrats in the Congress. Not just those making $250,000 or more.

Lufkin Automation, Inc., which underwent groundbreaking a few days ago, expects to complete construction of its high tech auto-mation headquarters in Missouri City before the end of the year. The new site will replace the Houston operation on 6.2 acres with a 40,000 square foot build-ing at Lakeview Business Park.

“Its design and location will help us attract and retain the skilled workforce necessary to support the high-tech product lines pro-duced by Lufkin Automation,” said Lufkin Industries President and CEO Jay Glick.

“We liked the work that Trammell Crow did on the busi-ness park and the fact that it provides convenient access to Beltway 8, U.S. Highway 90A

and the Fort Bend Parkway Toll Road that will meet our ship-ping needs. It’s a good fit for our business,” said Dewayne Atwell, Lufkin Automation General Manager.

When completed in about six months, a total of 45 employ-ees are expected to be relocated from the present site nearby on Beltway 8, where the company manufactures products such as automation equipment for oil and gas wells.

Lakeview Business Park in Missouri City is a development of: Trammell Crow Company and Crow Holdings Realty IV, L.P. It is a 157-acre industrial develop-ment site with mature trees in an attractive area of Fort Bend County with neighboring lakes.

The City of Sugar Land reports a violent crime decrease of 11 percent during 2009 and improved investigative clear-ance rates by 4.7 percent, according to the Sugar Land Police Department’s 2009 Annual Report.

Also reported is a decline in the number of high-profile inci-dents between 2008 and 2009. “There’s been a perception in the community fueled by a few high-profile crimes that we are experiencing a sharp rise in crime,” said Police Chief Doug Brinkley. “The data clearly shows that our overall crime rate has remained mostly flat over the last several years.

Sugar Land’s violent crime rate for 2009 was also down and well below the state’s violent crime rate of 5.08 per capita and that of the nation cited at 4.55. violent crime 1.55 1.38rate per capita

Although statistics show Sugar Land’s overall crime rate declined from 27.47 per capita in 2005 to 24.68 in 2009, the City’s crime rate slightly increased between 2008 and 2009.overall crime 23.68 24.68rate per capita

“The slight increase we saw last year is due to several non-violent crime categories, includ-ing shoplifting and vehicle burglaries,” said Police Chief

Brinkley. Sugar Land lists fac-tors that are attributed to an increase in property crimes by 5.3 percent during 2009 which are as follows:

• Robberies - 43 in 2008, 61 in 2009. Many were shoplifting cases.

• 67 percent of burglaries were in residential areas.

• 29 percent of all burglar-ies had no forced entry (doors unlocked).

• 61 percent of thefts were over $200, 18 percent were between $50 and $200, 21 per-cent were under $50.

• The majority of thefts involved vehicle burglaries and shoplifting.

The Sugar Land Police Department reports that it imple-mented several police initia-tives last year to address prop-erty crimes. These include a partnership with retail districts and neighborhoods to encour-age the use cameras for security purposes. SLPD also created a task force to focus exclusively on vehicle burglaries, shopper safety and public education.

“Our priority is to ensure our community is safe, and I believe we have effectively accomplished this through departmental priorities that include enforcement, partner-ships, technology and qual-ity staffing,” said Police Chief Brinkley. “However, it’s also important that citizens feel safe, so we have developed a plan to more effectively communicate directly with our citizens.”

Running for the Fort Bend ISD Board of Trustees is a logical step for 29-year Sugar Land resident Jim Rice, who has actively contributed to our community for decades. With four key platform components — quality educa-tion, teacher support, community out-reach and balanced budget — Jim is most passionate about ensuring that all students have the same opportunity for achievement as his own sons, who grew up the FBISD system. All went on to universities and the eldest is cur-rently demonstrating his own global community spirit by teaching English in China.

Jim has worked directly with our community’s youth as a Cub Scout Den Leader, Cubmaster, Boy Scout Troop Committee Chair and Tomahawk District Chairman, and he continues to serve the scouts on the Sam Houston Area Council Board of Directors. All three sons earned the rank of Eagle Scout. His other ongoing contributions to education include serving on the Literacy Council of Fort Bend County Board of Directors; Fort Bend Chamber

of Commerce, Education Division, Vice Chairman for two years and board mem-ber for five years; Fort Bend Regional P16 Council Board of Directors; and co-founder and chairman of Fort Bend Cares, a non-profit foundation that financially supports organizations and programs that serve Fort Bend County with an emphasis on disadvantaged youth. Jim and his wife Mary have been members of Christ United Methodist Church since 1991, where he has taught Confirmation Classes and chaired three building committees.

Currently president of Rice & Gardner, an engineering, commission-ing and program management firm, Jim has been a business owner involved in school engineering and planning throughout greater Houston for over 30 years. With the district facing extreme financial challenges, Jim will add his business aptitude and direct knowledge of school facility operations to develop practical solutions to enable FBISD to continue providing a quality education to all of our students and nurturing our future community leaders.
