Rolling outages affectarea businesses

Denton businesses had toadapt to icy weather conditionsand rolling power outagesTuesday and Wednesday.

Shutting Golden TriangleMall down for two days wasn’texactly what general managerMatt Ludemann wanted to do,but he was worried about thesafety of employees and cus-tomers.

“We just didn’t feel it was safefor a huge flux of people,” hesaid.

One of the major concernswas the mall’s parking lot, whichwas covered in ice. Ludemannsaid he hoped that since the sunwas out Wednesday, the icewould melt and evaporate a bitbefore the mall opens at 10 a.m.today.

Denton gas stations weremore affected by the power out-ages than the weather, but BillMonzer, owner of Shell FoodMart on McCormick Street, saidthe store hadn’t been gettingsome of its deliveries becausetruck drivers weren’t venturingout on the roads.

Storms puts SuperBowl business on ice

The city plans to have a wel-come center at Denton Airportdespite the icy weather, saidKim Phillips, vice president ofthe Denton Convention andVisitor Bureau.

Denton hotels have not seenmuch Super Bowl business butcould gain it from peoplestranded by the weather, Phillipssaid. The airport was open untilMonday night before the icemoved in.

Or it may have caused extend-ed stays for people coming intoDenton for other business, shesaid.

Once the final teams wereannounced, the city ran adver-tisements in Pittsburgh andGreen Bay to let people comingin for the Super Bowl knowDenton was here, Phillips said.

The city will be at the Super

Bowl media center in Dallastoday for its spotlight time infront of the media. A spotlighttime was given to each of the 12official host communities, andDenton got a two-hour window.

Denton officials will showDenton’s connection to theSuper Bowl during the spot-lighted time. They plan to letpeople know that the builders ofCowboys Stadium are alsobuilding the University of NorthTexas’ new football stadium andthat Terry Bradshaw has horsesin Denton County, she said.

Denton may get new energy facility

Denton Municipal Electric isstudying the potential applica-tion of a 10-megawatt combinedheat and power plant in Denton,but details of the project haven’tbeen made public.

DME has signed confidential-ity agreements with a limitednumber of customers whosebusinesses could benefit fromthe proposed energy facility, soofficials are restricted in whatthey can say for now, spokes-woman Lisa Lemons said.

DME officials have discussedthe project with the City Counciland the council-appointedPublic Utilities Board in closed-

door sessions, she said.The council on Tuesday

approved a $146,806 contractwith engineering firm Burns &McDonnell to secure the neces-sary environmental permits tobuild the proposed facility. Theaction came with no public dis-cussion as part of the council’sconsent agenda, where multipleitems are passed with a singlevote.

Airport business tookhit during bad weather

Early anecdotes suggest thatat least some Denton-area resi-dents and businesses took a sub-stantial hit from the icy weather.

Ice on the runway shut downDenton Airport for most of theweek, forcing private and corpo-rate aircraft en route to SuperBowl XLV in Arlington to landin other North Texas cities.Damon Ward, president ofBusiness Air, which handledmany of the game-related flightreservations at Denton Airport,said Thursday that the weatherwas “absolutely killing our busi-ness.”

But business is likely to begood for those who help cleanup the mess, such as damage towater pipes and vehicles. Homesand commercial and publicbuildings have suffered water

damage after pipes froze andfractured.

Sprinkler systems have frozenin a couple of county buildings,causing water damage, CountyJudge Mary Horn said, includ-ing the district attorney annexbuilding on McKinney Streetand the Sandy JacobsGovernment Center inCarrollton.

Cardiac lab opens atTexas Health Denton

Texas Health PresbyterianHospital Denton celebrated thegrand opening of its new cardiacelectrophysiology lab on Jan. 20.

The new lab, located on thefirst floor of the hospital’s mainbuilding, now provides patientsthe ability to receive care close totheir home. Newly availabletreatments include radiofre-quency ablation (a procedureused to treat some types of rapidheart beating) and cryoablation(a process that uses extreme coldto freeze selected cells in treat-ing rapid heart rhythms),according to a news release.

Success rates for cardiac abla-tion are above 90 percent,according to the AmericanHeart Association. The proce-dure is minimally invasive, andoften allows patients to resumenormal activities within a few

days, said the release. Some of the grand opening’s

attendees included Stan Morton,the hospital’s president; MikePope, ambassador for theDenton Chamber of Commerce;and Melvin Willis, a member ofthe hospital’s board of trustees.The celebration included a rib-bon-cutting and a tour of thenew lab.

Underfunded roads indire need of repair

Denton’s road network is insteady decline after years ofunderfunding, and fixing theproblem will take a major boostin spending, according to astudy presented Monday to theCity Council.

The overall state of city streetsdeclined from 69 to 61 on a 100-point scale since 2003 while thecity spent an average of about$4.6 million a year on streetmaintenance. The study foundthe city would have to more thandouble its annual spending toprevent further decline andmore than triple it to return to2003 quality levels.

“That’s the size of the ele-phant in the room,” said StephenSmith, a principal with the con-sulting firm IMS, which per-formed the study. “Ten milliondollars to stay where you’re attoday; $15 million to get youback to where you were in ’03.”

“Gold is a protector of proper-ty rights. The abandonment ofthe gold standard made it possi-ble for the welfare state to use thebanking system as a means forthe unlimited expansion of cred-it. In the absence of a gold stan-dard, there is no way to protectsavings from confiscationthrough inflation; there is nosafe store of value. Deficit spend-ing is simply the hidden confis-cation of wealth.”

In the last 10 years, theprice of gold has soaredmore than fivefold from

$250 an ounce to $1,400. Thisastonishing ascent took place ina period in which the perform-

ance of most other asset classeshas been mediocre or cata-strophic.

Investor perceptions varywidely. Believers confidentlyexpect a steady march to$10,000, while skeptics dismissthe rise as a bubble that couldburst any day now.

Both these views actually missthe mark, since they neglect thehistorical role of gold and other

precious metals. Rather than justassets with prices ticking up ordown, it may be better to thinkof gold and other precious met-als as money.

The key functions of moneyare to serve as a medium ofexchange for trade and com-merce, and as a store of value forsavings. For thousands of years,gold coins, silver coins or gold-backed paper currencies effec-tively served these functions.The explicit linkage of govern-ment-issued currency to gold —a scarce, durable and prizedasset — gave people and busi-nesses confidence to conductcommerce and to keep savingsin that currency. This “gold stan-dard” also required governmentsto be disciplined and prudent intheir spending, since the tie to

gold holdings limits the supplyof money in the system.

Since ancient times, govern-ments have abused their privi-leged control over currency.Around A.D. 200, the RomanEmpire, faced with severe budg-et shortfalls, adulterated theamount of gold in Rome’s coins,the denarius. Eventually, Rome’skey trading partners, startingwith India, stopped acceptingthe denarius, and insisted onpure gold for trade payments.The inability to import vitalgoods led to a sharp decline inRoman living standards, andcontributed to the empire’seventual collapse.

In the late 1920s, the U.S.Federal Reserve embarked upona massive money-printing effortto cushion banks from theimpact of a recession in 1927,and to bail out the BritishEmpire, which was then run-ning short on gold reserves. Thesurge of dollars flowing into the

banking system soon worked itsway into the stock market, andcreated a crazy speculative bub-ble. The bursting of that bubblein 1929 led to the GreatDepression, a period of greatmisery throughout the world.

In the late 1960s and early’70s, the U.S. government wasreeling from big deficits (albeitpuny by today’s levels) from theVietnam War and social spend-ing programs, and facing toughtrade competition. In 1971,President Nixon broke the tiebetween the U.S. dollar and gold.By finally abandoning the ves-tiges of the gold standard, thegovernment could expand thesupply of money virtually at will.A decade of economic stagnationand terrible inflation followed.The U.S. dollar fell 80 percentagainst other major currencies.The price of gold rose more thantwentyfold — from $35 an ounce

Let’s turn our attention to thepresent day. The scale of curren-cy debasement in the aftermathof the 2008-09 financial crisisdwarfs historical precedents.After slashing short-term inter-est rates to zero and engineeringthe banking system bailout, theFed expanded its efforts further.It guaranteed the corporate debtof selected institutions, providedbackstops to commercial paperlenders and traded cash for vastholdings of toxic mortgage-backed securities.

Perhaps most concerning hasbeen the Fed’s policy of “quanti-tative easing,” a euphemism forits persistent printing of trillionsof dollars to buy mortgages andTreasury bonds. This monetiza-tion of U.S. fiscal deficits hasbecome alarming to foreign anddomestic holders of U.S. dollarsand dollar-denominatedTreasury bonds. Not surprising-ly, the prices of oil, food and

other vital commodities haveexploded, in a nasty reminder ofthe 1970s.

As a result, gold is regainingan important role in the fabricof the financial system. Afterdecades of reducing their goldholdings, central banks in Asiaand the Middle East are nowrebuilding their gold reserves.Large banks, such as JPMorganChase & Co., are increasing theiruse of gold in transactions.Banks in India, China and theMiddle East are increasinglypromoting gold and other pre-cious metals to clients, in a signof gold’s revival as a store ofvalue and medium of exchange.

Where might this lead? Ifdestructive government policiesand trillion-dollar deficits con-tinue unabated, the believers in$10,000 gold may eventually beproven right. To protect againstan economic Armageddon, mostpeople should accumulate somephysical gold.

But gold ownership should beviewed as a defensive measure,not a “sure bet.” After all, a

return to more prudent govern-ment policies could cause areversal. For example, in the1980s, thanks to Paul Volcker’sleadership of the Fed, inflationwas reined in, and gold fell from$800 to $250 an ounce. We willsee if there is a willingness toswallow tough medicine in com-ing years.

As contrarian value investors,my business partner and I preferassets that are cheap and out offavor. Opinion polls report thatthe vast majority of investorsexpect gold prices to keep rising.This bullish sentiment towardgold makes us uncomfortable.Buying assets when they arepopular (stocks in 1999, housingin 2005) often doesn’t work outwell.

If we instead think of gold asa currency, we should ask our-

selves what that currency buys.It is useful to assess if potentialalternatives are cheap in relationto that currency. Let us explorethis further.

Over the past decade,investors in the U.S. stock mar-ket have seen their money gonowhere. Priced in dollar terms,the Dow and S&P 500 stockindices are roughly flat.However, priced in terms ofgold, the value of U.S. businessesmeasured by these marketindices has declined more than80 percent! Stocks of severalgrowing, world-dominatingcompanies with pricing powerand international operationsseem cheaper than gold.

We often hear how oil hasskyrocketed and that the price ofgasoline has risen more thanthreefold in the past 10 years.

But, if measured in terms ofgold, oil is about as cheap todayas it was in 2000.

U.S. real estate — one oftoday’s most hated assets — alsoappears cheap. The averagehouse in America in 2010 cost112 ounces of gold, far below theaverage of 202 ounces over thelast 120 years, and down 75 per-cent from the high of 478ounces in 2001. House prices inLas Vegas are at 50-year lows,adjusted for inflation and squarefootage.

Whatever an investor mightthink about gold, using the “goldstandard” to look at variousasset classes can provide power-ful investment insights. Forvalue investors, such compar-isons can be very useful today,when the value of our moneyitself is in doubt.

Economic development isessential to any commu-nity that wants to be

master of its destiny — but thatdevelopment must be controlledand well-managed for the goodfor its citizens, rather than func-tioning with a knee-jerk reactionto projects.

Tourism is an industry initself, and proves important andvital to a community. As the twofunction together, tourism andeconomic development focus onopposite ends of the businessspectrum.

While economic developmentfocuses on long-term recruit-ment of companies to a commu-nity that will create primary jobsfor its citizens, tourism focuseson recruiting organizations andindividuals to come to a com-munity on a short-term basis,like for an event or vacation.Tourists stay for a week or a

weekend then return to theirhome. However, while they arehere, they spend their money onour hotels, in our restaurantsand in our stores. This adds tothe city’s sales tax base, just aseconomic development adds tothe city’s ad valorem tax base.The two are indispensible to acommunity’s economic healthand vitality.

Recently, during DentonCounty Day in Austin, I wasinvited by Kim Phillips, directorof the Denton Convention and

Visitor Bureau, to attend a“Unity Dinner” given by theTexas Travel IndustryAssociation. The event was torecognize and honor accom-plishments of those in thetourism industry.

At that event, I was able to seehow fortunate we are that theDenton Economic DevelopmentPartnership and the DentonConvention and Visitor Bureauembrace and support one anoth-er in their respective endeavorsand projects. That is not the casein a lot of cities.

We are also fortunate thatboth the Denton Chamber ofCommerce and the city recog-nize the importance of whatthese two organizations bring toour community.

Council focuses onstreet maintenance

Denton city leaders startedoutlining a plan to tackle abacklog of street maintenanceand reconstruction projects thatcould involve selling bonds andmoving funds from other priori-ties over the next five years.

The City Council spent part ofits annual planning sessionTuesday on the topic, a day afterreceiving a report that the city’sstreet network was in steadydecline after years of underfund-ing.

Council members discussedthe broad outlines of a plan toaddress the problem by sellingup to $20 million in bonds torebuild failing roads and gradu-ally boosting annual roadspending to $10 million to bet-ter maintain other streets.

Sewer plant in theworks for Krum

KRUM — City leadersapproved this week a set of con-tracts that sets the stage for con-struction of a new, and long-needed, sewer treatment plant.

Construction of the estimat-ed $2.5 million plant is slatedto begin in the fall, with theplant operating by September2012.

The three agreements includea design contract with Plano-based MLA ConsultingEngineers and Planners, whichwill design a sewer treatmentplant that can handle 350,000gallons of wastewater per daywhen it first goes on line.

That initial capacity couldhandle all sewage currently gen-erated in the city plus that ofidentified new developments.

In sharp contrast to the rest ofthe housing and constructionmarket, at least three apartmentcomplexes designed and mar-keted toward students are pop-ping up in Denton. With morethan 50,000 students enrolledin Denton-area universities, theadditional housing is muchmore than an added option —it’s a necessity.

One developer believes that

with the large budget restraintsuniversities are facing, they don’thave the money to build on-campus housing.

“There is a greater demandfor student apartments,” saidMac Jones, a partner atHammond Jones DevelopmentLLC, which is building MidtownApartments in Denton.

The Austin-based develop-ment company’s focus is to build

off-campus student housingnear major universities.

About 5,700 of the Universityof North Texas’ 36,000 studentslive in dorms, which are at about95 percent to 98 percent capaci-ty, said Tom Rufer, associate vicepresident for auxiliary services.UNT freshmen are required tolive in dorms.

Texas Woman’s University hasabout 1,629 out of 14,000 stu-

dents living on campus. Thedorms are at 98 percent capaci-ty, said Richard Nicholas, vicepresident for student life. AtTWU, both freshmen and soph-omores are required to live oncampus.

“It’s a huge demographic andit really is a huge industry,”Jones said. “More and more andmore kids go to college everysingle year.”

He said that students thesedays are more “sophisticated”and many don’t want to live in adorm throughout their time atschool. Most students grew upwith their own bedrooms, some

even with their own bathrooms,he said, and that’s what theyhope to have in college.

“It’s a classic model of ademographic creating demandand the industry rising up tomeet that demand,” Jones said.

The student apartment indus-try started about 10 years ago,he said. Before 2000, studentapartments were being built, butit was only in the past decadethat student housing became amore acceptable business modeland the industry really took off,he said.

“What we’ve proven is if youbuild nice student housing and

manage it corporately, it can bea viable asset,” Jones said.

What student apartmentsoffer is a by-the-bedroom leaseand amenities tailored to youngadults, including sand volleyballcourts and furnished units.

Renting by the bedroominstead of by the unit has“always been a part of this latestrenaissance of student housing,”Jones said.

“And at the time it was anincredibly new concept,” he said,adding that nobody knew if itwould work.

Jones said he thinks rentingapartments out by the roomgives students and parents moresecurity than they would have ifone of the other students didn’tpay.

MIDTOWN APARTMENTSOfficials with Hammond

Jones Real Estate Developmentsay Midtown, a small studenthousing community that thecompany is building in Denton,is more attractive to studentsbecause its size allows for bettercustomer service.

“Sometimes when you havelarger communities you get kindof lost and you are a number,”said Joanna Rose-Self, regionalmanager of HJD PropertyManagement. “We want our res-idents to be a name — not anumber.”

The complex will be two four-story buildings containing 76units with 272 beds. Leases willbe by-the-room, in two-, three-and four-bedroom apartments.Each bedroom has its own bath-room.

“All you share with yourroommates is your kitchen andyour living room,” Rose-Selfsaid.

Because its residents will bestudents, the complex will plandifferent activities around UNTand TWU schedules.

For example, during finalsweek, the complex plans to cookmeals for the students. And dur-ing spring break, the complexwill hold pool parties.

“It’s based upon what’s goingon in the school,” Rose-Self said.

CAMPUS CRESTEmily Rend, director of sales

and marketing for Campus Crest,said her complex hopes to offerstudents a sense of community.

Campus Crest will replacewhat was once a Home Depot at701 Fort Worth Drive.

“We gear our apartmentstoward students because it’s agreat business model,” Rendsaid.

The parent company ofCampus Crest started looking atthe Denton market about twoyears ago, Rend said, and decid-ed to build here because compa-ny officials considered UNT tobe a growing school with a bur-geoning housing need.

Campus Crest has 27 apart-ment complexes in 11 states,most of which are in Texas.

Rend said the student apart-ment business is a good one tobe in because college enrollmentcontinues to grow despite therecession.

“It’s an exciting and engagingbusiness to be in,” she said.

Rend said she believes that ascolleges continue to grow, not allof them will be able to supportand house their students.

Jason Chudoba, senioraccount executive for CampusCrest, said more high school stu-dents are attending college, andenrolling for longer periods oftime; as a result, student hous-ing complexes will find them-selves strained.

Campus Crest is projected toopen its Denton apartments inAugust, offering 216 units with

584 beds. The apartment will offer two-

and three-bedroom apartmentsthat will be leased out by-the-room.

“Everyone is responsible fortheir own payment,” Rend said.

The property will have a fit-ness center, basketball and vol-leyball courts, coffee bistro andlibrary.

Units come fully furnished,with a washer and dryer includ-ed in each one. Each bedroomhas its own bathroom and walk-in closet, Rend said.

The complex plans to hostblood drives and canned fooddrives, and have game nightsand pool parties.

“We want to build that senseof community,” she said.

THE RETREAT AT DENTONThe Retreat at Denton, locat-

ed at 1451 Centre Place Drive,offers students a neighborhoodof houses instead of the tradi-tional box-style apartments.

“There is no other cottagecompany in Denton,” said JamesWhitley, vice president and chiefoperating officer of LandmarkProperties Inc., the companythat owns the Retreat.

He said research shows that ifstudents were given the option,they would prefer to live inhouses.

“We are structured from a

rental agreement standpointmuch like the typical studentapartments,” Whitley said.

Students rent by the bedroomand have the option of havingamenities included in their rent.

The complex has about 125units with 20 or 30 units peracre. It has 492 beds and offersthree-, four- and five-bedroomhouses.

“Our concept with the studentcottages is such a new and dif-ferent concept,” he said. “Weoffer something altogether dif-ferent.”

Whitley said Denton’s studenthousing market is seeing sub-stantial growth.

And because Texas has one ofthe more stable economies rightnow, Whitley said, the Georgia-based company thought Texaswould be a good place to build.

He said other universitieshave capped enrollment butUNT continues to grow.

The Retreat will also be opento residents Aug. 1 in time forthe fall semester.

PREPARING FORGROWTH

Although these housing com-plexes lease to students, theydon’t have a formal tie to UNTor TWU. The latter universitydoesn’t have any partnershipswith local apartment complexes— yet.

Unlike the Ridge at NorthTexas and University Courtyard,which have a formal agreementwith UNT, these apartmentsmarket to students but they can-not discriminate against non-students.

Rose-Self said Midtown offi-cials understand that Dentonuniversities offer housing fortheir lowerclassmen, which iswhy the complex will targetupperclassmen and graduatestudents as they transition out ofdorms.

“It’s that step between dormliving and on-campus living toindependent living,” Rose-Selfsaid.

TWU’s solution to housingdemand is to rent and manageapartments near the university.

“It is our plan to lease entirecomplexes,” said RichardNicholas, the TWU vice presi-dent for student life.

And housing demand is onlygoing to increase. The universityalready has 60 more fall housingapplications than it did at thistime last year, Nicholas said.

“We are preparing for anoverflow situation,” he said. “Andagain, we prefer to do it with ourown housing.”
