Management of water resources has become a major challenge for many business sectors. East Bay Group understands the complexities of developing in a sensitive environment while holistically managing an area’s water resources. This knowledge can help properly position elements of a project to work with a regions water resources rather than impact or consume them.

Utility Systems East Bay Group provides package utility systems to resort developers, rural or remote communities and emerging market coun-tries. The utilities can be established for either public or private operations. To maximize system efficiencies, the recycling and reuse of treated water; wastewater treatment system phasing; and the selection of the best technology custom-suited to the pro-ject needs are all accomplished. Bahama RockBahama RockBahama Rock Client: Bahama Rock Limited Project Description: Proposed expansion of Freeport Harbour, Bahamas, to accommodate post Panamax vessels. East Bay Group has been contracted by Bahama Rock Limited to perform a number of studies to assess the environmental impact of the harbor expansion in Freeport, Grand Bahama Is-land. These studies include habitat categorization and assess-ment, water circulation analyses, impact documentation and ranking, and coordination for project approvals.

Ginn Sur MerGinn Sur MerGinn Sur Mer Client: Ginn Clubs and Resorts Project Description: The crown jewel in Ginn Clubs and Resorts’ impressive list of developments in North America and the Caribbean is Ginn Sur Mer, a 2,200 acre residential and commercial golf resort located in West End, Grand Bahama Island. The proposed luxury development will consist of 2,900 residential homes, 4,000 condominiums, a four-star resort hotel and casino, two signature 18-hole golf courses, a mega yacht marina and a private airstrip. This project includes the Old Bahama Bay Resort. East Bay Group has been contracted by Ginn Development Company to provide site/civil design efforts for roadway, grad-ing, water distribution and wastewater collection systems, and wastewater treatment plant expansions to serve the project. Major utility infrastructure construction and earthwork is cur-rently under way with initial phases scheduled to be completed in 2010.

Old Bahama BayOld Bahama BayOld Bahama Bay Client: West End Resorts Project Description: This project involved permitting and infra-structure design for the redevelopment of the 150 acre first phase of a destination resort community. The scope of services performed included design of paving, grading and drainage systems for roadways associated with the project; design of water distribution, wastewater collection, water treatment and wastewater treatment; and design of canal earthwork, shore protection, 175-slip marina and bridges. East Bay also coordi-nated with local power, water, and cable companies, as well as the Bahamas Ministry of Public Works and construction compa-nies for work approvals and permits. The Old Bahama Bay Re-sort has been assimilated into the Ginn Sur Mer development, which East Bay is also currently involved in.

Santa BarbaraPlantationSanta BarbaraPlantationSanta BarbaraPlantation Client: SFT International Project Description: Preliminary design and feasibility analysis for utility infrastructure, water treatment, wastewater treatment, and drainage systems for Santa Barbara Plantation. A high-end golf and marina resort on 2,000 acres of Willemstead, Curacao. The project will eventually contain 3 hotels, 36 holes of golf, 560 residential units, and over 450 marina slips (including at least 40 mega-yacht slips). East Bay’s scope also included feasibility and design work for all the marina facilities. East Bay coordinated technical presentations to hotel govern-ment agencies and political leaders in order to gain approval for the water and wastewater treatment and power generation technologies planned for the project.

Tucker’s Point Tucker’s Point Tucker’s Point Client: Trippe Family Trust Project Description: East Bay Group was responsible for the design and permitting for utility infrastructure, wastewater treat-ment plant, coastal protection, and site civil roadways, drain-age, parking systems for Tucker’s Point Club, Ship’s Hill Villas, and Tucker’s Point Beach Club on the former site of Castle Harbour Resort. The project included completing the design, permitting and installation of a 50,000 gpd wastewater treat-ment system capable of treating the resort’s domestic waste-water effluent to levels allowing use in toilet flushing systems, an integral part of the project concept. The project scope also included all site civil design work for water distribution, waste-water collection, stormwater management and drainage, and roadways and access to serve the new hotel and residential development on the 700 acre property. This was the first time a wastewater treatment plant had been designed and permitted in Bermuda to meet these specifica-tions and coordination with the governmental agencies and en-vironmental departments. Design of coastal protection works for the beach club was also an integral part of the project. This was the only property on the south side of the island to suffer no damage during Hurricane Fabian.

Ritz CarltonRitz CarltonRitz Carlton Client: Ritz Carlton Hotel Company, LLC Project Description: East Bay Group served as project manager for the environmental services team responsible for obtaining the necessary approvals for the Ritz Carlton Re-sort Community located along Seven Mile Beach on Grand Cayman. This assignment in-cluded performing an in-depth Environmental Impact Assessment which required consid-erable field study as well as computer modeling. Governmental coordination with the De-partment of the Environment and the Planning Commission was also accomplished for the project. Specific tasks undertaken included waterway design for the golf community, wa-terway circulation and water quality modeling of the lake system, and assessment of wet-land impacts associated with the project. The large size and controversial nature of this project caused the project to undergo rigorous evaluation including numerous public work-shops prior to project approval being granted.

Altos de ZambranoAltos de ZambranoAltos de Zambrano Client: GHP (Honduras) LLC Project Description: Site civil design for Altos de Zambrano, a 521 unit mixed use residential project 15 miles northwest of downtown Tegucigalpa in Honduras. The project included the design of water treatment and wastewater treatment systems to ensure that the residents have a reliable supply of potable water and the wastewater effluent is treated to irrigation quality standards for reuse within the project. East Bay obtained all infrastructure and environmental approvals for the project in August, 2004. Project construction began in January 2006. East Bay Group, with Rick Reikenis as Principal-in-charge, has been intimately involved in the planning, design, and construc-tion of the project including working through labor issues, legal and title issues, banking arrangements, contracts with individ-ual and groups of buyers, and pension funds.

African Palm BioAfrican Palm BioAfrican Palm Bio---DieselDieselDiesel Client: Palma Navitas Group Project Description: In late 2006, East Bay was contacted by Palma Navitas Group and Palcasa to bring engineering and project management expertise to a significant expansion of the African Palm Oil production facilities in northern Honduras. East Bay has been responsible for the technical evaluations of the technology used to manufacture bio-diesel from palm oil and is acting as the owner’s engineer for expansion of up to 50,000 acres with an annual bio-diesel production of up to 24,000,000 gallons. East Bay was responsible for managing the overall property development and facility implementation and operations phases of the project.

Isla PalenqueIsla PalenqueIsla Palenque Client: Amble Resorts LLC Project Description: A unique eco-resort, this project will consist of a 80-key boutique hotel, 200 family residences, marina facili-ties, and all on-site utilities including maximizing solar power, cis-terns for water collection, and potentially wind power. Aside from providing engineering services for utility infrastructure in this challenging environment located on a 400 acre island off Panama's Pacific Coast, our staff has also been responsible for much of the predevelopment logistics, including setting up wells, weather stations and tide guages, surveying, clearing of road-ways and trails, and setting up temporary living quarters on site. One of our first design tasks is to complete design work for the marina cargo loading facilities for the island so that the project construction can begin in 2010.

Lago MarLago MarLago Mar Client: Atlantic Investors, LLC Project Description: Lagomar is located on the Pacific Coast, in the Coronado Region of Panama’ Gold Coast. This 55 acre beachfront project is a 1,000 unit residential beach club desti-nation for Panamanian clients, with units scheduled to sell be-low $200,000. East Bay’s scope included design of all coastal protection and ocean pier infrastructure to serve the project. In addition, East Bay conducted a feasibility analysis and de-sign of sustainability and alternative energy technology (wind, solar, water cisterns, etc.), design of all site civil components including water distribution, wastewater collection, roads, and drainage, and design of water treatment and wastewater treat-ment plants. The wastewater will be treated to irrigation quality standards for use on the project site. Scope also included the preparation of a feasibility and finan-cial engineering plan to create a “utility company” to serve the project and provide water, wastewater, and renewable energy services to the project clients and residents.

Project Description: Located 45 minutes northeast of Tocumen Air-port, adjacent to the Chagres National Preserve, Kalu Yala occupies 6,000 mountain acres in Panama. 80% of the property is virgin rain-forest and will not be developed. The remaining property is planned for compact, distinct villages, with residential estates spread through-out. ESDA prepared the project master plan in collaboration with East Bay’s technical advice. One of the major challenges of this pro-ject is the design and construction of required infrastructure with minimal impact and disturbance to the surrounding slopes and vege-tation.
