THE COUNTY

Marin County, California, is a special place and home to

a community of approximately 250,000 engaged and

culturally diverse residents. Marin is located in the

North Bay across the Golden Gate Bridge from San

Francisco and adjacent to the vineyards of Napa and

Sonoma Counties. Marin is a highly desirable place to

live and is known for its combination of rural and

suburban lifestyles, excellent schools, entertainment and

recreational activities, and a mild climate year-round.

Outdoor recreation in Marin County includes whale

migration and bird watching, garden tours, golf, hiking,

running, mountain biking, horseback riding, sail

HEALTH & HUMAN SERVICES

The Department of Health and Human Services (HHS) is

an innovative, integrated department of four divisions –

Administration, Behavioral Health & Recovery Services,

Public Health and Social Services – that deliver,

coordinate, and administer a range of federal, state, and

local programs addressing the health and welfare needs

of county residents.

The Department is commi3ed to ensuring healthy

communities through supporting health policies and

practices for residents to achieve an optimal level of

health and well-being. The organization seeks to

innovation as outlined in the HHS Internal Strategic

The Department of Health and Human Services is the

largest department in the County with some 700

employees and an overall annual budget of about $189

million (FY 17/18). The Department is responsible for

over 40 key programs that are provided in

approximately 112 locations throughout the county and

community.

THE POSITION

The Emergency Medical Services Administrator is a

senior management position and is responsible for the

organization, administration and implementation of a

comprehensive county-wide Emergency Medical

Services System. The EMS Administrator provides

leadership in the planning and implementation of

Emergency Medical Services programs and functions

and collaborates closely with the Public Health Officer in

preparedness and response and communicates with

elected officials, community groups and the media. In

county-wide emergencies, the EMS Administrator acts

as the Medical Health Operational Area Coordinator to

manage the coordination of community health and

medical response.

Responsibilities will include but are not limited to:

• Plans, directs, monitors and evaluates the

effectiveness of comprehensive county-wide EMS

services and programs, including needs assessment,

program design and planning, implementation,

evaluation, regulatory enforcement, and the medical

component of disaster preparedness.

• Provides highly complex staff assistance, including

analyses, reporting to senior level management and

related commissions and advisory boards on EMS

program issues.

• Exercises direct and indirect supervision over

program staff and contractors. Hires, supervises,

trains and evaluates professional, technical and

support staff, and contract employees.

• Acts as Medical Health Operational Area

Coordinator, on call 24/7, to assure the coordination

of a wide range of County and community health,

hospital and pre-hospital emergency response

functions during county-wide emergencies.

• Maintains effective working relationships with

public and private organizations including the

California EMS Authority, other Health and Human

Services department staff, County departments, fire

agencies, pre-hospital provider agencies and

hospitals.

• Advises Health and Human Services Director, Public

Health Officer and members of the Board of

Supervisors on EMS ma3ers.

THE IDEAL CANDIDATE

The ideal candidate will have substantial prior

experience in Emergency Medical Services system

administration and will have comprehensive

knowledge of the current regulatory environment and

the pre-hospital emergency medical care system. The

ideal candidate will also exhibit the following qualities:

• Highly focused and organized, capable of integrating

multiple programs, systems and human resources

toward a common goal.

• Ability to communicate and collaborate within the

organization and with external stakeholders and

partners (e.g., advisory boards and community

organizations).

• Ability to analyze systems and processes and

implement changes in operational procedures.

• Quick and clear-thinking, calm under pressure,

tactful and positive.

• Ability to understand the differing perspectives and

skills represented by a multi-disciplinary team.

• Understanding of concepts behind performance-

based budgeting and the relationship between

program funding levels and expected results.

• Understanding of budget management and funding

mechanisms for Health and Human Services

programs including EMS.

• Ability to analyze systems and processes and

implement changes in business processes.

• Ability to establish, communicate and monitor goals

and objectives with technical support staff.

MINIMUM QUALIFICATIONS

Any combination of education and experience that

provides the necessary knowledge and abilities listed,

typically a Bachelor’s degree from an accredited college

or university in health administration, public

administration, health education, nursing, fire or police

science, or closely related field, AND the equivalent of

three years of experience in an emergency medical

services program, which must have included one year of

experience in administration of a local EMS Agency or

management of EMS provider services. The required

experience must have included some experience in a

lead or supervisory role.

Additional experience as outlined above may be

substituted for the education on a year-for-year basis to

a maximum of two years.

COMPENSATION

SALARY: The annual salary range for the Emergency Medical Services Administrator is $118,206 - $143,666.

Placement in the range is dependent upon experience and qualifications. Salary is supplemented by a generous

benefit program that includes the following elements:

RETIREMENT (37 Act): New employees 2% @ 62 for new employees and reciprocity with CalPERS. The County does

not participate in Social Security except for the mandatory Medicare contribution.

INSURANCE: The County has a cafeteria-style benefits plan that allows employees to choose from a variety of health,

dental, vision, life, and long-term disability insurance plans.

LEAVE ALLOWANCE: Generous vacation, personal, management and sick leave benefits plus 11 paid holidays

annually.

DEFERRED COMPENSATION: Tax deferred 457k plan which employees may contribute to enhance their retirement.
